Das Jahr 2008 zeigte sich in einem sehr wechselhaften Erscheinungsbild. Die Weltwirtschaft
geriet nach Jahren der überhitzten Hochkonjunktur rapide in Turbulenzen. Mit einer Finanzkrise
begann auch in der realen Wirtschaft der Konjunkturmotor zu stottern. Zum Jahresende
waren Hiobsbotschaften in den Medien an der Tagesordnung.
Für den TÜV AUSTRIA, ein Dienstleistungsunternehmen, das direkt an die Wirtschaft angekoppelt
ist, bedeutet dies auch ein Umdenken und die Herausforderung, in der Krise eine
Chance zu sehen. Die ursprünglich ehrgeizigen Budgetpläne für das Jahr 2009 mussten in Anbetracht
der Entwicklungen auf die neue Situation adaptiert werden.
Trotz der zu Jahresende sich abzeichnenden allgemeinen Wirtschaftkrise muss das Jahr 2008
für den TÜV AUSTRIA als eines der erfolgreichsten in der langjährigen Geschichte bezeichnet
werden. Nicht nur die wirtschaftlichen Daten zeigten Erfreuliches, auch eine im Berichtsjahr
durchgeführte Kundenbefragung zeigte weitere Verbesserungen auf bereits hohem Niveau.
An dieser Stelle sei allen Mitgliedern und Kunden für das Vertrauen und die Zusammenarbeit
gedankt, die zum Erfolg der TÜV AUSTRIA Gruppe geführt haben. Der Dank gilt auch allen Mitarbeiterinnen
und Mitarbeitern des TÜV AUSTRIA, die mit ihren Leistungen dazu beigetragen
haben, dass sich das Unternehmen national und international so erfolgreich entwickeln konnte.

The image of the year 2008 appears very varied.
After years of an overheated economic boom
the global economy found itself rapidly caught in
turbulences. With a financial crisis the engine of
the economic cycle began to splutter in the real
economy too. Towards the end of the year bad
news in the media was the order of the day.
For TÜV AUSTRIA, a service provider directly
linked to the economy, this also means re-thinking
and the challenge of seeing the crisis as a chance.
In view of the developments the original ambitious
budget plans for the year 2009 had to be adapted
to the new situation.
In spite of the general economic crisis looming at
the end of the year, 2008 must be described as
one of the most successful years in the long history
of TÜV AUSTRIA. Not only the economic data
were pleasant, even a customer survey performed
during the year under review showed further improvements
on an already high level.
We would like to take this opportunity to thank all
members and customers for their trust and for the
cooperation which led to the success of the TÜV
AUSTRIA Group. We also thank all employees of
TÜV AUSTRIA who contributed with their work
to the successful development of the company
both nationally and internationally.

Sehr geehrte Mitglieder und Kunden!
Die TÜV AUSTRIA Gruppe ist mit
900 Mitarbeitern und 90 Mio. Euro Umsatz
organisatorisch und governancemäßig
der klassischen Vereinsdefinition
(Technischer Überwachungs-Verein)
entwachsen.
Der Austöchterung in Kapitalgesellschaften
- AG und GmbHs - und Umgründungen
im Jahr 2007 folgt nun
das Jahr zwei mit Konzern-Business-
Plänen, die erstmals auch am Vorjahr
gemessen werden können. Nur so
ist Wachstum möglich und vor allem
auch verantwortbar.
Das Unternehmen TÜV AUSTRIA
HOLDING AG expandiert für seinen
Eigentümer, den Verein, in Wachstumsbranchen
und Wachstumsmärkten.
Bereits heute ist die TÜV AUSTRIA Gruppe die Stelle mit den meisten Akkreditierungen
und Notifizierungen in Österreich dank ihrer hohen Kompetenz und begehrten Dienstleistungen
bei Anlagensicherheit und Produktqualität. Die Expansion erfolgt nicht nur
um des Wachsens willen, sondern entlang dieser Kompetenzfelder und regional bevorzugt
dorthin, wo bereits bestehende österreichische Kunden ihr Wachstum haben.
Die Finanzkrise hat dem TÜV AUSTRIA auf seiner Rücklagen- und Finanzierungsseite
dank der statutenmäßig festgelegten, konservativen Veranlagungsstrategie nichts anhaben
können. Der aktuelle Konjunktureinbruch allerdings wird branchenspezifisch auch
das Geschäftsvolumen des TÜV beeinträchtigen.
Es zeigt sich gerade in diesen Situationen, dass das breite Profil und Sortiment des TÜV
AUSTRIA wesentlich für die Stabilisierung ist. Der TÜV AUSTRIA prüft bestehende
Anlagen und Neuinvestitionen. Natürlich hoffen wir, dass es den Kunden möglich ist,
weiterhin strategische Investitionen zu tätigen.
Wir hoffen, dass das Jahr 2009 nicht nur ein Krisenjahr, sondern auch das Jahr des Turnarounds
wird.

