COOKING WITH WINES Upside Down Ham Loaf You'll need: 1 tbsp. butter, Mt cup dark brown sugar, 1 can (13oz.) crushed-pineapple, 6 maraschino cherries (halved), 1 egg>' - cup pineapple juice. Mi cup Cream Sherry, 1 cup soft bread crumbs, 2 tbsp. prepared mustand, 1 tap. sale, IVi lb. ground smoked ham, Vfe lb. ground pork. Preheat oven to 350 degrees. Melt butter in 8 x 8 x 2 inch pan. Stir in brown sugar and cover with drained pineapple and cherries. Beat egg well, stir in pineapple juice and Cream Sherry. Add bread crumbs, mustard, salt, ham and pork. Mix well and spread over pineapple. Bake one hour. Drain off excess liquid and invert on serving platter. Serves four to six. The Ocean City Sentinel-Ledger PAGE.2 — SECTION TWO THURSQAY, DECEMBER 7, 4972 Time for some help Last week the city commissioners announced plans to apply for state and federal funds in order to obtain several booster pumps to make the beach nourishment program . more productive. . • The request for aid will be made at a meeting of municipal officials and state and federal agents in Tuckerton sometime in the near future. The idea behind the booster pumps is to. provide the necessary "push" to carry sand all along the city's beach- front and not just in the 5th st. area where the dredge is currently located. The dredge motor, by itself, is unable to carry the sand and water solution to badly eroded areas south of 9th st. While the intent of the commissioners is a good one perhaps a complete evaluation of where we are going with the continuous sand pumping program is in order. Three years ago. when the project was started by the administration of former Mayor Robert L. Sharp, there was considerable talk of state and federal funds totaling 75 percent of the project being available These funds failed to materialize and as time went on, hard feelings developed between city hall and Trenton over the" matter xrf dredging permits. Totday the annual outlay for the beach replenishment program is in excess of $200,000. The project is no cure for beach erosion and we are barely able to keep up with this con- tinuing program. However, as a result Ocean City is the only resort that has no dangerously bad areas of erosion where a single storm could destroy property and endanger lives. Still "Project Oceanfighter" is nothing more than dumping dollars into the sea, and at the present time all those dollars are coming from the taxpayers of this municipality through property taxes. While the commissioners are busy in Tuckerton trying to get committments for the booster pumps, they. should apply for aid to operate the dredge and pay the wages of the workers. Other coastal resorts have received millions of dollars in aid for contract dredging jobs, while Ocean City, where local initiative was used to combat a serious problem, has been deprived of aid for more than half a decade. The revaluation dilemma Ocean City property owners this week received an unexpected and in most cases unwanted piece of holiday mail in the form of increased assessments on their real estate holdings. "The recently completed revaluation, as expected, has caused a storm of protest now that the figures have been released. However, the complaining and gnashing of teeth will mean little until the new tax i ate is revealed in light of the recent upward increases in property values. In other words, simply because the value of a previously under-assessed property has increased by 50 percent does not mean taxes will increase iiy that amount or even by 10 percent. yrhe increased assessments, no matter how unfair they seem now, will provide a broader and fairer base for taxation come early next year when the municipal, county, and school budgets are unveiled. The land revaluation was done by a nationally prominent appraiser and the buildings were appraised by a reputable firm that wrote the ap- praising manual for the State of New Jersey. But this doesn't mean they can't and didn't make some mistakes. Property owners with new assessments they feel are out of line can appeal to the company representatives at special hearings later this -month. Mistakes will be corrected and inequities ironed out. The new assessments have come as a shock to Ocean City residents because in the last four years the assessed value of property here had dropped from 94 percent of true value to 74 percent. To make matters worse, vacant land prior to that time had been grossly under-assessed. The property owner with a com- plaint would best serve his own interest by appealing through the proper channels rather that just blow off excess steam. Press freedom At the recent Associated Press managing editors' meeting in Kansas City newsmen expressed concern over their freedom to protect sources. The subject is timely because in recent months newsmen in Los Angeles, Newark and Boston have been im- prisoned and others in Memphis, Baltimore, Washington, Milwaukee and other places have been sub- poenaed. Newsmen in Reno, Baton Rouge, Seattle and Texarkana have been ordered by courts not to print certain material. The central issue — protecting one s news source — is still not resolved. The press, generally speaking, continues to insist on the right of reporters to protect their sources but as more reporters go to jail and the courts turn their attention to this issue, lines of freedom and authority will inevitably be more specifically defined. . That is desirable because there is currently widespread confusion. Rather than help the cause of press freedom, such newspapers as the New York Times and Washington Post have probably hurt it, since their bold action in printing stolen, secret government documents has turned public.opinion against the press. And in the end public opinion will decide the issue. In spite of the voices of newspapers which claim! their freedom is threatened, and critics