As the impact of COVID-19 continues to make itself felt across numerous

sectors, the tech industry has emerged as a port in the storm, not only for

businesses looking to build themselves back up, but for the world at large.

In this issue we examine the technology moving us forward towards new

ways of thinking and learning. In exclusively penned pieces, David Orban

imagines a future transformed by emerging technologies, while Ben Goertzel

brings human expertise and technology closer together.

Our cover story also looks to the future, one in which new winds are blowing

in Artificial Intelligence. Steve Chao puts forward the possibility of a second

renaissance for machine intelligence, where the key to a new AI game lies

within memory centric computing.

What matters now is that we move forward together. For SiGMA Group this

will be in May 2021 for our inaugural super-show in Asia. As our cover story

shows, there are plenty of exciting conversations to be had, with a bold,

forward-thinking industry developing outside of European markets.

Our events have been impacted by this

unprecedented situation. When I launched the

inaugural summit back in 2013, I faced great

challenges as a start-up. Nothing, however, quite prepares

you for a situation where you have to let go of your last

squad members and contractors - not because they aren’t

delivering - but because it’s what’s needed to protect

the livelihood of everyone else through the storm. In a

matter of days our board meetings turned from discussing

adventurous growth to survival.

Here’s how our events are being shaped by this crisis;

• We’re not looking back. In 2019 we took the bold

decision to expand into Asia because the industry is

hungry for growth outside Europe’s saturated markets.

So I decided to stay in Manila and grow the team here.

We postponed our inaugural June 2020 show to May

2021, which essentially gives us an extra 11 months to

curate a kickass inaugural summit in Asia.

• It’s high time that we bring our two shows (SiGMA and

AIBC) closer together and allow both sides to learn from

one other. The two sides stand to benefit by having both

shows held together under one roof on the same dates.

• You can’t quite replace the holistic experience of a

summit like ours with a virtual meetup. However, we’ve

realised that the two can coexist. Our summits, moving

forward, will also feature a virtual expo allowing anyone

to tune in and walk through the floor plan.

Adaptability is a vital and invaluable skill that we have found

ourselves perfecting by walking barefoot through a fire – and

have come out stronger than before.

PAGCOR

PHILIPPINE AMUSEMENT AND GAMING CORPORATION

(PAGCOR) IS A GOVERNMENT-OWNED AND CONTROLLED

CORPORATION ESTABLISHED IN 1977, WHICH OPERATES

UNDER THE OFFICE OF THE PRESIDENT OF THE PHILIPPINES. IT

ENJOYS REVENUES WHICH PLACE IT AT THE TOP OF THE LIST

OF CONTRIBUTORS TO THE GOVERNMENT AFTER THE BUREAU

OF INTERNAL REVENUE AND THE BUREAU OF CUSTOMS.

The first contract PAGCOR entered

into was with the Philippine Casino

Operators Corporation (PCOC) for the

operation of the floating casino in the Manila

Bay. However, after the floating casino was

engulfed in flames in 1979, PAGCOR decided

to focus on land-based casinos and entered

into another contract with PCOC for the

management of a casino at the Provident

International and Resources Corporation

(PIRC) building on Imelda Avenue,

Parañaque City, Metro Manila, Philippines.

Then, in 1983, it was mandated to act as the

sole government corporation conducting

and establishing gaming pools and casinos

in the country.

In 1986, it was re-established and

reorganised by Philippine President Corazon

C. Aquino as a New PAGCOR to help raise

funds for the government. The firm now

operates its own casinos and several VIP

slot clubs in major cities across the country,

and it also oversees and regulates privately

owned casinos, more than 180 bingo

parlours, as well as e-games cafes across

the country with an employee count of more

than 11,000 workers.

In June 2007, legislation was passed which

granted PAGCOR a further 25 years to

regulate and operate games of chance,

to issue licences, and to enter into a joint

venture, management, or investment

agreements with private entities.

The current Head of PAGCOR is Andrea

Domingo, a former member of Philippines’

President Rodrigo Duterte’s campaign

team, where she helped organise volunteer

groups. This is not her first position in

public office as she previously served as

head of the Bureau of Immigration, as a

congresswoman from Pampanga in the

mid-1990s and as CEO of the Philippine

Reclamation Authority within the Public

Works Department.

PAGCOR and Domingo are currently doing all

they can to aid the national government in its

response to the impact of COVID-19, including

and not limited to donating billions of Pesos

– in spite of it incurring billions of losses.

This also involved distributing food packs to

1,800 healthcare workers from three public

hospitals, the purchasing of a further 150,000

food packs for distribution to various sectors

and communities, and working closely with

its licensed integrated-resort casinos for the

purchase and donation of personal protective

equipment (PPEs) for front-liners.

“We still do our best to reach out to

communities which do not have access to

basic needs. They deserve all the help that

we can give,” Domingo said.

The Board of Directors for PAGCOR officially

announced their approval of the strategic

partnership proposal that will take place

with SiGMA, noting that the collaboration

will encourage regional and international

investment in the Philippines.

TO KICK OFF A NEW WORLD OF TECHNOLOGICAL REVOLUTION. FROM THE TESLA

GIGA SHANGHAI TO THE TURING SEMICONDUCTOR TERA-FAB, THE EAST IS QUIETLY

BREWING THE WORLD’S NEXT CENTER OF INNOVATION. STEVE CHAO, CHIEF OF

TURING INDUSTRIES, GIVES AN EXCLUSIVE INTERVIEW FOR THIS ISSUE’S COVER STORY.

WHAT EXACTLY IS TURING INDUSTRIES?

I founded the Turing brand back in 2015 and experimented with a

consumer electronics project called Turing Phone. Having gone

through almost three generations of the security-based device,

I turned my attention towards the core underlying technology,

that is the computational chips and software programs which

enable it to be useful. When I say useful, I’m really referring to the

artificial intelligence functions nowadays common amongst those

components powering cameras, maps, music, video, and payments

apps. The focus of Turing Industries has been exactly that and we’ve

been working at the forefront of AI computing research ever since.

