Logistische Planungs- und Steuerungssysteme in RoRo- und<br />
ConRo-Häfen<br />
BLG Automobile E.H.H. Autotec E.H.H. Transporte<br />
Ersterfassung<br />
Jährlich wer<strong>de</strong>n in Bremerhaven<br />
mehr als zwei Millionen Fahrzeuge<br />
umgeschlagen. Der Transport <strong>de</strong>r<br />
Neufahrzeuge vom Automobilhersteller<br />
zum Terminal, die Lagerung<br />
und die technische Bearbeitung bis<br />
hin zur Auslieferung an <strong>de</strong>n Automobilhändler<br />
– an diesem Prozess sind<br />
mehrere unterschiedliche Dienstleister<br />
beteiligt. Bislang wur<strong>de</strong>n die jeweils<br />
relevanten Vorgänge von <strong>de</strong>n<br />
beteiligten Unternehmen isoliert betrachtet<br />
und optimiert. Angesichts<br />
<strong>de</strong>s <strong>de</strong>utlichen Wachstums <strong>de</strong>r Anzahl<br />
<strong>de</strong>r umgeschlagenen Fahrzeuge<br />
stößt diese Betrachtungsweise<br />
bald an ihre Grenzen. Es ist eine unternehmensübergreifen<strong>de</strong>Betrachtung<br />
<strong>de</strong>s gesamten Prozesses notwendig,<br />
um <strong>de</strong>n Steigerungsraten<br />
gerecht zu wer<strong>de</strong>n und dabei die<br />
Qualität <strong>de</strong>r Dienstleistungen zu erhalten<br />
o<strong>de</strong>r sogar weiter zu steigern.<br />
Die Abstimmung zwischen <strong>de</strong>n Prozessbeteiligten<br />
erfor<strong>de</strong>rt einerseits<br />
eine kurzfristige Planung und an<strong>de</strong>rerseits<br />
eine größtmögliche Transparenz<br />
für alle an <strong>de</strong>m Prozess Beteiligten.<br />
Bisher hatte jedoch kein Teilnehmer<br />
Zugriff auf alle relevanten<br />
Informationen. Ziel <strong>de</strong>s Projekts Log-<br />
PRo ist <strong>de</strong>shalb, die Planungs- und<br />
Steuerungsprozesse <strong>de</strong>r Fahrzeug<strong>logistik</strong><br />
durch <strong>de</strong>n Einsatz eines gemeinsamen,<br />
prototypischen IT-basierten<br />
Leitstan<strong>de</strong>s sowohl für die<br />
Terminal- und Technik- als auch für<br />
die Transportdienstleister zu verbessern.<br />
Dazu soll unter Einbindung mo-<br />
Einlagerung<br />
Vorstaufläche<br />
Technikstation<br />
<strong>de</strong>rner Kommunikationstechnologien<br />
ein einheitliches Software-System geschaffen<br />
wer<strong>de</strong>n. Dies soll die operative<br />
Auftragsabwicklung in <strong>de</strong>r<br />
Fahrzeug<strong>logistik</strong>-Kette erleichtern.<br />
Der kontinuierliche, aktuelle Überblick<br />
über alle Aktivitäten in <strong>de</strong>r Kette ermöglicht<br />
auch eine bessere Auslastung<br />
<strong>de</strong>r Ressourcen. Die so erlangte<br />
Transparenz kann zu einer höheren<br />
Durchsatzkapazität <strong>de</strong>s Terminals<br />
führen. Zu<strong>de</strong>m wer<strong>de</strong>n piernahe Dispositionsflächen<br />
für <strong>de</strong>n seeseitigen<br />
Umschlag nicht mehr durch Lagerfahrzeuge<br />
blockiert.<br />
Die Projektergebnisse tragen einerseits<br />
zur Effizienzsteigerung von Seehafenterminals<br />
und an<strong>de</strong>rerseits zur<br />
optimalen Nutzung <strong>de</strong>r Hinterlandanbindung<br />
bei. Entsprechend modifiziert,<br />
kann die Bremer Lösung<br />
auch auf an<strong>de</strong>re Seehäfen übertragen<br />
wer<strong>de</strong>n und dort einen Mehrwert<br />
generieren sowie die Wettbewerbsfähigkeit<br />
erhöhen.<br />
Dieses Projekt wird im Rahmen <strong>de</strong>r<br />
Initiative Innovative Seehafentechnologien<br />
(ISETEC II) <strong>de</strong>s Bun<strong>de</strong>sministeriums<br />
für Wirtschaft und Technologie<br />
(BMWi) geför<strong>de</strong>rt. Das Bremer Institut<br />
