IN SOUTH AFRICA
No Battle Has Occurred
As far as Known.
Mtftklac Hjldln- - Out Afalast the Boers
Sooj.
LONDON, Oct. 18. Dispatches from
South Africa tell of fighting along tho
railway both north and south of .Mnfe-kin- g,
but so far as known, nothing
worthy tho name of battle has yet occurred.
Apparently operations have
been confined to skirmishes along the
railroad hi which losses on neither side
hnv'o been serious. Reports are of ,i
meager and contradictory character,
but it seems that the Boers have not
fared well In their conflicts with the
British troops, and strangely enough
the marksmanship of Lie burghers has
been poor, If reports are to be believed.
Early dispatches from Capo Town
yesterday (Tuesday) said that the
Boers had attacked Mafeklng and bucn
repulsed with a loss or 300 killed, but
later news reduces thejillegcd heavy
fighting at Mafeklng to small proportions.
Tho earlier sensational Htory
originated hi tho skirmishes between
the armored train nnd small detach
ments of Boers. Although since then
much may havo happened to the little
garrison, it Is difficult to understand
liow refugees arriving at Lorenzo Marques
should have come into possession
of news of serious Boer losses at Mafe
klng. At the same time It must be
remembered that much news from the
Transvaal is likely to come by way
of Del a poa bay, as most other chan
nels uro strictly censored.
At latest advices the gallant little
forco of
o'clock the Board adjourned.
Baden-Powe- ll IX1NDON, October 17. Parliament
opened today in extraordinary session
tq consider the Squth African situation.
18l-I- LONDON, October n the rlouse
of Commons today the First Lord of
tho Treasury and1 Government leader
Arthur J. Balfour, brought In the following
message from the Queen:
"Tho state of affairs in Africa having
constituted, in tho opinion of her
Majesty, a case of emergency within
the meaning of tho act of Parliament,
her Majesty deems it proper to provide
nddltlonal means for military service.
She has, therefore, thought it right to
communicate to the house that her
Majesty Is, by proclamation, about to
order the embodiment of tho mllltla
and to call out tho mllltla reserve
force, or such part iiicreot as her Majesty
may think necessary for permanent
service."
Tho calling out of tho mllltla and
the military reserves has occasioned
widespread wonderment. Other stories
of preparations against continental
combinations nro revived.. It Is freely
rumored that the Government Is determined
to demonstrate to Europo that
the British army Is not a, negligible
quantity.
Tho Speaker read the Queen's speech,
shortly after which Sir Alexander Fuller
Acland Hood, Conservative member
for West Somerset, rose to move tho
address In reply. Dwelling upon the
horrors of wnr ho declared that war
should not bo undertaken except from
absolute necessity, but thai in this
case, all peaceable means having failed,
war had become necessary "to establish
equal rights for the white race
In South Africa nnd to remove the
grievances of the Outlanddrs."
Clement Royds, Conservative member
for Rochdale, seconded the address.
Sir Henry Campbell-Bannerma- n,
Liberal leader In tho House of Commons,
who followed Mr. Royds, said
Parliament had been summoned to
give Its approval to the early steps of
war. Never had the House met In cir
cumstances more serious or amid conditions
engaging to a greater degree
.the profound interest of tho British
people. The demands made by the
Government of the Soutn African re
public were such as to make it lmpos
respecting country ever to take them
Into cons deration.
"Actunl hostilities have commenced,"
said Sir Henry, "and an actlvo aggres