PICKING THE NEUROMORPHIC BRAIN

Turing Industries has been working in the neuromorphic

computing space since 2018. We believe the holy grail of achieving

human brain-like neuromorphic computation lies within Inmemory

computing. That is to design a new inference architecture

that emphasizes memory bandwidth and locality by moving less

data faster and with much lower power. To achieve the best results

in artificial intelligence, machine-learning engines must figure out

the fastest inference with the lowest power possible. In-memory

computing works by storing weights in a memory and getting a

multiply-accumulate by accessing the memory with the neuron

activations. This is essentially moving into the analog domain by

utilising the memory cells for analog signals rather than digital

ones in order to drive the power down. The inference then happens

in the memory by taking digital data and turning it into analog

values to drive the memories before it uses analog bit-line output

to be converted back into a digital format. In short, it is a way of

removing the data movement between the CPU and memory.

Therefore, I called it Artificial Memory Intelligence (A.M.I.).

Among the most exciting aspects of neuromorphic computing

is the notion of speed advancement for both mobile and

edge computing tasks, as well as the possibility of improving

blockchain consensus algorithms. Some of the most promising

research and development in neuromorphic computing involves

redesign of semiconductor chips; prominent players such as IBM

TrueNorth, Intel Loihi, and Manchester University’s SPiNNaker

project have all experimented with a brain-like computing flow

which defies the legacy von Neumann architecture. Turing’s

approach to a non-von Neumann model is to focus on a nonvolatile

memory-based computation chip and integrating it with

an ASIC processor to form a hybrid semiconductor chip.

SHANGHAI RISING: CHINA’S SILICON COAST

To achieve Artificial Memory Intelligence we plan to build a terafab

producing non-volatile memory technologies for memorybased

neuromorphic computing needs. The first country which

came to mind was China; the country has been beefing up its

semiconductor capabilities over the last decade or so. Turing

Industries hand-picked a few regions in China before it landed in

a special municipality, namely Shanghai. Shanghai, a city with a

population just shy of 25 million, opened up to Turing Industries and

we were brought to the attention of government officials managing

the Shanghai Lin-gang Special Area within the Shanghai Pilot Free

Trade Zone. The area is a well-established industrial zone with

established semiconductor companies and the most famous recent

addition to the area - the Tesla Giga Shanghai factory. The coastal

Shanghai Pilot Free Trade Zone Lin-gang Special Area may be too

long a name for the average person to remember, hence I coined

the term “Silicon Coast” describing the area’s future advancement

potential in semiconductors and investment opportunities.

尝试做了第一款消费电子项目 —— 图灵安全手机。历经三

次迭代开发后 , 由于机缘的巧合 , 我把目光转向了底层核

心技术 , 也就是赋予所有电子产品灵魂与肌体 , 使其成为

有用的计算芯片和软件程序。这里我所指的是已经在自动

化工厂、机器人、自动驾驶以及地图、音乐、视频和支付

中初现锋芒的人工智能 , 而发展人工智能理论、设计制造

人工智能芯片、开发人工智能软件 , 构成了图灵工业的核

心价值及产业发展重点。从那时起 , 我和我的国际化团队

一直奋斗在人工智能计算研究的最前沿 , 而神经形态计算

则是图灵事业的聚焦和起点。

图灵工业的神经形态计算

2018 年以来 , 图灵工业一直致力于神经态计算领域研

究。我们认为 , 实现类似人脑的神经元计算的圣杯就在

In-memory 计算中。它通过设计一种新的推理架构以及增

强内存带宽和位置性 , 能够以更快的速度、更低的功率、

移动更少的数据达成最佳人工智能计算效果。为了使学习

引擎能够以最低的功率进行最快的推理 , 特别引入了记忆

体内计算概念 , 即将重心放在存储器中 , 通过神经元的激

活访问存储器得到一个乘积。这实质上是利用内存单元的

模拟信号而不是数字信号来驱动 , 在记忆体中进行推理计

算后 , 通过取数据将其转化为模拟值驱动记忆体 , 然后再

通过模拟位线输出将其转换回数字格式。简言之 , 就是去

掉了 CPU 和存储器之间的数据运动。因此 , 我把它称为人

工记忆智能 (A.M.I)。

神经态计算最令人振奋的地方是其对移动和边缘计算任务

的速度提升及改进区块链共识算法的可能。在神经形态计

算方面 ,IBM TrueNorth、英特尔 Loihi 和曼彻斯特大学的

SPiNNNaker 项目等著名的参与者都曾脱开传统的冯 - 诺依

为什么要落地上海以及 “ 硅海岸 ” 的创意

为了实现人工记忆智能 , 我们计划建立一个京 (Tera) 工

厂 , 生产非易失性记忆体技术产品 , 以满足基于记忆体的

神经元计算需求。而首先想到的落地国家是中国 , 因为其

不仅是世界上最大芯片市场 , 而且在过去的十几年里一直

在刻意加强其半导体能力。

经过对中国多地考察调研和反复比较 , 我们最终选定了上

海 , 具体说是上海自贸试验区临港新片区 , 简称临港新片

区 , 目前已经发展成为一个成熟的工业区 , 不仅有成熟的半

导体企业 , 还有最近出尽风头的上海特斯拉 Giga 工厂。鉴于

新片区全称不仅太长更缺乏特色 , 我提出了具有丰富历史联

想和产业生态特征的 “ 硅海岸 ” 一词 , 用来承载梦想 , 表达

该地区未来在半导体领域的发展潜力和投资机会。


Turing Industries has been working since late last year

with the Silicon Coast (Shanghai Lin-gang Special Area)

government officials on the preliminary planning for

the new semiconductor tera-fab. The total investment

will be US$12billion, with the project divided into two

phases. Phase-I involves US$6billion investment.

Turing Industries have already signed an agreement

with the Silicon Coast with the government fronting a

negotiated investment amount to cover a part of the

phase-I investment. To us that’s a huge undertaking by

the government, and goes to show their commitment to

supporting the Turing tera-fab initiative. The remaining

amount will be invested via a new investment fund also

led by Turing Industries called the Turing Imagine Fund.

Turing Imagine Fund is riding the same Silicon Coast

wave by which the central Chinese government aims to

transform Shanghai into a leading international finance

center with key trials and projects taking place in the

Shanghai Lin-gang Special Area. Turing Imagine Fund is

in the process of negotiating a QFLP fund licence which

will allow Turing to raise funds, with compliance, both

internationally and domestically.

