Recommendations for a occupational health
and safety concept on underground worksites
Rescue planning A successful rescue in case of an event, requires measures regarding both self rescue
and rescue by other persons. Self-rescue is of crucial importance; it is complemented
by the rescue by other persons.
Fundamentals The planning of the measures must start from the assumption that all consequences of
a single event have to be taken into account. The occurrence of two isolated events at
the same time cannot be excluded but is normally regarded as an acceptable risk.
Agreement regarding Planning the rescue by other persons and the required measures in agreement with the
rescue by other persons competent and appropriate emergency services.
Emergency planning The emergency planning must take the actual situation into account as well as the
technical and personnel-related capacities of the regional emergency services.
Self-rescue planning In case of an event, concerned people must be able to reach a safe area. This must be
considered during both project planning and site preparation work.
Visitors Fundamentally, the possibility of visitors has to be taken into account when preparing
the rescue protocol. The number of visitors allowed to enter the worksite must be
limited, as they are not familiar with the situation and their reaction in case of an event
is not predictable. The maximum number of persons allowed to stay at the worksite at
the same time is determined by the number of existing safe areas.
Management measures *** to be defined additionally by the users if necessary***
in case of floods
Emergency training Practical training in order to rapidly find all locations and
all emergency supplies.
Rescue management plan A successful rescue requires close collaboration between persons and entities involved
in worksite activities and the emergency services. This must be considered when
planning rescue management
Rescue guides Rescue guides are persons who are appropriately educated and can be contacted during
the event. They must have the required language knowledge and act as the contact
persons for the emergency services. Additionally, they have the required knowledge
regarding the worksite area and the present worksite situation.
Information of The emergency services must regularly be informed about changes in the worksite
emergency services conditions. Normally, this requires the supervisors of the emergency services to visit
the worksite several times a year.
Instruction of Depending on the type of the rescue management, instructions covering the following
emergency services activities are required
– driving a locomotive,
– operating shaft inspection devices and cranes (transport of rescue equipment),
– using underground communication systems,
– control of ventilation system.
Meeting points for Meeting points which have to be marked, their location made known to the workforce
rescued people (in the by instruction and training.
open/under ground)
Worksite rescue team The leader of the rescue team and his deputy must be determined and the appropriate
