The DIPF was and is <strong>in</strong>volved <strong>in</strong> questionnaire development, scal<strong>in</strong>g, and report<strong>in</strong>g for the first<br />
and the second wave of the survey. Professor Eckhard Klieme was and is a member of the<br />
<strong>in</strong>strument development expert groups (IDEG) for TALIS 2008 and 2013 which develop the<br />
questionnaires <strong>in</strong> close cooperation with OECD. Svenja Vieluf from DIPF was part of the OECD<br />
team analys<strong>in</strong>g the TALIS 2008 field trial data. With<strong>in</strong> the TALIS ma<strong>in</strong> study, the DIPF was<br />
responsible for the scal<strong>in</strong>g of data from the teacher 9<br />
questionnaire and for the analysis of cross-cultural <strong>in</strong>variance of these scales. Furthermore, the<br />
DIPF was draft<strong>in</strong>g the chapter on teach<strong>in</strong>g practices, teachers‘ beliefs and attitudes for the the<br />
TALIS‘s <strong>in</strong>itial <strong>in</strong>ternational report.<br />

Priority Research Program on <strong>Education</strong>al Measurement (Models of<br />
Competencies)<br />
The DFG priority programme for models of competencies has a duration of six years and br<strong>in</strong>gs<br />
together experts from the fields of psychology, educational science and subject didactics.<br />
Currently, scientists from more than 20 higher education <strong>in</strong>stitutions and non-university<br />
research <strong>in</strong>stitutions <strong>in</strong> Germany are engaged <strong>in</strong> 23 <strong>in</strong>terdiscipl<strong>in</strong>ary projects. The programme<br />
aims to provide a better understand<strong>in</strong>g of cognitive, psychological and subject didactic<br />
conditions of competencies and to develop psychometric models and concrete technologies for<br />
measur<strong>in</strong>g competencies. Hence, the project will support the teach<strong>in</strong>g of competencies as a<br />
pr<strong>in</strong>cipal goal of general and vocational education <strong>in</strong> the long run. The project is coord<strong>in</strong>ated at<br />
the DIPF <strong>in</strong> Frankfurt am Ma<strong>in</strong> and at the University of Duisburg-Essen.<br />
Individual research projects are concerned with the follow<strong>in</strong>g doma<strong>in</strong>s:<br />
� mathematics competencies;<br />
� science competencies;<br />
� language and read<strong>in</strong>g competencies;<br />
� teach<strong>in</strong>g competencies; and<br />
� trans-discipl<strong>in</strong>ary competencies.<br />
<strong>International</strong> partners cooperat<strong>in</strong>g <strong>in</strong> this priority programme are Prof. Dr. Benö Csapó,<br />
University of Szeged, Hungary, and Prof. Dr. Mark Wilson, chair of the Berkeley Evaluation &<br />
Assessment Research (BEAR) Centre, University of California, USA.
