Ingo Barkow
Ingo Barkow works as a senior systems engineer and assistant IT coordinator in the
Technology-Based Assessment (TBA) project at the German Institute for International
Educational Research (DIPF) in Frankfurt. In this project he is responsible for the planning,
design and implementation of the network infrastructure and server farm. Furthermore he
consults project partners in questions of testing infrastructure and resource planning. His
special interests include virtualisation technologies, server farms and storage arrays for
database servers. For several years Ingo Barkow was the managing director of an IT training
company in Wurzburg where he was responsible for the planning and organisation of courses
and also worked as a trainer and senior consultant for the infrastructure and database
management. He holds two Master degrees, in Computer Science in Economy as well as in
Social History and English, in addition to several international IT-Trainer certifications. Within
the TBA project he is responsible for two subprojects. In the NEPS study he coordinates the
work package 13b - Data Warehouse. He and his team will be designing and programming the
NEPS Data Warehouse platform. In the PIAAC study he is responsible for IT service and support
as International IT-Coordinator. His research interests include anonymizing technologies within
data warehouses, quality management and evaluation in education, historical educational
research, the influence of sociological components like further developing processes on
education and didactic analyses of classical English Literature.
Helge Einspanier
Helge Einspanier is senior system administrator in the Technology-Based Assessment (TBA)
project at the German Institute for International Educational Research (DIPF) in Frankfurt. In this
project he is responsible for the TBA web server and the network infrastructure. Furthermore he
supports the development of virtual machines for the PIAAC study. His special interests are
hardening Linux operating systems and network security like Snort and Linux Firewalls. For
several years Helge Einspanier worked at several internet service providers as a technician and
configured Windows and Unix based systems. He is certified for several systems such as Linux
(LPI 1 & 2), Microsoft (MCSA), VMware (VCP), ITIL and CEH (Certified Ethical Hacker).
Gabriele Gissler
Gabriele Gissler works as an information scientist in the Technology Based Assessment (TBA)
project at the German Institute for International Educational Research (DIPF) in Frankfurt. She
has a master degree in information science and a diploma in media management. Before
joining DIPF and the TBA project in 2008, Gabriele Gissler gained experience in conceptual
design, project management and customer support in a web development and a public
relations agency. She was also responsible for coordinating project-related software
development. Within the TBA project Gabriele Gissler is responsible for planning and
supervising the item development process in the PIAAC study. She gives technical support
during the test development as well as the translation and delivery process and takes care of