WHAT WILL THE TERA-FAB’S BUSINESS MODEL BE?

At the heart of Turing SMX, (the name of the tera-fab),

is production of non-volatile memory chips for Artificial

Memory Intelligence inference programs and machines.

While there is already fierce competition in the space,

according to our estimate the rest of the tech world will be

switching to memory-oriented neuromorphic computation

within the next decade in response to lowering carbon

footprint and more importantly to brace for an explosion of

computational needs in the post-AI era.

Turing SMX has already signed up partners that are in

dire need of next generation non-volatile memory chips

for their clients in the telecommunications, EV and even

space industries. A typical fab would take at least 5 years

before it sees profitability, however Turing SMX will go

against the stream and break even by year one.

HOW DO YOU SEE SUCH AMBITIOUS PROJECTS LIFT-

OFF AMID THE GLOBAL FINANCIAL CRISIS?

As Alan Turing put it, “We can only see a short distance

ahead, but we can see plenty there that needs to be

done.” I wouldn’t say it’s an ambitious project! I regard

ambitious projects as those planning to leave our planet.

All jokes aside, there is indeed a need for Turing Industries

to play a part in the development of a true AI.

期工程涉及投资 60 亿美元 , 根据双方签署的协议由上海临港新片区政府出面协商投资额

度 , 并安排支付部分投资。这对图灵工业来说无疑是巨大而实在的承诺 , 充分表达和证

明了他们对图灵京工厂计划的支持。剩余部分将由图灵工业公司发起并领导的 “ 图灵奇

想基金 ” 负责筹集。图灵奇想基金作为整个项目的有机组成部分 , 将借助上海打造国际

金融中心的东风 , 申请 QFLP 基金牌照 , 并通过正规合法途径在国际和中国境内募集所需

发展资金。

至于为什么要落地上海我想答案已经很清楚了 , 因为上海就是实现 “ 硅海岸 ” 梦想的理

想之地。

TERA-FAB 的商业模式会是什么 ?

图灵 SMX( 图灵工业的京工厂名称 ) 的核心业务是为人工记忆智能推理程序和机器生产

非易失性记忆芯片 , 虽然当前业界竞争强烈 , 但根据相关领域专家的共识及我们的估

计 , 未来十年内 , 不论科研还是应用都将转向面向记忆的神经元计算 , 以应对低碳排放

要求 , 特别是应对后人工智能时代对计算能力需求爆炸式的增长。

目前图灵 SMX 已经通过研发合作建立了足够的技术和产能储备 , 精心设计出循序渐进的

最佳产业化路线和投资管理模式 , 与电信、电动汽车甚至是航天等行业的客户就提供下

一代非易失性存储器芯片确立了合作关系并签署了相关协议 , 实现了未雨绸缪。一般的

晶圆厂至少需要 5 年时间才能看到盈利 , 然而图灵 SMX 将在第一年就能实现盈亏平衡。

在全球性危机下 , 何以逆市起飞 ?

正如艾伦 - 图灵所说的那样 ,“ 我们只能看到前方的一小段距离 , 但我们可以看到很多事

We have seen the global market slump in the last and the

same as in any war-time scenario, where mass psychological

breakdown causes the market to crash. I’m not saying the current

pandemic isn’t a severe one, what I really meant was that given

the scientific capabilities of the era we live in, there will be a

cure to both the outbreak of the disease as well as to the global

economy. What we shouldn’t do is pause, but move forward as the

project will lift off by itself if you plan it right. Lastly, If you have

weathered the storm, you will conquer the world.

WHAT DOES IT ALL MEAN FOR THE TECH INDUSTRY?

We now stand at the confluence of four great forces in

technology: artificial intelligence, blockchain, memoryoriented

semiconductors and high performance computation

portable computing. These technologies, when taken together,

form an inflection point in the development of not only

technology but also what it means to be a part of the postmodern

world. During the current global lockdowns people are

forced to explore their alternate personas in the immersive

virtual worlds, be they gaming, social networking, or streaming.

We are also seeing a trend where distributed systems, based

on blockchain technology are used by people to build virtual

worlds where liberty is the basis of all interactions, whether

among people, machines or a combination of the two. Turing’s

quest in memory-oriented neuromorphic computation takes

the non-Von Neumann computing architecture approach

to advance the vast computation requirements for Artificial

Memory Intelligence needed to form the foundation for the

next digital revolution. Combining these great forces in the

Silicon Coast may inspire a new wave of tech awakening.

BRIDGING MALTA AND SHANGHAI

Malta owns the world’s most advanced legal framework for

AI and Blockchain and it was such that first attracted me to

this innovation island. Malta’s national strategy on ethical and

trustworthy AI is way ahead of every other nation in terms of

its vision and determination to strive for victory in the post-

AI era. I believe the framework already established by the

Maltese government will serve as a guideline for the Shanghai

Silicon Coast to adopt and perform trials followed by the

regional government’s push for AI based innovations as well

as advanced blockchain technologies. I also think that Malta

and Shanghai can work closely together in the development of

Artificial Memory Intelligence. Given Malta’s experienced legal

framework in the area and teaming up with Shanghai’s push

for advanced semiconductors, the possibilities are endless. I

think Turing Industries is ready to help bridge the two.

WERE SOME OF YOUR PERSONAL OBJECTIVES WHEN YOU TOOK

OVER THE ROLE?

Since its first expo in 2014, SiGMA has grown into the world’s

largest event dedicated purely to iGaming. Yet, rapid growth for any

organisation also comes with its downsides and certain limitations or,

let’s say, business areas needing to be addressed. In my case, just to

mention a couple, I built structures to enhance cross-departmental

communication and instilled a stronger commitment towards forward

planning within the various teams.

HOW HAS COVID-19 ALTERED 2020’S PROSPECTS FOR THE IGAMING

AND EMERGING TECH SECTOR? IS THIS A PERIOD OF OPPORTUNITY

FOR THE INDUSTRY?

