DIPF capabilities and staff<br />
Profile of DIPF<br />
The DIPF prepares and delivers <strong>in</strong>formation services by means of modern communication<br />
media, sets up and coord<strong>in</strong>ates research and <strong>in</strong>formation networks, and evaluates educational<br />
programmes, <strong>in</strong>stitutions and systems, as well as provid<strong>in</strong>g scientific advice on <strong>in</strong>itiatives aimed<br />
at quality development and assurance.<br />
The <strong>in</strong>stitute also delivers major theoretical and methodological contributions to empirical<br />
research. In addition, the DIPF makes a significant and up-to-date contribution to the<br />
comprehensive transfer of knowledge <strong>in</strong> education through its scientific analyses of research <strong>in</strong><br />
the area of educational <strong>in</strong>formation which is grounded <strong>in</strong> scholarly <strong>in</strong>put on one hand, and<br />
methods based on <strong>in</strong>formation science on the other.<br />
At an <strong>in</strong>ternational level the DIPF cooperates with a variety of partners and organisations on<br />
issues of <strong>in</strong>ternational exchange and comparison. In addition to play<strong>in</strong>g an active role <strong>in</strong><br />
develop<strong>in</strong>g <strong>in</strong>ternational and European <strong>in</strong>formation associations, the DIPF participates <strong>in</strong><br />
<strong>in</strong>ternational science and <strong>in</strong>formation networks, acquires fund<strong>in</strong>g from the European Union to<br />
conduct research <strong>in</strong> the European Research Area and takes on servic<strong>in</strong>g functions <strong>in</strong> the<br />
coord<strong>in</strong>ation of education <strong>in</strong> Europe.<br />
S<strong>in</strong>ce 1997, two thematic priorities have determ<strong>in</strong>ed the <strong>in</strong>stitute's profile, educational<br />
<strong>in</strong>formation and educational research. The DIPF‘s service and research activities take up issues<br />
from different perspectives <strong>in</strong> l<strong>in</strong>e with these two guid<strong>in</strong>g themes. Conditions of education are<br />
studied, for <strong>in</strong>stance, with respect to the effectiveness of schools and teach<strong>in</strong>g and the efficiency<br />
of education systems and <strong>in</strong>stitutions, as well as <strong>in</strong> reference to educational governance and<br />
<strong>in</strong>dividual development and education.<br />
The DIPF:<br />
� coord<strong>in</strong>ates and conducts national and <strong>in</strong>ternational research projects <strong>in</strong> the area of<br />
school quality;<br />
� evaluates educational programmes, <strong>in</strong>stitutions and systems;<br />
� advises and supports policy <strong>in</strong>itiatives to improve and assure quality <strong>in</strong> education;<br />
� contributes to the theoretical, empirical and methodical foundations of national and<br />
<strong>in</strong>ternational educational research through its own research projects;<br />
� <strong>in</strong>itiates, promotes and coord<strong>in</strong>ates national as well as <strong>in</strong>ternational networks;<br />
� collects, documents and dissem<strong>in</strong>ates <strong>in</strong>formation related to education by us<strong>in</strong>g<br />
advanced computer and <strong>in</strong>teractive <strong>in</strong>ternet facilities;<br />
� assesses the design and use of <strong>in</strong>formation services and processes of knowledge<br />
transfer <strong>in</strong> education; and<br />
� supports and tra<strong>in</strong>s younger generations <strong>in</strong> academic and non-academic careers.

Areas of operation of DIPF<br />
The <strong>in</strong>stitute‘s activities are carried out through five centres:<br />
� Centre for <strong>Education</strong>al Governance;<br />
� Centre for <strong>Education</strong>al Quality and Evaluation (which is the National Centre of the<br />
Programme for <strong>International</strong> Student Assessment (PISA) 2009 project management and<br />
a partner <strong>in</strong> <strong>in</strong>ternational PISA consortia);<br />
� Centre for <strong>Education</strong> and Human Development;<br />
� Centre for <strong>Education</strong>al Information (<strong>in</strong>clud<strong>in</strong>g the Technology Based Assessment (TBA)<br />
group); and<br />
� Library for Research on <strong>Education</strong>al History.<br />
Centre for <strong>Education</strong>al Governance<br />
Headed by Prof. Dr. Horst Weishaupt, the Centre for <strong>Education</strong>al Governance employs<br />
economists, psychologists, sociologists and solicitors as well as political and educational<br />
scientists. Tak<strong>in</strong>g an <strong>in</strong>terdiscipl<strong>in</strong>ary approach, this centre conducts qualitative and quantitative<br />
research <strong>in</strong>to educational policy and governance <strong>in</strong> Germany as well as abroad.<br />
S<strong>in</strong>ce 2005, the centre has been responsible for the national report on education (comparable<br />
to, for example, the US report, “The Condition of <strong>Education</strong>”) which is jo<strong>in</strong>tly commissioned by<br />
the Federal M<strong>in</strong>istry of <strong>Education</strong> and Research and the Stand<strong>in</strong>g Conference of the M<strong>in</strong>isters of<br />
<strong>Education</strong> and Cultural Affairs of the Länder <strong>in</strong> the Federal Republic of Germany. The centre has<br />
also conducted several evaluation studies on school systems <strong>in</strong> German states, empirical studies<br />
on school autonomy, and qualitative and legal studies on norms and standards <strong>in</strong> educational<br />
systems, and has made a number of contributions to comparative education. Its most recent<br />
project, “Communal <strong>Education</strong>al Monitor<strong>in</strong>g”, serves to assist <strong>in</strong> the development of a<br />
systematic process of monitor<strong>in</strong>g and analys<strong>in</strong>g education at the municipal level, with the aim<br />
of generat<strong>in</strong>g governance-relevant knowledge for all stages of education, from early childhood<br />
to late adulthood.<br />
Centre for <strong>Education</strong>al Quality and Evaluation<br />
Directed by Prof. Dr. Eckhard Klieme, the Centre for <strong>Education</strong>al Quality and Evaluation focuses<br />
its research on assess<strong>in</strong>g the quality and effectiveness of educational measures and <strong>in</strong>stitutions.<br />
In particular it is concerned with:<br />
� conceptualis<strong>in</strong>g, measur<strong>in</strong>g and evaluat<strong>in</strong>g quality <strong>in</strong> education;<br />
� analys<strong>in</strong>g conditions and effects of teach<strong>in</strong>g and learn<strong>in</strong>g; and<br />
� understand<strong>in</strong>g change and improvement at the classroom and school levels.<br />
� The Centre operates <strong>in</strong> the field of general education, focuss<strong>in</strong>g on two research areas:<br />
educational effectiveness, and educational measurement.
Recently, this centre‘s projects have been focuss<strong>in</strong>g more strongly on the aspect of school<br />
improvement and professional development, i.e., the question of how schools change over a<br />
period of years. Surveys and large-scale assessments are supplemented by qualitative studies<br />
and longitud<strong>in</strong>al assessments that systematically evaluate the effectiveness of <strong>in</strong>terventions,<br />
always tak<strong>in</strong>g a comprehensive perspective to <strong>in</strong>clude school-related processes. For <strong>in</strong>stance,<br />
the studies DESI, Pythagoras, PERLE and StEG <strong>in</strong>vestigate the quality of learn<strong>in</strong>g opportunities<br />
and the learn<strong>in</strong>g and teach<strong>in</strong>g processes <strong>in</strong> classrooms as well as the effects of extra-curricular<br />
activities. Hence, research approaches take a closer look at school culture, leadership and<br />
management, staff cohesion and cooperation structure, school improvement efforts and<br />
organisational development (for example, <strong>in</strong> the projects “Democracy at School” and ”School<br />
Monitor, Pädagogische Entwicklungsbilanzen”), at teacher competencies and at professional<br />
development (for example, <strong>in</strong> the projects DESI, Pythagoras, PERLE and TALIS). Those vary<strong>in</strong>g<br />
perspectives were tied together <strong>in</strong> a comprehensive manner with<strong>in</strong> PISA 2009, as the DIPF was<br />
commissioned with the national project management of PISA 2009.<br />
The empirical assessment of different components of educational quality as well as learn<strong>in</strong>g<br />
outcomes of students requires the development of competence models and assessment<br />
procedures. Assessment and competence diagnostics thus constitute the second focus of the<br />
centre. Therefore, the DIPF, together with Prof. Dr. Detlev Leutner of Essen University, proposed<br />
and designed a priority research programme “Models of Competencies” for the assessment of<br />
<strong>in</strong>dividual learn<strong>in</strong>g outcomes and the evaluation of educational processes. This six-year<br />
programme approved by the German Research Foundation started <strong>in</strong> 2007 and is now<br />
coord<strong>in</strong>ated at the DIPF. It comb<strong>in</strong>es 23 <strong>in</strong>terdiscipl<strong>in</strong>ary projects from all over Germany that<br />
work on theoretical, psychometric, and practical issues related to the assessment of<br />
competencies <strong>in</strong> educational contexts.<br />
The Centre‘s work <strong>in</strong> educational measurement has recently been re<strong>in</strong>forced by the formation of<br />
