Minister of Railways Shri Suresh Prabhakar Prabhu, flagged off 16031 Chennai Central Jammu Tawi Andaman Express Train from
Jammu Tawi to Shri Mata Vaishno Devi Katra (SVDK). This is the extension of the existing train from Jammu Tawi to Shri Mata
Vaishno Devi Katra(SVDK). The flagging off was done through remote control by organising a video conferencing by Rail

The Union Minister of State (Independent Charge) for Development of North
Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions,
Atomic Energy and Space, Dr. Jitendra Singh has said there is need to

is committed to the development of Railway infrastructure in the state of Jammu and Kashmir. He said that a meeting of consultative
committee attached with Ministry of Railway was organised at Srinagar recently. Shri Suresh Prabhu said that he will soon hold a
meeting at Jammu to review the progress of various Railway Projects. Shri Suresh Prabhu reiterated that Hon’ble Prime Minister
has always been emphasizing the need to give priority to the development activities in Jammu and Kashmir.
In his address, Dr. Jitender Singh said that it is heartening to see that Indian Railways is paying a lot of attention to the development
of the Railway Infrastructure in the state of Jammu and Kashmir. He complemented Indian Railways for meeting the demand of
people of Katra for increased connectivity with rest of the Nation. He pointed out that Railway represents the culture of the country.
He said that when the train services reached Katra, many people of the region saw a train for the first time in the life. In his address
Dr. Nirmal Singh appreciated the steps taken by Indian Railways to provide better connectivity to Katra from different parts of the
country. He said that Hon’ble Prime Minister has been personally concerned about the Railway Projects in the Jammu and Kashmir.

New Delhi: Following the Delhi Cabinet Decision
2173 dated 16-07-2015 approving the implementation
of free “Home to Hospital Care” emergency
medical response ambulance service to the people
of Delhi through Centralised Accident & Trauma
Services (CATS), the CATS and M/S WIPRO Ltd
today signed the MOU(Memorandum of Understanding)
at Delhi Secretariat for setting up of State
of Art modern control room at Laxmi Nagar in
trans Yamuna area in Delhi. The MOU was signed
by Shri R. K. Dabral of CATS and Shri Manish
Kumar of WIPRO Ltd., the Head of looking after
Central Government. The work of the setting of the
control room will start in the next week of this
month. As per the cabinet decision three project
components involved are as follows:
a) Procurement of 110 (100BLS and 10ALS) new
ambulances;
b) Setting up of Modern Control Room;
c) Outsourcing of Operation and Maintenance of
CATS ambulance service
The meeting was attended by Special Secretary,
Health, Shri F. O. Hashmi, Special Secretary to CM
and Special Project Officer, Dr. N. Vasanta Kumar
& Senior Officer of CATS and WIPRO Ltd..
Details of Modern Control Room Project:
An agreement was signed between CATS and M/s
Wipro Limited for establishing modern control
room in the presence of Hon’ble Deputy Chief
Minister on 04-09-2015.
The infrastructure, features and functional outputs
envisaged in the proposed modern control room are
as per the best international practices.
This new control room will be the most advanced
in India, capable to meet the present and future requirements
in terms of hardware infrastructure,
software application, etc.
The scope of work under the project includes civil
& electrical work at identified site, setting up of
Data Centre, Control Room cum Call Centre,
backup control room, development of software application
for all activities envisaged in the project,
maintenance of hardware and infrastructure and onsite
technical support for six years after Go-live.
Key features of the proposed modern control
room are as under:
a) Setting up of 20 seats, Tier-2 level, ISO 27001
certified Data Centre;
b) ISO 11064 certified control room infrastructure;
c) 4 seats backup control
room;
d) Cloud storage for control
room data backup;
e) Application based
“Caller Location Identification
System” for smart
phones and MTNL landline
phones to know the
exact coordinates of caller
on GIS map;
f) Real time vehicle locating/tracking
of all ambulances
through GPS
device;
g) Computer Aided Dispatch
(CAD) system to
dispatch the nearest available
ambulance(s) and for
seamless call management;
h) Mobile Data Terminal
on all ambulances for call
transfer and event logs;