such as Ben Bagdikian, there are two sides to the controversy. Few responsible citizens or jurists think' reporters should be allowed to print everything they, or someone else can steal. On the other hand, few want judges telling newspapers what they can print, except in extremely sensitive and vitally important security cases. In the nuclear age the country's security cannot be allowed to hinge on the voluntary restraint of any and every journalist, many of whom leap at sensationlaism or exposure of secrets as the road to a Pulitzer Prize. A sensible, safe solution must be found in the public interest, likely to fall short of the absolute freedom of all newsmen to print anything they wish at any time but which would not protect bureaucrats and suppress legitimate reporting of public in- formation. Washington's farewell On December 4, 1783, general George Washington, who had done more than any other man to win in- dependence for the American colonies, met with his officers at the corner of Pearl and Broad sts. in New York. His army had only recently occupied the dty after its evacuation by the British. In the public room of Fraunce's Tavern he spoke a brief farewell and asked each to bid him a personal ibye.. It was the first legendary farewell of an American commander, after the birth of the nation, to be followed in later generations by many, others, perhaps the most famous of all being that of another Virginian, Robert E. Lee, to the Army of Northern Virginia in April, 1865. Editor, Sentinel-Ledger: I would appreciate the publication of this letter in your next edition of your paper. ' Recently, I was informed of the harsh charges placed upon Mr. Robert Baggs, the director of the Ocean City Free Public Library. Being in Kentucky, at present, I find this means the only way to express myself concerning this situation. Last summer I was employed by Mr. Baggs to direct the Summer Reading Club for children. I worked with him for eight weeks. During this time period I discovered a good, concerned and respected man. He is one of the few people I contribute my present success to today. I know Mr. Baggs not only as the director of the library, but as a person. Perhaps this is what many people do not realize — that is, Mr. Baggs is a human with feelings and convictions. Therefore, I feel whatever means Mr. Baggs used is justified. Will one consider him an outcast because of his values and beliefs? Ocean City, being what it is, a small and sometimes close- minded place, can and apparently did destroy the life of this individual. The people of Ocean City must contemplate on their actions again. We all must face reality and recognize that all people encounter mistakes in life. In conclusion, I would like to let Mr. Baggs and the people of Ocean City see my sincere concern. Regardless of con- sequences, I hope Mr. Baggs will keep his faith and stand up for those true values he possesses. For I have never known a more dedicated man, as Mr. Baggs, to all the people in Ocean City. Several individuals have in- dicated their civic interest and filed petitions for the School Board election. They and others who have yet to file are to be commended for their concern in this phase of the civic affairs of Ocean City. I had the pleasure of serving on an elected School Board to New Jersey for over ten years and was president for three. I found that serving was a stimulating, challenging, and rewarding experience. I was gratified to find that no cliques or politics were present, even though the Board was com- posed of individuals of different religious and political beliefs. The members of a School Board should be entirely free from any pressure of politics or subservience to special in- terests or groups. This would not be in the best interest of the taxpayers. The responsibility of the members of the School Board is to better the ideals of education, consistent with the ability of the taxpayers of the community to support such programs. Every Board must seek a fine balance without undue pressure. Therefore members of a Board of Education. should' stand for election on their own merit and qualifications. A thumb nail sketch of each candidate, published in the local press, with some in^ dication of their objectives, and why they seek such a position, would enlighten the electorate as to the type of person who has filed. The voters can then decide for themselves who they wish to represent them. The voters of Ocean City have". shown that they can think for themselves. I am convinced that the change to the new type Board can be accomplished with a minimum of confusion and the transition can proceed smoothly if the candidates have the opportunity to stand for election on their own qualifications. N.F. Robbins 30 E. Aberdeen Rd., Ocean City, N.J. Editor, Sentinel-Ledger: One evening after dinner recently I took my dog for a walk. After visiting an empty lot to take care of my dog's body func- tions, we took a one-block stroll on the boardwalk to see if the ocean was still there. A patrol car soon approached and the officer very politely reminded me that the dog on the boardwalk ordinance was in effect year 'round. We left the boardwalk as directed and returned home but then some thoughts entered my mind. During the off season we frequently take our one-block stroll on the boards, after the dog has performed either at home or in an appropriate weedy lot. We have seen many patrol cars on the 'walk. The officers usually smile and wave, or if we know each other stop very briefly to ex- change greetings. Perhaps it would be charitable to assume that the officer the other night had a quarrel with his wife or perhaps was bored or under pressure from some source. Now there are other ordinances which do not seem to be as rigidly enforced. My dog is never off the leash unless he is in his own yard but every time