serving the United States Air Force,<br />

joining in 1989 after earning his medical<br />

During his USAF stint, Dr. Hursh<br />

was stationed in Utah, South Dakota,<br />

California, Japan and Texas, where he<br />

completed his hyperbaric medicine fellowship<br />

HEALDTON — In what appeared to be a celebration<br />

of Festivus, an airing of grievances highlighted<br />

a meeting between board members of the Healdton<br />

Industrial Authority and Oklahoma Department of<br />

Correction Southeast District Supervisor Margaret<br />

Johnson Friday.<br />

At the end of the meeting, one thing was clear. It's<br />

hard to find good help.<br />

City replacing deteriorating water lines in NW<br />

<strong>The</strong> City of Ardmore is 60 percent finished on<br />

a project that entails replacing water lines with<br />

newer lines. Shawn Geurin, Director of Utilities,<br />

said the water line being replaced is in a state of<br />

deterioration and has given the city problems.<br />

Work is taking place on 1st Street and 4th<br />

Street. <strong>The</strong> 1st Street portion is from 1st to E<br />

Street to Commerce NW. City crews are replacing<br />

3,000 linear feet of 12-inch line. <strong>The</strong> 4th<br />

Street project spans to Sunset and to Commerce<br />

NW. <strong>The</strong>re is 2,700 linear feet of six-inch<br />

Geurin said the city is using PVC C-900 to replace<br />

existing steel pipe and the cost is $681,837.<br />

Funding for the project comes from the water<br />

distribution budget and the GAPS sales tax.<br />

Geurin said any services that need to be cut<br />

off would be done quickly as the new pipe is<br />

brought online. Once the line is laid, it will be<br />

pressure tested along with other tests. Upon<br />

completion of testing, any necessary taps will be<br />

made.<br />

Billions in gas drilling<br />

royalties transform lives<br />

PITTSBURGH (AP) — Private<br />

landowners are reaping billions of<br />

dollars in royalties each year from the<br />

boom in natural gas drilling, transforming<br />

lives and livelihoods even as<br />

the windfall provides only a modest<br />

boost to the broader economy.<br />

In Pennsylvania alone, royalty payments<br />

could top $1.2 billion for 2012,<br />

according to an Associated Press<br />

analysis that looked at state tax information,<br />

production records and<br />

estimates from the National Association<br />

of Royalty Owners.<br />

For some landowners, the unexpected<br />

royalties have made a big<br />

difference.<br />

"We used to have to put stuff on<br />

credit cards. It was basically living<br />

from paycheck to paycheck," said<br />

Shawn Georgetti, who runs a family<br />

dairy farm in Avella, about 30 miles<br />

southwest of Pittsburgh.<br />

Natural gas production has boomed<br />

in many states over the past few years<br />

as advances in drilling opened up<br />

vast reserves buried in deep shale<br />

rock, such as the Marcellus formation<br />

in Pennsylvania and the Barnett<br />

in Texas.<br />

Nationwide, the royalty owners<br />

association estimates, natural gas<br />

royalties totaled $21 billion in 2010,<br />

the most recent year for which it<br />

2 rescued after small<br />

plane crash on Hudson River<br />

YONKERS, N.Y. (AP) — Two people were rescued Sunday<br />

when their single-engine plane crashed and sank into<br />

the icy Hudson River off Yonkers, authorities said.<br />

<strong>The</strong> small plane was carrying a man and a woman on<br />

a sightseeing trip, and crashed about 5:20 p.m., Yonkers<br />

Police Lt. Phil Collins said. <strong>The</strong> two were wearing life<br />

vests and were able to get out of the plane before it sank,<br />

Collins said.<br />

between the DOC and<br />

HIA calls for 14 workers<br />

involved in the Prisoner<br />

Public Works Projects. <strong>The</strong><br />

DOC has been unable to fill<br />

the 14 spots and the HIA<br />

felt a lack of support from<br />

the Carter County Community<br />

Work Center was<br />

a factor.<br />

Johnson said the main<br />

reason is today's inmates<br />

do not have the necessary<br />

skills and work ethic as<br />

when the program started.<br />

One problem is legislation,<br />

which allows offenders to<br />

reach the work center level<br />

with more time remaining<br />

on their sentence. Another<br />

reason is the inmate's background.<br />

the demands of working<br />

said that Collier is more<br />

demanding of his crews in<br />

the amount of work that<br />

takes place. Offenders talk<br />

among themselves apparently<br />

and attempt to find<br />

work crews in which demands<br />

are less. <strong>The</strong>re are<br />

also offenders that are injured<br />

and it can take up<br />

to a month for them to be<br />

cleared McCallister said.<br />

<strong>The</strong> resolution to the<br />

meeting was the HIA will<br />

receive offenders to fill out a<br />

second crew, but no promises<br />

can be made that they<br />

will be quality workers.<br />

all day long," McCallister<br />

said. "But I can't guarantee<br />

you they will have<br />

work ethic or skillsf<br />
