(SBPC, 2003).<br />

In <strong>the</strong> main chain <strong>of</strong> value creati<strong>on</strong>, <strong>the</strong> most important stage is primary producti<strong>on</strong>. There are<br />

also <strong>the</strong> industrial, intermediary <strong>and</strong> final c<strong>on</strong>sumer stages. The main features <strong>of</strong> each <strong>of</strong><br />

<strong>the</strong>se stages are as follows:<br />

Primary Producti<strong>on</strong>: The most developed stage is that <strong>of</strong> primary producti<strong>on</strong> which includes<br />

a large number <strong>of</strong> producti<strong>on</strong> units with a given volume <strong>of</strong> producti<strong>on</strong>, which is used mainly<br />

for self-supply. These units, which involve 75,000 producers, are dispersed throughout <strong>the</strong><br />

Altiplano regi<strong>on</strong> <strong>and</strong> use traditi<strong>on</strong>al cultivati<strong>on</strong> techniques <strong>and</strong> little technology.<br />

Industry: This is c<strong>on</strong>centrated in very few actors. Five companies in Bolivia mobilise <strong>the</strong><br />

major part <strong>of</strong> <strong>the</strong> <strong>quinoa</strong> in terms <strong>of</strong> stockpiling, cleaning <strong>and</strong> selecti<strong>on</strong>. Although some <strong>of</strong><br />

<strong>the</strong>se companies are starting to process <strong>quinoa</strong> in products with more added value, <strong>the</strong>ir<br />

processes <strong>and</strong> final product fall short <strong>of</strong> <strong>the</strong> degree <strong>of</strong> quality dem<strong>and</strong>ed by <strong>the</strong> internati<strong>on</strong>al<br />

market.<br />

The Intermediaries: They have an important role to play in <strong>the</strong> stockpiling <strong>of</strong> <strong>the</strong> product,<br />

which is difficult due to <strong>the</strong> dispersed nature <strong>of</strong> <strong>the</strong> producti<strong>on</strong> units. Some intermediaries <strong>on</strong>ly<br />

stockpile <strong>the</strong> product, while o<strong>the</strong>rs are involved from stockpiling to marketing. The majority <strong>of</strong><br />

<strong>the</strong>se are informal intermediaries who sell <strong>the</strong> product to industry for its processing <strong>and</strong> sale.<br />

Final C<strong>on</strong>sumer: The major proporti<strong>on</strong> <strong>of</strong> <strong>the</strong> product is c<strong>on</strong>sumed by <strong>the</strong> farmers <strong>on</strong> <strong>the</strong><br />

Altiplano <strong>the</strong>mselves. Quinoa is directed at local, regi<strong>on</strong>al <strong>and</strong> internati<strong>on</strong>al markets. The<br />

local <strong>and</strong> regi<strong>on</strong>al markets are those involving <strong>the</strong> greatest volume. Peru is <strong>the</strong> biggest<br />

importer <strong>of</strong> Bolivian <strong>quinoa</strong>. The internati<strong>on</strong>al market is important but <strong>the</strong> volumes are lower<br />

<strong>and</strong> c<strong>on</strong>sist in <strong>the</strong> export <strong>of</strong> <strong>quinoa</strong> grain for c<strong>on</strong>sumpti<strong>on</strong> in that form or as a raw material<br />

product (SBPC, 2003).<br />