REPORT OF THE CHAIRMAN OF THE
SUPERVISORY BOARD OF TÜV AUSTRIA

Dear members and customers!
The TÜV AUSTRIA Group with 900 employees
and a turnover of Euro 90 million has outgrown
the classical definition of an association (Technischer
Überwachungs-Verein) both as regards its
organization and its governance.
The hiving off into corporate entities – AG and
GmbHs – and reorganisations in 2007 are now
being followed by the year two with group business
plans, which can also be measured against
the preceding year for the first time. Only in this
manner is growth possible and can be above
all accounted for. The company TÜV AUSTRIA
HOLDING AG expands for its owner, the association,
in growth branches and growth markets.
Due to its high competency and sought-after services
for plant safety and product quality, the TÜV
AUSTRIA Group is today already the organization
with most accreditations and authorizations in
Austria. TÜV do not expand only for the sake of
growing, but along these areas of competency and
with regional preference in places where already
existing Austrian customers are growing.
Thanks to its statutory conservative investment
strategy, the financial crisis could not do any harm
to the reserves and financing side of TÜV AUSTRIA.
The current market downturn will however affect
the business volume of TÜV in specific branches.
In such situations one can clearly see that the wide
profile and range of TÜV AUSTRIA is essential for
stabilization.
TÜV AUSTRIA inspects existing plants and new
investments. We are hoping of course that the
customers will continue to be in position to effect
strategic investments.
We hope that the year 2009 will not only be a
crisis year, but also the year of the turn around.

Die Reaktionen und das Feedback der Kunden und Mitglieder auf die Umgründung
waren im Jahr danach sehr positiv, zumal die Neuorientierung des Unternehmens
zum Nutzen der Kunden erfolgte. Aber auch die Erweiterung der Arbeitsgebiete wie
beispielsweise auf die IT-Sicherheit hat ein positives Echo hervorgerufen. IT-Sicherheit
ist ein Thema in allen Bereichen der Wirtschaft und des öffentlichen Lebens und das
Bedürfnis der Kunden nach Unterstützung auf diesem Gebiet ist enorm. Hier steht der
Kundennutzen im Vordergrund.
Die Meinung der Kunden ist für den Dienstleister TÜV extrem wichtig. Frei nach Paul
Lazersfeld, der feststellte: „Man ist nicht das was man ist, sondern das, wofür man gehalten
wird“, war die externe Sichtweise interessant. So ist es wichtig zu wissen, welches
Bild die Gesellschaft vom TÜV AUSTRIA hat. Das grundsätzliche Ziel der im Dreijahres-
Rhythmus stattfindenden Umfrage ist die Verbesserung der Leistungen für die Kunden
auf Basis von abgesichertem statistischen Material. Die Kundenbefragung fand wieder
in Form von Telefoninterviews statt, weil dabei die Antworten nicht nur durch Ankreuzen
von Fragebögen erfolgten, sondern zusätzlich Informationen zur Erläuterung der Antwort
gegeben wurden. Die Auswertung hat gezeigt, dass in einigen Bereichen starke
Verbesserungen gegenüber der letzten Umfrage erfolgten, jedoch ist noch Verbesserungspotential
vorhanden. Zur Umsetzung der Verbesserungspotentiale wurde bereits ein
Arbeitsprogramm gestartet.
Dem vielfachen Kundenwunsch folgend wurde die Internationalisierung stark vorangetrieben.
So wurde beispielsweise das Tochterunternehmen in Rumänien, die TÜV
AUSTRIA ROMANIA SRL stark ausgebaut oder die Tätigkeiten in China ausgeweitet,
um nur zwei Beispiele zu nennen.
Ebenso wurde im Berichtsjahr die nationale und internationale Normentätigkeit mit
doch beträchtlichem Zeit- und Geldeinsatz zum Nutzen der Kunden weitergeführt.
Der Vorteil für die Kunden daraus ist der Wissensvorsprung über künftige Entwicklungen.
Es ist die große Aufgabe des TÜV AUSTRIA, für seine Kunden und Mitglieder
notwendige Leistungen wie Prüfen, Überwachen, Zertifizieren, Kalibrieren, Aus- und
Weiterbildung sowie Engineering-Leistungen anzubieten und zu erbringen.

The reactions and the feedback of the customers
on the reorganization were very positive in the
year after, especially since the new orientation of
the company was done for the benefit of the
customers. But the widening of the work areas
such as the inclusion of IT security was also
regarded as positive. IT security is a topic in
all areas of the economy and of public life, and
there is an enormous demand from customers
for support in this field. It is the benefit of the
customers which has priority here.
It is extremely important for the service provider
TÜV to know what the customers think. The
external point of view was interesting, because
according to Paul Lazersfeld “You are not what
you are, but what people think you are.”
It is therefore important to know what image
society has of TÜV AUSTRIA. The basic objective
of the opinion poll carried out every three years
is to improve the services for the customers
on the basis of verified statistical material. The
customer survey was again done in the form of
telephone interviews, because in this way the
answers were not obtained only by ticking
questionnaires, but additional information is given
to explain the answers. The evaluation showed that
in some areas there was a strong improvement
compared to the last survey, but that there is still
a potential for improvement even now. A work
programme for implementing the improvement
potentials has already been started.
As requested by many of our customers, we
strongly pushed internationalization. For example
the subsidiary company in Romania,TÜV AUSTRIA
ROMANIA SRL, was expanded considerably
or the activity in China was strengthened, to
mention just two examples.
TÜV also continued during the year under review
the national and international work on standards,
which means after all a considerable expenditure
of time and money for the benefit of our customers.
The advantage for the customers lies in the
advance knowledge about future developments.
It is the major task of TÜV AUSTRIA to offer and
provide for its customers and members necessary
services such as inspection, testing, certification,
calibration, training and further education and
engineering services.

Mittelpunkt. Dies insbesondere im Bereich des Gesundheitswesens, der Aus- und Weiterbildung,
der Sicherheit am Arbeitsplatz oder der Umwelt. In all den genannten Gebieten,
aber auch in vielen anderen Feldern, wirken die Experten des TÜV AUSTRIA zum Wohle
der Menschen.

