It refers to downgrading of rating of three out of
four public-sector-undertakings PSUs engaged in
business of General Insurance namely National
Insurance United Insurance and Oriental Insurance
as announced by global rating-agency AM Best
with two of them even having an erosion in their
capital. The downgrade has come after Union
Budget 2019-20 proposed the enabling provision
for merger of non-life insurance firms by seeking
to amend the General Insurance Business

highly paid Chairpersons (apart from too much
facilities at public-cost) of these three PSUs for
losses and rating-downgrade. With mega merger
plan announced, immediate steps should be taken
for mega-merger of not only three but all the four
PSUs engaged in General Insurance.
If one single public-sector Life Insurance
Corporation of India (LIC) provides life-insurance
cover under so many plans effectively, then one
General Insurance Corporation of India can also
be formed by merging all public-sector General-
Insurance-companies. Such unified company will
be able to compete more effectively with privatesector
companies engaged in General Insurance in
the manner that no private Insurance-company is
presently able to compete with public-sector Life
Insurance Corporation of India. Merger will save
huge overheads including rent on nearing units
and top officers.

Postal cash-receipts should carry stickers
for users of postal-services as well
Presently system at Department of Posts is to issue
computer-printed cash-receipts where the portion
used by Department of Posts has sticker while the
portion given to consumer is without sticker.
Department of posts for convenience of users of
postal-services should have sticker also in the
portion given to the consumers so that they may not
require gum at their end to affix it on their
despatch-registers or documents etc. It will be
benefit to public-exchequer also presently appreciable
man-hours and gum are utilised by various publicauthorities
to paste postal cash-receipts on their
despatch-registers. Department of Posts will not be
burdened extra because even presently one of the dualportion
of same cash-receipt still has sticker on back
for the portion kept by Department of Posts itself.
Rather ultimately it may be economical and convenient
to print computer-stationery for issuing postal cashreceipts
if sticker is there on complete dual-portion of
cash-receipts rather than on single portion only.

afternoon at the Thyagaraj Stadium.
Organised on the occasion of
Teacher's Day to celebrate the
contribution of 87 of Delhi's teachers
and Principals, the Chief Minister
congratulated all teachers and
principals for their contribution to the
nation. He also laid down the
government's vision for education
and the teaching profession. The
Chief Minister said, "Every child of
Delhi is like my own son. No child is
any less important for me than my
own son. It is my duty to provide for
all of Delhi's people because I
consider them as a part of my family."
"The biggest mission for us was to fix
government schools. We were
anxious whether we will succeed in
doing that. In just 4 years, with solid
support from teachers and principals,
we have reached a point where
government schools are just as good
as if not better than private schools.
We have transformed the entire
environment of government schools,"
he said. "However for the last year
and a half, we felt there continued to
be one major issue. I realised that
coaching for competitive exams
today costs Rs. 1 lakh to 1.5 lakh. So
despite Government schools
becoming better, when it comes to
competing with children from rich
families with money to pay for
expensive coaching institutes, poor
children often lag behind. To change
this, we launched the free coaching
scheme," said the Chief Minister.
On the success of the Jai Bhim
Mukhymantri Pratibha Vikas Yojana,
the Chief Minister said, "In the past
year, the scheme has been so
successful at bridging the gap
between rich and poor that today we
have expanded it to General and
OBCs categories as well and have
also increased the amount to Rs.
40,000/- to Rs. 1,00,000/- for availing
good coaching. In fact, if any child's
family income is less than Rs. 8 lakh
per annum and the child wishes to

"It is incredible just how much
influence a school teacher has on a
child's life. In 1985, I joined IIT and in
20 years in 2015, the people of Delhi
gave us the responsibility for Delhi.
We were such ordinary people but
people gave us such a big
responsibility. I often used to think that
now that I have got this opportunity
despite coming from a very ordinary
background, what is it that I should
do? I decided that I will work towards
just one goal - if any child in Delhi
wants to go to an IIT, then the lack of
resources should never come in the
way of them seizing that opportunity,"
said the chief minister. Speaking
about the role of teachers in society, he
said, "Till 1830, before the
introduction of British Education
system, teaching was the most sought
after profession in India. Delhi
government plans to revive that unique
system in Delhi, to ensure that the best
cream of the society will be brought into
the teaching profession and thereby

said that about 35-40% water could be
saved and 20-25% reduction in fertilizer
use could be ensured by scheduling of
irrigation. Moisture sensors and automated
irrigation systems which can be controlled
by a farmer using mobile phone will help
in deciding the time and amount of
irrigation to be carried out. Constructive
use of water, which includes use of
recycled water and proper selection of
crops, also helps in enhancing water

profit of Rs. 205.54 crore during
the financial year 2018-19. The
Society has declared dividend of 20%
on equity capital for the FY 2018-19.
KRIBHCO posted a Pre Tax profit of
Rs 205.54 crore and the society’s Net
worth has increased from Rs 3,413.05
Crore in the year 2017-18 to Rs
3507.88 Crore as on 31st March
,2019 KRIBHCO’s urea production
during the year 2018-19 was 23.42
lakh MT and Ammonia production
was 13.65 lakh MT with 106.74%
and 109.39% capacity utilization
respectively. The Society’s product
basket consists of not only Neem
Coated Urea but also Bio Fertilizers,
Compost, Certified Seeds, Bt. Cotton
Seeds, Hybrid Seeds, SSP , Zinc

of water resources and vulnerability to
climate change under National Water
Plant in Hazira, Gujarat has
maintained its good performance
during the year. KRIBHCO is
committed to achieve the revised
energy consumption norms of
5.5GCal /MT of Urea by March 31,
2020 at this manufacturing unit .
During the Financial year 2018-19
achieved the production of 13.65 lakh
MT Amonia & 23.42 lakh MT urea

