This preparatory study puts forward a number of proposals for further action.<br />
The purpose is to deepen the analysis of the link between chemicals and<br />
climate change, but also to initiate measures that bring the two environmental<br />
issues closer.<br />
Proposals in short:<br />
Develop a “synergetic goal” that sets a generic objective for work towards<br />
both “reducing climate impact” and creating “A non-toxic environment”.<br />
Based on this goal:<br />
1. Develop a mutual and coherent method for evaluating whether products and<br />
production systems are in line with the defined goal.<br />
2. Create a national center for Green Chemistry, which promotes the<br />
development of “non-toxic, resources lean and climate neutral solutions”.<br />
Make use of this hub to engage and promote actions in various parts of<br />
society.<br />
3. Strive to increase international exchange of knowledge about the relation<br />
between chemicals and climate change.<br />
4. Promote more comprehensive research strategies. Define criteria for<br />
evaluating research applications from various aspects. For instance, make<br />
sure that toxicology aspects are thoroughly considered when examining<br />
climate related projects, and reversely.<br />
5. Promote the development of innovation procurement projects, a practice<br />
where major procurement actors joins together to prescribe desired<br />
(environmentally related) properties of a product or system to be purchased.<br />
A supplier that is able to develop and deliver the most optimal solution is<br />
given the contract and is also granted payment for expenses to “invent” the<br />
solution.<br />
6. Identify key opportunities for strengthening and supplementing legislation.<br />
This might include adding chemical requirements to energy/climate<br />
legislation, and the reverse.<br />
