Tactics<br />
Tactics can be said to be, doing the right things at the right<br />
time. One defi nition of rescue tactics, i.e. tactics in association<br />
with fi re and rescue operations, that has been used in<br />
Sweden in recent years says that rescue tactics can be seen as<br />
a pattern of thought and action to achieve the best possible<br />
results on the basis of the overall purpose of preventing or<br />
limiting injuries to people, or damage to property or the<br />
environment.<br />
Tactics is about using resources as effectively as possible<br />
in relation to the need for assistance, the dynamics of the<br />
situation and the other demands posed by the situation,<br />
with a view to achieving and maintaining control. Tactics<br />
therefore describe what and how something should be<br />
done, not who does it.<br />
When resources are used in different ways, for example<br />
at the scene of an accident, certain measures are initiated,<br />
coordinated and implemented. Measures are therefore<br />
implemented by resources that are allocated tasks. In certain<br />
cases the resource is designated as a unit that is an<br />
organisational support for the resource, i.e. that the resource<br />
is linked to a certain place in an organisation. Such a unit<br />
normally consists of both people (personnel) and machines<br />
(technical aids). Measures are therefore produced by<br />
the help of units. Both the number of people and the<br />
amount of machinery and other equipment the unit consists<br />
of can vary. Units are defi ned in advance, before fi re<br />
and rescue operations are implemented.<br />
As a rule several measures are implemented at the same<br />
time. It can be said that the measures are put together in<br />
