GEN 3.5 Meteorological Services

2. Area of Responsibility
2.1 Area meteorological watch is provided
for KØBENHAVN FIR.
2.2 The Central Forecasting Office (VTC) at
the Danish Meteorological Institute (DMI) is Meteorological
Watch Office (MWO).
4. Types of Service
4.1 The Central forecasting Office (VTC)
provides meteorological service for flight operations
at aerodromes in Denmark without an aerodrome
meteorological office and outside the
hours of service of the aerodrome meteorological
offices. Information can be obtained by calling:

4.2 For VFR pre-flight planning purposes
VMC-forecasts for altitudes below 10000 FT are
issued in plain language (in Danish only) by VTC.
The forecasts, which covers KØBENHAVN FIR
except the Northsea area west of 00730E, is
available at all major aerodromes in Denmark.
4.3 The forecast contains an inference and
prediction of weather, visibility, clouds (height of
cloud base is given above the ground), freezing
level, icing, turbulence, surface wind, upper wind
and temperatures and minimum QNH. Further
the hour of sunset at Copenhagen is added. For
VFR-night pre-flight planning purpose the forecasts
valid from noon will include a brief information
on trend for visibility and cloud base for the
coming night. Further the forecasts are concluded
with a brief outlook for the weather the next
day from 0600 till sunset.
4.4 In the brief outlook, the following terms
will be used for visibility and cloud base:
"God": VIS more than 8 KM
Cloud base above 2000 FT
"Moderat": VIS 1500 M - 8 KM
Cloud base 500 - 2000 FT
"Dårlig": VIS below 1500 M
Cloud base below 500 FT

2. Ansvarsområde
2.1 Meteorologisk områdeovervågning ydes
for KØBENHAVN FIR.
2.2 Centralvejrtjenesten (VTC) ved Danmarks
Meteorologiske Institut (DMI) er meteorologisk
overvågningskontor (MWO).
4. Tjenestetyper
4.1 Centralvejrtjenesten (VTC), nævnt i
ovenstående, yder meteorologisk tjeneste for flyveoperationer
på flyvepladser i Danmark, hvor
der ikke er et flyvevejrtjenestekontor, samt uden
for flyvevejrtjenestekontorernes tjenestetid. Oplysninger
kan indhentes ved opkald til:

4.2 Til brug for planlægning af VFR-flyvning
udstedes VMC- udsigter for højder under 10000
FT i klart sprog (kun på dansk) af VTC. Udsigten,
som dækker KØBENHAVN FIR undtagen Nordsøområdet
vest for 07°30'E, foreligger på alle
større flyvepladser i Danmark.
4.3 Udsigten indeholder en oversigt samt
forudsigelse af vejr, sigtbarhed, skyer (skyhøjde
angives over terrænet), nulgrad-isotermens højde,
isning, turbulens, vind ved jorden, højdevind
og -temperaturer samt laveste QNH. Endvidere
tilføjes solnedgangstiden i København. I udsigter
gældende fra middag er der af hensyn til planlægning
af VFR-nat flyvning indføjet en kortfattet
oplysning om tendens for sigtbarhed og skyhøjde
den kommende nat. Endvidere afsluttes udsigterne
med en kort udsigt for vejret den følgende dag
fra 0600 til solnedgang.
4.4 I den korte udsigt vil nedenstående udtryk
for sigtbarhed og skyhøjde blive anvendt:
God: Sigtbarhed over 8 KM
Skyhøjde over 2000 FT
Moderat: Sigtbarhed 1500 M - 8 KM
Skyhøjde 500 - 2000 FT
Dårlig: Sigtbarhed under 1500 M
Skyhøjde under 500 FT

4.5 When marginal weather conditions are
mentioned or prior to operating VFR-night flights
a meteorological office should always be consulted.
4.6 GAFOR-type forecasts are issued contributive
to the International General Aviation meteorological
forecasts system in Europe, and the
GAFOR-bulletins are disseminated on bilateral
basis.
4.7 GAFOR is issued with the following periods
of validity:
0600-1200, 0900-1500, 1200-1800.
The eleven sub-areas for which the GAFOR is
provided is shown on the chart, item 10.
The following weather category specifications
are used:
O (open) visibility equal to or more than 8
KM and height of cloudbase equal
to or higher than 2000 FT
D (difficult) visibility from and including 3 KM
to 8 KM with height of cloudbase
equal to or more than 1000 FT
or
height of cloudbase from and including
1000 FT to 2000 FT with
visibility equal to or more than 8
KM
M (marginal) visibility from and including 1500
M to 3 KM with height of cloudbase
equal to or higher than 500
FT
or
height of cloudbase from and including
500 FT to 1000 FT with
visibility equal to or more than 3
KM
X (closed) visibility less than 1500 M and/or
height of cloudbase less than 500
FT.
Note: Cloudbase in GAFOR is defined as the lowest
cloud layer covering 4 octas or more of the
sky. Height of cloudbase is given above the
ground (AGL).
Amendment to GAFOR will be issued if weather
category M or X occurs or is expected to occur
without being predicted.
5. Notification Required From Operators
5.1 Prior notifications from operators in respect
of briefing/consultation and flight documentation
needed by them is normally required for
non-scheduled flights as follows:
a. For flights within Europe, at least 2 hours before
ETD;
b. For other flights, at least 4 hours before ETD;
The notification shall comprise all necessary details
concerning planned flights (ref. ICAO Annex
3, paragraph 2.3).

