Summery<br />

The present report is based on a study carried out by <strong>HIS</strong> in 1996 on the elimination of asbestos in<br />

buildings. The study specifically looked into criteria of assessment, planning procedures and methods<br />

of implementation. A special aim of the study was to uncover cost-cutting approaches.<br />

In total, close examination was given to eight objects located at five different institutions of higher<br />

education at which asbestos removal had either recently been completed or was in progress, or was<br />

in an advanced stage of planning. Those involved – i.e. building administrations, users, appraisers<br />

(experts on asbestos elimination) – were interviewed about their experience, and the findings<br />

compared.<br />

The report begins with a presentation of major statutes concerning the need for asbestos removal and<br />

its manner of implementation. The objects <strong>und</strong>er examination are then briefly described, and major<br />

items are juxtaposed in tabular form.<br />

The report’s main emphasis is on mapping out the steps involved in planning and implementing<br />

asbestos removal, with due mention given to specific problems which can arise. Tips are given on<br />

possible ways of optimizing each step of the process, and these are <strong>und</strong>erscored by actual examples<br />

from the objects examined.<br />

The conclusions arrived at by the report provide a comprehensive overview of the most significant<br />

issues surro<strong>und</strong>ing:<br />

< the assessment and evaluation of asbestos contamination<br />

< the choice of procedures<br />

< organizational measures<br />

< setting up defined building phases<br />

< removal during normal operation as opposed to closing down<br />

< planning of measures<br />

< selection of removal methods<br />

< substance renewal.<br />

The report includes an appendix with a list of all the major statutes and an annotated bibliography on<br />

the subject of asbestos removal.<br />

It should also be mentioned that asbestos removal projects always call for examination on an<br />

individual basis, owing to the highly particular nature of the factors involved in each case. The current<br />

report therefore not only seeks to point out pertinent planning-related issues, but also to highlight<br />

positive individual approaches to planning and the choice of procedures and methods, thus also<br />

providing an impetus for further refinement of the tools at hand.