Die Technik hat schon lange im Gesundheitswesen Einzug gehalten. High-Tech in Spitälern,
Ambulatorien, Rehab-Zentren oder Arztpraxen ist Stand der Technik und einfach nicht
mehr wegzudenken. Doch diese hoch komplizierten Geräte und Einrichtungen müssen
verlässlich funktionieren und auch sicher sein. Dafür sorgen in vielen Fällen die Spezialisten
des Geschäftsbereiches Medizintechnik in der TÜV AUSTRIA SERVICES GMBH, sowohl
durch Prüfung von Geräten, die neu auf den Markt kommen sollen, aber auch durch wiederkehrende
Prüfungen von Geräten, Maschinen und Anlagen, die in den verschiedenen
Einrichtungen in Betrieb stehen. Zusätzlich werden aktive Implantate, die im Gesundheitswesen
eingesetzt werden sollen, einer eingehenden und strengen Prüfung unterworfen,
bevor sie zur Verwendung freigegeben werden.
Im Berichtsjahr wurde eine Vielzahl von Prüfungen zur Zulassung von Medizinprodukten, aber
auch unzählige Prüfungen an Geräten und Anlagen in Gesundheitseinrichtungen durchgeführt.

Technoloy has been present in health care for
a long time already. High-tech in hospitals, outpatient
clinics, rehabilitation centres or doctors‘
clinics is state-of-the-art and one just cannot
imagine them without it any longer. But this highly
complicated apparatus and equipment must
function reliably and safely too. It is the specialists
of the Medical Technology Division within TÜV
AUSTRIA SERVICES GMBH who in many cases
see to this, either by testing devices which are yet
to come on the market or by periodic inspections
of devices, machinery and plant operating in the
various establishments. In addition, active implants,
which are meant to be used in health care, are
inspected thoroughly and strictly before they are
released for use.
During the year under review numerous tests for
the approval of medical products were performed,
but also a great number of inspections of devices
and plant in health establishments.

During the year under review numerous services
were provided in the field of environment. The
experts gave valuable services both in questions
of CO 2 management and in the field of IPPCplants.
Like every year a great number of measurements
was also performed during the year
under review regarding air pollutants, especially
according to the EG-K (Emissionsschutzgesetz -
Kesselanlagen). The environment specialists of
the Environment Protection Division within TÜV
AUSTRIA SERVICE GMBH also provided valuable
expert opinions for the planning of projects which
dealt with the inconvenience from noise or smell.
The topic of REACH (Chemicals legislation of the
EU) was one of the most important questions
which the experts of TÜV had to deal with and
for which they offered appropriate consultation.
The competency of the TÜV staff was also much
in demand by authorities in connection with procedures
(e.g. approval of mining plants, EIA procedures
etc.)

Im Berichtsjahr wurde eine Vielzahl an Dienstleistungen im Umweltbereich erbracht.
Sowohl in Fragen des CO 2-Managements als auch im Bereich von IPPC-Anlagen haben
die Experten wertvolle Dienste geleistet. Wie alle Jahre, wurde auch im Berichtsjahr eine
Vielzahl an Messungen bezüglich Luftschadstoffe, insbesondere nach dem EG-K
(Emissionsschutzgesetz - Kesselanlagen) durchgeführt. Auch bei der Planung von Projekten,
die Fragen der Belästigung durch Lärm oder Geruch zum Thema hatten, lieferten die
Umweltspezialisten des Geschäftsbereiches Umweltschutz in der TÜV AUSTRIA SERVICE
GMBH wertvolle Expertisen. Das Thema REACH (Chemikaliengesetzgebung der EU) war
im Geschäftsjahr eine der wichtigsten Fragen, mit denen die Experten des TÜV konfrontiert
waren und entsprechende Beratungen anboten. Verstärkt wurde die Kompetenz der
TÜV-Mitarbeiter im Rahmen von Verfahren (z. B. Genehmigung von Bergbauanlagen, UVP-
Verfahren etc.) von Behörden in Anspruch genommen.

Durch die sich rasch ändernde Technik ist es notwendig, den Kenntnisstand des Personals
laufend zu adaptieren und zu verbessern. Die TÜV AUSTRIA Akademie bietet in den
Bereichen Technik, Umwelt, Arbeitsplatzsicherheit, Brandschutz und Qualität, um nur
einige zu nennen, hochwertige Schulungen, Seminare und sonstige Veranstaltungen an.
Diese waren im Jahr 2008 sehr gut besucht. Im Berichtsjahr waren zusätzlich zu den
Schulungen folgende Großveranstaltungen, nämlich der Aufzugstag, der Qualitätstag, der
Umweltschutztag, der Brandschutztag und last but not least das Symposium zum „Neuen
Binnenmarktpaket“ vom Erfolg gekrönt.
Um die Dienstleistungen nun auch verstärkt in den Bundesländern anbieten zu können,
wurde in Salzburg eine Zweigstelle der Akademie eröffnet und die Konzeption für eine
Zweigstelle in Innsbruck für 2009 aufgenommen. Mit über 7.000 Kursteilnehmern wurde
das gesetzte Ziel für Österreich erreicht.Veranstaltungen in Griechenland, Deutschland
und Rumänien erfreuen sich ebenso zunehmender Beliebtheit.