4.5 Et meteorologisk kontor bør altid konsulteres,
når marginale vejrforhold omtales eller forud
for udførelse af VFR-nat flyvninger.
4.6 GAFOR-type udsigter udstedes som led
i systemet af vejrudsigter for den internationale
almenflyvning i Europa, og GAFOR-bulletinerne
udsendes på bilateral basis.
4.7 GAFOR udstedes med følgende gyldighedsperioder:
0600-1200, 0900-1500, 1200-1800.
De elleve under-områder for hvilke der ydes
GAFOR er vist på kortet under punkt 10.
Der anvendes følgende vejrkategori specifikationer:
O (open) sigtbarhed lig med eller mere end
8 KM og højde af skybase lig med
eller højere end 2000 FT
D (difficult) sigtbarhed fra og med 3 KM til 8
KM med højde af skybase lig med
eller mere end 1000 FT
eller
højde af skybase fra og med 1000

med eller mere end 8 KM

Note: Skybase er i GAFOR defineret som det laveste
skylag, der dækker 4 ottendedele eller mere
af himlen. Højde af skybase angives over terrænet
(AGL).
Ændring til GAFOR vil blive udstedt, når vejrkategori
M eller X indtræffer eller forventes at indtræffe
uden at være forudsagt.
5. Meddelelse krævet af luftfartsforetagender
5.1 Forhåndsmeddelelse fra luftfartsforetagender
med hensyn til ønsket briefing/konsultation
og flyvedokumentation kræves normalt for ikke-regelmæssige
flyvninger som følger:
a. For flyvninger inden for Europa, mindst 2 timer
før ETD;
b. For andre flyvninger, mindst 4 timer før ETD.
Meddelelsen skal omfatte alle nødvendige detaljer
vedrørende planlagte flyvninger (ref. ICAO
Annex 3, paragraph 2.3).

It is in the interest of all concerned to give the
maximum notification.
However, circumstances may not allow even the
above-mentioned minimum time. In such an
event the supply of documentation cannot always
be expected.
When meteorological information has been collected
well in advance of the ETD, the meteorological
office should be consulted shortly before
departure for collection of latest information.
6. Aircraft Reports
6.1 Pursuant to Annex 3, Chapter 5, significant
meteorological conditions encountered during
flight within KØBENHAVN FIR and during the
climb-out or approach phases of flight at aerodromes
in Denmark shall be reported.
6.2 Reporting of Low Level Wind Shear
Reporting should be made in compliance with the
directions mentioned below:
a) Wind Shear occurring in 1600 FT GND or below
is considered as Low Level Wind Shear
and should be reported.
b) The reports should contain an indication of
the height in which the occurrence was ascertained,
as well as any further information.
As far as possible, reports from aircraft
equipped with INS or similar instrumentation
should be supplemented with indicated wind
direction and wind velocity above and below
the height where Low Level Wind Shear was
ascertained.
c) When occurrences, of which warning has
been issued, are not found, it should be reported.
ATC and AFIS will warn other aircraft at approach
or take-off and will forward reports to the designated
meteorological office.
Warning of Low Level Wind Shear will be discontinued
if the reports are not confirmed for one
hour. When density of traffic makes it inappropriate
to follow that procedure, the issuing warnings
will be discontinued when the designated meteorological
office judges that the situation has
changed.
7. VOLMET Service
7.1 METAR is being send out continuously
day and night with update every half hour by CO-
PENHAGEN VOLMET on the frequency 127.000
MHZ.
The broadcast contains the airports Aalborg, Billund,
Göteborg, Hamburg, København/Kastrup,
Malmö, Oslo/Gardermoen, Stavanger and Stockholm/Arlanda.
With the exception of Billund, TREND is contained
in the broadcast when available. Besides,
QNH for København/Kastrup is included.

