1. Introduction<br />
<strong>Final</strong> <strong>Stage</strong> 1 Feasibility <strong>Report</strong><br />
Introduction<br />
In this first stage of the study we examined the feasibility of a rail line to <strong>Rowville</strong>.<br />
This report summarises our investigations and recommends the next steps.<br />
Sinclair Knight Merz (SKM), supported by Mott McDonald, Hassell and Phoenix Facilitation,<br />
were appointed by the Department of Transport (now Public Transport Victoria) in June 2011<br />
to undertake <strong>Stage</strong> 1 of the <strong>Rowville</strong> <strong>Rail</strong> <strong>Study</strong>. The study process (Figure 1) has involved:<br />
Initial community and stakeholder consultation and research into issues, options and<br />
desired outcomes for a <strong>Rowville</strong> rail line (Phases I and II);<br />
Analysis of engineering, operations and patronage implications and environmental and<br />
social effects (Phase III); and<br />
Releasing a first draft of this report and supporting documents for consultation and public<br />
comment, and finalising the report based on comments received (Phase IV).<br />

The rest of this report is structured as follows:<br />
Chapter 2 gives a brief history of the <strong>Rowville</strong> rail line since the late 1960s;<br />
Chapter 3 describes existing and future land use and transport conditions in the <strong>Rowville</strong><br />
rail line area;<br />
Chapter 4 summarises community and stakeholder feedback we have gathered during<br />
the work so far;<br />
Chapter 5 discusses possible solutions to transport issues in the area;<br />
Chapter 6 describes how a <strong>Rowville</strong> rail line might look and operate;<br />
Chapter 7 gives some initial patronage estimates;<br />
Chapter 8 discusses the benefits and impacts of the project; and<br />
Chapter 9 gives our recommendations for the next <strong>Stage</strong> of the study process.<br />
Appendices give details of stakeholders consulted and supporting reports.<br />