I go out I see several dogs run- ning loose alone or in packs. We have upon occasion been at- tacked by these dogs and, of course, our .lawn has been desecrated repeatedly. Someone less reasonable than I might construe this as selective or discriminatory law enforcement. As a long time resident and taxpayer of Ocean City, I might take umbrage at what seems like petty harassment were I not a reasonable man. Actually, lam quite sympathetic to any law officer. I have p M nff t f t «'* l y voted for their salary .increases, ap- plauded their efforts in my behalf and been respect! ul of the police and the law. I just couldn't help wondering if while I was being warned about my criminal activity how many pushers sold drugs to children, how many unoccupied summer homes were'looted, how many stores and private properties were vandalized, etc., etc., etc: Perhaps a little perspective is in order and a little public relations work, too. Being a reasonable man it' might be best to attribute the whole thing to the generation gap. After all, I am middle-aged and the officer was quite young. I wonder if he was one of those I saw last summer chatting with his peers while the kids were driving us old fogies and our children off the boardwalk? Year Round Resident Editor, Sentinel-Ledger: RE: 4220 Central Ave. this property purchased in 1957 for $21,000.00 taxes at that time were less than $300.00 in the interim, assessments and tax rates rising steadily, until now assessed at a total of $36,200.00 making our 1973 taxes a total of $1,362.57. This is indeed absurd and incredible. This property even on on a summer rental basis, only rents a total of eight to 10 weeks of the year. Besides people are complaining of the constant increase of the rent, due to all our utilities going up. My wife and I are now senior citizens, and as such are shown no consideration, have worked many long years for this, we thought our retirement home, but at this point are not sure. Ocean City daims it is a family resort, for whom? Looks like we will have to stay in Philadelphia, against our wishes, but our taxes are low, in fact no increases in 10 years. When on a fixed income you have to think of these things. We think the entire state of New Jersey, is not living up to its duty to help the taxpayer, especially in their senior years. We protest this increase, but it will turn out just like our driveway, which we paid under protest, before paving driveway was good, now we have water there after every rain. They promised to fix this condition for us but never did. Sorry about this. A copy of this letter is being sent to Mayor Thomas Wald- man, which incidentally is to be read at the next Ocean City Council meeting. From this day forward a la carte will be presented in a new brief format No longer will we run the entire length of the editorial page, but instead will be /shorter and we hope a little less wordy. A la carte's new size will permit us to get to. the meat of the issues. It also provides space for five editorials on the other side of the page instead of the usual three. Ocean City has grown to the size whers- we feel editorial comment is warranted on more than just three issues. Something had to go to make this possible, so we in the a la carte department have offered to give up some space for that worthwhile endeavor. * v. CHRISTMAS CHEER. We don't often get involved in the poetry bit, but the following few verses crossed our desk the other day and we thought them worthy of passing along. It's called Christmas Recipe. It has been several weeks since we reported on the progress of S-L Editor Vince Michelette, who is now at home recuperating from a slight heart attack. When we first mentioned the managing editor's illness, he was recovering in the post intensive care unit at Shore Memorial Hospital. Now Vince is putting golf balls all over his living room rug. When we paid him a visit a couple of weeks'^ ago, the Editor said he was bored to tears and anxious to get back to work. But when we talked to him on the phone the other day, Vince said he was actually beginning to enjoy doing nothing. This is bad for us. Who knows what it will be like around here when Vince (with the doctor's O.K.) comes back to work part time in a couple of weeks? We fear he will have forgotten the news room routine. We'll be watching closely. ' .~ • NOSTALGIA. We, like most Ocean City people, view the passing of Hogate's and Chris' restaurants from the local scene with mixed emotions. The two buildings, especially Hogate's, have been landmarks at the 9th st. entrance to the city for as long as we and our parents can remember. As a young child we remember having dinner at Hogate's and watching the "Expendable," a sightseeing boat, come and go from the docks. We were told that on one occasion w» ran down the dock and had it not been for a nearby relative we would have landed in the bay.> We also remember riding on the speedboats "Flying Saucer" and "Flying Pony" and a quiet cruise on the sailboat "Sweetheart" when she still had her mast. Now the two buildings are coming down and the view from the causeway will be unalterably changed. This in itself: is not bad, but it serves as a reminder that we are getting older; a prospect we don't greet with en- thusiasm but nevertheless must accept. SOGGY SANTA CLAUS. Santa came to Ocean City last Thursday night right in the middle of a driving northeast rainstorm. On hand to greet him at 9th st. and Asbury av. was City Commissioner Luther L. Wallace and a small crowd of believers. Com- missioner Wallace and Santa marched steadfastly across the street to City Hall where they were to turn on the lights decorating Asbury ay. and the municipal building itself. Naturally they didn't work and the two men stood out in the rain for five minutes while electricians worked feverishly to find the trouble.
