N<strong>in</strong>a Jude<br />
Dr. N<strong>in</strong>a Jude is a psychologist and senior researcher at the German <strong>Institut</strong>e for <strong>International</strong><br />
<strong>Education</strong>al Research <strong>in</strong> Frankfurt, Germany. S<strong>in</strong>ce 2001 she has worked on the assessment of<br />
cognitive and non-cognitive variables <strong>in</strong> large scale sett<strong>in</strong>gs. Her research focuses on the<br />
dimensionality of constructs <strong>in</strong> multilevel sett<strong>in</strong>gs and on the relevance of the socio-economic<br />
background of students to their development of language competence. For PISA 2009, N<strong>in</strong>a was<br />
responsible for the national project management <strong>in</strong> Germany, coord<strong>in</strong>at<strong>in</strong>g a team of<br />
researchers and cooperat<strong>in</strong>g with national and <strong>in</strong>ternational experts <strong>in</strong> the production of the<br />
national PISA reports. N<strong>in</strong>a is currently coord<strong>in</strong>at<strong>in</strong>g the work of the new German Centre for<br />
Research <strong>in</strong> <strong>International</strong> Large Scale Projects (ZIB) at the DIPF.<br />
Eckhard Klieme<br />
Prof. Dr. Eckhard Klieme is a Full Professor for <strong>Education</strong>al Sciences at the Johann Wolfgang<br />
Goethe-University <strong>in</strong> Frankfurt/Ma<strong>in</strong> and head of the Center for <strong>Education</strong>al Quality and<br />
Evaluation at the German <strong>Institut</strong>e for <strong>International</strong> <strong>Education</strong>al Research (DIPF). From 2004-<br />
2008 he served as the Director of the DIPF. Eckhard has a strong background <strong>in</strong> educational<br />
measurement, educational effectiveness, quantitative methods, and comparative studies. He<br />
graduated from University of Bonn with master degrees both <strong>in</strong> mathematics and psychology,<br />
and a Ph.D. <strong>in</strong> Psychology. Before jo<strong>in</strong><strong>in</strong>g DIPF, he was a senior researcher at the <strong>Institut</strong>e for<br />
Test Development and Talent Research <strong>in</strong> Bonn (1982-1997), and the Max Planck <strong>Institut</strong>e for<br />
Human Development <strong>in</strong> Berl<strong>in</strong> (1998-2001).<br />
Eckhard has been <strong>in</strong>volved <strong>in</strong> several large-scale assessment programmes, both at a national<br />
and an <strong>in</strong>ternational level. Until 1997, he had major responsibility with<strong>in</strong> the national<br />
assessment for medical studies, develop<strong>in</strong>g tests of advanced science and mathematics. At DIPF,<br />
he directed the German National Assessment of Language Skills (2001-2006), and the <strong>in</strong>dicatorbased<br />
National Report on <strong>Education</strong> (2006-2008). As a consultant to the German m<strong>in</strong>isters of<br />
education, he was <strong>in</strong>strumental <strong>in</strong> the development of national educational standards. Also, he<br />
directed research on <strong>in</strong>structional quality and school effectiveness, <strong>in</strong>clud<strong>in</strong>g classroom studies<br />
on physics education, simulation-based learn<strong>in</strong>g, secondary mathematics and early science<br />
education, as well as large scale evaluation programs for school improvement.<br />
Eckhard has also been <strong>in</strong>volved <strong>in</strong> a number of <strong>in</strong>ternational studies. He had a lead<strong>in</strong>g role <strong>in</strong><br />
the development of framework and <strong>in</strong>struments for the assessment of problem solv<strong>in</strong>g<br />
competencies <strong>in</strong> the ALL study, and a lead<strong>in</strong>g role <strong>in</strong> the 1995 TIMSS, TIMSS-Video and TIMSS-<br />
Advanced studies for Germany. S<strong>in</strong>ce 2008 he is the German representative to the <strong>International</strong><br />
Association for the Evaluation of Student Achievement (IEA).<br />
S<strong>in</strong>ce 2005, Eckhard has been work<strong>in</strong>g for OECDs Teach<strong>in</strong>g and Learn<strong>in</strong>g <strong>International</strong> Survey<br />
(TALIS). S<strong>in</strong>ce 1998, he has been cont<strong>in</strong>uously <strong>in</strong>volved <strong>in</strong> PISA. With<strong>in</strong> the German national<br />
extension to the PISA 2000 assessment, he directed a major operation on the assessment of<br />
problem solv<strong>in</strong>g skills which later had substantial impact on the <strong>in</strong>ternational problem solv<strong>in</strong>g<br />
assessments <strong>in</strong> PISA 2003 and 2012. As a follow-up to PISA 2000, Eckhard designed and<br />
headed an <strong>in</strong>ternational qualitative study compar<strong>in</strong>g Germany to six high achiev<strong>in</strong>g countries,