Covid-19 has in some way or another affected everyone. It’s the manner

and extent that differs between organisations with varying degrees, even

for companies in the same sectors, like iGaming and tech. Necessity is the

mother of all inventions and organisations have been pushed to a critical

survival mode that has made them take decisions, quickly and boldly. In

the long run this is definitely a period of opportunity for the industry -

including new start-ups, product lines and service offerings. But it’s also

a grim reality that some individuals and organisations will be hit hard. It’s

critical that these do not spiral out of control but work to cope, contain,

and emerge as best as they can from all this.

HOW HAS SiGMA, AS A COMPANY, NAVIGATED THE CURRENT HEALTH

CRISIS? WHAT STRATEGY IS IN PLACE FOR BOTH PRESENT AND

POST CRISIS?

This crisis was and still is a tough one to handle. As an events company

we took a number of decisions which keep both safety and quality of our

attendees and exhibitors in mind. We postponed a number of events,

including our inaugural Manila expo and a number of satellite events.

Besides, we also had to take some quick

and tough decisions in reducing our

headcount in some departments. Letting

people go, especially valid team players is

never easy. Yet, I believe that if done with

full respect, honesty and dignity, it makes

it slightly easier to handle for the employee.

Post-crisis it’s all about utilising this

time to organise and optimise with

some internal development projects

being brought forward given the time

and capacity to do so.

THE EMERGING TECH

IT BE?

One of the areas

where many could use

some improvement is

communicating technical

and emerging tech

information to nontechies.

Most times such

information focuses

more on the features

rather than the tangible,

consumer-focused benefits. It’s not that

the technical features are not key but if

the industry learns how to flip the focus to

a consumer-non-techie focus, then there

could be a greater onboarding from the

general public, investors, management

and consumers.

WHAT TREATS ARE IN STORE FOR AIBC

MANILA? WHY SHOULD THIS EVENT BE

ON EVERYONE’S CALENDAR?

In line with the sector itself, AIBC is constantly

evolving. We bring people together and

in doing so we act as a catalyst to help

propagate innovation and also create the right

environment for people and organisations to

create business alliances. Besides the latest

developments from our exhibitors in emerging

tech itself, at AIBC Manila one can also expect

a good mix of internationalisation - especially

with our drive to bridge Europe and Asia

closer together.

Besides this, AIBC Manila will also be held

on the same dates as SiGMA Manila and ICE

Asia. It’s the same venue but with separate

and dedicated areas, which means that

attendees and delegates can easily move

around and explore opportunities in

emerging tech, iGaming and land-based

casinos. Albeit traditionally separated,

there are definitely business opportunities

across these sectors within these verticals.

WHAT LESSONS CAN SiGMA AND THE

INDUSTRY AT LARGE LEARN FROM THIS

GLOBAL CRISIS?

There are many lessons to be learnt and

this global crisis is a wake-up call.

My top three are the following:

1. It’s what you don’t see that matters

the most.

2. Agility in taking decisions is critical.

3. Identify what can wipe out your

business model overnight and use it

to drive innovation before you need to

do it out of necessity.

DIRECT DEMOCRACY

Direct democracy, otherwise known as a pure democracy, is one

in which the people and not government representatives, decide

and vote on policies and laws directly.

A direct democracy has many benefits, including full

government transparency, a more accountable government

and greater cooperation among citizens. However there are

drawbacks; it could be difficult to reach a decision on some

topics and over time it is likely that participants might decrease.

Direct democracy is uncommon in the world today and even

more so in the world of blockchain. Most blockchain projects are

governed by development teams for a particular project. As such, it

is difficult to see a situation in which token holders needed to vote

on every situation. The current cryptocurrency climate is a perfect

example, while there are many active projects and eager token

holders, there are just as many people who have participated in

token sales in the past and left their tokens to die in wallets. As with

many things, a direct democracy hinges on every participant in the

public wanting to achieve a common consensus.

PARTICIPATORY DEMOCRACY

This is a form of democracy similar to direct democracy that

encourages the participation of the citizens in decision making.

Participatory democracy emphasises that the people are in power

and have the right to vote on certain decisions, but ultimately

things are still run by elected officials. However, participatory

democracy echoes similarities with a direct democracy when it

comes to limitations. Citizens aren’t obliged to participate, meaning

that there is no guarantee that the votes form a true representation

of the people and their opinions. Similarly, in blockchain and crypto,

there are limitations because getting to a consensus is not easy.

DELIBERATIVE DEMOCRACY

In the case of deliberative democracy, instead of simply

voting on every decision, deliberation and discussion

are fundamental to reaching specific decisions. In this

respect there are elements of both consensus and

majority rule involved.

In today’s traditional democracy, officials are elected

and come to various decisions about how things are to

be run. With a deliberative democracy, elections and

voting aren’t the only factor. Instead, it includes key

deliberation and discussion about specific topics. Many

of the people affected by certain decisions don’t have a

chance to weigh in on how things affect them. This isn’t

the case with a deliberative democracy. In fact, these

groups of people are actively sought out in order to

include their opinion.

This concept of democracy is used by Bosagora and

represents huge potential for the blockchain and

cryptocurrency industry.

the ones that dictated society. Now people believe that these

institutions don’t have their best interests at heart and are turning

to other alternatives. It is for this reason blockchain technology

rose to prominence as a concept and why it will continue to do so.

People are unhappy with what they are currently getting from

their demoractic institutions, they are unhappy with how their

information is being used and they are unhappy with how things

are being run. As we progress in the future, technology could be

the thing that alters the current democratic regime.

Given the current changes happening throughout the tech

space and the impact they are having on the world, it is

important that everyone has their own voice. The current

cryptocurrency industry was severely impacted by bad actors

who were only focused on their own ideals. Now, it is more

important than ever that we all have our own voice and can help

in making decisions.

With solutions such as the Congress Network, blockchain and

cryptocurrency could finally have the answer to democracy.

AS THE FINTECH REVOLUTION SWEEPS ACROSS THE GLOBE,

WHERE DOES THE SEA REGION STAND?

There are a lot of innovative services appearing, and this has

the knock-on-effect of getting incumbent players in the market

to take notice and make change happen. There isn’t enough

funding for the smaller start-ups - if you take the example in the

Philippines, the three largest e-wallet players got most of the

funding but, comparatively, others in the market cannot raise

the funding they need. Issues remain on KYC and identity, credit

scoring due to lack of transactional info and regulation that

slows things down. But these are all opportunities for companies

to innovate, so it is an interesting area in which to be involved.