Prüfungen der Schall- und Schwingungsimmissionen am Arbeitsplatz
Die sicherheitstechnische und arbeitsmedizinische Betreuung von Betrieben, die Durchführung
von Arbeitsplatzevaluierungen und Risikoanalysen sowie die Erstellung von Sicherheits-
und Gesundheitsschutzdokumenten sind die wichtigsten Aufgaben des Sicherheitstechnischen
Zentrums im TÜV AUSTRIA.
Sicherheitsfachkräfte haben die Aufgabe, ArbeitgeberInnen sowie ArbeitnehmerInnen auf
dem Gebiet der Arbeitssicherheit und der ergonomischen Arbeitsplatzgestaltung zu beraten
und die ArbeitgeberInnen bei der Erfüllung ihrer Pflichten auf diesem Gebiet zu unterstützen.
Sicherheitsfachkräfte sind in folgenden Fällen hinzuzuziehen: in allen Fragen der
Arbeitssicherheit und der Unfallverhütung, bei der Planung von Arbeitsstätten, bei der
Beschaffung von Arbeitsmitteln und Arbeitsstoffen, bei der Erprobung und Auswahl von
persönlichen Schutzausrüstungen, bei der Organisation des betrieblichen Brandschutzes,
bei der Ermittlung und Beurteilung von Gefahren sowie bei der Organisation, der Unterweisung
und bei der Erstellung von Betriebsanweisungen.

Practical training in refrigeration engineering
Since technology is changing rapidly it is necessary
to continuously adapt and improve the state of
knowledge of one’s staff. The TÜV AUSTRIA
Academy offers high-quality training, seminars and
other events in the fields of technology, environment,
safety at the workplace, fire protection and
quality, to mention only a few. These were very
well attended during 2008. In addition to the training
the following major events were successful
during the year under review: the lift day, the quality
day, the environment protection day, the fire protection
day and last but not least the symposium
on the “New Internal Market Package”.
In order to be able to offer the services also more
and more in the federal states, a branch of the
Academy was opened in Salzburg and the design
for a branch in Innsbruck in 2009 was started.
With more than 7,000 participants the targeted
results for Austria were achieved. Events in
Greece, Germany and Romania are also becoming
increasingly popular.
WORKPLACE PROTECTION –

Centre within TÜV AUSTRIA.
The task of safety officers is to advise employers and
employees in the field of occupational safety and
the ergonomic design of workplaces and to help
the employers to meet their obligations in this field.
Safety officers are to be involved in the following
cases: in all cases of occupational safety and accident
prevention, for the planning of workplaces, for the
procurement of work equipment and working material,
for the testing and selection of personal protection
equipment, for the organization of the in-house fire
protection, for the investigation and assessment of
dangers and for the organization, the instruction and
the drawing-up of operating instructions.

Unternehmen ist in unseren Breiten stark ausgeprägt. Hier sind nicht nur die Frage der
Haftung und persönlichen Verantwortung die Triebkraft, sondern auch die hohe Sicherheitskultur.
Die Auslagerung der Prüfung und Überwachung von Anlagen an unabhängige,
kompetente Stellen liegt im Trend, denn Konzentration auf das Kerngeschäft wurde als
richtige Strategie in vielen Branchen erkannt.
Der TÜV AUSTRIA, eine vielfach akkreditierte und notifizierte kompetente Stelle mit einer
Vielzahl hoch spezialisierter Fachleute bietet jenen Service, den Unternehmen benötigen
und wo auch das Vertrauen gegeben ist, dass die Anlagen fachgerecht geprüft werden.
Die TÜV AUSTRIA Gruppe war im Berichtsjahr in fast allen Bereichen der Wirtschaft,
Industrie, Kommunen, aber auch in privaten Bereichen tätig. Schwerpunkte waren Dampfkessel,
Druckgeräte, Rohrleitungen, Pipelines, Maschinen im weitesten Sinn, Aufzugsanlagen,
Rolltreppen, elektrische Anlagen, insbesondere auch im Ex-Bereich, Bühnen, Spielgeräte,
Seilbahnen, Reaktoren in industriellen Anlagen, Hochbauten, Einrichtungen des Gesundheitswesens,
Freizeiteinrichtungen, Verkehrseinrichtungen etc.
Ein wesentlicher Punkt für die hohe Qualität in der Prüf- und Überwachungstätigkeit ist
neben der Schulung und Erfahrung der Experten auch der internationale Erfahrungsaustausch,
an dem die Inspektoren der TÜV AUSTRIA Gruppe regelmäßig teilnehmen.

Safe production plants are the best prerequisites
for a trouble-free and failproof production. In our
zones the safety awareness of the responsible
persons is very strong. What drives them is not
only the question of liability and personal responsibility,
but also the high safety culture. The outsourcing
of the inspection and testing of plants to
independent, competent offices is a trend, since
concentration on the core business has been recognized
as the correct strategy in many sectors.
TÜV AUSTRIA, a competent organisation with
many accreditations and authorizations and a large
number of highly specialized experts, offers the
service which companies need and which gives
them the confidence that the plants are inspected
professionaly.
During the year under review the TÜV AUSTRIA
Group was active in nearly all areas of the
economy, industry and communes, but also in
private spheres. The main focus was on steam
boilers, pressure equipment, pipelines, machinery
in the widest sense, lifts, escalators, electrical
plants, especially also in the ex-field, stages, playground

