Leitfaden für ein Sicherheits- und
Gesundheitsschutzkonzept auf Untertagebaustellen
• brandschutztechnischen Anforderungen für Abdichtungsarbeiten,
• der Betonnachbehandlung,
• dem Betrieb mobiler Tankanlagen,
• Halteverboten in brandgefährdeten Bereichen,
• der Unterweisung in Brandverhütung und Löschen,
• Auswahl und Unterweisung der mit Maschinen und Geräten
beschäftigten Personen.
9.2.8 Konzept der Zugangskontrolle
Allgemeines
Vor Baubeginn sind die Anforderungen für die Zugangskontrolle
zur Baustelle, welche alle in diesem Zusammenhang stehenden
Modalitäten detailliert regeln, zu erstellen.
Das Konzept für die Zugangskontrolle ist vom Ersteller des
Sicherheits- und Gesundheitsschutzkonzeptes auszuarbeiten
und in enger Abstimmung mit allen Beteiligten fortzuschreiben.
Erfassung
Alle Personen die den Untertagebereich einer Baustelle betreten,
sind zu erfassen. Es ist im Hinblick auf die Sicherheit der Retter
vom Grundsatz auszugehen, dass im Ereignisfall ausschließlich
von der Zugangskontrolle erfasste Personen gesucht werden.
Die Erfassung der Anwesenheit Untertage erfolgt über mechanische
(z.B.: Listen, Steckkartensystem) oder – insbesondere bei
komplexen Anlagen mit mehreren Zugängen – über elektronische
Systeme (z.B.: Chip) wobei der unmittelbare Zugriff zu
dieser Dokumentation jederzeit sicherzustellen ist.
Vom Bauherrn sind alle Auftragnehmer, die eigenen Mitarbeiter
und alle Besucher zur Einhaltung der Vorgaben der Zugangskontrolle
zu verpflichten.
Im Einsatzfall erfolgt die Zugangskontrolle der Einsatzkräfte
durch den jeweiligen Einsatzdienst selbst.
Besucher
Der Zutritt für Besucher ist nur in Begleitung ortskundiger und
in den Sicherheitsfragen unterwiesener Beschäftigter der Baustelle
zu gestatten.
9.2.9 Alarm- und Einsatzplan für die Ausführungsphase
Vor Vortriebsbeginn ist ein Alarm- und Einsatzplan für die Ausführungsphase
zu erstellen, welcher den Besonderheiten der
Baustelle, den örtlichen Gegebenheiten und den Strukturen der
Einsatzkräfte Rechnung trägt. Der Schwerpunkt liegt hierbei auf
der Regelung und Festschreibung der Maßnahmen im Zeitraum
zwischen Eintritt/Wahrnehmung eines Ereignisses und der Bildung
einer Einsatzleitung durch die Einsatzdienste vor Ort.
Bei komplexen Bauvorhaben und im Falle von bauablaufbedingten
Änderungen ist eine Mitarbeit bzw. Unterstützung
durch die Projektbeteiligten bei der Erstellung und Anpassung
der individuellen Einsatzpläne der Einsatzdienste erforderlich.
Die Erstellung des Alarm- und Einsatzplanes sowie die Mitwirkung
der o.a. Beteiligten ist in geeigneter Weise zu dokumentieren.
Es ist ein gesonderter Alarm- und Einsatzplan für die Ausführungsphase
und die Betriebsphase des Untertagebauwerkes zu
erstellen.
Die Erarbeitung erfolgt durch den Bauherrn in Zusammenarbeit
mit Auftragnehmer, SiGeKo, Bauwerksplaner, den Einsatzdiensten
und den zuständigen Behörden und Verbänden.
Der Alarm- und Einsatzplan für die Ausführungsphase gliedert
sich in eine Darstellung der Prozesse und die notwendigen
Dokumentationen.

9.2.8 Access control plan
General
Before the beginning of the construction the requirements for
the worksite access control regulating in detail all related modalities
have to be defined. The access control plan has to be prepared
by the person preparing the health and safety concept
and has to be consistently updated in close collaboration and in
agreement with all persons involved.
Registration
All persons entering the area of the underground worksite have
to be registered. With respect to the safety of the rescue team in
case of an event, only registered persons will be searched for.
The registration of persons present at the underground worksite
must be performed by means of mechanical systems
(e.g. lists, plug-in cards) or – especially in case of complex worksites
with more accesses – by means of electronic systems
(e.g. chip) guaranteeing continuous direct access to the database.
The client must require all contractors, all own employees and
all visitors to observe the regulations regarding access control.
In case of an event the access of the emergency service personnel
is controlled by the emergency services themselves.
Visitors
The access of visitors has to be allowed only if they are accompanied
by persons involved in worksite activities who know the
site well and are educated in safety matters.
9.2.9 Alert and emergency operation plan
for the construction phase
Before mining begins an alert and emergency operation plan for
the construction phase must be prepared taking into account
the special characteristics of the worksite, the site-related
conditions and the structures of the emergency services. The
focus must be on the regulation and determination of measures
to be taken within the time period between the occurrence/
recognition of an event and the start of emergency service operations.
In case of complex construction projects or changes of the construction
process the preparation and adaptation of the individual
emergency service plans require the collaboration/support
of the persons and entities involved in the project.
The preparation of the alert and emergency operation plan and
the collaboration as mentioned above must be appropriately
documented.
There should be separate alert and emergency plans for the construction
and operation phases.
The preparation is performed by the client in collaboration with
the contractor, the health and safety coordinator, the designer,
the emergency services and the competent authorities and
associations.
The alert and emergency operation plan for the construction
phase is divided into a presentation of the processes and the
related documents.
In addition to the full version, a clearly structured abstract also
has to be prepared for the emergency services and the worksite
personnel.