für Produktion und Logistik GmbH<br />
(BIBA) bringt seine Erfahrungen auf<br />
<strong>de</strong>m Gebiet <strong>de</strong>r Entwicklung und<br />
Konzeption zur Planung, Steuerung<br />
und Optimierung logistischer Prozesse<br />
ein. Projektpartner sowie erste<br />
Anwen<strong>de</strong>r sind BLG Logistics-Automobile,<br />
E.H.Harms AutoTec und<br />
Übergabefläche<br />
E.H.Harms Automobil-Transporte. Sie<br />
<strong>de</strong>cken die ganze logistische Leistungskette<br />
eines Seehafens zwischen<br />
Autohersteller bis zum Endkun<strong>de</strong>n<br />
ab. In <strong>de</strong>m Vorhaben LogPRo transferieren<br />
die Partner nun die Erkenntnisse<br />
aus <strong>de</strong>r Grundlagenforschung<br />
in die Anwendung.<br />

Logistic planning and scheduling systems of RoRo- and<br />
ConRo-Ports<br />
Every year more than 2 million cars are<br />
handled in Bremerhaven, Germany. Different<br />
service provi<strong>de</strong>rs are involved in<br />
the process of transporting new cars<br />
from the manufacturer to the terminal,<br />
the storage, the technical adaption and<br />
final <strong>de</strong>livery to the <strong>de</strong>aler. So far, the relevant<br />
processes were <strong>de</strong>alt with separately<br />
and thus optimized. Due to the tremendous<br />
growth of the number of cars<br />
to be handled, this approach is getting<br />
less satisfactory.There is a need for an<br />
overall approach to the entire process to<br />
<strong>de</strong>al with the increasing rates and to<br />
maintain or even enhance the quality of<br />
services.<br />
The short term planning period requires<br />
the coordination between partners and<br />
a maximum of transparency. At this<br />
point, no participant has access to all<br />
relevant planning information. The goal<br />
of the LogPRo project is to optimize the<br />
planning and scheduling processes of<br />
automotive logistics by <strong>de</strong>veloping a<br />
common, ICT-based control centre for<br />
terminal and transportation services. A<br />
common software system will be <strong>de</strong>veloped<br />
by using mo<strong>de</strong>rn communication<br />
technologies.<br />
This should improve the or<strong>de</strong>r processing<br />
of the automotive logistics. The continuous<br />
and frequently updated over-all<br />
view on activities of the processes improves<br />
utilization of resources by all process<br />
partners. This increases transparency and<br />
allows a higher throughput at the terminal.<br />
The results of this project contribute to<br />
the increased efficiency of sea port terminals<br />
and optimizes utilisation of an accessible<br />
hinterland as well. Individual<br />
modification of this solution is transfe-<br />
rable to other sea ports, generating surplus<br />
and increase competitiveness.<br />
This project is fun<strong>de</strong>d by the Fe<strong>de</strong>ral<br />
Ministry of Economics and Technology<br />
and here part of the initiative Innovative<br />
Seehafentechnologien (ISETEC II). The<br />
Bremer Institut für Produktion und Logistik<br />
GmbH (BIBA) contributes its experience in<br />
the <strong>de</strong>velopment and conception of<br />
planning, control and optimization of<br />
logistic processes. Partners of the project<br />
and first users are BLG Logistics-Automobile,<br />
E.H.Harms AutoTec and E.H.Harms<br />
Automobil-Transporte. These partners are<br />
service provi<strong>de</strong>rs of logistic supply chains<br />
of a sea port from automotive manufacturer<br />
to the consumer. LogPRo partners<br />
transfer the results of fundamental<br />
research into practice.<br />