There are initiatives to help SEA countries work together, with

countries like Singapore working with APIX API platforms to get

fintechs and banks working together, and each country creating

sandboxes in some format to help move things along.

TOKENISATION FOR GAMING CAN GENERATE AN ABUNDANCE

OF NEW REVENUE STREAMS. IS THIS THE FUTURE OF GAMING?

Gaming (as in eSports not gambling) is dominated by the big

players like Epic and Blizzard, but I have heard news recently that

they are working with or considering working with player-owned

digital assets - this will be a growing trend, as and when technology

makes it possible. Players want to own what they spend a lot of

time earning in game, that they can either sell or use in other

games. You just have to be careful how those assets are paid for

and used, otherwise you might fall afoul of gambling regulations.

There are quite a few blockchain-based games, but limited

to people who understand the technology. But for new game

creators to the market, absolutely there will be new revenue

streams - you only have to look at decentralised assets

changing hands at Enjin or the opensea auction site to see that.

The idea of really good immersive virtual reality games is still not

quite there yet, and although there are a few companies working

on metaverses, the companies that are really well placed to

make that a reality are those same companies that have millions

of players already and the funding to make it happen.

CAN YOU TELL US MORE ABOUT YOUR LATEST PROJECTS?

I have been involved with cryptocurrency and blockchain since

2012, and I started getting really interested in Non Fungible

Tokens when Cryptokitties hit the market. At the time I was using

the Stellar blockchain to tokenise assets like Fiat currencies,

commodities and shares, since the Stellar blockchain offers

some control of assets that is needed in regulated markets and

it was a lot easier and cheaper to do than getting into Ethereum

Smart Contracts. I had also created a geoTAG game which

rewarded users that visited a geofenced area, but it wasn’t on

blockchain at the time.

With the advent of the ERC721 standard, you could create individual

assets, but it still seemed like too much work for me. However in 2019,

the guys at Enjin created a new standard called ERC1155, which allows

the creation of billions of different Fungible and Non Fungible tokens

all within one contract. So I have been working on tagbond.com,

which allows creation of geoTAG as well as other non fungible and non

fungible tokens - although they can and will be used for games, I am

more interested in the promise they hold in the business world.

For example, much has been discussed about moving real estate

onto the chain for decentralised ownership, but it’s unlikely to happen

for a long time for obvious reasons. But with this standard, a token

can be created that can replace paper land titles, and the data that

is connected to that token can be seen and modified using a simple

base URL stored on chain with the token ID and offchain data where

that token ID is recognised. Governments can still have control of the

data, but the tokens can be moved around so much more easily. So

for me this is my latest and most interesting project, as I see so many

potential use cases.

WHAT ARE THE CHALLENGES TO THE WIDER ADOPTION OF

ASSET TOKENISATION?

The biggest issue will be regulation, just as it has been for

cryptocurrency. If assets are purely digital, and sold as individual

items for use in games and business, then there is not really much

regulation yet, although as the volume of trade gets bigger I expect

there will be. But when a token is issued that represents something in

the real world, that’s where regulation is needed.

The other issue is tech comprehension - the creation and use of

public and private key pairs, of seed phrases for backup. This is more

than most people are used to. This goes for cryptocurrency as well -

everyone is so used to having someone else managing their assets,

be it banks or game developers - that it will take some time to change

that paradigm, and for people to realise that with freedom comes

responsibility. Let’s hope that happens sooner rather than later.

HOW HAS COVID-19 IMPACTED THE SEA MARKET, SPECIFICALLY

As expected, the market has slowed down, and business is limited.

Southeast Asia nations introduced stringent measures to combat

Covid-19, pushing non-essential industries to suspend operations.

PAGCOR, announced the suspension of gaming operations in the

Philippines and this has heavily impacted the companies’ income,

displaced some employees and put a halt to major constructions

for gaming.

the owner of a cryptocurrency only if you

personally contact blockchain without

safety of assets is transferred to services and

exchanges, this is an additional risk that must

be taken into account.

Let’s talk about the fairness of the

distribution of coins that many

coins declare – decentralization.

If coin mining parameters

are possible, those who have

concentrated mining capacities

win, and a technological centre

of production is being formed,

as has happened with bitcoin. In

order to generate a new coin in

any cryptocurrency, such as when

mining bitcoin for example, you

need to pick up pairs of primes

thanks to which a block is generated, i.e. if you

generated a new block in the blockchain, then

the genesis block gives you coins, sending

them to your address.

As with all cryptocurrencies, in order to

generate a new coin, you need to support

the network. They are not miners engaged

in mining bitcoins as most imagine, but are

instead generating blocks on the blockchain

and getting rewarded in the form of Satoshi

for this. In Bitcoin, the genesis of the block

spells out how many bitcoins it should

give per block and in what period of time.

Depending on the complexity, it will give

bitcoins. The same thing occurs with all

cryptocurrencies.

This single concept leads to centralization.

Because at the initial stage there are a lot

of miners, and since it is easy to mine, it is

relatively straightforward to generate blocks

and to maintain a network. Accordingly, anyone

can mine, there are many miners and because

of the large number of them they keep the

network secure. This is the case with both the

POW concept and the POS concept. At POW, if

the complexity of the network increases, then

more powerful equipment is needed, into which

you need to invest a lot of money in order to

generate new blockchain blocks. Accordingly,

competition decreases, since in order to create

blocks you need a substantial amount of

hardware. The same goes for the classic POS

concept. To generate new blocks you need to

have coins. The more coins you have, the more

blocks you forge and the more blocks you forge,

the more coins you are given.

Accordingly, you become stronger and stronger.

It becomes harder to compete. And if you do

not sell your coins to anyone, you will result in

concentrating the entire network on yourself.

And because of this, all blockchain networks

that work on this principle strive to shift from

decentralization to centralization. So, the more

processing power for POW and the more coins

on POS lead towards centralization or increased

control over this system.

In Prizm everything is fundamentally

different: the issue of coins is not related to

the generation of blocks in the blockchain. In

fact, forgers are enthusiasts who maintain

the network in a healthy state and do not

generate new coins. They simply receive a

fixed commission from transactions that

were recorded in the block they created. And

the generation of coins is made to all users

at the same time and this just leads to even

greater decentralization. It is impossible to

accumulate coins in one place with a margin

of 50%. The larger the network of users grows,

the more it spreads.