Det er i alles interesse, at forhåndsmeddelelse
gives så tidligt som muligt.
Særlige omstændigheder kan imidlertid forhindre
at nævnte tidsfrist kan overholdes. I sådanne tilfælde
kan afgivelse af dokumentation ikke altid
forventes.
Når vejroplysninger er indhentet længe før ETD,
bør vejrtjenestekontoret atter konsulteres kort før
afgang for indhentning af seneste oplysninger.
6. Flyrapporter
6.1 I overensstemmelse med Annex 3, kapitel
5, skal betydningsfulde vejrforhold konstateret
under flyvning i KØBENHAVN FIR og under udog
indflyvningsfasen ved flyvepladser i Danmark
rapporteres.
6.2 Rapportering af "Low Level Wind Shear"
Rapportering bedes foretaget i henhold til nedenstående
retningslinier:
a) "Wind Shear", der forekommer i 1600 FT
GND eller derunder, betragtes som "Low Level
Wind Shear" og bør rapporteres.
b) Rapporterne bør indeholde angivelse af, i
hvilken højde forekomsten er konstateret
samt andre relevante oplysninger. For luftfartøjer
udstyret med INS eller tilsvarende instrumentering,
bør rapporterne så vidt muligt
suppleres med registrerede vindretninger og
vindhastigheder over og under niveauet, hvor
"Low Level Wind Shear" konstateres.
c) Hvis forekomster, hvorom man er advaret, ikke
konstateres, bør dette rapporteres.
ATC og AFIS vil advare andre luftfartøjer under
ind- og udflyvning og videregive rapporter til det
tilknyttede meteorologiske kontor.
Advarsel om "Low Level Wind Shear" vil ophøre,
såfremt rapporter ikke er blevet bekræftet inden
for den sidste time. Hvis trafiktætheden ikke gør
det rimeligt at følge ovennævnte procedure, vil
udsendelse af advarsler ophøre, når det tilknyttede
meteorologiske kontor skønner, at grundlaget
ikke længere er tilstede.
7. VOLMET-service
7.1 METAR udsendes uafbrudt hele døgnet
med opdatering hver halve time af COPENHA-
GEN VOLMET på frekvensen 127.000 MHZ.
Udsendelsen omfatter lufthavnene Aalborg, Billund,
Göteborg, Hamburg, København/Kastrup,
Malmö, Oslo/Gardermoen, Stavanger og Stockholm/Arlanda.
Med undtagelse af Billund indeholdes TREND
når den er til rådighed. Herudover er QNH for København/Kastrup
medtaget.

8. Other Automated Meteorological Services
8.1 Flight documentation (aeronautical operational
meteorological information) is available
via the Internet, and the information is reached at
http://opmet.dmi.dk.
Password is required for access, as the information
is restricted to aviation users for planning of
flights operating from aerodromes within the Danish
area of responsibility. Password can be obtained
by application in writing to:

e-mail opmet@dmi.dk
The information is divided into the following two
parts:
- OPMET which is the designation of a DMI data
base containing operational meteorological data
i.e. TAF, METAR, SIGMET, upper winds etc. The
information can be obtained as single messages,
collected in lists or for specified routes.
- Chart products which contain aeronautical meteorological
charts on upper winds, upper-air
temperatures and significant weather (SIGWX)
etc. Most of the products are based on data distributed
within the World Area Forecast System
(WAFS) and are available for most of the ICAO
Regions.
8.2 Copenhagen Information is within the
service hours currently supplied with meteorological
information, including information on current
VMC in København FIR (except the Northsea area).
The information on VMC is provided for the eleven
MET-Information Zones areas by use of the
GAFOR weather category specifications (O, D, M
and X) mentioned above.

8. Andre former for automatiseret meteorologisk
service
8.1 Flyvedokumentation (luftfartsoperationelle
meteorologiske oplysninger) er tilgængelige
via Internettet, og oplysningerne findes på
http://opmet.dmi.dk
For adgang kræves "password", da oplysningerne
er forbeholdt luftfartsbrugere til planlægning
af flyvninger, der opererer fra flyvepladser inden
for dansk ansvarsområde. "Password" kan tildeles
ved skriftlig henvendelse til:
DMI, Lyngbyvej 100, 2100 København Ø eller
ved e-mail opmet@dmi.dk
Oplysningerne er opdelt i følgende to dele:
- OPMET som er betegnelsen for en DMI database
med operationelle meteorologiske data, dvs.
TAF, METAR, SIGMET, højdevinde m.v. Oplysningerne
kan indhentes som enkeltmeldinger eller
samlet i lister eller for specificerede ruter.
- Kortprodukter som indeholder luftfartsmeteorologiske
kort over højdevinde og -temperaturer
samt signifikant vejr (SIGWX) o.s.v. De fleste af
produkterne er baseret på data modtaget inden
for" World Area Forecast System" (WAFS) og er
tilgængelige for de fleste af ICAO regionerne.
8.2 Copenhagen Information bliver inden for
tjenestetiden løbende forsynet med meteorologiske
oplysninger, herunder aktuelle VMC-oplysninger
for København FIR (undtagen Nordsøområdet)