Nach mehrjährigen Vorarbeiten wurde im Berichtsjahr ein neues Gesetzeswerk, das neue
“Binnenmarktpaket” als Nachfolger des “New Approach” von der EU verabschiedet,
welches Verbesserungen in mancherlei Hinsicht bringen soll. So sollte auch ein in Europa
einheitlicher Stand der Kompetenz von so genannten „Notified Bodies“ erreicht werden.
Die Verpflichtung zur Akkreditierung als Voraussetzung zur Notifizierung ist Teil des Pakets,
eine Forderung, die vom TÜV AUSTRIA schon seit mehr als 10 Jahren erfüllt wird.
Der TÜV AUSTRIA ist ein solcher „Notified Body“, der für fast alle Richtlinien mit der
Kenn-Nummer 0408 notifiziert ist. Das griechische Tochterunternehmen TÜV AUSTRIA
HELLAS Ltd. arbeitet als „Notified Body“ unter der Kenn-Nummer 0906 und die Tochtergesellschaft
I.T.I. in der Tschechischen Republik mit der Kenn-Nummer 1735 sowie die
TPA Energie- und Umwelttechnik GmbH unter der Kenn-Nummer 0532.
Die Prüfung des Gebrauchswertes hat zum Ziel, über die Sicherheitsstandards hinaus weitere
Qualitätsmerkmale, die für den täglichen Gebrauch von Bedeutung sind, zu beurteilen.
In den bestens ausgestatteten Prüflaboratorien der TÜV AUSTRIA Gruppe erfolgen
die zur Bewertung der Sicherheit oder Gebrauchstauglichkeit notwendigen Prüfungen
von Produkten nach verschiedensten Normen und Vorschriften. Die dafür notwendige
Kompetenz wurde durch vielfältige Akkreditierungen nachgewiesen.

During the year under review a new body of laws,
the new „Internal Market Package“ replacing the
„New Approach“, which is to bring improvements
in many respects, was passed by the EU after
several years of preparatory work. This should
also lead to a uniform level of competency of
so-called “Notified Bodies“ in Europe. The
obligation of accreditation as a prerequisite for
notification is part of the package, a demand
which TÜV AUSTRIA has been meeting for more
than 10 years already.
TÜV AUSTRIA is such a “Notified Body“, which
is notified for nearly all directives with the code
number 0408. The Greek subsidiary TÜV
AUSTRIA HELLAS Ltd. works as a “Notified
Body“ under the code number 0906, the subsidiary
I.T.I. in the Czech Republic with the code
number 1735 and the TPA Energie- und Umwelttechnik
GmbH under the code number 0532.
The aim of the functional value test is to assess
additional quality characteristics over and above
the safety standards, which are important for daily
use. The tests required for the assessment of the
safety or functional value of products are performed
in the well-equipped test laboratories of the
TÜV AUSTRIA Group according to different
standards and regulations. The competency
necessary for this was documented through many
accreditations.

Nach der Erweiterung des Frequenzbereiches der Absorberhalle auf bis zu 18 GHz
im Vorjahr ist die EMV-Prüfstelle in der TÜV AUSTRIA SERVICES GMBH in der Lage, alle
Leistungen bezüglich Messungen, Prüfungen und Beurteilungen von elektrischen und elektronischen
Bauteilen, Komponenten oder Produkten in einem wesentlich erweiterten
Umfang auszuführen.
Im Berichtsjahr konnte daher die Zahl der Messungen und Prüfungen weiter gesteigert
werden, so dass die Absorberhalle in hohem Maße ausgelastet war. Ergänzend dazu wurden
in speziellen Fällen auch Freifeldmessungen durchgeführt.

After the frequency range of the absorber hall was
extended up to 18 GHz in the previous year, the
EMC test centre in the TÜV AUSTRIA SERVICES
GMBH is in a position to perform all services
regarding the measuring, testing and assessing of
electric and electronic modules, components or
products within a considerable wider range.
During the year under review the number of
measurements and tests could therefore be further
increased, thus making full use of the capacity
of the absorber hall. In addition free-field measurements
were also performed in special cases.

Die Kalibrierstelle des TÜV AUSTRIA ist seit 1998 Mitglied des Österreichischen Kalibrierdienstes
(ÖKD), und hat die umfassendste Akkreditierung aller Kalibrierstellen in Österreich.
Die Rückführbarkeit von Messwerten auf internationale Etalons ist im Warenverkehr
von essentieller Bedeutung. Diese Rückführbarkeit wird durch Kalibrierung bzw. Eichung
gewährleistet.
Die Eichung von Personenwaagen, die nur von akkreditierten Eichstellen erbracht werden
kann, ist insbesondere für Einrichtungen des Gesundheitsdienstes von Bedeutung, deren
„Waagen für Heilzwecke“ der Eichpflicht unterliegen. Gemeinsam mit der Prüfung von
medizinisch-technischen Geräten kann nunmehr auch die Eichung der Waagen in wirtschaftlicher
Weise abgewickelt werden.

The calibration laboratory of TÜV AUSTRIA has
been a member of Österreichischer Kalibrierdienst
(ÖKD) since 1998 and has the most comprehensive
accreditation of all calibration laboratories in
Austria. The traceability of measurands to international
etalons is of essential importance for trade.
This traceability is guaranteed by calibration or
verification of measurands.
The calibration of scales which can only be performed
by accredited calibration laboratories is of
particular importance for health care establishments
whose “scales for medical purposes“ are
subject to compulsory calibration. Together with
the inspection of medical technical appliances the
calibration of scales can now be performed in an
economical manner.