capacity utilisation of 109.39% for

Scheduling irrigation, constructive use of water, proper crop selection and
utilising modern irrigation technologies will enhance water security: DG ICAR
Mission. This will help to formulate annual
State/UT Water Budgets and hence,
allocation and efficient utilization of
available water resources. Mohapatra
added that steps are being taken by
Government in ensuring that the groundwater
usage for irrigation is reduced. Water is the
critical input of agriculture and about 80%
of the current water use is drawn by
agriculture. Out of 140 million ha of net
sown area in the country, net irrigated area
accounts about 68.38 million ha (48.8%)
and remaining 51.2% is under rainfed. Out
of the net irrigated area, about 40% is
irrigated through canal systems and 60% is
irrigated through groundwater. An important
challenge facing the irrigation sector in India
is the growing gap between Irrigation
Potential Created (IPC) and Irrigation
Potential Utilized (IPU), and uneven
distribution of water over the length of the
canal system.

New Delhi, Exercise TSENTR 2019 is part of the
annual series of large scale exercises that form part
of the Russian Armed Forces' annual training cycle.
The series rotates through the four main Russian
operational strategic commands. Russia holds a
major military exercise every year at one of it’s four
military Commands i.e Vostok (East), Zapad
(West), TSENTR (Centre) and Kavkas (South).
This year the exercise is planned between 09
September to 23 September 19 at Donguz training
ranges, Orenburg, Russia. These annual exercises
have slowly began taking an international
character, with Belarus participating in ZAPAD-
2017 and China and Mongolia participating in
VOSTOK-2018. This year, invitations for
participation have been extended to nine other
countries. This year’s Exercise TSENTR 2019 will
be conducted by Central Military Commission of
Russia. Apart from host Russia, military
contingents from China, India, Kazakhstan,
Kyrgyzstan, Tajikistan, Pakistan and Uzbekistan
will also take part in this mega event. The exercise
aims at evolving drills of the participating armies
and practicing them in the fight against the scourge
of international terrorism thereby ensuring military
security in the strategic central Asian region. The
TSENTR-2019 strategic measures will focus on
evaluating the level of troop preparedness, the
acquisition of the required skills and raising the
level of inter- operability and demonstrate the
readiness of the participating armies.

Indians must create awareness in the

Article 370 was purely an internal
administrative measure and aimed at
accelerating the development of Jammu,
Kashmir and Ladakh. It has nothing to do
with religion and any such false
propaganda should be rebutted, he added.
Cautioning that some vested interests at
times spread a lot of disinformation about
India in the western media by portraying
a negative image, Shri Naidu said “ a few
isolated incidents are used to spin
fictitious narratives that intolerance,
religious and social disharmony are on the
rise in India”.
The Pravasi Bharatiyas must effectively
counter such falsehoods and project the
correct image of India, especially on the
harmonious co-existence of the people
belonging to all religions and various
social groups, the Vice President added.
Describing the Indian Diaspora as
ambassadors of India’s great culture,
heritage and its intrinsic values of
humanism, the Vice President lauded their
contributions for the welfare of the nation
through their philanthropic and charitable
work. Observing that giving back to the
society was key element of Indian
philosophy, the Vice President asked the
diaspora to contribute towards India’s
growth story through greater participation
in the areas of education, health, and
agriculture. He urged them to become
partners in programmes such as Swachh
Bharat, Clean Ganga, Make in India,
Digital India, and Skill India and
strengthen them.
Naidu appreciated the Indian Diaspora
Club for bringing out the book. He said
that since the launch of Pravasi Bharatiya
Samman Award (PBSA) in 2003, many
deserving people of Indian origin from
around the world have been honoured--

Visit of Indian Naval Ships to Sihanoukville, Cambodia
New Delhi, As part of Indian Navy's Overseas Deployment to South East Asia and Western Pacific,
Indian Navy ships Sahyadri and Kiltan are making a port call at Sihanoukville, Cambodia from 05 – 08
Sep 19. The ships are part of the Indian Navy's Eastern Fleet under the Operational Command of Flag
Officer Commanding-in-Chief, Eastern Naval Command, based at Visakhapatnam. The port call is a
demonstration of India's warm ties with Cambodia. IN Ships Sahyadri, under the command of Capt
AshwinArvindand Kiltan, under the command of CdrGinto George Chacko, are the latest, indigenously
designed and built multi-role Guided Missile Stealth Frigate and Anti-Submarine Warfare Corvette
respectively. The two ships are equipped with a versatile array of weapons and sensors, can carry multirole
helicopters and represent the ‘coming of age’ of India’s warship building capabilities.
During the port call, there would be professional interactions between personnel of both the navies, official
calls and interaction with dignitaries of the Royal Cambodian Navy. In addition, social engagements, visits by the local populace and various sports events

Naval Ship Tarkash made a port call at Lagos,
Nigeria today, on 05 Sep 19 for a three day visit.
The port call has been scheduled to celebrate the
60th anniversary of establishing of diplomatic
relations between India and Nigeria. INS Tarkash,
commanded by Captain Sathish Vasudev, is one of
the most potent frontline frigates of the Indian
Navy equipped with a versatile range of weapons
and sensors. The ship is part of the Indian Navy's
Western Fleet and under the Operational Command
of Flag Officer Commanding-in-Chief, Western
Naval Command, based at Mumbai. During the
port call, various dignitaries and government
officials of Nigeria are scheduled to visit the ship.