the position of Research Professor of <strong>Education</strong>al Measurement, which is held by Prof. Dr.<br />
Johannes Hartig.<br />
The centre‘s activities are highly relevant to educational practice and policy, as the outcomes<br />
and products are made available to professionals and policy makers <strong>in</strong> various ways. For<br />
example, the centre develops <strong>in</strong>struments which allow for the measurement of learn<strong>in</strong>g<br />
outcomes and the evaluation of schools and teach<strong>in</strong>g contexts, and makes these <strong>in</strong>struments<br />
available for research and evaluation. F<strong>in</strong>d<strong>in</strong>gs help to expand the knowledge base for<br />
educational practice and reform. The centre also offers consultation services for national and<br />
<strong>in</strong>ternational educational research, as well as educational policy and practice. (For more<br />
details, see section on previous experiences below.)<br />
Centre for <strong>Education</strong> and Human Development<br />
An important feature of education is marked by the <strong>in</strong>dividual development of a student‘s skills<br />
with<strong>in</strong> the scope of his/her possible experiences and behaviour which are evidenced, for<br />
example, <strong>in</strong> the student‘s cognitive and socio-emotional competence structures, attitudes,<br />
values, and motivational and volitional dispositions. This centre, directed by Prof. Dr. Marcus
Hasselhorn, is concerned with reconstruct<strong>in</strong>g developmental pathways <strong>in</strong> educational contexts<br />
empirically so that deeper <strong>in</strong>sights can be ga<strong>in</strong>ed <strong>in</strong>to the potential for development and the<br />
opportunities to change <strong>in</strong>dividual behaviour and experience. The ma<strong>in</strong> issues revolve around<br />
the conditions required for successful learn<strong>in</strong>g <strong>in</strong> <strong>in</strong>dividuals at risk for academic failure (e.g.,<br />
learn<strong>in</strong>g disorders, behavioural disorders). The centre‘s overall aim is to elicit theoretical and<br />
empirically validated <strong>in</strong>formation to use to provide a foundation for the design of educational<br />
processes <strong>in</strong> childhood and youth and so on, cont<strong>in</strong>u<strong>in</strong>g <strong>in</strong>to late adulthood. Here, the grow<strong>in</strong>g<br />
significance of educational contexts that lie outside traditional organisational structures is taken<br />
<strong>in</strong>to account.<br />
The centre designs and implements its own longitud<strong>in</strong>al studies and also uses exist<strong>in</strong>g<br />
longitud<strong>in</strong>al studies as bases for its differential analyses of <strong>in</strong>dividual educational pathways.<br />
These are supplemented by experimental and micro-genetic approaches <strong>in</strong>clud<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g<br />
studies that simulate development. Furthermore, diagnostic procedures for assess<strong>in</strong>g <strong>in</strong>dividual<br />
dispositions relevant to learn<strong>in</strong>g are developed and standardised.<br />
Centre for <strong>Education</strong>al Information, and Library for Research on<br />
<strong>Education</strong>al History<br />
The thematic area of educational <strong>in</strong>formation is covered by the Information Centre for <strong>Education</strong><br />
and the Library for <strong>Education</strong>al Research (FFB) <strong>in</strong> Frankfurt, and History of <strong>Education</strong> (BBF) <strong>in</strong><br />
Berl<strong>in</strong>. They prepare and dissem<strong>in</strong>ate professional <strong>in</strong>formation for all participants <strong>in</strong> education.<br />
The national Centre for <strong>Education</strong>al Information directed by Prof. Dr. Marc Rittberger, provides<br />
new <strong>in</strong>formation services. Onl<strong>in</strong>e portals, full text and scholarly databases, <strong>in</strong>formation systems<br />
and participative Web 2.0 applications are networked <strong>in</strong> an association of portals which are<br />
cont<strong>in</strong>ually <strong>in</strong> the process of development. The centre‘s two extensive onl<strong>in</strong>e portals, the<br />
German <strong>Education</strong> Server (Eduserver) and the German <strong>Education</strong> Portal and its bibliographic<br />
database, the German <strong>Education</strong> Index, serve the <strong>in</strong>formational needs of the ma<strong>in</strong> target groups<br />
<strong>in</strong> education (first, educational researchers and scientists, and second, persons from<br />
educational practice and the general public with an <strong>in</strong>terest <strong>in</strong> education).<br />
The TBA (see below) and the Office for <strong>International</strong> <strong>Cooperation</strong> <strong>in</strong> <strong>Education</strong>, which provide<br />
research and support for all <strong>in</strong>ternational activities <strong>in</strong> the field of education <strong>in</strong> Germany, are<br />
also components of this centre.<br />
Technical expertise<br />
Test development and psychometric skills, <strong>in</strong>clud<strong>in</strong>g technology based assessment<br />
The DIPF has been a major centre for educational test development ever s<strong>in</strong>ce it was founded <strong>in</strong><br />
the 1950s. A large number of tests for formative assessment <strong>in</strong> secondary schools have been<br />
released, and s<strong>in</strong>ce 1998 the DIPF has also become <strong>in</strong>volved <strong>in</strong> large-scale assessments. For<br />
example, staff at the DIPF has been <strong>in</strong>volved <strong>in</strong> national and <strong>in</strong>ternational work <strong>in</strong> PISA (see the<br />
next section for more <strong>in</strong>formation). In addition, the DIPF was the coord<strong>in</strong>at<strong>in</strong>g <strong>in</strong>stitution for the<br />
first large-scale assessment conducted on a national level <strong>in</strong> German secondary schools, the
DESI-study (see the next section for more <strong>in</strong>formation). Professor Klieme and other researchers<br />
at the DIPF have been very <strong>in</strong>fluential <strong>in</strong> def<strong>in</strong><strong>in</strong>g concepts for proficiency scal<strong>in</strong>g <strong>in</strong> the<br />
development of standard-based student assessments <strong>in</strong> Germany.<br />
A few years ago, a powerful <strong>in</strong>terdiscipl<strong>in</strong>ary service and research structure, TBA was<br />
implemented at the DIPF. It is funded by the German government and aims to develop and<br />
deploy sound technological and psychometric knowledge for computer-based assessment.<br />
Developments <strong>in</strong> the fields of assessment, psychometrics and <strong>in</strong>formation 5<br />
technology are monitored and their implementation is evaluated. The TBA structure is under the<br />
jo<strong>in</strong>t responsibility of the DIPF Centre for <strong>Education</strong>al Quality and Evaluation and the DIPF<br />
Centre for <strong>Education</strong>al Information. Beyond its substantial role <strong>in</strong> national projects (e.g., the<br />
National <strong>Education</strong>al Panel Survey (NEPS)), the DIPF had major responsibility for implement<strong>in</strong>g<br />
the Electronic Read<strong>in</strong>g Assessment <strong>in</strong> PISA 2009. Currently, the DIPF is responsible for the<br />
technological implementation of the OECD PIAAC study and for delivery and translation<br />
technology <strong>in</strong> the OECD PISA 2012 study.<br />
Research on educational effectiveness<br />
Researchers at the DIPF, especially at the Centre for <strong>Education</strong>al Quality and Evaluation, are<br />
among the lead<strong>in</strong>g experts on school effectiveness research <strong>in</strong> Germany. They have ample<br />
experience with large-scale multilevel data sets, and with comb<strong>in</strong><strong>in</strong>g assessment data and<br />
questionnaire data from various stakeholders. Complex analytical tools such as multilevel<br />
structural equations modell<strong>in</strong>g are rout<strong>in</strong>ely used at the centre. Researchers at the DIPF have<br />
published national and <strong>in</strong>ternational papers on <strong>in</strong>structional and school effectiveness. Quality of<br />
mathematics <strong>in</strong>struction is among one of the ma<strong>in</strong> areas of research.<br />
Support facilities<br />
The DIPF has a network of facilities which support researchers <strong>in</strong>ternal and external to the<br />
<strong>in</strong>stitute <strong>in</strong> a number of fields, <strong>in</strong>clud<strong>in</strong>g the follow<strong>in</strong>g:<br />
� account<strong>in</strong>g and f<strong>in</strong>ance;<br />
� library and <strong>in</strong>ternet-based <strong>in</strong>formation services;<br />
� <strong>in</strong>formation technology;<br />
� human resources; and<br />
� public relations and publish<strong>in</strong>g support.<br />
External affiliations<br />
As the lead<strong>in</strong>g centre for <strong>in</strong>ternational comparative educational research <strong>in</strong> Germany, the DIPF<br />
has always had a great number of affiliations with research <strong>in</strong>stitutions <strong>in</strong> European, Asian, and<br />
American countries. For <strong>in</strong>stance, it has been collaborat<strong>in</strong>g closely with UNESCO <strong>in</strong>stitutions,<br />
the IEA and the OECD. Staff members of the DIPF have advised governance and policy makers <strong>in</strong><br />
a number of German states as well as <strong>in</strong> other European and non-European countries. 6
DIPF PREVIOUS EXPERIENCE AND REFERENCES<br />
Technology Based Assessment<br />
