Reference: � Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany Taubenstraße 10 10117 Berlin 8 Contact: Prof. Dr. Erich Thies, Secretary General Telephone: +49 (030) 25418.3 National Educational Panel Study: NEPS The NEPS, financed by the German Federal Ministry of Education and Research, is a longitudinal educational study with more than 60.000 participants, a planned running time of more than 20 years, and a very complex design (e.g., eight starting cohorts). In this study the DIPF is responsible for programming all data processing, developing methods for data archiving, and generating a general database structure as well as conducting a series of mode effect studies in the preparation of computer-based assessment in upcoming cycles of the NEPS. To accommodate the scientists‘ needs in the different specialties, questionnaire development is organized with the help of a generic meta-data editor, used as a stand-alone tool for single scientists as well as for central organizational workflow-based processes such as translating items, creating complete instruments, and publishing code books. Additional demands resulted in the development of a data warehouse structure for analysis and reporting purposes as well as the decision to use DDI3-compliant metadata storage to accommodate reuse and interoperability of items. Furthermore, the database team of the NEPS developed several reports which can export results in different formats (e.g., SPSS, XLS, CSV, PDF). The main themes of TALIS are the initial education and professional development teachers undertake, the nature and form of appraisal and feedback teachers receive, teachers‘ selfreported practices, activities, beliefs and attitudes and the leadership and management provided by the schools. The distribution of these key aspects and their interrelations are examined across and between teachers, schools and countries. In 24 countries around the globe, separate questionnaires are given to representative samples of teachers of lower secondary education and the principals of the schools in which they work.
The DIPF was and is involved in questionnaire development, scaling, and reporting for the first and the second wave of the survey. Professor Eckhard Klieme was and is a member of the instrument development expert groups (IDEG) for TALIS 2008 and 2013 which develop the questionnaires in close cooperation with OECD. Svenja Vieluf from DIPF was part of the OECD team analysing the TALIS 2008 field trial data. Within the TALIS main study, the DIPF was responsible for the scaling of data from the teacher 9 questionnaire and for the analysis of cross-cultural invariance of these scales. Furthermore, the DIPF was drafting the chapter on teaching practices, teachers‘ beliefs and attitudes for the the TALIS‘s initial international report. Currently, scientists from more than 20 higher education institutions and non-university research institutions in Germany are engaged in 23 interdisciplinary projects. The programme aims to provide a better understanding of cognitive, psychological and subject didactic conditions of competencies and to develop psychometric models and concrete technologies for measuring competencies. Hence, the project will support the teaching of competencies as a principal goal of general and vocational education in the long run. The project is coordinated at the DIPF in Frankfurt am Main and at the University of Duisburg-Essen. Individual research projects are concerned with the following domains: � mathematics competencies; � science competencies; � language and reading competencies; � teaching competencies; and � trans-disciplinary competencies. International partners cooperating in this priority programme are Prof. Dr. Benö Csapó, University of Szeged, Hungary, and Prof. Dr. Mark Wilson, chair of the Berkeley Evaluation & Assessment Research (BEAR) Centre, University of California, USA.