Pre-shipment inspections
Der internationale Warenverkehr basiert auf Verträgen, deren Einhaltung in vielen Fällen
durch die Beiziehung unabhängiger Warenprüforganisationen überwacht wird. Der TÜV
AUSTRIA hat auch im Berichtsjahr in vielen Fällen als Warenprüfer, insbesondere für
technische Produkte, die gewünschten Dienstleistungen erbracht. Wegen der notwendigen
weltweiten Präsenz der Prüfer erfolgt die „pre-shipment inspection“ in Zusammenarbeit
mit verschiedenen Kooperationspartnern.
TECHNIK UND RECHT
Leistungsspektrum:
Anlagenrechtliche Prüfungen
Zu den anlagenrechtlichen Prüfungen zählen neben der Prüfung nach § 82b GewO im
Wesentlichen auch die Prüfungen nach § 19 Eisenbahngesetz, § 51 Gaswirtschaftsgesetz,
§ 14 Rohrleitungsgesetz und § 134 Wasserrechtsgesetz.
Alle diese Prüfbescheinigungen sind Bestandteile einer gerichtsfesten Organisation bzw.
für die Umsetzung von „legal compliance“ Voraussetzung. Der TÜV AUSTRIA unterstützt
dabei die Unternehmen durch eine Darstellung der im Unternehmen relevanten
Rechtsvorschriften und deren Umsetzungsgrad. Weiters erstellen die TÜV-Sachverständigen
auf Wunsch von Unternehmen maßgeschneiderte, softwareunterstützte Umweltregister

Pre-shipment inspections
International trade is based on contracts whose
observation is often monitored by involving independent
goods inspection organizations. During
the year under review TÜV AUSTRIA in many
cases also provided the required services as goods
inspectors, especially for technical products.
Because of the necessary world-wide presence of
the inspectors the “pre-shipment inspection“ is
done in cooperation with various partners.
TECHNOLOGY
AND THE LAW
Scope of Services:
Plant law inspections
Plant law inspections include apart from the
inspection according to § 82b GewO (factory law)
mainly also the inspections according to § 19
Railway Act, § 51 Gas economy Act, § 14 Pipeline
Act and § 134 Water Law Act.
All these inspection certificates are part of a courtproof
organization or a prerequisite for the implementation
of legal compliance. TÜV AUSTRIA
assists the companies through a presentation of
the legal regulations relevant in the company and
the degree of their implementation. On request
the TÜV experts draw up tailor-made, softwaresupported
environment registers and notification
databases.

Die Frage der Sicherheit im Straßenverkehr ist ein vielschichtiges Thema. Zweifelsohne
spielt die Sicherheit der Kraftfahrzeuge, neben anderen Aspekten, eine entscheidende
Rolle. Wohl sind durch die technische Entwicklung alle Fahrzeuge grundsätzlich sicherer
geworden, dennoch sind Prüfungen an Fahrzeugen bzw. an Fahrzeugteilen vor Zulassung,
aber auch in regelmäßigen Abständen nach der Zulassung zum Verkehr ein wesentlicher
Bestandteil in der Sicherheitsphilosophie.
Die TÜV AUSTRIA AUTOMOTIVE GMBH führte im Sinne der Verkehrssicherheit im vergangenen
Jahr eine Vielzahl von Prüfungen an Kraftfahrzeugen oder Teilen durch. Dabei
stellte sich aber auch heraus, dass es vielfach mit Schwerlastfahrzeugen, die unsere Straßen
und Autobahnen bevölkern, nicht zum Besten bestellt ist.

The question of road safety is a multi-faceted
topic. The safety of the vehicles, apart from other
aspects, no doubt plays a decisive role. Through
the technical development all vehicles have indeed
become safer in principle, but inspections of
vehicles or vehicle components before licensing,
but also at regular intervals after they have been
licensed for traffic, are an important element of
the safety philosophy.
Last year TÜV AUSTRIA AUTOMOTIVE GMBH
conducted a large number of inspections of
vehicles or parts for the sake of road safety. In
the process the TÜV experts also found out that
things are often not what they should when it
comes to heavy trucks on our roads and motorways.

Der Fachbereich Bautechnik, der seit der Umgründung des TÜV AUSTRIA im Jahr 2007
in der TÜV AUSTRIA CONSULT GMBH konzentriert ist, konnte im Berichtsjahr in fast
allen Aufgabenbereichen wie Energieausweis, Bauüberwachungen, Sachverständigentätigkeiten
etc. Auftragszuwächse verzeichnen. Insbesondere das Thema Energiesparmaßnahmen
war im Hinblick auf die im Berichtsjahr stark gestiegenen Energiepreise von
besonderem Interesse. Auch die fachliche Begleitung hausinterner Um- und Ausbauprojekte
war erfolgreich.

The department of Construction Engineering,
which since the reorganisation of TÜV AUSTRIA
in 2007 has been concentrated in TÜV AUSTRIA
CONSULT GMBH, saw an increase in orders in
nearly all fields of activity such as energy performance
certificate, building supervisions, expert
opinions etc. In view of the energy prices, which
went up considerably during the year under review,
there was particular interest in the topic of energysaving
measures. The technical assistance for inhouse
conversion and extension projects was
also successful.