The DIPF is a partner <strong>in</strong> the <strong>in</strong>ternational consortium for PISA 2009, PISA 2012, and for the OECD<br />
PIAAC study.<br />
For all three studies, <strong>in</strong> cooperation with its partners, the University of Luxembourg and the<br />
Centre de Recherches Public Henri Tudor <strong>in</strong> Luxembourg, the DIPF provided a comprehensive<br />
approach to computer-based assessment. Based on the Luxembourg Open-Source TAO<br />
platform, the DIPF delivered important extensions to computer-based assessment <strong>in</strong><br />
<strong>in</strong>ternational large-scale surveys.<br />
For PISA 2009, the DIPF devised an <strong>in</strong>novative approach to develop<strong>in</strong>g test items for the<br />
computer-delivered Electronic Read<strong>in</strong>g Assessment (ERA) questionnaire. In addition, the<br />
development of an author<strong>in</strong>g tool for computer-based tests allowed faster and more flexible test<br />
formulation and substantially reduced the required IT capacity. The tool also allowed more<br />
efficient <strong>in</strong>tegration of complex test items <strong>in</strong>to the TAO platform. Beyond test development, the<br />
DIPF played a crucial role <strong>in</strong> the delivery of the ERA questionnaire <strong>in</strong> a complex <strong>in</strong>ternational<br />
sett<strong>in</strong>g.<br />
In PIAAC, the DIPF has overall responsibility for all technological aspects of computer-based<br />
assessment and computer-assisted personal <strong>in</strong>terviews. Based on the ERA experience, DIPF<br />
substantially improved and extended the author<strong>in</strong>g tool approach to fit the complex challenges<br />
of PIAAC. Aga<strong>in</strong>, <strong>in</strong> cooperation with its Luxembourg partners, the DIPF is provid<strong>in</strong>g solutions<br />
for the computer-based assessment of literacy, numeracy and problem solv<strong>in</strong>g <strong>in</strong> technology<br />
rich environments and is <strong>in</strong>tegrat<strong>in</strong>g the cognitive assessment and <strong>in</strong>terview portions <strong>in</strong>to one<br />
coherent approach.<br />
In PISA 2012, the DIPF is responsible for deliver<strong>in</strong>g assessment components for electronic<br />
read<strong>in</strong>g and mathematics and for problem solv<strong>in</strong>g to schools which have hugely variable<br />
computer systems and are located all over the world. Moreover, the DIPF is provid<strong>in</strong>g a tool<br />
capable of support<strong>in</strong>g the complex and multi-stage translation and adaptation processes<br />
required at the national and <strong>in</strong>ternational levels.<br />
Research activities <strong>in</strong>to the TBA structure <strong>in</strong>clude multiple projects aimed at validly and<br />
efficiently assess<strong>in</strong>g competencies. One l<strong>in</strong>e of research focuses on model<strong>in</strong>g additional data,<br />
e.g., response times, to obta<strong>in</strong> a more complete picture of <strong>in</strong>dividual differences <strong>in</strong> the test<br />
takers‘ competence levels (efficiency-related diagnostic). Furthermore, researchers <strong>in</strong> TBA are<br />
<strong>in</strong>vestigat<strong>in</strong>g the assessment of <strong>in</strong>formation and communication technology (ICT) literacy by<br />
develop<strong>in</strong>g, scal<strong>in</strong>g and validat<strong>in</strong>g simulation-based tasks reflect<strong>in</strong>g <strong>in</strong>dividual differences <strong>in</strong><br />
basic computer skills and the competence to evaluate onl<strong>in</strong>e <strong>in</strong>formation and sources.<br />

OECD Programme for <strong>International</strong> Student Assessment: PISA<br />
The DIPF has been <strong>in</strong>volved <strong>in</strong> the PISA programme from as early as 1998. Professors Weiß and<br />
Klieme have been <strong>in</strong>volved <strong>in</strong> national consortia and expert groups for PISA 2000, 2003 and<br />
2006, especially with respect to mathematics and problem solv<strong>in</strong>g assessment, and school level<br />
analyses. Prof. Dr. Eckhard Klieme, National Project Manager for PISA 2009 and head of the<br />
national German PISA consortium, was also a member of the <strong>in</strong>ternational Problem Solv<strong>in</strong>g<br />
Expert Group (PEG) <strong>in</strong> PISA 2003 and, together with Prof. Johannes Hartig, has contributed to<br />
the OECD report on problem solv<strong>in</strong>g. Prof. Klieme is also a member of the PISA 2009<br />
<strong>in</strong>ternational Questionnaire Expert Group (QEG). Under his leadership, the DIPF was the<br />
National Project Centre for PISA 2009, commissioned by the federal government. Moreover he<br />
was chair of the Questionnaire Expert Group (QEG) <strong>in</strong> PISA 2012. Thus, staff at the DIPF is well<br />
acqua<strong>in</strong>ted with PISA‘s goals, strategies, frameworks, procedures and data structures.<br />

German National Assessment of Language Skills: DESI<br />
In 2001, the DIPF was appo<strong>in</strong>ted major contractor for a large-scale national assessment<br />
address<strong>in</strong>g competencies <strong>in</strong> L1 (German) as well as L2 (English as a foreign language) by the<br />
Stand<strong>in</strong>g Conference of the M<strong>in</strong>isters of <strong>Education</strong> and Cultural Affairs of the Länder <strong>in</strong> the<br />
Federal Republic of Germany. This was the first national level student assessment designed and<br />
implemented without <strong>in</strong>ternational support.<br />
DESI is a longitud<strong>in</strong>al study which <strong>in</strong>volves some 10.000 students <strong>in</strong> Grade 9, test<strong>in</strong>g them at the<br />
beg<strong>in</strong>n<strong>in</strong>g and aga<strong>in</strong> at the end of the school year. The assessment <strong>in</strong>cludes ten subtests,<br />
among them read<strong>in</strong>g, writ<strong>in</strong>g and language awareness both <strong>in</strong> German and English, additional<br />
tests for semantic and pragmatic competencies <strong>in</strong> German, a listen<strong>in</strong>g test, and a test for<br />
<strong>in</strong>tercultural sensitivity <strong>in</strong> English. The DESI assessment was developed by the DIPF <strong>in</strong><br />
cooperation with language experts, and already has ga<strong>in</strong>ed a reputation among European<br />
experts <strong>in</strong>volved <strong>in</strong> the Common European Framework for language education. The DIPF was<br />
also responsible for develop<strong>in</strong>g questionnaires, analys<strong>in</strong>g data, and report<strong>in</strong>g <strong>in</strong> DESI. Reports –<br />
<strong>in</strong>clud<strong>in</strong>g detailed analyses of personal, family, classroom and school effects on language<br />
learn<strong>in</strong>g – have been published <strong>in</strong> two reports as well as national and <strong>in</strong>ternational scientific<br />
journals.

National <strong>Education</strong>al Panel Study: NEPS<br />
The NEPS, f<strong>in</strong>anced by the German Federal M<strong>in</strong>istry of <strong>Education</strong> and Research, is a longitud<strong>in</strong>al<br />
educational study with more than 60.000 participants, a planned runn<strong>in</strong>g time of more than 20<br />
years, and a very complex design (e.g., eight start<strong>in</strong>g cohorts). In this study the DIPF is<br />
responsible for programm<strong>in</strong>g all data process<strong>in</strong>g, develop<strong>in</strong>g methods for data archiv<strong>in</strong>g, and<br />
generat<strong>in</strong>g a general database structure as well as conduct<strong>in</strong>g a series of mode effect studies <strong>in</strong><br />
the preparation of computer-based assessment <strong>in</strong> upcom<strong>in</strong>g cycles of the NEPS.<br />
To accommodate the scientists‘ needs <strong>in</strong> the different specialties, questionnaire development is<br />
organized with the help of a generic meta-data editor, used as a stand-alone tool for s<strong>in</strong>gle<br />
scientists as well as for central organizational workflow-based processes such as translat<strong>in</strong>g<br />
items, creat<strong>in</strong>g complete <strong>in</strong>struments, and publish<strong>in</strong>g code books. Additional demands resulted<br />
<strong>in</strong> the development of a data warehouse structure for analysis and report<strong>in</strong>g purposes as well<br />
as the decision to use DDI3-compliant metadata storage to accommodate reuse and<br />
<strong>in</strong>teroperability of items. Furthermore, the database team of the NEPS developed several<br />
reports which can export results <strong>in</strong> different formats (e.g., SPSS, XLS, CSV, PDF).<br />

OECD Teach<strong>in</strong>g and Learn<strong>in</strong>g <strong>International</strong> Survey: TALIS<br />
The OECD Teach<strong>in</strong>g and Learn<strong>in</strong>g <strong>International</strong> Survey (TALIS) is one of the first <strong>in</strong>ternational<br />
surveys to focus on the learn<strong>in</strong>g environment and the work<strong>in</strong>g conditions of teachers <strong>in</strong> schools.<br />
The ma<strong>in</strong> themes of TALIS are the <strong>in</strong>itial education and professional development teachers<br />
undertake, the nature and form of appraisal and feedback teachers receive, teachers‘ selfreported<br />
practices, activities, beliefs and attitudes and the leadership and management<br />
provided by the schools. The distribution of these key aspects and their <strong>in</strong>terrelations are<br />
exam<strong>in</strong>ed across and between teachers, schools and countries. In 24 countries around the<br />
globe, separate questionnaires are given to representative samples of teachers of lower<br />
secondary education and the pr<strong>in</strong>cipals of the schools <strong>in</strong> which they work.