Speaking at the Induction training programme for officers who have been
newly inducted into Indian Administrative Service (IAS) from different States,
here today, Dr Jitendra Singh said one of the primary objectives of an exercise
like this is to enable the officers who will have to spend most of their service
time in the States to develop a pan-India or an All-India perspective. Dr. Jitendra
Singh said a pan-India vision in governance not only helps the officer
to deliver better but also enables him to serve with equal utility in any part of
this vast country. The task gets further compounded because of the fact that
2015-India is confronted with new challenges of a different nature and with
the avowed goal of emerging as a global power in the next few years. To that
extent, this could perhaps be described as one of the best times for a bureaucrat
to serve when India is destined to rise to the top of the world and the bureaucrats
of the next generation are going to be important players and active participants
in the making of new history, he added.
Dr. Jitendra Singh said, Indian Administrative Service has come a long way
since the times it was adopted as a legacy of erstwhile Indian Civil Services
even though that comparison is unequal and unfair because the responsibilities
of an Indian bureaucrat are much more complex and diverse compared to his
counterpart in any other part of the world. Over the years the magnitude of
responsibilities has increased and added to this is the high level of accountability
with constant media and public scrutiny, he added. Under the Prime
Minister Shri Narendra Modi, Dr Jitendra Singh said, Government of India is
committed to provide maximum governance with minimum government
which means providing optimum opportunity to every bureaucrat to perform
to the best of his ability and potential to perform without intimidation. At the
same time, the bureaucrats will also be expected to constantly experiment and
evolve new reforms which can do away with obsolete rules and make the governance
easy and people-friendly, he added. In this context, he also cited the
Modi Government’s revolutionary decision to do away with the practice of
getting certificates attested and instead introduce the self-attested certification.
Wishing the newly inducted IAS Officers a fruitful career in future, Dr. Jitendra
Singh said the Indian Administrative Service perhaps offers one of the best
and widest opportunities to serve the nation and society.
Kiren Rijiju visits Defence Research
Development Organization
The Minister of State for Home Affairs, Shri Kiren
Rijiju has visited the Defence Research Development
Organization (DRDO) namely Defence Materials
and Stores Research and Development
Establishment (DMSRDE) at Kanpur today, for familiarization
and interaction with the officials to
discuss the latest technology available with them,
especially the Bullet Proof Jackets and protection
gears. The visit also aimed at Police Modernization
by developing active collaboration with DRDO for
development of products from the point of view of
Central Armed Police Forces (CAPFs) and, if required,
by the States Police. The MoS (Home) was
briefed by Shri Bhujang Rao, DS & DG (NS&M),
DRDO about the Bullet Proof Jacket development
by DRDO and the dynamic and ever changing
Qualitative Requirements in respect of Bullet Proof
Jackets. Thereafter MoS (Home) was given a brief
insight into the various aspects of the Bullet Proof
Jackets, Ballistic and Blast Protection Systems and
Personal Protection Gears. It was informed that
DRDO is trying to collaborate with the Ministry of
Home Affairs for development of various equipments
for use by CAPFs. The delegation of the
MHA and the officers of DMSRDE also met the
representatives of the Private Sector who raised the
issues of common concern and the need for partnership
with Private Sector in order to give thrust
to “Make in India” Policy. They informed that apart
from collaborating with DMSRDE, the Private
Sector Arms manufacturer are doing very well on
international level and supplying Bullet Proof Jackets
to number of countries.
Kiren Rijiju in his interaction with the DRDO officials
as well as with Media emphasized the need
for Police Modernization. He stressed that the Ministry
of Home Affairs gives utmost importance for
the safety and protection of the Force Personnel
and all out efforts will be made to provide best protective
gear which is comfortable and gives operational
ease as well. He commented that world
should see us as the country which provides the
best safety equipments and gears to its Force Personnel
and as the emerging superpower this position
cannot be compromised in any condition.
While appreciating the capabilities of DRDO, he
stressed the need for better and active collaboration
with MHA and keeping pace with latest technological
up-gradation and ensuring timely supply of the
products. He also appreciated the Private Sector for
their role in pushing the technological up-gradation
technology and exhorted them to participate in the
transparent process of procurement by the Ministry
with best possible offer. Kiren Rijiju was accompanied
by the Joint Secretary (Police Modernization)
and other officers of the Ministry of Home
Affairs, representatives from the Central Armed
Police Forces and BPR&D.
