Nina Jude
Dr. Nina Jude is a psychologist and senior researcher at the German Institute for International
Educational Research in Frankfurt, Germany. Since 2001 she has worked on the assessment of
cognitive and non-cognitive variables in large scale settings. Her research focuses on the
dimensionality of constructs in multilevel settings and on the relevance of the socio-economic
background of students to their development of language competence. For PISA 2009, Nina was
responsible for the national project management in Germany, coordinating a team of
researchers and cooperating with national and international experts in the production of the
national PISA reports. Nina is currently coordinating the work of the new German Centre for
Research in International Large Scale Projects (ZIB) at the DIPF.
Eckhard Klieme
Prof. Dr. Eckhard Klieme is a Full Professor for Educational Sciences at the Johann Wolfgang
Goethe-University in Frankfurt/Main and head of the Center for Educational Quality and
Evaluation at the German Institute for International Educational Research (DIPF). From 2004-
2008 he served as the Director of the DIPF. Eckhard has a strong background in educational
measurement, educational effectiveness, quantitative methods, and comparative studies. He
graduated from University of Bonn with master degrees both in mathematics and psychology,
and a Ph.D. in Psychology. Before joining DIPF, he was a senior researcher at the Institute for
Test Development and Talent Research in Bonn (1982-1997), and the Max Planck Institute for
Human Development in Berlin (1998-2001).
Eckhard has been involved in several large-scale assessment programmes, both at a national
and an international level. Until 1997, he had major responsibility within the national
assessment for medical studies, developing tests of advanced science and mathematics. At DIPF,
he directed the German National Assessment of Language Skills (2001-2006), and the indicatorbased
National Report on Education (2006-2008). As a consultant to the German ministers of
education, he was instrumental in the development of national educational standards. Also, he
directed research on instructional quality and school effectiveness, including classroom studies
on physics education, simulation-based learning, secondary mathematics and early science
education, as well as large scale evaluation programs for school improvement.
Eckhard has also been involved in a number of international studies. He had a leading role in
the development of framework and instruments for the assessment of problem solving
competencies in the ALL study, and a leading role in the 1995 TIMSS, TIMSS-Video and TIMSS-
Advanced studies for Germany. Since 2008 he is the German representative to the International
Association for the Evaluation of Student Achievement (IEA).
Since 2005, Eckhard has been working for OECDs Teaching and Learning International Survey
(TALIS). Since 1998, he has been continuously involved in PISA. Within the German national
extension to the PISA 2000 assessment, he directed a major operation on the assessment of
problem solving skills which later had substantial impact on the international problem solving
assessments in PISA 2003 and 2012. As a follow-up to PISA 2000, Eckhard designed and