There are more users and the genesis needs to generate new

coins for more addresses. To get more coins from the genesis,

users are forced not only to collect coins at home, but also to

distribute them to their followers, popularising the system and

leading it to even greater decentralization.

WITH - AND ARE PLACES WHERE

AI CAN POTENTIALLY PROVIDE

ESSENTIAL HELP.

The numerous failures we have seen

our centralised political systems

display in effectively responding to

the COVID-19 pandemic, provide

a reminder of why decentralized

networks are so profoundly important.

For example, in the last two

weeks the COVIDathon online

decentralized-AI hackathon (which

I helped organise) has gathered

together a large community of

blockchain and AI developers to make

sure that when future pandemics

or other global crises occur, a

decentralized AI ecosystem is fully

ready to play a major role.

HOW AI CAN HELP COMBAT

COVID-19

AI can help medical researchers and

front-line physicians confronting

COVID-19 in a huge variety of ways.

Potentially it can help discover new

therapies, via analyzing vast amounts

of information, seeing patterns

obscure to the human eye and

making suggestions for laboratory

experiments and clinical tests.

AI researchers are now pointing their

algorithms toward the COVID-19 Open

Research Dataset, an open access

collection of 29,000 research papers

about COVID-19 and closely related

viruses. And there are considerably

more related papers in PubMed,

Medrxiv and other online repositories.

No physician or researcher can read

all of these. However, AI information

extraction tools can read out the most

relevant information into a structured

set of semantic relationships among

key biological entities - which can then

be visualised and fed into machine

learning and reasoning algorithms

aimed at generating new biological and

clinical hypotheses.

The knowledge extracted by AI from

research papers can also be used

to help identify fake news in online

and social media - comparing the

contents of media statements with

those in research papers and flagging

significant semantic differences as

questionable or possibly fake news.

AI has long been used to study

the biology of aging, longevity and

age-associated diseases - and some

of the knowledge AI systems have

gained in this way may be helpful in

dealing with COVID-19. For instance,

the jump in severity of cases of

COVID-19 over the age of 60 suggests

a possible involvement of the midlife

switch, a biological phenomenon in

which the pattern of expression of

multiple genes changes suddenly

at around this same age. Drawing

connections between COVID-19

related genes and midlife switch

related genes, leveraging knowledge

from numerous scientific datasets

and databases and research papers,

is exactly the kind of job that AIs can

do better than humans.

value in terms of recommending courses of

treatment for patients, guiding who needs

to be hospitalized when, and who should be

taking which preventative measures.

AI-POWERED SIMULATIONS OF

EPIDEMIC SPREAD

Currently, extremely costly and impactful

social policy decisions regarding the

control of COVID-19 spread are being made

based on very simplistic modeling and

analysis. Decisions such as when to start

or stop social distancing, which industries

to consider as essential and which travel

to block are being made based on a

combination of intuition, politics, and highly

approximate epidemiological equations.

There is a better way - agent based modeling,

in which one sets up a detailed computer

simulation model of the society one wants to

understand, and populated the simulation with

AI agents representing individuals living in that

society. Think Sim City but with less pizazz

and more realism, and simulated people that

intelligently emulate real people’s movement

and interaction behaviors.

Agent-based modeling, various virus-control

policies and their consequences can lead to

more accurate predictions about contagion,

hospitalisation needs, ICU needs and death

rates. It can allow more accurate simulation

of both the medical and economic impact of

varying degrees of lockdown.

Such modeling could even be taken down

to the individual level - imagine a software

tool that lets users simulate how their own

life would be if they made various personal

choices (e.g. go to the office to work or not,

go to the supermarket twice per week or

not) and estimate the health of themselves

and their family in the context of these

choices. This sort of simulation could be

integrated with the healthcare system and

with tracking apps, to show close to realtime

risks based on the current situation in a

user’s location.

TRACKING AND CURING PANDEMICS

WHILE RESPECTING PRIVACY AND

DATA SOVEREIGNTY

Successful epidemic containment strategy

in some countries has relied on tracking

individuals through cell phone location

history. This is useful yet leads to obvious

privacy concerns, with rampant potential for

abuse. Blockchain is a perfect tool to the

rescue. A trustless decentralized approach

can ensure the relevant data is securely

stored and used exclusively for epidemic

containment reasons.

This could for instance take the form of

a dedicated app, which can be expanded

to collect clinical data from wearables,

questionnaires and self-reports. Users

could also volunteer contact information for

others they’ve been in close proximity with,

allowing tracing of the “tree of contagion”

and automating the outreach effort by

healthcare services. MIT’s Safepath and

Switerland’s Wetrace are two of the many

projects now working in this direction.

Wearable data can be used for early illness

detection - AI can be used to explore subtle

physiological deviations detectable by

wearable devices. Early detection is critical

for both containment and mitigation, and

can be used to prioritise patient testing

while diagnostics are in short supply. But

again, what we want here is to share patient

data for global AI analytics, without violating

individual privacy - a feature blockchainbased

tools can supply.

Deeper on the medical side there is an open

access COVID-19 CT scan dataset, which

can and will soon be used for machine

learning diagnostic models. Multiple groups

of AI researchers will likely soon have good

models on this data, but by putting AI and

blockchain together we can go beyond

this. To create a system capable of helping

with future pandemics as well will require a

constant sharing of CT scans by hospitals to

then automatically detect anomalies. If the

data can be shared anonymously and the

patient remains in control of their data, then

this would be a worldwide scalable system

that could also improve reaction speed for

future pandemics.

Effectively curing and coping with COVID-19

in the context of modern society is not a

simple matter and requires integration of

a huge variety of technologies and human

expertise. But the best path out of the

current situation, and to minimise the

severity of future crises as well, involves a

significant amount of AI and blockchain in

the mix. There is no other way to deal with

this level of complexity in a manner that

avoids information bottlenecks and other

pathologies of centralized control.