The DIPF was and is <strong>in</strong>volved <strong>in</strong> questionnaire development, scal<strong>in</strong>g, and report<strong>in</strong>g for the first<br />
and the second wave of the survey. Professor Eckhard Klieme was and is a member of the<br />
<strong>in</strong>strument development expert groups (IDEG) for TALIS 2008 and 2013 which develop the<br />
questionnaires <strong>in</strong> close cooperation with OECD. Svenja Vieluf from DIPF was part of the OECD<br />
team analys<strong>in</strong>g the TALIS 2008 field trial data. With<strong>in</strong> the TALIS ma<strong>in</strong> study, the DIPF was<br />
responsible for the scal<strong>in</strong>g of data from the teacher 9<br />
questionnaire and for the analysis of cross-cultural <strong>in</strong>variance of these scales. Furthermore, the<br />
DIPF was draft<strong>in</strong>g the chapter on teach<strong>in</strong>g practices, teachers‘ beliefs and attitudes for the the<br />
TALIS‘s <strong>in</strong>itial <strong>in</strong>ternational report.<br />

Priority Research Program on <strong>Education</strong>al Measurement (Models of<br />
Competencies)<br />
The DFG priority programme for models of competencies has a duration of six years and br<strong>in</strong>gs<br />
together experts from the fields of psychology, educational science and subject didactics.<br />
Currently, scientists from more than 20 higher education <strong>in</strong>stitutions and non-university<br />
research <strong>in</strong>stitutions <strong>in</strong> Germany are engaged <strong>in</strong> 23 <strong>in</strong>terdiscipl<strong>in</strong>ary projects. The programme<br />
aims to provide a better understand<strong>in</strong>g of cognitive, psychological and subject didactic<br />
conditions of competencies and to develop psychometric models and concrete technologies for<br />
measur<strong>in</strong>g competencies. Hence, the project will support the teach<strong>in</strong>g of competencies as a<br />
pr<strong>in</strong>cipal goal of general and vocational education <strong>in</strong> the long run. The project is coord<strong>in</strong>ated at<br />
the DIPF <strong>in</strong> Frankfurt am Ma<strong>in</strong> and at the University of Duisburg-Essen.<br />
Individual research projects are concerned with the follow<strong>in</strong>g doma<strong>in</strong>s:<br />

Concepts, conditions and consequences of classroom assessment <strong>in</strong><br />
mathematical <strong>in</strong>struction: COCA<br />
This project studies how diagnostic <strong>in</strong>formation is used by actors (i.e., teachers and students) <strong>in</strong><br />
school, and what effects different k<strong>in</strong>ds of assessments have on teach<strong>in</strong>g, learn<strong>in</strong>g, student<br />
motivation, and outcome. This research is based on: (a) a theory of <strong>in</strong>structional quality which<br />
was developed <strong>in</strong> previous research projects at DIPF, stress<strong>in</strong>g ‘cognitive activation‘ and<br />
‘supportive climate‘ as the ma<strong>in</strong> factors that determ<strong>in</strong>e student understand<strong>in</strong>g and motivation,<br />
respectively; (b) f<strong>in</strong>d<strong>in</strong>gs from educational psychology that prove certa<strong>in</strong> k<strong>in</strong>ds of feedback have<br />
a substantial impact on student learn<strong>in</strong>g; and (c) the hypothesis that formative assessment<br />
which is content-specific and deeply embedded <strong>in</strong> <strong>in</strong>struction, together with appropriate<br />
feedback can foster both cognitive activation and supportive climate. The study <strong>in</strong>tends to prove<br />
that formative assessment and appropriate (i.e., <strong>in</strong>formative, criterion-referenced) feedback<br />
foster student understand<strong>in</strong>g and motivation, while control-oriented, socially referenced<br />
feedback from broad overall achievement tests may even harm student learn<strong>in</strong>g. Thus, the<br />
results of the project will be used to improve our understand<strong>in</strong>g of formative versus summative<br />
assessments and how these can be designed to support classroom teach<strong>in</strong>g and learn<strong>in</strong>g. In the<br />
first phase of the project (2007-2009), models of mathematical competence were developed,<br />
tasks were designed, and large scale data were collected, <strong>in</strong> order to build f<strong>in</strong>e-graded models<br />
of mathematical competence. In subsequent phases, those tasks and models will be used to<br />
assess and provide feedback to students, both <strong>in</strong> laboratory experiments and <strong>in</strong> field studies.<br />
This will allow the impact of assessment and feedback on students to be studied.<br />
Modell<strong>in</strong>g competencies with multi-dimensional item-response-theory<br />
models: MIRT<br />
This project deals with the psychometric modell<strong>in</strong>g of foreign language competencies <strong>in</strong><br />
English. It focuses on compar<strong>in</strong>g alternative IRT models with respect to their implications for<br />
<strong>in</strong>terpret<strong>in</strong>g f<strong>in</strong>d<strong>in</strong>gs and communicat<strong>in</strong>g them to decision-makers. As a first step, exist<strong>in</strong>g data<br />
from the DESI study will be analysed by alternative IRT models <strong>in</strong>clud<strong>in</strong>g models for describ<strong>in</strong>g<br />
competence levels and models for a multidimensional assessment of differentiated part<br />
competencies. Various IRT models will be systematically compared on the basis of diverse<br />
criteria, after which general criteria for select<strong>in</strong>g a psychometric model will be formulated<br />
based on the f<strong>in</strong>d<strong>in</strong>gs, tak<strong>in</strong>g <strong>in</strong>to account theoretical as well as practical demands.<br />
TBA service for the DFG priority programme<br />
The TBA structure services multiple projects <strong>in</strong> the DFG priority programme. One project<br />
focuss<strong>in</strong>g on the assessment of dynamic problem-solv<strong>in</strong>g by means of simulation-based tasks
was supported by the further development of the author<strong>in</strong>g tool CBA Item Builder. These<br />
extensions <strong>in</strong>clude the MicroFIN and MicroDYN item types. The MicroDYN item type is used to<br />
build a simulation of a dynamic system consist<strong>in</strong>g of exogenous and endogenous variables and<br />
set l<strong>in</strong>ear structural equations (LSE) describ<strong>in</strong>g the <strong>in</strong>terdependencies of the variables. The<br />
MicroFIN type is used to build a simulation of a “f<strong>in</strong>ite state mach<strong>in</strong>e” consist<strong>in</strong>g of a f<strong>in</strong>ite<br />
number of states, transitions between states and actions. Another project is exam<strong>in</strong><strong>in</strong>g<br />
multidimensional adaptive test<strong>in</strong>g. 11<br />
School evaluation<br />
The DIPF has developed a set of modules for school evaluation. These questionnaires have been<br />
used by several hundred schools all over Germany dur<strong>in</strong>g the last six years. The evaluation<br />
projects are among the first large-scale standardised approaches to school evaluation <strong>in</strong><br />
Germany. More recently, the DIPF has become responsible for programme evaluation <strong>in</strong> the<br />
field of autonomous schools and <strong>in</strong> programmes for enhanced school democracy and all-day<br />
schools. With<strong>in</strong> those studies, the DIPF has ga<strong>in</strong>ed broad experience <strong>in</strong> design<strong>in</strong>g<br />
questionnaires for school evaluation and analys<strong>in</strong>g school effectiveness factors.<br />
<strong>International</strong> comparative research<br />
The DIPF was the lead agency <strong>in</strong> an <strong>in</strong>ternational project aimed at identify<strong>in</strong>g the education<br />
system factors as well as the cultural and economic factors responsible for <strong>in</strong>ternational<br />
variations <strong>in</strong> student performance. The project, which focussed on <strong>in</strong>tegrat<strong>in</strong>g f<strong>in</strong>d<strong>in</strong>gs from<br />
quantitative and qualitative cross-national educational research, was commissioned by the<br />
German Federal M<strong>in</strong>istry of <strong>Education</strong> and Research.<br />
Comprehensive surveys on the education systems <strong>in</strong> Canada, England, F<strong>in</strong>land, France,<br />
Germany, the Netherlands and Sweden, based on a common analytical framework, were<br />
<strong>in</strong>itially undertaken by national experts. The <strong>in</strong>ternational comparative research project then<br />
used these f<strong>in</strong>d<strong>in</strong>gs by l<strong>in</strong>k<strong>in</strong>g the results from PISA 2000 to qualitative evidence of important<br />
features of public policy. These features <strong>in</strong>cluded strategies for educational reform and<br />
<strong>in</strong>novation, issues of governance and resource allocation, national approaches to standardsett<strong>in</strong>g<br />
and to assessment and system monitor<strong>in</strong>g, the organisation of support systems, the<br />
professional development of teachers, and national approaches to address<strong>in</strong>g socio-economic<br />
differences <strong>in</strong> students‘ backgrounds.<br />
The results of the project were published <strong>in</strong> German and English. Key results from the<br />
multilateral study were used by the OECD to prepare the report “What makes school systems<br />
perform? See<strong>in</strong>g school systems through the prism of PISA” Paris, 2004.
