ALISON BROWN (SOUTH GLOS <strong>COUNCIL</strong>) TO GIVE UPDATE TO NEWMAN FIELD<br />

PROJECT<br />

Plans are to have two football pitches, one inside each other, with play area around the outside. It shall<br />

make use of the natural environment as opposed to a traditional play area – mounding to give<br />

alternative routes, items shall double up as play and training equipment to link the two together. Top<br />

corner of site is problematic. Very overgrown and the cost of surveying may be prohibitive. Local<br />

knowledge is construction rubble is tipped with vegetation over growing. It was felt important to<br />

utilise this area otherwise the overall site would be compromised. A maintenance plan will be drawn up<br />

for Council to consider their long term commitment to this project. It is envisaged that tender<br />

documents to go out by the end of this month.<br />

PUBLIC PARTICIPATION<br />

E Carey – WVRA are organising a programme of collecting yellow pages from 24 th sept 08.– 1 st oct. 08<br />

She requested the front part of The Pound be used for residents to leave yellow pages in there for<br />

collection. Council agreed.<br />

Cllr P Hill and Cllr J Butler declared a personal and prejudicial interest in the grant application for the<br />

Planning issues<br />

1.RSS<br />

In July, the minister published her recommendations for changes to the RSS and as you will be aware<br />

the overall housing numbers for South Gloucestershire have increased to 32,800, although the Yate<br />

urban extension has been reduced from 5000 to 3000. The consultation on these changes is due to end<br />

on October 24.<br />

2.In-vessel composting facility application near Tormarton<br />

The consultation for the proposed In-vessel composting facility near Tormarton ends on Monday 8th<br />

September. The issue that I know concerns some Westerleigh Parish residents is HGV traffic on the<br />

B4465/Westerleigh Hill/Westerleigh Road route. The detailed routing information can be found on<br />

page 14 of the traffic assessment. In summary, the RCVs (Refuse Collection Vehicles) would follow<br />

three primary routes:<br />

A46 North of the M4 down to J18 – RCVs from Yate, Wickwar etc<br />

M4 J18 – RCVs from north fringe (Patchway, Stoke Gifford etc) + Severn Beach etc<br />

A46 South of the M4 – RCVs from Kingswood, Wick, Marshfield – all except Marshfield will come<br />

along A420 through Wick<br />

For these three routes the weekly movements would be:<br />

64,132,80 (This is less than the total of the daily movements multiplied by the number of days because<br />

those daily movements are maximum figures not averages.)<br />

At a briefing, I was informed that 4 movements per week will have to come along the B4465 due to<br />

where they’re collecting. Other drivers might choose to go that route but if that became a problem<br />

SITA say they could reroute them. The new RCVs they are buying will have sat nav in them that allow<br />

SITA to track where their vehicles are going. However, none of this appears to have made it into the<br />

formal application.<br />

Tormarton Parish Council have arranged a public display of the SITA planning application from 6.30-<br />

9pm on 3rd and 4th September in Tormarton Parish Hall. A Parish Meeting to obtain views on the<br />

application (which people from nearby parishes are welcome to attend) will be held in Tormarton<br />

Parish Hall, starting at 7.30pm on Thursday 4th September.<br />

3.Phone mast appeal allowed<br />

Sadly the Planning Inspectorate allowed the appeal for the Badminton Road phone mast application.<br />

4.Radio masts at Tubb’s Bottom<br />

These were approved by the Development Control (West) committee in August.<br />

5.Possible wind turbine at new Council Offices, Nibley<br />

South Gloucestershire Council’s cabinet agreed to look into erecting a wind turbine on land adjacent to<br />

the new Council offices on Badminton Road.<br />

Highways issues<br />

1.Westerleigh weight limit signage<br />

After a resident explained that the first lorry drivers knew about the weight limit was when they got to<br />

the Shire Way mini-roundabout, at which point it was difficult to turn round, Highways have now put a<br />

sign up at the junction of Westerleigh Road and Rodford Way.<br />

2.Poor visibility coming out of Sunnybank<br />

In my last report, I said that a number of remedies were being considered to address the poor visibility<br />

coming out of Sunnybank, including putting hatching on part of the wide tarmac area downhill from<br />

the entrance. Hatching has now been ruled out by Highways but Streetcare are proposing to put<br />

bollards 2.3 m from the edge of the road, creating a 1m pathway next to the hedge. These will be<br />

closely spaced close to the entrance to Sunnybank but spaced out further down. They will stop when<br />

you reach the wide area. The aim is to address three separate concerns raised by residents:<br />

