Leitfaden für ein Sicherheits- und
Gesundheitsschutzkonzept auf Untertagebaustellen
Verteilung von Leistungen und Zuständigkeiten sinngemäß
anzupassen.
5.2 Bauherr
Der Bauherr ist dafür verantwortlich, dass eine Planung erstellt
wird, die sichere Bauverfahren und Bauabläufe gewährleistet. Er
sorgt dafür, dass ein Sicherheitsleitbild erstellt wird und veranlasst
die Erstellung eines baulichen Sicherheits- und Gesundheitsschutzkonzeptes
und die Umsetzung der Sicherheitsmaßnahmen
gemäß dem vorliegenden Dokument. Dazu zählen insbesondere
folgende Aufgaben:
• Er ist verantwortlich für die Beschreibung der Maßnahmen
und Anforderungen an das Sicherheits- und Gesundheitsschutzkonzept
unter Ansprache möglicher wesentlicher
Ereignisse, geogener und baubetrieblicher Gefährdungen
(Gas, Wasser, Brand, Verbruch, sicherheitsrelevante Geräteschäden).
• Die Umsetzung und Kostentragung der Sicherheitsmaßnahmen
ist unter Einbeziehung der Punkte 5.2 und 5.3 vertraglich
detailliert zu regeln.
• Bei der Formulierung der Anforderungen an das bauliche
Sicherheits- und Gesundheitsschutzkonzept sind die relevanten
Teile des betrieblichen Sicherheits- und Gesundheitsschutzkonzeptes
(für den späteren Betrieb) zu berücksichtigen
(z.B. Notausstiege, Querschläge) und Synergien zu
nutzen.
• Er gibt für das bauliche Sicherheits- und Gesundheitsschutzkonzept
die maximale Besucherzahl, die zur gleichen Zeit im
Untertagebauwerk sein darf, vor.
• Für die erforderlichen Zufahrten zu den Notausgängen (z.B.
Stollen, Schächte) sind vom Bauherrn rechtzeitig alle öffentlichen
und privatrechtlichen Voraussetzungen zu schaffen.
• Er hat die Baustellenordnung einschließlich der Zugangsmodalitäten
und Personenerfassung vorzugeben.
• Er gibt ein wirkungsvolles Melde- und Berichtwesen vor,
damit der Informationsaustausch zwischen allen Beteiligten
sichergestellt ist.
• Er hat möglichst frühzeitig für die Anwendung der in nationales
Recht umgesetzten EG-Richtlinie 92/57/EWG („Baustellenrichtlinie“)
zu sorgen.
• Er kontrolliert die Umsetzung der festgelegten Sicherheitsmaßnahmen.
Der Bauherr kann seine o.a. Verpflichtungen anderen dafür
geeigneten und befugten Personen und Dienstleistern übertragen.
So kann er beispielsweise den Planer des Einreich-
/Ausschreibungsprojektes mit der Bearbeitung des baulichen
Sicherheits- und Gesundheitsschutzkonzeptes beauftragen.
In weiterer Folge kann der Planer des Detail-/Bauprojektes
parallel zur laufenden Bearbeitung des Sicherheits- und Gesundheitsschutzkonzeptes
die Sicherheitsmaßnahmen weiterentwickeln.
5.3 Koordination für Sicherheit und Gesundheitsschutz
Die Koordination der Sicherheit und des Gesundheitsschutzes 2)
ist sowohl für die Projektphase Bauplanung, als auch für die
Phase der Bauausführung sicherzustellen. Die Koordination
umfasst nachfolgend angeführte wesentliche Aufgaben:
Phase Bauplanung (Planungskoordination):
• Beratung des Bauherren und der Planer hinsichtlich arbeitssicherer
Bauverfahren und Bauabläufe,
2) für die Durchführung der Koordinationsaufgabe sind auf Grund der
europäischen Gesetzgebung in Deutschland und Österreich geeignete
Personen als Koordinatoren (SiGeKo) vom Bauherrn zu bestellen

The client is responsible for the preparation of a planning concept
which guarantees safe construction methods and procedures.
The client takes care of the preparation of safety principles
and sees to both the preparation of worksite-related health and
safety concepts and the implementation of safety measures
according to the present document. This includes especially the
following tasks:
• The client is responsible for defining the measures and requirements
which should be covered by the health and safety
concept considering typical possible events as well as geogenic
and worksite hazards (gas, water, fire, cave-in, damage to
safety-related equipment).
• Both the implementation and the costs of safety measures
have to be regulated in the contract taking point 5.2 and 5.3
into account.
• The relevant parts of the operation-related health and safety
concept (for the future operation), regarding for example
emergency exits, cross-cuts etc. must be considered when
formulating the requirements of the worksite-related health
and safety concept implementing possible synergies.
• The client defines in the worksite-related health and safety
concepts the maximum number of visitors permitted to stay
at the underground worksite concurrently.
• As far as the required access to the emergency exits (e.g.
adits, shafts) are concerned the client has to provide the
necessary legal preconditions concerning private and public
law.
• The client must define the worksite rules including access
modalities and registration of persons entering the worksite.
• The client prescribes an effective communication and report
system in order to guarantee information exchange between
all people involved in the worksite.
• The client has to ensure an earliest possible application of the
EU-directive 92/57/EEC (worksite directive) which has been
transformed in national law.
• The client controls the implementation of the previously
determined safety measures.
The client may hand over the duties mentioned above to appropriately
educated and competent persons or businesses in
the service sector. This means that, for example, the client may
entrust the designer of the project with the elaboration of the
worksite-related health and safety concept.
Furthermore, the designer of the construction project may
update the safety measures in parallel with the consistent revision
of the health and safety concept.
5.3 Coordination of health and safety management
The coordination of health and safety 2) has to be granted during
both the planning and the construction phase. The required
coordination includes the following essential tasks:
Planning Phase (planning coordination):
• Advising both the client and the designer on safe construction
methods and procedures,
• Insertion of measures determined in the course of the risk
analysis (see point 7.) into the „Health and Safety Plan“ and
in the “Document for future works” (This document may be
titled differently in other European countries),
2) in Germany and Austria the client has to entrust appropriate persons
with performing the health and safety coordination according to the
European legislation.