DIPF STAFF<br />
Ingo Barkow<br />
Ingo Barkow works as a senior systems eng<strong>in</strong>eer and assistant IT coord<strong>in</strong>ator <strong>in</strong> the<br />
Technology-Based Assessment (TBA) project at the German <strong>Institut</strong>e for <strong>International</strong><br />
<strong>Education</strong>al Research (DIPF) <strong>in</strong> Frankfurt. In this project he is responsible for the plann<strong>in</strong>g,<br />
design and implementation of the network <strong>in</strong>frastructure and server farm. Furthermore he<br />
consults project partners <strong>in</strong> questions of test<strong>in</strong>g <strong>in</strong>frastructure and resource plann<strong>in</strong>g. His<br />
special <strong>in</strong>terests <strong>in</strong>clude virtualisation technologies, server farms and storage arrays for<br />
database servers. For several years Ingo Barkow was the manag<strong>in</strong>g director of an IT tra<strong>in</strong><strong>in</strong>g<br />
company <strong>in</strong> Wurzburg where he was responsible for the plann<strong>in</strong>g and organisation of courses<br />
and also worked as a tra<strong>in</strong>er and senior consultant for the <strong>in</strong>frastructure and database<br />
management. He holds two Master degrees, <strong>in</strong> Computer Science <strong>in</strong> Economy as well as <strong>in</strong><br />
Social History and English, <strong>in</strong> addition to several <strong>in</strong>ternational IT-Tra<strong>in</strong>er certifications. With<strong>in</strong><br />
the TBA project he is responsible for two subprojects. In the NEPS study he coord<strong>in</strong>ates the<br />
work package 13b - Data Warehouse. He and his team will be design<strong>in</strong>g and programm<strong>in</strong>g the<br />
NEPS Data Warehouse platform. In the PIAAC study he is responsible for IT service and support<br />
as <strong>International</strong> IT-Coord<strong>in</strong>ator. His research <strong>in</strong>terests <strong>in</strong>clude anonymiz<strong>in</strong>g technologies with<strong>in</strong><br />
data warehouses, quality management and evaluation <strong>in</strong> education, historical educational<br />
research, the <strong>in</strong>fluence of sociological components like further develop<strong>in</strong>g processes on<br />
education and didactic analyses of classical English Literature.<br />
Helge E<strong>in</strong>spanier<br />
Helge E<strong>in</strong>spanier is senior system adm<strong>in</strong>istrator <strong>in</strong> the Technology-Based Assessment (TBA)<br />
project at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF) <strong>in</strong> Frankfurt. In this<br />
project he is responsible for the TBA web server and the network <strong>in</strong>frastructure. Furthermore he<br />
supports the development of virtual mach<strong>in</strong>es for the PIAAC study. His special <strong>in</strong>terests are<br />
harden<strong>in</strong>g L<strong>in</strong>ux operat<strong>in</strong>g systems and network security like Snort and L<strong>in</strong>ux Firewalls. For<br />
several years Helge E<strong>in</strong>spanier worked at several <strong>in</strong>ternet service providers as a technician and<br />
configured W<strong>in</strong>dows and Unix based systems. He is certified for several systems such as L<strong>in</strong>ux<br />
(LPI 1 & 2), Microsoft (MCSA), VMware (VCP), ITIL and CEH (Certified Ethical Hacker).<br />
Gabriele Gissler<br />
Gabriele Gissler works as an <strong>in</strong>formation scientist <strong>in</strong> the Technology Based Assessment (TBA)<br />
project at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF) <strong>in</strong> Frankfurt. She<br />
has a master degree <strong>in</strong> <strong>in</strong>formation science and a diploma <strong>in</strong> media management. Before<br />
jo<strong>in</strong><strong>in</strong>g DIPF and the TBA project <strong>in</strong> 2008, Gabriele Gissler ga<strong>in</strong>ed experience <strong>in</strong> conceptual<br />
design, project management and customer support <strong>in</strong> a web development and a public<br />
relations agency. She was also responsible for coord<strong>in</strong>at<strong>in</strong>g project-related software<br />
development. With<strong>in</strong> the TBA project Gabriele Gissler is responsible for plann<strong>in</strong>g and<br />
supervis<strong>in</strong>g the item development process <strong>in</strong> the PIAAC study. She gives technical support<br />
dur<strong>in</strong>g the test development as well as the translation and delivery process and takes care of
quality assurance by plann<strong>in</strong>g and coord<strong>in</strong>at<strong>in</strong>g software test<strong>in</strong>g phases. Gabriele Gissler is an<br />
expert on graphical construction and implementation of test items and has held several<br />
workshops and user tra<strong>in</strong><strong>in</strong>gs on the DIPF‘s graphical editor tool CBA Item Builder. As one of<br />
her ma<strong>in</strong> <strong>in</strong>terests, she manages the further development of this graphical item editor.<br />
Frank Goldhammer<br />
Dr. Frank Goldhammer works as a psychometrician <strong>in</strong> the Technology-Based Assessment (TBA)<br />
project at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF) <strong>in</strong> Frankfurt. He<br />
has a profound background <strong>in</strong> multivariate methodology like structural equation modell<strong>in</strong>g and<br />
IRT scal<strong>in</strong>g. His research <strong>in</strong>terests <strong>in</strong>clude psychological assessment of competencies and<br />
abilities (computer-related skills, <strong>in</strong>telligence, attention), psychometrics, computerised adaptive<br />
test<strong>in</strong>g, as well as the modell<strong>in</strong>g of response times and process data. S<strong>in</strong>ce May 2007, Frank<br />
Goldhammer has been responsible for the further development of the psychometric properties<br />
of technology-based assessment tools with<strong>in</strong> the TBA project (e.g., CBA Item Builder, TAO). This<br />
<strong>in</strong>cludes monitor<strong>in</strong>g, evaluation, development and implementation of psychometric<br />
functionalities, e.g., with respect to <strong>in</strong>novative simulation-based item types, computerised<br />
adaptive test<strong>in</strong>g, and cod<strong>in</strong>g algorithms for various response modes. Moreover, he is <strong>in</strong>volved <strong>in</strong><br />
the counsell<strong>in</strong>g of national research projects us<strong>in</strong>g electronic assessment procedures. As a<br />
member of the <strong>in</strong>ternational PIAAC consortium, he is responsible for the coord<strong>in</strong>ation of<br />
development tasks and the computerization of response modes and scor<strong>in</strong>g rules. Dur<strong>in</strong>g his<br />
work at the University of Frankfurt as research assistant from 2003 to 2007, he worked on the<br />
development and validation of a computerised adaptive test and <strong>in</strong>vestigated the latent<br />
structure underly<strong>in</strong>g a wide range of attention and work<strong>in</strong>g memory performance measures.<br />
Johannes Hartig<br />
Prof. Dr. Johannes Hartig is a psychologist and full professor for educational measurement at<br />
the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research <strong>in</strong> Frankfurt, Germany. His current<br />
research focuses on modell<strong>in</strong>g performance <strong>in</strong> educational test<strong>in</strong>g us<strong>in</strong>g explanatory IRT<br />
models, multidimensional IRT, and multilevel IRT. Further research <strong>in</strong>terests <strong>in</strong>clude modell<strong>in</strong>g<br />
context effects and local dependencies <strong>in</strong> achievement tests as well as <strong>in</strong> self-report<br />
questionnaires. He has been <strong>in</strong>volved <strong>in</strong> national and <strong>in</strong>ternational large scale assessments,<br />
amongst others the problem solv<strong>in</strong>g report for the <strong>in</strong>ternational PISA study <strong>in</strong> 2003. S<strong>in</strong>ce<br />
March 2010, Johannes Hartig is head of a research group for educational measurement at the<br />
department for <strong>Education</strong>al Quality and Evaluation of the DIPF.<br />
Jan Hochweber<br />
Dr. Jan Hochweber is a Psychologist and post-doc researcher at the German <strong>Institut</strong>e for<br />
<strong>International</strong> <strong>Education</strong>al Research <strong>in</strong> Frankfurt, Germany. His research <strong>in</strong>terests <strong>in</strong>clude large<br />
scale methodology, <strong>in</strong> particular multilevel modell<strong>in</strong>g, school effectiveness and school<br />
improvement, and educational assessment (grad<strong>in</strong>g). In PISA 2009, Jan has been concerned<br />
with analyses of students‘ mathematics and science competencies, and of school and classroom<br />
conditions of read<strong>in</strong>g performance. He is currently work<strong>in</strong>g on the scal<strong>in</strong>g of cognitive data for<br />
the extended national grade based sample.
N<strong>in</strong>a Jude<br />
Dr. N<strong>in</strong>a Jude is a psychologist and senior researcher at the German <strong>Institut</strong>e for <strong>International</strong><br />
<strong>Education</strong>al Research <strong>in</strong> Frankfurt, Germany. S<strong>in</strong>ce 2001 she has worked on the assessment of<br />
cognitive and non-cognitive variables <strong>in</strong> large scale sett<strong>in</strong>gs. Her research focuses on the<br />
dimensionality of constructs <strong>in</strong> multilevel sett<strong>in</strong>gs and on the relevance of the socio-economic<br />
background of students to their development of language competence. For PISA 2009, N<strong>in</strong>a was<br />
responsible for the national project management <strong>in</strong> Germany, coord<strong>in</strong>at<strong>in</strong>g a team of<br />
researchers and cooperat<strong>in</strong>g with national and <strong>in</strong>ternational experts <strong>in</strong> the production of the<br />
national PISA reports. N<strong>in</strong>a is currently coord<strong>in</strong>at<strong>in</strong>g the work of the new German Centre for<br />
