Proposed by Cllr J Butler and seconded by Cllr D Lee. Agreed by all. The minutes were approved and signed.<br />

4. Matters arising<br />

5. Bitterwell Lake – any items to report<br />

a) memorial seat – does committee approve seat with powder coated arms as opposed to all plastic<br />

Decision: Proposed by Cllr A Gibbs and seconded by Cllr J Butler that Council stick with the policy whereby the<br />

memorial benches MUST be constructed entirely of plastic recyclable materials. Agreed by all.<br />

6. Westerleigh Playing Field – any items to report<br />

a) Clerk reported that Westerleigh Football Team have signed hire conditions of football pitch. At present it is to be of<br />

shared use with Pucklechurch FC. Clerk will keep committee informed.<br />

b) ROSPA report received following inspection on 14 th April 11. No remedial works required. R Hodey to ensure<br />

comments re: multi play unit are current and auctioned where necessary.<br />

c) Cllr E Carey raised the gateway from Olde Inne and whether it would remain as an access with the new owners.<br />

7.Newman Field – update/any items to report<br />

Cllr J Butler and Clerk to meet Alison Brown (Landscape Architect SGC) tomorrow to agree hand over.<br />

10. Committee to comment on any planning applications received<br />

1. PT11/1664/F Box Hedge Farm, Coaplit Heath<br />

Change of use of land and buildings (sui generis) for Corporate Events, Team Building Events, Stag and Hen<br />

Events, Family Fun Days and Activity Days including Clay Pigeon Shooting, Motorised Driving Activities,<br />

Archery, Orienteering ‘High Ropes’, Games and Education together with associated landscaping works and<br />

ancillary use of the ‘centre’ building as office accommodation and storage<br />

Decision:<br />

Council OBJECT to this application on the following grounds:-<br />

a) No matter how well run and despite the best efforts of the owners, nothing is going to alleviate the noise, dust and<br />

nuisance problems to local residents. You simply cannot run a business such as this, by its sheer nature, without<br />

causing grievance to its immediate neighbours. Council recognise the owners of the site are making efforts (as<br />

demonstrated by ecology works on site) but it is simply a business in the wrong location.<br />

b) Control of activities should fall under the 28 days of permitted development and should be ‘policed’ in an active<br />

manner. The proposed 100 days of activity per year is absolutely unacceptable.<br />

c) There are no proposed time scales on the events so in theory clay shooting could take place all day every day of the<br />

proposed 100 days. No persons should be expected to accept this level of interference in their personal lives.<br />

(Council note that target riffle shooting also takes place on site demonstrating two sources of gun noise. This is not<br />

made clear in the application itself.)<br />

d) The majority of neighbouring properties are occupied by retired persons. Therefore the assumption can be made<br />

that they will be occupying their own homes for a greater percentage of the day than persons who would be leaving the<br />

home to work. Therefore the proposed 100 day activity would have a significant impact on their lives. This is simply too<br />

high a level to expect any level of acceptance.<br />

e) There are significant highways issues with access to the site by a single track lane. The lane is frequently used by<br />

horses, local residents, walkers and the expected traffic movements, sometimes by large vehicles such as coaches, is<br />

too great for the extremely limited infrastructure.<br />

f) The site is located in very close proximity to a designated ‘quiet lanes scheme’. This was a South Glos. Council<br />

initiative designed to manage the changing pace of the locality whilst protecting its rural nature. This application is<br />

totally at odds with the ethos of ‘quiet’.<br />

g) The noise and dust levels will have a clear and detrimental impact on neighbouring established businesses. One<br />

such business is a fishing lake; a parish amenity of a quiet and relaxing nature. This application cannot sit alongside<br />

this in any form of complementary manner – the activities would be bi-polar.<br />

h) Shot fall out has been a problem in the past, with shot falling into neighbouring properties. Despite assurances<br />

properties have and will continue to be effected.<br />

i) The wooded area adjacent to Greenacres Park is insufficiently dense to protect the properties located there.<br />

In summation, previous applications on this site have been refused, gone to appeal, and again been refused – there is<br />

a clear message here. Council understand that by inviting an application of this nature, South Glos. Council hope to<br />

exercise a certain level of control over the site; something which has been woefully inadequate in the past.<br />

This Council do not feel this is the correct method of exercising control – something past history has clearly<br />

demonstrated.<br />

2. PT11/1782/F woodlands Farm 103 Badminton Road<br />

Erection of first floor extension and alterations to roof line to facilitate conversion of existing out building to<br />

form 1 no. detached dwelling with access and associated works<br />

Decision: No objection<br />

Update from Cllr C Young - I attended DC(West) this afternoon to speak on two of the planning applications.<br />

Mayshill IVC<br />

The Mayshill IVC was approved 12-0 with one abstention. They did add a condition for a travel plan (to avoid more<br />

than one lorry arriving at the same time) and, subject to there not being more specific legislation covering it, a condition<br />

requiring that rejected loads are removed immediately by the same lorry that brought them, so inappropriate waste isn't<br />

hanging around. It's a 2 year tempoary permission.<br />

Beech Hill tipping<br />

The committee approved Beech Hill unanimously in line with the officer's recommendation.<br />

11. Items to report<br />

1. Signage at Box Hedge Lane – warning horses signs are urgently needed along with a 20mph speed limit<br />

2. Conifer and hawthorn trees overhanging footpath from Manor Hall to Manor School – hedges have been cut but the<br />

overhanging trees on the corner is posing a problem<br />
