• Norway voted against joining the European Union (EU). With the exception of the agricultural and fisheries sectors, however, Norway enjoys free trade with the EU under the framework of the European Economic Area. This agreement aims to apply the four freedoms of the EU’s internal market (goods, persons, services, and capital) to Norway. As a result, Norway normally adopts and implements most EU directives. Working Environment • A large proportion of the workforce is female. This is largely due to the excellent, state subsidised childcare schemes. • There is no legal minimum wage in Norway although wages tend to be higher than the EU average. • The petroleum industry attracts skilled foreign workers, mostly from the EU and the USA. The healthcare sector also recruits many qualified foreign medical staff to work in hospitals. • Norway has an extensive range of welfare benefits. All Norwegian citizens and residents have access to welfare benefits and healthcare. At present, around half the labour force has an occupational pension scheme. Opportunities in FDI • The Norwegian government welcomes foreign investors. There are, however, no incentives directed specifically at foreign investors. The tax system is neutral toward foreign/local investments. An industrial production facility placed in an underdeveloped area would be favoured by local and central governmental bodies. • The tax system is neutral toward foreign investments. • The attitude of labour toward foreign investment is neutral. Because of strong trade unions and a labour environment regulated in detail, there is little difference between employment by a locally owned and a foreign-owned enterprise. Investment Incentives • No special treatment is given to foreign investors. Basically, Norway offers no tax incentives for either domestic or foreign investors. • Several non-tax incentives are available to foreign investors; for example, in the form of cheaply available developed industrial sites. • Because of the government’s desire for reduced dependency on the oil and gas industry, any manufacturing/production facility placed outside the pressure areas would be welcomed and would receive favourable treatment both centrally and locally. 28 Culture