Our ability to imagine the future is not only limited by

our creativity and imagination. An important limit

is represented by cages of dogmatic thinking that

make us believe that radical change is impossible. Cataclysmic

transformations have been triggered in the past by wars and

revolutions. Today’s pandemic represents such a catalyst and

will generate a socio-economic phase transformation that

would have been previously unimaginable.

As a Roman slave building the Colosseum you would have

agreed if I told you that your life was unjust, but not that

there was any alternative possible. Once people started using

the energy of water, wind, coal, and oil to power machines

that could outlaw slavery, it became impossible to compete

economically with those societies that had moved to this new

paradigm of universal human rights and freedoms.

Societies haven’t changed because we became better people

with superior morality compared to that of the past. They

changed because new technologies created the necessary

support infrastructure that not only make change possible but

unstoppable. And if that is true we can look around and ask

ourselves what and when currently emerging technologies will

lay down the basis for equally monumental changes.

Network Society has identified eight different industrial sectors

with crucial technologies leading towards robust and resilient

decentralization: energy, manufacturing, food, health, learning,

security, finance, and policymaking. Our different businesses

invest, advise, consult and share empowering knowledge to

accelerate and leverage these world changing opportunities.

Blockchain and artificial intelligence are a natural part of these

technologies as they evolve, providing substantial value in the

processes and applications that incorporate them with everincreasing

functionality and ever-decreasing barriers to access.

There is a fundamental difference between how these

processes happened in the past where it took multiple

generations before a new technology could encompass the

world and trigger the socioeconomic transformations that we

learn from history books, and the greatly increased speed with

which they happen today.

There has been a recent

study by Stanford University

that shows how artificial

intelligence appears to evolve

faster than the two-year

doubling of the power of

computers in general.

To correctly interpret this

phenomenon last year I

introduced the paradigm of

Jolting Technologies, which

are characterised by an

increasing rate of acceleration.

If we are biologically illequipped

to realise the power

of merely exponential change,

then it will be obvious that

jolting change pushes us and

our society beyond the limits

of our adaptability.

In the world before the COVID-19 pandemic

there have been signs of unsustainable

processes accumulating to a breaking point

which we made every possible effort to

postpone, without being able to eliminate their

root causes.

This is the sense in which the pandemic is a

unique opportunity; in which the people and

not government represent and in which the

world wages a war that unites the human race

in front of a common enemy.

The extremes of wealth and income inequality,

the inability to secure basic human rights to

hundreds of millions of people, the destruction

of the biosphere through industrial, urban

and agricultural processes are some of the

global challenges that have been recognised

but insufficiently tackled. Applying the useful

terminologies tortoise to the pandemic we haven’t

successfully achieved the “banding of the curve”

and pretended that slowing the worsening of the

conditions could maybe be enough.

It isn’t enough and now we realise it. How can

we dream of Martian colonies? Do we think it

is going to be fine to have 99% sustainability

on Mars, so that the colonies become extinct

in 100 years rather than 10? And if 100%

sustainability is the goal on Mars it must be

equally be the goal on Earth, from the point of

view of resource utilisation but also of social

organisation. We have to discuss, reevaluate,

and reform the social contract, to be aligned

with the needs of the 21st century.

Through the example of heroic efforts of global

scientific and engineering collaboration to

fight the pandemic - possible thanks to the

communication and computation technologies

that we have deployed in the past decades - we

are already seeing the contours of emerging

structures that are able to address our global

challenges, while nation states the world over

have proven to be almost invariably unable to

tackle them.

Our collective abilities of foresight and planning

are going to be put to an extreme test. We have

the opportunity to rise to the challenge and

to prepare the world for the next phase in the

development of human civilisation. Soon we will

not be alone in making decisions that impact

the future trajectory not only of this planet but

of the universe.

As artificial intelligence fulfills its promising

potential we will be joined in our exhilarating

journey to seek understanding by powerful

companions. Our challenges will not stop,

but as always our tools and our power to

wield them will endow us with a heightened

sense of justice, to build a world of inclusion,

empowerment, and opportunity for all.

The hype behind the much anticipated

first edition of the AIBC Summit in

November 2018 cannot be underplayed

overlooked island nation of Malta being

branded The Blockchain Island. And, the

summit had in fact been organised with

that purpose in mind - to give the whole

scene a boost in the right direction.

Founder & CEO Eman Pulis had reasoned

in his piece in the first issue of the Block

magazine that everyone was looking

to be better off “if we’re able to project

the immense promise of blockchain,

give the best ICOs a lift, and attract

the best developers to our burgeoning

Blockchain Island”.

“Our goal is to help forge the right

The somewhat juxtaposed pairing of medical cannabis

and blockchain technology was actually right in the

midst of a growing trend whereby blockchain and AI

were increasingly being used by the medical cannabis

industry. Some of the applicable uses have included

the ability to create a secure system for seed-to-sale

tracking, and monitoring the growth and shipping of

the cannabis.

The most recent show, held in November 2019,

in Malta, was the first step towards the eventual

The big names were not only reserved for this most

recent show, as the AIBC summit has an illustrious

history of bringing established earth-shakers to the

stage such as the Founding Father of blockchain

himself, Scott Stornetta. Other speakers included

founder of McAfee, John McAfee, the Winklevoss Twins,

known for their entrepreneurship and tech advocacy,

and the AI-powered social humanoid robot, Sophia.

Overall, the totality of the shows have seen north of

20,000 delegates, exhibitors, investors, start-ups

and a plurality of attendees rendezvousing on The

Blockchain Island, which makes what is being cooked

up next just that much more interesting.

Seeing that the Asian market has grown exponentially

over the last few years, it was only a matter of time

before the gap between East and West would be

bridged, and the introduction of AIBC Manila is a

testament to that being recognised. The super expo

is being geared towards combining both the iGaming

vertical with the AI and blockchain show.

This will give innovators, start-ups, established companies,

and investors from every sector the opportunity to

familiarise themselves and create business relationships

with what is essentially a whole new world with its own

dedicated market ready to explore.

I like the fact that you call it a Pitch battle, but the battle is

Nowadays, everybody is online all the time and if you want to

get your message across it has to be more interesting than the

next WhatsApp notification. In my case, it probably was a mix of

product novelty, current relevance (deep fakes) and fun facts.

