Grosse Pointe Park voters<br />

oughtto take a cautious look at<br />

the current $7 million bond pro;<br />

posa! by the city.<br />

Because they aren't linked to<br />

ability to pay, property taxes<br />

should never be raised without<br />

extremely good public purpose.<br />

In contrast to income taxes,<br />

property taxes fali heavily on<br />

people on fixed incomes and<br />

people who have suffered a<br />

tempoffiIY loss of income. And<br />

with the distortions created by<br />

Proposal A, they also hit heavily<br />

on people who have recently<br />

purchased homes, often young<br />

families.<br />

One questionable part of this<br />

bond proposal will transfer$1.5<br />

million from ali Grosse Pointe<br />

Park property taxpayers to a<br />

few owners·,of two-family flats<br />

probably between Jefferson and<br />

Mack on Wayburn, MaIYland,<br />

Lakepointe and ~aconsfield. If<br />

we vote yes, a person with a<br />

$400,000 home will pay $195 a<br />

year more for 20 years - or<br />

$3,900 (or $6,700 ifyou put that<br />

money into a savings account at<br />

5 percent interest).<br />

This $1.5 million will provide<br />

$20,000 grants to 75 landlords<br />

to convert two-family units to<br />

single family homes.<br />

Is this kind of free money to<br />

75 people - some of whom<br />

could be millionaires hardly in<br />

need of a public handout - an<br />

appropriate use of tax money?<br />

Even with the best of people,<br />

this creates a slush fund, the<br />

likes of which we rarely see in<br />

the Grosse Pointes.<br />

Another questionable use is a<br />

plan to tear down buildings to<br />

create more parking. A few<br />

years ago, the city bought two<br />

apartment buildings south of<br />

Kercheval between Lakepointe<br />

and Beaconsfield for $500,000;<br />

tore them down, and created.<br />

parking spaces that are scarcely<br />

used. Drive by and see.<br />

Already the city can issue $2<br />

million in bonds for improvements<br />

in this section without<br />

voter approval and without h<br />

creasing property taxes. These<br />

bonds would be paid for with<br />

the $785,000 accumulated each<br />

year through the tax incrementa!<br />

financing authority which allows<br />

county and other nonschool<br />

taxes on increases in incrementa!<br />

property values on.<br />

That $2 million would aliow<br />

the city to expand the interestfree<br />

loan program to 100 more<br />

improvement, a smalier number<br />

of conversions, or even a<br />

parking lot.<br />

If we need to repave streets<br />

outside the Tax Increment<br />

Finance Authority (IlFA) district,<br />

the city should make a separate<br />

millage request limited to<br />

that purpose.<br />

I know the city council and<br />

mayor would like to spend $9<br />

million. But I think we should<br />

first see how they spend the $2<br />

million they can raise without<br />

increasing property taxes in<br />

Grosse Pointe Park.<br />
