„In terms of middle-tier workers, the new skill requirements seem<br />
to place a premium on ,liberal arts‘ education at the secondary <strong>an</strong>d<br />
even early post high school level, that is on curricula which<br />
emphasize the teaching of broad skills rather th<strong>an</strong> specialized,<br />
vocational knowledge: reading, writing, arithmetic, both verbal <strong>an</strong>d<br />
written communication, the capacity to un<strong>der</strong>st<strong>an</strong>d broad rather<br />
th<strong>an</strong> specialized environments, <strong>an</strong>d to identify problems <strong>an</strong>d define<br />
solutions for oneself rather th<strong>an</strong> memorise ready-made solutions to<br />
pre-assigned problems.<br />