FAKE METHODS OF IMAGE AND VIDEO MANIPULATION, HOW IS

PHOTOCERT ENDEAVOURING TO PROTECT AUTHENTICITY?

Visual manipulation is like a bacteria that is continuously

evolving. Today, there is no available cure in the market. We have

developed several antibiotics, and we keep on researching new

ones, but they cannot treat all the patients. For us, the best way

of solving the problem is prevention. That is why we invented

a process that creates a unique fingerprint that is attached to

photos and videos as they are taken. This way we can be 100%

certain of their authenticity.

CAN YOU EXPLAIN HOW YOU INTEGRATE BLOCKCHAIN

We have been able to find traction in the insurance

(self-claim process, self-onboarding) and asset finance

(self-inspections) sectors, and we are looking in the

short/medium term to enter new markets; we are

also working with computer vision and deep learning

algorithms to spot “invisible” traces in pictures. In the

long term our goal is clear: to make people trust what

they see with their eyes again.

BEYOND CREATING TRUST, PHOTOCERT CAN ALSO

IMPACT A COMPANY’S ABILITY TO RESPOND TO

INFRACTIONS AND AUTOMATE THE ADMINISTRATIVE

PROCESS. HOW INFLUENTIAL IS THIS TO THE DECISION

MAKING PROCESS FOR COMPANIES AND INDIVIDUALS?

This is quite important for our customers. For example,

in the case of insurance companies, we not only prevent

fraud but also enhance their claim processes, reducing

costs and improving their customer experience. We

have been able to do this by understanding their

problems and looking for partnerships that leverage

our product. For instance, we can use certified pictures

to estimate car damages or to determine the type and

value of an item making the onboarding process of

content insurance simple.

HOW STRAIGHTFORWARD IS IT FOR USERS TO

INTEGRATE PHOTOCERT’S APIs INTO THEIR APP, WEB

PLATFORMS AND LEGACY SYSTEMS?

It is quite simple, even for legacy systems. When we hire

software developers, part of our recruitment process

consists of giving them our APIs and asking them to

integrate Photocert into an existing APP. It takes them

from 2 to 4 hours to do so.

Our development philosophy is to create products

that can be used in any system or application without

requiring much effort from our customers. We value our

time and we value our customers time even more.

WHAT HAVE BEEN SOME OF THE CHALLENGES YOU’VE

FACED AND HOW HAVE YOU OVERCOME THEM?

Our biggest challenge was to find our first big client. It

was difficult because start-ups always need to show

that they are growing fast if they want to appear

attractive to investors. The answer to this problem

belongs to one word that a green character from the

Star Wars saga taught me: patience.

When you have a new product it is always difficult to

find the first big customer. For us it was even more

difficult because we have a B2B product designed for

corporations, but we knew we had a great product - so

it just came down to perseverance and patience.

IN THIS ARENA?

That’s a good question - hard to answer from the “pitcher” perspective.

I’m always trying to gather information on the jury which will be

evaluating my speech. Projects can always be described in many ways,

but the jury is always looking for particular qualities. What worked in

Miami can be pointless in Singapore.

I really enjoyed the Malta AIBC pitch as it was the one where I was

best prepared because I already knew which qualities we would be

evaluated on from before the event itself. Focusing on that, being well

prepared for hard questions, and actually representing a valuable project

appropriately is the way to have a great chance in a pitch.

WHAT HAVE THESE WINS MEANT FOR GAMERHASH?

I calculate our wins in 3 metrics:

Legitimisation – especially in post-ICO times. We don’t have to start

discussions with investors by proving to them that we are not scam

artists. We are getting to business right away.

Global Visibility – the number of press releases and social posts after each

conference were great. It boosted our team and community enormously.

Fundraising – usually, jury mentors are investors, and, in the room there

would be many more venture capitalists, so getting their trust through a

three-minute speech means that they’re open for discussion.

HOW DID THE IDEA TO FOCUS ON GAMERS AS A TARGET AUDIENCE

COME TO BE?

We are gamers by DNA, so it came very naturally to us. Gaming

computers are traditionally very powerful so it matches our technical

requirements. To turn the question around, we also thought about other

target groups like, for example, architects. But this is something for the

far, far future.

WHAT ARE THE GOALS YOU’VE SET FOR YOURSELVES IN 2020, AND

HOW ARE YOU PLANNING ON GETTING THERE? ARE THERE ANY

CHALLENGES YOU EXPECT TO FACE IN THE COMING YEAR?

We are in the middle of fundraising and making preparations for our token

offering through a Maltese company of ours. The main targets for us are

to, firstly, build the internal loyalty of our customers as we have more than

400,000 gamers who put their trust in us, and, secondly, to enter the

Asian market where we have the perfect market fit.

WHAT ARE YOUR EXPECTATIONS FROM JOINING THE MASSIVE US AND

ASIAN MARKETS?

Our first step is Asia, where gaming is a religion. We will be focusing

on the South East - Vietnam, Malesia & South Korea with a local HQ in

Singapore. All the partners who we are in discussion with are confirming

that our estimations of growth are too conservative, so we are getting

goosebumps just waiting to start this journey. As our advisor, we also have

Filip NEO Kubski, who was one of the best players in CS:GO. The US is the

second step but, as always, it depends on regulatory frameworks.

HOW HAS GAMERHASH BEEN RECEIVED BY INVESTORS?

It depends on the investors. We often have to describe blockchain and

tokens to “traditional” venture capitalist funds, which are a no-go for some

of them. On the other hand, we have investors who understand without any

need for an explanation other than what we are doing, and this allows us to

jump straight to the details.

I’m very happy that there is a number of well-prepared investors but we

have a long way left to go. I hope that the gap in understanding of the

technology will become smaller and smaller as time goes on.

ARE YOU WORKING ON ANY INTERESTING PROJECTS OR CHANGES

TO GAMERHASH?

We just released our app which is an interface to our platform, and at

any time gamers can check whether their devices are mining, what their

balances are, browse our marketplace, and use their gains for payment in

1 of the 9000 grocery stores in the region. Our app currently manages 14

different wallets.

In the future, we want to be the top-of-mind choice for gamers. They will not

need any other platform to support their leisure time, and we all know what

the perspective of gaming currently is from an investment point of view –

particularly with every third person on the planet already playing games!