Insurance industry
The purpose of insurances is to cover the risks
of companies and private persons in the event
of loss.The assessment of the extent of loss and
the investigation of the causes for the loss are
usually the task of independent experts.
It is however more and more often necessary
that the expert also deals with the general
conditions of the insurance policy regarding
cover and exclusions. This extension is referred
to as the so-called loss adjusting report and
requires not only the technical know-how but
also knowledge of the insurance industry.
The task of Schreiner Consulting in the field of
insurance is however not limited to dealing with
the direct loss and its settlement, but is also concerned
prior to it with the risk assessment and
the determination of the values to be insured.
These so-called new replacement values are the
basis for determining the premium as well as
assessing the risk of an operation or an object,
where one determines the so-called PML –
"Probable Maximum Loss". Schreiner Consulting
is a leading company in this field in all Austria
and also works successfully worldwide.
The focus is mainly in the field of machinery
and plants, mechanical engineering, electronics
and electrical engineering. The entire technology
range will be covered however with various
partners and long-term co-operations and also
determine business interruption amounts as
assessors. This is a very wide range, from loss
by fire to machinery breakdown and transport
damage, from liability loss to lightning and
insurance cover in the all risk area. Through
globalization and networking of companies this
activity has expanded from its beginnings in the
eighties on a national level to practically all
continents today.
During the year under review more than 3.000
expertises and reports were prepared. The
main location of the office is in Linz, there are
branch offices in Vienna, Graz and Prague, and
further locations are being developed both on
the national level, such as in Innsbruck, and internationally,
mainly due to the Eastern enlargement.

Die Aufgabe von Versicherungen ist die Abdeckung der Risiken von Unternehmen und
Privatpersonen im Schadensfall. Die Bewertung des Schadensumfanges und die Erhebung
der Schadensursachen sind zumeist die Aufgaben von unabhängigen Gutachtern.
Immer häufiger ist es aber auch erforderlich, dass sich der Sachverständige mit den Rahmenbedingungen
der Versicherungspolizze in Bezug auf Deckung und Ausschlüsse befasst.
Diese Erweiterung wird als sogenannter Loss Adjusting Bericht bezeichnet und erfordert
neben dem technischen Sachverstand auch Kenntnisse des Versicherungswesens.
Die Aufgabe von Schreiner Consulting im Bereich des Versicherungswesens beschränkt
sich aber nicht nur auf die unmittelbare Schadensthematik und deren Abwicklung, sondern
befasst sich im Vorfeld auch mit der Risikoeinschätzung und der Ermittlung der zu
versichernden Werte. Diese sogenannten Wiederbeschaffungsneuwerte sind ebenso Basis
für die Prämienermittlung wie die Risikoabschätzung eines Betriebes oder einer Sache,
wo man den sogenannten PML – "Probable Maximum Loss" – feststellt.
Auf diesen Gebieten ist Schreiner Consulting österreichweit ein führendes Unternehmen
und übt diese Tätigkeit weltweit mit Erfolg aus.
Die Schwerpunkte liegen vor allem im Maschinen- und Anlagenbereich, Maschinenbau,
Elektronik und Elektrotechnik. Mit verschiedenen Partnern und langjährigen Kooperationen
wird jedoch der gesamte Technikbereich abgedeckt bzw. werden ebenso Betriebsunterbrechungssummen
gutachterlich festgestellt. Es handelt sich um eine sehr breite Palette,
vom Brandschaden bis zum Maschinenbruch und Transportschaden, vom Haftpflichtschaden
bis zum Blitzschlag und Versicherungsdeckung im Allrisk Bereich. Durch Globalisierung
und Vernetzung von Unternehmen hat sich diese Tätigkeit von den Anfängen in den
80er Jahren auf nationaler Ebene heute praktisch auf alle Kontinente ausgeweitet.
Im Berichtsjahr wurden über 3.000 Gutachten und Berichte in diesem Zusammenhang
ausgearbeitet. Hauptstandort des Büros ist Linz, Filialbüros gibt es in Wien, Graz und Prag,
weitere Standorte sind sowohl auf nationaler Ebene wie z.B. in Innsbruck, aber auch international,
vor allem bedingt durch die Osterweiterung, im Aufbau.
Kompetenzzentrum für Anlagendiagnostik und Schadensanalyse
Durch eine Bündelung der im Haus vorhandenen Kompetenzen beugt der TÜV AUSTRIA
mit modernen Prüfmethoden, großer Erfahrung und analytischer Vorgehensweise Schäden
vor, die zu ungeplanten Stillständen von Anlagen, Maschinen etc. mit teuren Reparaturen
führen. Mit systematischen Risikoanalysen und methodischem Vorgehen wird das Risikopotential
erhoben und Maßnahmenpläne entwickelt.
So genannte „on stream“-Messmethoden und modernste Analyseverfahren werden zur
Diagnose beginnender Schädigungen durch Dauerbeanspruchung eingesetzt. Dies ermöglicht
Schlüsse auf eine Zeitspanne für sicheren Weiterbetrieb einer Anlage bzw. die
Notwendigkeit, rechtzeitig eine Ersatzinvestition in Angriff zu nehmen.
Eine besondere Dienstleistung für die Versicherungswirtschaft ist die Erhebung des Risikopotentials
eines Unternehmens.
Sollte ein Schaden passiert sein oder sich ankündigen, gehen die Experten des TÜV
AUSTRIA den Ursachen auf den Grund. Sie ermitteln die Ursachen und erarbeiten mit

den Kunden Strategien und Lösungen, um die aufgetretenen Probleme in Zukunft zu vermeiden.