Lack of pedestrian footway<br />

Need for some parking space for cars to remain<br />

Need for a slip road to allow cars exiting Sunnybank to gather speed before joining the main<br />

carriageway.<br />

Station Road Post Office closure<br />

Residents of Nibley and Stover Road area might be interested to know that the Post Office in the Tesco<br />

Express on Station Road will close for good at 1pm on 5th September.<br />

Area Forum<br />

In 08/09 the Area Forum will be at a different venue each time. The next meeting will be at 7pm on<br />

Thursday 11 September in the Main Hall at Frampton Cotterell Primary School.<br />

Proposed merger of Brockeridge Infant School and Highcroft Junior School<br />

South Gloucestershire Council will be consulting on the proposed merger of Brockeridge Infant School<br />

and Highcroft Junior School. The proposed amalgamation would create one school in legal and<br />

governance terms (and therefore one Head and Governing Body) but probably operating on two sites<br />

until it can all be accommodated on one site. There will be a consultation event for parents and other<br />

members of the public on Tuesday 18 November at 7.30pm at Highcroft.<br />

Dead trees on junction of Station Road and Henfield Road<br />

Two oak trees planted where the slip road was filled in at the junction of Station Road and Henfield<br />

Road will have to be removed as they have died. Two other trees in the area are also affected. The<br />

Trees Officer at South Glos is taking soil samples to try to discover the cause of the problem but it is<br />

unlikely to be possible to plant replacement trees in the near future. If anyone knows who planted the<br />

oak trees, could they please contact me.<br />

Bridge View – confirmed that it is true that there had been a site visit.<br />

584. Confirm Minutes of Council meeting held on 7 th July 2008<br />

Decision: Proposed by Cllr J Higgins and seconded by Cllr P Hill the minutes of the meeting were<br />

approved and signed.<br />

585. Matters arising<br />

Cllr Gibbs Proposed an insertion to the minutes Seconded by Cllr Butler. 3 in favour, 3 against, 1<br />

abstention. Chair used his casting vote and voted against. The insertion was not added to the minutes.<br />

586. Finance – approve payment of accounts,<br />

Decision: Proposed by Cllr J Higgins and seconded Cllr J Powell by the attached payments were<br />

approved by Council.<br />

8. SGC tree officers contacted council – junction of Station Rd/Henfield Rd someone has planted<br />

588. Planning Matters<br />

b) Enforcement update - Cllr G Twinn reported<br />

i) Haul Road at Kendleshire Farm Badminton Rd is still being used to access buildings. Farmer is<br />

refusing to remove it and it is not a network rail road.<br />

ii) Box Hedge Farm lost certificate of lawfulness. Planning app was determined in May and refused.<br />

An appeal is lodged against this. Cllr J Higgins declared an interest in this matter.<br />

c) Bessom Lane Tipping – now gone to appeal saying they do not need permission to tip in site. It is all<br />

part and parcel of excavation of lake.<br />

589. Parish Plan<br />

Cllr D Lee reported that until the steering group could be formed parish council members took up<br />

positions on the group. He stressed that current guidelines are being adhered to. As much as the parish<br />

council may express opinions to the steering group it does not control how the group organises itself or<br />

operates. When the parish plan is completed it will go before council for adoption in the normal manner<br />

and is consistent with all current guidelines.<br />

Cllr P Hill again welcomed new volunteers. Cllr D Lee stressed it is for the steering group to organise<br />

themselves and not for parish council to become involved.<br />

a) South Glos Senior Citizens Forum<br />

Decision: A grant of £150 was proposed by Cllr J Powell and seconded by Cllr J Butler<br />