Research <strong>in</strong> <strong>International</strong> Large Scale Projects (ZIB) at the DIPF.<br />
Eckhard Klieme<br />
Prof. Dr. Eckhard Klieme is a Full Professor for <strong>Education</strong>al Sciences at the Johann Wolfgang<br />
Goethe-University <strong>in</strong> Frankfurt/Ma<strong>in</strong> and head of the Center for <strong>Education</strong>al Quality and<br />
Evaluation at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF). From 2004-<br />
2008 he served as the Director of the DIPF. Eckhard has a strong background <strong>in</strong> educational<br />
measurement, educational effectiveness, quantitative methods, and comparative studies. He<br />
graduated from University of Bonn with master degrees both <strong>in</strong> mathematics and psychology,<br />
and a Ph.D. <strong>in</strong> Psychology. Before jo<strong>in</strong><strong>in</strong>g DIPF, he was a senior researcher at the <strong>Institut</strong>e for<br />
Test Development and Talent Research <strong>in</strong> Bonn (1982-1997), and the Max Planck <strong>Institut</strong>e for<br />
Human Development <strong>in</strong> Berl<strong>in</strong> (1998-2001).<br />
Eckhard has been <strong>in</strong>volved <strong>in</strong> several large-scale assessment programmes, both at a national<br />
and an <strong>in</strong>ternational level. Until 1997, he had major responsibility with<strong>in</strong> the national<br />
assessment for medical studies, develop<strong>in</strong>g tests of advanced science and mathematics. At DIPF,<br />
he directed the German National Assessment of Language Skills (2001-2006), and the <strong>in</strong>dicatorbased<br />
National Report on <strong>Education</strong> (2006-2008). As a consultant to the German m<strong>in</strong>isters of<br />
education, he was <strong>in</strong>strumental <strong>in</strong> the development of national educational standards. Also, he<br />
directed research on <strong>in</strong>structional quality and school effectiveness, <strong>in</strong>clud<strong>in</strong>g classroom studies<br />
on physics education, simulation-based learn<strong>in</strong>g, secondary mathematics and early science<br />
education, as well as large scale evaluation programs for school improvement.<br />
Eckhard has also been <strong>in</strong>volved <strong>in</strong> a number of <strong>in</strong>ternational studies. He had a lead<strong>in</strong>g role <strong>in</strong><br />
the development of framework and <strong>in</strong>struments for the assessment of problem solv<strong>in</strong>g<br />
competencies <strong>in</strong> the ALL study, and a lead<strong>in</strong>g role <strong>in</strong> the 1995 TIMSS, TIMSS-Video and TIMSS-<br />
Advanced studies for Germany. S<strong>in</strong>ce 2008 he is the German representative to the <strong>International</strong><br />
Association for the Evaluation of Student Achievement (IEA).<br />
S<strong>in</strong>ce 2005, Eckhard has been work<strong>in</strong>g for OECDs Teach<strong>in</strong>g and Learn<strong>in</strong>g <strong>International</strong> Survey<br />
(TALIS). S<strong>in</strong>ce 1998, he has been cont<strong>in</strong>uously <strong>in</strong>volved <strong>in</strong> PISA. With<strong>in</strong> the German national<br />
extension to the PISA 2000 assessment, he directed a major operation on the assessment of<br />
problem solv<strong>in</strong>g skills which later had substantial impact on the <strong>in</strong>ternational problem solv<strong>in</strong>g<br />
assessments <strong>in</strong> PISA 2003 and 2012. As a follow-up to PISA 2000, Eckhard designed and<br />
headed an <strong>in</strong>ternational qualitative study compar<strong>in</strong>g Germany to six high achiev<strong>in</strong>g countries,
which also became published by OECD. Eckhard served as a member of the German national<br />
consortium (PISA 2000, 2006), head of the national consortium and German NPM (2009),<br />
member of the <strong>in</strong>ternational consortium (2009, 2012), member of the <strong>in</strong>ternational Problem<br />
Solv<strong>in</strong>g Expert Group (2003), and member of the <strong>in</strong>ternational Questionnaire Expert Group<br />
(2009); currently he is the chair of the Questionnaire Expert Group for PISA 2012.<br />
Ulf Kröhne<br />
Dr. Ulf Kröhne works as a psychometrician <strong>in</strong> the Technology-Based Assessment (TBA) project at<br />
the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF) <strong>in</strong> Frankfurt. He has a strong<br />
background <strong>in</strong> classical test theory, item-reponse theory and multivariate statistics. His research<br />
<strong>in</strong>terests <strong>in</strong>clude computerized adaptive test<strong>in</strong>g, the effects of test-adm<strong>in</strong>istration and mode<br />
effects as well as school effectiveness research and causal <strong>in</strong>ference. S<strong>in</strong>ce 2009, he is<br />
responsible for mode-effect studies <strong>in</strong> the National <strong>Education</strong>al Panel Study (NEPS) and <strong>in</strong><br />
applied projects with<strong>in</strong> the research area of adaptive test<strong>in</strong>g <strong>in</strong> the TBA project. This <strong>in</strong>cludes<br />
the development of a library for adaptive test<strong>in</strong>g (IRTlib) and both the organization and analysis<br />
of empirical studies. Dur<strong>in</strong>g his work at the Friedrich-Schiller University of Jena as research<br />
assistant from 2003 to 2009, he worked <strong>in</strong> a research project on the optimization of the adaptive<br />
test<strong>in</strong>g system of the German Armed Forces and <strong>in</strong> a project responsible for school<br />
accountability based on large-scale assessments.<br />
Johannes Naumann<br />
Dr. Johannes Naumann is a psychologist at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al<br />
Research <strong>in</strong> Frankfurt, Germany. His current research and recent publications are <strong>in</strong> the area of<br />
read<strong>in</strong>g strategies, read<strong>in</strong>g development, and the assessment of read<strong>in</strong>g skills. Johannes<br />
focuses on the computer-based assessment and life-span development of lower level read<strong>in</strong>g<br />
processes, as well as on assessment and cognitive operations <strong>in</strong> read<strong>in</strong>g <strong>in</strong> different media,<br />
such as pr<strong>in</strong>ted vs. electronic texts. In PISA 2009 he shared responsibility for item development,<br />
analysis, and report<strong>in</strong>g of the <strong>in</strong>ternational option ―Digital Read<strong>in</strong>g Assessment‖. Besides his<br />
<strong>in</strong>volvement <strong>in</strong> the area of read<strong>in</strong>g, Johannes has worked on both computer-based and paperpencil<br />
based assessment of computer skills and ICT literacy. Johannes also has expertise <strong>in</strong><br />
attitude research and measurement, with a recent focus on the measurement and cognitive<br />
structure of attitudes towards the computer. He is currently us<strong>in</strong>g his expertise <strong>in</strong> the areas of<br />
ICT literacy and attitude measurement to draft a revised ICT familiarity questionnaire framework<br />
for PISA 2012.<br />
Jean-Paul Reeff<br />
Dr Reeff works as an <strong>in</strong>dependent consultant and as a senior consultant for the German <strong>Institut</strong>e<br />
for <strong>International</strong> <strong>Education</strong>al Research (DIPF) <strong>in</strong> the field of <strong>in</strong>novation management and<br />
<strong>in</strong>ternational cooperation. He holds degrees <strong>in</strong> psychology, physics and computer sciences, and<br />
a PhD <strong>in</strong> experimental psychology. He has a strong background <strong>in</strong> assessment and evaluation,<br />
as well as <strong>in</strong> technology-based learn<strong>in</strong>g and assessment. His consultancy focuses on <strong>in</strong>itiat<strong>in</strong>g<br />
and accompany<strong>in</strong>g large-scale <strong>in</strong>terdiscipl<strong>in</strong>ary projects, on technology transfer, and on act<strong>in</strong>g<br />
as a broker between research, policy and practice.
As a senior civil servant <strong>in</strong> the Luxembourg M<strong>in</strong>istry of <strong>Education</strong>, Dr. Reeff directed the<br />
evaluation programme of the Luxembourg education system (1990-2001). With<strong>in</strong> the framework<br />
of this evaluation programme he <strong>in</strong>itiated and directed the Luxembourg VET system reform<br />
(1990-1994), as well as the subsequent restructur<strong>in</strong>g of the assessment and certification process<br />
(1994-1998). He had full management and f<strong>in</strong>ancial responsibility <strong>in</strong> both projects and reported<br />
to the m<strong>in</strong>ister. In parallel to the VET system reform he <strong>in</strong>itiated and designed a similar project<br />
for general secondary education and served on its project management board. From 1993 on he<br />
designed and directed the Luxembourg <strong>Education</strong>al Indicators Programme; as part of this<br />
programme he prepared the Luxembourg participation <strong>in</strong> PISA. With<strong>in</strong> PISA 2000 he was the<br />
Luxembourg representative <strong>in</strong> the PISA Govern<strong>in</strong>g Board as well as the National Project<br />
Manager.<br />
Beyond his role <strong>in</strong> the Luxembourg evaluation efforts Dr. Reeff has long-term experience <strong>in</strong><br />
<strong>in</strong>ternational evaluation projects. From 1992-2001 he was a member of the OECD Network A on<br />
―Student Outcomes‖, of the OECD Network on ―Transition from School to Work‖, and the<br />
Network C on school quality. He also was the Luxembourg representative <strong>in</strong> various <strong>in</strong>dicators,<br />
evaluation and school quality related European Commission networks. Also from 1992-2001 he<br />
was the Luxembourg representative <strong>in</strong> the <strong>International</strong> Association for the Evaluation of<br />
<strong>Education</strong>al Achievement (IEA) and participated actively <strong>in</strong> different IEA projects (TIMSS,<br />
TIMMS-Video, SITES). After 2001 Dr. Reeff had operational responsibility <strong>in</strong> several <strong>in</strong>ternational<br />