Gefährdungs- und Risikoanalyse technischer Anlagen und Prozesse
Risikomanagement
Schadensanalyse von Bauteilen und Werkstoffen durch werkstoffkundliche Untersuchungen,
wie metallographische Untersuchungen anhand sachgerecht entnommener
Proben. Zur Anwendung kommen klassische Metallographie und rasterelektronenmikroskopische
Untersuchungen (REM; EDX-Analysen) inkl. Mikro- und Kleinlasthärteprüfungen
sowie Metallanalyse (optical emission spectroscopic metal analyzer),
mikroskopische und makroskopische Untersuchungen von Bruchflächen. Untersuchungen
hinsichtlich Korrosionsschäden, Bauteilmetallograhie, das heißt Gefügeuntersuchungen
am Bauteil selbst – ohne Probenentnahme - mittels Replikatechnik, begleitet durch
mobile Härteprüfung, mobile Metallanalyse und Wanddickenmessungen mit Ultraschall

By combining the competencies available inhouse
TÜV AUSTRIA prevents with modern
test methods, great experience and an analytical
approach damages which lead to unscheduled
downtimes of plants, machinery etc. with
expensive repairs. The risk potential is assessed
through systematic risk analyses, and methodical
procedures and action plans are developed.
So-called “on stream“ measuring methods and
modern methods of analysis are used for diagnosing
beginning damages from long-term stress.
This allows us to project time spans during which
the plant can continue to operate safely or when
a timely replacement has to be envisaged.
A special service for the insurance industry is

IT SECURITY
Ein wesentliches Attribut bei der Arbeit der TÜV TRUST IT ist die genaue Definition, welche
tatsächlichen Anforderungen ein Unternehmen an IT-Qualität und IT-Sicherheit hat.
Nur mit maßgeschneiderten Lösungen kann ein Optimum an Sicherheit zu einem
vernünftigen Aufwand erzielt werden. Das Berichtsjahr bedeutete für die TÜV AUSTRIA
Gruppe im Hinblick auf Leistungsfähigkeit der TÜV TRUST IT einen großen Sprung vorwärts.
Durch die personelle Aufstockung mit international anerkannten Fachleuten konnte
die Schlagkraft dieses Expertenteams wesentlich erhöht werden. Neben dem bestehenden
Firmensitz in Wien wurde noch eine Außenstelle in Deutschland eingerichtet. Weitere
Aktivitäten in den bestehenden Tochterunternehmen im Ausland wurden vorbereitet.
Im Bereich des IT-Service-Managements unterstützt die TÜV TRUST IT die Kunden
bei der Einführung von IT-Service-Management-Prozessen nach ITIL und ISO 20000.
Die durch TÜV TRUST IT geprüfte Qualität von IT-Systemen und -Prozessen in Bezug
auf IT-Security, Datenschutz und IT-Service-Management kann durch Zertifikate der
TÜV AUSTRIA CERT GMBH belegt werden.

An essential attribute of the work of TÜV TRUST
IT is the exact definition of the actual requirements
of IT-quality and IT-security which a company
has. Maximum security at a reasonable
expenditure can only be achieved with tailormade
solutions. The year under review meant for
the TÜV AUSTRIA Group a major step forward
as regards its efficiency. By recruiting more internationally
recognized experts for the staff the
clout of this team of experts could be significantly
increased. Besides the existing office in Vienna a
branch was opened in Germany. Further activities
in the existing subsidiaries abroad were prepared.
In the field of IT-Service-ManagementTÜVTRUST
IT assists the customers with the introduction of
IT-Service-Management processes according to
ITIL and ISO 20000. The quality of IT-systems and
processes as regards IT-security, data protection
and IT-Service-Management as tested by TÜV
TRUST IT can be documented by certificates of
the TÜV AUSTRIA CERT GMBH.

Auch im Jahr 2008 hat der TÜV AUSTRIA unter dem Motto „TÜV und Kunst“ in einer
Reihe von Veranstaltungen den Brückenschlag zwischen Technik und Kunst hergestellt.
Im TÜV AUSTRIA Forum konnten bildende Künstler wie José Kral, Axel Staudinger und
Franz Weihsmann ebenso ihre Werke präsentieren wie Univ.Professor Dr. Ferdinand Hofer
(ZfE-Graz), der mit seiner Ausstellung „Reisen in die Welt des Mikrokosmos“ rasterelektronenmikroskopische
Aufnahmen als wahre Kunstwerke den vielen geladenen Gästen
näher brachte.
Zu den Jazz-Tagen im Frühjahr spielten die „Saloncombo & Jenny Bell“, Barbara und Ulrich
Datler sowie Pro’s Support. Für Klassiktage im Herbst konnten Univ.Professor Mag. Paul
Stejskal (Klavier), das „Ensemble Crescendo Wien“ und Frau Mag. Ketevan Sepashvili als
Künstler gewonnen werden.
Den Höhepunkt des Jahres bildete wieder das Konzert von Professor Jörg Demus.

THE ARTS
Under the motto “TÜV and the Arts“ TÜV
AUSTRIA in 2008 too bridged the gap between
technology and the arts through a number of
events.
In the TÜV AUSTRIA Forum fine artists like José
Kral, Axel Staudinger and Franz Weihsmann could
present their works just as Univ.Professor Dr.
Ferdinand Hofer (ZfE-Graz), who in his exhibition
“Journeys into the world of the microcosm”
showed the many invited guests scanning electron
microscope pictures as true works of art.
The “Saloncombo & Jenny Bell“, Barbara and
Ulrich Datler as well as Pro’s Support played for
the Jazz Days in spring. Univ.Professor Mag. Paul
Stejskal (piano), the “Ensemble Crescendo Wien“
and Ms Mag. Ketevan Sepashvili were the performers
for the Classic Days in autumn.
A concert by Professor Jörg Demus was again the
climax of the year.