large scale-assessments. Beyond a m<strong>in</strong>or <strong>in</strong>volvement <strong>in</strong> PISA 2003 and PISA 2006, he shaped<br />
the technology-based assessment option <strong>in</strong> PISA 2009. Also he was a member of the German<br />
PISA 2009 national project management, a member of the PISA 2009 <strong>in</strong>ternational consortium<br />
and is a member of the PISA 2012 <strong>in</strong>ternational consortium. In a more general adult learn<strong>in</strong>g<br />
context, Dr Reeff had responsibility <strong>in</strong> the ―<strong>International</strong> Adult Literacy Study‖ and the OECD<br />
―Programme for the Assessment of Adults‘ Competencies (PIAAC)‖. He is a member of the<br />
related <strong>in</strong>ternational consortia, where he had major <strong>in</strong>fluence on <strong>in</strong>strument development; at<br />
the same time he was and is consult<strong>in</strong>g national authorities <strong>in</strong> different countries on how to use<br />
these studies <strong>in</strong> a policy context.<br />
Dr. Reeff has ample experience <strong>in</strong> policy consult<strong>in</strong>g, above all <strong>in</strong> the context of evaluation and<br />
evidence-based policy, e.g. for both German federal and state authorities, and the Hungarian<br />
government <strong>in</strong> the context of the renewal of public education <strong>in</strong> Hungary. He has substantial<br />
experience <strong>in</strong> design<strong>in</strong>g and implement<strong>in</strong>g new <strong>in</strong>frastructures, and accompany<strong>in</strong>g them after<br />
setup. The design and implementation of a competence cluster for technology-based<br />
assessment at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research may serve as a<br />
recent example.<br />
Marc Rittberger<br />
Prof. Rittberger is director of the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF)<br />
and Professor of Information Management at the DIPF and the University of Applied Sciences<br />
Darmstadt. At DIPF he is head of the National Information Center for <strong>Education</strong> (Frankfurt) and<br />
the Research Library on <strong>Education</strong>al History at Berl<strong>in</strong>. From 2002-2005 he was Professur Filière<br />
Information documentaire at the Haute Ecole de Gestion <strong>in</strong> Genève and from 2001-2002 he
served as a stand-<strong>in</strong> professor <strong>in</strong> Information Science at the He<strong>in</strong>rich-He<strong>in</strong>e-University<br />
Düsseldorf. He studied Physics and Information Science, and has a Ph.D. <strong>in</strong> Information Science.<br />
Prof. Rittberger is a member of the Council of the Leibniz-Association (WGL) and the Govern<strong>in</strong>g<br />
Board of the University Association of Information Science. In addition, he works as a member<br />
of the scientific advisory board of the Know Center at Graz, of the German National Library of<br />
Economics and of GESIS (Leibniz <strong>Institut</strong>e for the Social Sciences). He is a also member of the<br />
Strategic Board on eHumanities at the Federal M<strong>in</strong>istry of <strong>Education</strong> and Research (BMBF).<br />
Prof. Rittberger is <strong>in</strong> charge of several runn<strong>in</strong>g research and development projects, most of<br />
them funded by the German National Foundation (DFG), the European Commission (EU), the<br />
Organisation for Economic Co-Operaion and Development (OECD), and the German M<strong>in</strong>istry of<br />
<strong>Education</strong> and Research (BMBF). In particular, he is closely <strong>in</strong>volved with applied research <strong>in</strong><br />
the areas of Information Retrieval and Information Quality as well as research & development<br />
projects of the Information Center for <strong>Education</strong>.<br />
Heiko Rölke<br />
Dr. Heiko Rölke is the head of the Technology Based Assessment (TBA) project at the German<br />
<strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF) <strong>in</strong> Frankfurt. He has a PhD <strong>in</strong> Computer<br />
Science.<br />
Heiko Rölke is work<strong>in</strong>g as a senior software architect, group leader and manages several<br />
national and <strong>in</strong>ternational projects. He has profound expertise <strong>in</strong> all stages of the development<br />
of complex and distributed systems. Scientifically, his research <strong>in</strong>terests are modell<strong>in</strong>g and<br />
implementation of distributed systems, namely multi-agent-systems, model driven architecture<br />
and formal modell<strong>in</strong>g techniques. In the area of assessments he researches on process m<strong>in</strong><strong>in</strong>g<br />
of test result data.<br />
Over the last years, Heiko Rölke has designed and developed important parts of the computerbased<br />
item development and delivery for PISA 2009, PIAAC, and PISA 2012, amongst several<br />
smaller-scale studies. He manages the implementation of the CBA ItemBuilder author<strong>in</strong>g<br />
system and supervises the <strong>in</strong>ternational work on the re-eng<strong>in</strong>eer<strong>in</strong>g of the TAO platform.<br />
Before work<strong>in</strong>g for the DIPF, Heiko Rölke has worked for several years as a doctoral and postdoc<br />
researcher and lecturer at the Computer Science Departments of the University of Hamburg<br />
and the Jacobs University <strong>in</strong> Bremen.<br />
Brigitte Ste<strong>in</strong>ert<br />
Dr. Brigitte Ste<strong>in</strong>ert is an educationalist, sociologist and senior researcher <strong>in</strong> the <strong>Education</strong>al<br />
Quality and Evaluation department at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al<br />
Research <strong>in</strong> Frankfurt, Germany. She has participated <strong>in</strong> school evaluation studies and large<br />
scale assessments and has analysed structures of school and staff characteristics and their<br />
impact on cognitive and non-cognitive outcomes of students. In PISA 2009 she was responsible<br />
for analyz<strong>in</strong>g the extended national grade-based sample, i.e., multilevel analyses of students‘
ead<strong>in</strong>g competencies and motivation predicted by staff, and students‘ characteristics and their<br />
perceptions of <strong>in</strong>structional sett<strong>in</strong>gs.<br />
Britta Ups<strong>in</strong>g<br />
Britta Ups<strong>in</strong>g works as an <strong>in</strong>formation scientist <strong>in</strong> the Technology-Based Assessment (TBA)<br />
project at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF) <strong>in</strong> Frankfurt. She<br />
graduated <strong>in</strong> <strong>International</strong> Information Management with a focus on Applied L<strong>in</strong>guistics from<br />
the University of Hildesheim. Subsequently, she worked at the <strong>International</strong> Relations Centre of<br />
the University of Cologne. In September 2007 Britta Ups<strong>in</strong>g jo<strong>in</strong>ed the TBA project at the DIPF.<br />
She planned and coord<strong>in</strong>ated computer-based translation and adaptation workflows for<br />
<strong>in</strong>ternational assessment studies like OECD PIAAC and PISA. With<strong>in</strong> PIAAC she is one of the<br />
coord<strong>in</strong>ators of the PIAAC project from the DIPF side.<br />
Svenja Vieluf<br />
Svenja Vieluf is a research associate at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al<br />
Research <strong>in</strong> Frankfurt, Germany. She has been work<strong>in</strong>g on large scale assessments s<strong>in</strong>ce 2007<br />
when she <strong>in</strong>terned at the OECD secretariat <strong>in</strong> Paris. S<strong>in</strong>ce then Svenja has been <strong>in</strong>volved <strong>in</strong><br />
<strong>in</strong>strument development, data analysis and report<strong>in</strong>g for the OECD‘s TALIS. Currently she is<br />
writ<strong>in</strong>g a TALIS thematic report on ―Innovation <strong>in</strong> <strong>Education</strong>‖ <strong>in</strong> cooperation with Prof. David<br />
Kaplan from Madison, Wiscons<strong>in</strong>, USA. S<strong>in</strong>ce 2009, Svenja has also been work<strong>in</strong>g on PISA as<br />
assistant to the chair of the questionnaire expert group, cooperat<strong>in</strong>g with the <strong>in</strong>ternational<br />
consortium and <strong>in</strong>ternational experts for develop<strong>in</strong>g the PISA 2012 background questionnaires.<br />
Her research focuses on theory and methods for cross-cultural comparisons of school and<br />
classroom processes.

Die HU und das DIPF verpflichten sich, e<strong>in</strong>ander bei ihren Aufgaben im Rahmen der<br />
folgenden Bestimmungen zu unterstützen. Die Vere<strong>in</strong>barung zielt darauf ab, die<br />
Verb<strong>in</strong>dungen zwischen HU und dem DIPF im Geiste e<strong>in</strong>er fruchtbaren Zusammenarbeit<br />
<strong>in</strong>sbesondere auf dem Gebiet der Bildungsforschung und der Bildungs<strong>in</strong>formation zu<br />
stärken und die verfügbaren Personal- und Sachmittel <strong>in</strong> bestmöglicher Weise zu nutzen.<br />
Formen der Zusammenarbeit sollen vor allem geme<strong>in</strong>same wissenschaftliche Veranstaltungen<br />
und Vorhaben, Lehraufträge, Gastvorlesungen, geme<strong>in</strong>same Berufungen und die<br />
Förderung des wissenschaftlichen Nachwuchses se<strong>in</strong>.<br />
§1<br />
Zusammenarbeit <strong>in</strong> der Forschung<br />
(1) Die Kooperationspartner unterrichten vorbehaltlich der Rechte der beteiligten<br />
Wissenschaftler<strong>in</strong>nen und Wissenschaftler e<strong>in</strong>ander regelmäßig über alle Forschungsvorhaben<br />
von geme<strong>in</strong>samem Interesse und deren Ergebnisse. Dies gilt nicht, <strong>in</strong>soweit der<br />
Unterrichtung e<strong>in</strong>e Verpflichtung zur Vertraulichkeit oder e<strong>in</strong> Geheimhaltungs<strong>in</strong>teresse e<strong>in</strong>es<br />
Vertragspartners entgegensteht.<br />
(2) Die Kooperationspartner streben geme<strong>in</strong>same Forschungsprojekte und e<strong>in</strong>e<br />
wissenschaftliche Vernetzung an.
(3) Veröffentlichungen von geme<strong>in</strong>sam erzielten Arbeits- und Forschungsergebnissen<br />
erfolgen vorbehaltlich der Rechte der beteiligten Wissenschaftler<strong>in</strong>nen und Wissenschaftler<br />
nach gegenseitiger Abstimmung. Bei den Veröffentlichungen hat e<strong>in</strong> H<strong>in</strong>weis auf die<br />
Zusammenarbeit und auf den Namen des Kooperationspartners zu erfolgen.<br />
Veröffentlichungen dürfen jedoch etwaige Anmeldungen von Schutzrechten nicht gefährden.<br />
§ 2<br />
Förderung des wissenschaftlichen Nachwuchses<br />
(1) Das DIPF ermöglicht im Rahmen se<strong>in</strong>er Kapazitäten Nachwuchswissenschaftler<strong>in</strong>nen<br />
und Nachwuchswissenschaftlern der HU die Teilnahme an se<strong>in</strong>er Forschung und die<br />
Nutzung se<strong>in</strong>er E<strong>in</strong>richtungen.<br />
(2) Das DIPF unterstützt die HU bei der Durchführung von Diplom- und Doktorarbeiten.<br />
(3) Die HU fördert im Rahmen ihrer Kapazitäten die wissenschaftlichen Mitarbeiter<strong>in</strong>nen<br />
und Mitarbeiter des DIPF, die e<strong>in</strong>e weitere wissenschaftliche Qualifikation an der Universität<br />
anstreben.<br />
§3<br />
Mitwirkung <strong>in</strong> der Lehre<br />
(1) Die HU und das DIPF halten es <strong>für</strong> wünschenswert, qualifizierten Mitarbeiter<strong>in</strong>nen und<br />
Mitarbeitern des DIPF die Möglichkeit e<strong>in</strong>er Lehrtätigkeit an der HU zu eröffnen.<br />
(2) Das DIPF wird se<strong>in</strong>en Mitarbeiter<strong>in</strong>nen und Mitarbeitern die Aufnahme e<strong>in</strong>er<br />
Lehrtätigkeit an der HU genehmigen, soweit das ihre Pflichten und Aufgaben im DIPF nicht<br />
bee<strong>in</strong>trächtigt.<br />
(3) Die HU erklärt sich damit e<strong>in</strong>verstanden, dass Mitarbeiter<strong>in</strong>nen und Mitarbeiter des<br />
DIPF, die im Besitz der Lehrbefähigung s<strong>in</strong>d, an der HU im Rahmen der bestehenden<br />
Möglichkeiten und nach Maßgabe des Berl<strong>in</strong>er Hochschulrechts Lehrveranstaltungen auf<br />
ihrem jeweiligen Fachgebiet abhalten.<br />
(4) Mitarbeiter<strong>in</strong>nen und Mitarbeiter des DIPF, die nicht im Besitz der Lehrbefähigung s<strong>in</strong>d,<br />
können von der HU im Rahmen der <strong>für</strong> sie geltenden Vorschriften mit Lehraufträgen betraut<br />
werden. Die Lehraufträge werden <strong>in</strong> der Regel unentgeltlich erteilt.<br />
(5) Die Beteiligung an Prüfungen richtet sich nach den an der HU geltenden Vorschriften.<br />
§4<br />
Betriebliche Ordnung und Haftung<br />
(1) Angehörige e<strong>in</strong>es Kooperationspartners, die als Gäste beim anderen Partner tätig s<strong>in</strong>d,<br />
unterliegen den betrieblichen Bestimmungen und Ordnungen, den jeweils darauf<br />
beruhenden Durchführungsbestimmungen und den Anordnungen des anderen Partners.<br />
Entsprechenden Weisungen haben sie Folge zu leisten.<br />
(2) Jeder Kooperationspartner trägt die Schäden an se<strong>in</strong>en Sachen, die anlässlich der<br />
Durchführung dieser Vere<strong>in</strong>barung entstehen, es sei denn, dass der Schaden durch e<strong>in</strong>en<br />
Angehörigen des anderen Partners vorsätzlich oder grob fahrlässig verursacht worden ist. In<br />
diesem Fall steht der andere Partner <strong>für</strong> den verursachten Schaden e<strong>in</strong>.<br />

§5<br />
Geme<strong>in</strong>same Berufung<br />
(1) Für leitende Wissenschaftler<strong>in</strong>nen und Wissenschaftler des DIPF können geme<strong>in</strong>same<br />
Berufungsverfahren mit der HU durchgeführt werden. Im Falle e<strong>in</strong>er geme<strong>in</strong>samen<br />
Berufung richtet die HU e<strong>in</strong>e entsprechende (S-)Professorenstelle e<strong>in</strong>, die <strong>in</strong>neruniversitär<br />
nicht auf den Stellenbedarf der Fakultät angerechnet wird.<br />
(2) Zur Durchführung e<strong>in</strong>er geme<strong>in</strong>samen Berufung wird e<strong>in</strong>e geme<strong>in</strong>same Berufungskommission<br />
gebildet. Sie soll paritätisch besetzt se<strong>in</strong>; Abweichungen davon bedürfen der<br />
Zustimmung der beteiligten Fakultät und des DIPF. In der Ausschreibung ist auf die<br />
geme<strong>in</strong>same Berufung h<strong>in</strong>zuweisen. Die Berufungskommission erstellt e<strong>in</strong>e Berufungsliste,<br />
über welche das DIPF und die HU gesondert beschließen, anschließend wird das<br />
Berufungsverfahren nach den an der HU geltenden Vorschriften durchgeführt. Alle<br />
Entscheidungen bedürfen e<strong>in</strong>er übere<strong>in</strong>stimmenden Beschlussfassung von HU und DIPF. Bei<br />
unterschiedlicher Beschlussfassung wird das geme<strong>in</strong>same Berufungsverfahren zunächst<br />
unterbrochen. Die Vertragspartner bemühen sich alsdann, möglichst <strong>in</strong>nerhalb e<strong>in</strong>es Monats<br />
zu e<strong>in</strong>em übere<strong>in</strong>stimmenden Ergebnis zu gelangen; dieses ist zw<strong>in</strong>gende Voraussetzung<br />
<strong>für</strong> e<strong>in</strong>e Fortsetzung des Verfahrens.<br />
(3) Neben dem Dienstverhältnis mit der HU wird zwischen dem oder der geme<strong>in</strong>sam<br />
Berufenen und dem DIPF e<strong>in</strong> Vertrag abgeschlossen, der se<strong>in</strong>e oder ihre Tätigkeit <strong>für</strong> das<br />
DIPF unter Berücksichtigung se<strong>in</strong>er oder ihrer Verpflichtungen gegenüber der HU festlegt,<br />
ohne e<strong>in</strong>en Anspruch auf Zahlung von Vergütung aus diesem Vertragsverhältnis zu<br />
begründen. Der oder die geme<strong>in</strong>sam Berufene ist gegenüber der HU neben der Mitwirkung<br />
bei Prüfungen, der Betreuung von Doktoranden und Diplomanden <strong>in</strong>sbesondere zur<br />
Lehrtätigkeit von <strong>in</strong> der Regel zwei Semesterwochenstunden verpflichtet. Mit der Tätigkeit<br />
am DIPF ist die Verpflichtung zur Forschung an der HU abgedeckt. Die Berufenen haben die<br />
gleichen Rechte wie die sonstigen Professor<strong>in</strong>nen und Professoren der HU. Art und Umfang<br />
der Aufgaben beim DIPF werden <strong>in</strong> gleicher Weise berücksichtigt wie vergleichbare<br />
Funktionen an der HU.<br />
(4) Die HU führt unter Beteiligung des DIPF die Verhandlungen über die persönlichen<br />
Bed<strong>in</strong>gungen, die <strong>in</strong> e<strong>in</strong>er Berufungsvere<strong>in</strong>barung festgelegt werden und der Zustimmung<br />
durch das DIPF bedürfen.<br />
(5) Das DIPF erstattet der HU 100 % der tatsächlichen Besoldung i. S. des § 1 Abs. 2 und<br />
3 BBesG, ggf. § 4 der 2. BesÜV, e<strong>in</strong>schließlich der Versorgungsrücklage gem. § 14a BBesG,<br />
und der sonstigen Personalaufwendungen des oder der geme<strong>in</strong>sam Berufenen; wird von<br />
den Vertragspartnern im E<strong>in</strong>vernehmen mit dem oder der geme<strong>in</strong>sam Berufenen e<strong>in</strong>e über<br />
die <strong>in</strong> § 5 Abs. 3 Satz 3 h<strong>in</strong>ausgehende Lehrverpflichtung vere<strong>in</strong>bart, verr<strong>in</strong>gert sich die<br />
Erstattung pro zusätzlicher Semesterwochenstunde um 7,5 %. Zusätzlich erstattet das DIPF<br />
der HU während der aktiven Tätigkeit der oder des Berufenen e<strong>in</strong>en Versorgungszuschlag <strong>in</strong><br />
der durch Beamtenversorgungsrecht festgesetzten Höhe (zzt. 30 v. H.) der<br />
ruhegehaltsfähigen Dienstbezüge. Änderungen der Rechtsgrundlage werden berücksichtigt.<br />
Berechnungsgrundlage s<strong>in</strong>d die Bruttobezüge (Grundgehalt, ruhegehaltsfähige Zuschüsse,<br />
Familienzuschlag, Sonderzuwendung). Besondere Leistungsbezüge <strong>für</strong> die Forschung am<br />
DIPF werden vom DIPF erstattet, dabei gelten gem. § 3 des Landesbesoldungsgesetzes<br />
Berl<strong>in</strong> (LBesG) unbefristet gewährte Leistungsbezüge <strong>in</strong> dem zugesagten Umfang von<br />
Anfang an als ruhegehaltsfähig; werden sie nicht m<strong>in</strong>destens drei Jahre bezogen,<br />
verrechnet die HU die zuviel gezahlten Beträge mit künftigen Erstattungen. Mit diesem<br />
Zuschlag s<strong>in</strong>d alle Ansprüche der HU im Fall der Altersversorgung abgegolten.<br />
(6) Endet die Tätigkeit des oder der geme<strong>in</strong>sam Berufenen beim DIPF vorzeitig oder wird<br />
der oder die geme<strong>in</strong>sam Berufene am DIPF nicht weiter als leitender Wissenschaftler oder<br />
leitende Wissenschaftler<strong>in</strong> beschäftigt, so wird sich die HU bemühen, ihn oder sie auf e<strong>in</strong>e<br />
andere Stelle <strong>in</strong>nerhalb der HU zu übernehmen oder das Beamtenverhältnis zu beenden.<br />
Bleiben diese Bemühungen ohne Erfolg, werden sich die Vertragspartner verständigen, <strong>in</strong><br />

welchem Umfang und wie lange der Professor<strong>in</strong> oder dem Professor noch Arbeitsmöglichkeiten<br />
am DIPF zur Verfügung stehen. Kommt es zu ke<strong>in</strong>er E<strong>in</strong>igung, bleibt es bei der<br />
bisherigen Erstattungsregelung, es sei denn, dass der HU die Beendigung der Tätigkeit des<br />
oder der geme<strong>in</strong>sam Berufenen am DIPF zuzurechnen ist. Ist die Beendigung beiden<br />
Vertragspartnern zuzurechnen, werden die Lasten verhältnismäßig geteilt. Bei der vere<strong>in</strong>barten<br />
Erstattungsregelung bleibt es ebenfalls, wenn der Vertrag gem. § 7 gekündigt<br />
wird.<br />
(7) Bleibeverhandlungen werden im Rahmen des üblichen Verfahrens an der HU unter<br />
Beteiligung des DIPF geführt. Abs. 4 bis 6 gelten entsprechend.<br />
§ 6<br />
Vertraulichkeit<br />
Die Partner des Vertrages und ihre Mitarbeiter<strong>in</strong>nen und Mitarbeiter oder Mitglieder werden<br />
alle Angelegenheiten des anderen Partners, die ihnen im Rahmen der Zusammenarbeit<br />
bekannt werden und als vertraulich bezeichnet s<strong>in</strong>d, entsprechend behandeln. Diese<br />
Verpflichtung besteht über das Ende der Zusammenarbeit h<strong>in</strong>aus.<br />
§7<br />
Schlussbestimmungen<br />
(1) Dieser Vertrag tritt am Tag nach Unterzeichnung <strong>in</strong> Kraft und gilt auf unbestimmte<br />
Zeit. Der Vertrag kann jeweils mit sechsmonatiger Frist zum Ende e<strong>in</strong>es Jahres, erstmals<br />
zum 31. Dezember 2008, gekündigt werden. Die Kündigung bedarf der Schriftform.<br />
Änderungen des Vertrages bedürfen der Schriftform.<br />
(2) Der Vertrag wird <strong>in</strong> zwei Exemplaren ausgefertigt, jede Partei erhält e<strong>in</strong>e Ausfertigung.<br />
