VILLAGE ADMINISTRATOR’S corner<br />

MANY TIMES, WE walk through our busy day with barely a glance at<br />

our surroundings. Life is funny that way. We think we know what is<br />

going on around us but do we really look at stuff? Some days, I leave<br />

my house to head out for work and I think to myself, did I even stop<br />

for a moment to really look at the kids before I left today? Yes, I see<br />

them in the house, I may even talk to them as I am doing a multitude<br />

<strong>of</strong> other things, but, do I really look at them? You may get that<br />

same feeling some times when you drive. Suddenly, you find yourself<br />

several miles down the road from the last point that you really remember.<br />

Normally, the reaction is to get scared. Did I really just drive<br />

that far without really remembering what I was doing? Unfortunately,<br />

that is the result <strong>of</strong> our busy lives. In a perfect world, we would slow<br />

down and pay a little bit more attention, especially to those important<br />

people around us.<br />

Let me share a couple pieces <strong>of</strong> gratitude for things that I have<br />

noticed recently as I have tried to pay more attention to the smaller<br />

things in life. First, I really appreciate working here in this <strong>Village</strong>. I<br />

think this community and the people who live here, are quite special.<br />

I love to ride on the donated Segway and drive around the <strong>Village</strong> to<br />

meet and talk with people. I like the positive feelings I get by helping<br />

people. Just today, a resident was so happy after our phone call that<br />

it made me really happy just being able to make her day with the information<br />

I gave to her. There are many more examples I could share,<br />

but let me talk about one other thing I am really aware <strong>of</strong>: <strong>Maple</strong> <strong>Bluff</strong><br />

has some <strong>of</strong> the best people working for the <strong>Village</strong>!<br />

I make that statement as I review our <strong>Village</strong> Staff. The people who<br />

work here are some <strong>of</strong> the most conscientious, hardworking, caring,<br />

thoughtful, and committed people I’ve ever been around. They care<br />

about their jobs and making sure they are doing good work on behalf<br />

<strong>of</strong> the <strong>Village</strong>. In many communities, the staff lives where they work,<br />

so they have a vested interest in the work they do. That is not the case<br />

here; very few <strong>of</strong> our staff members have direct ties to the <strong>Village</strong>. But<br />

that said, I have found that it really does not matter. We all care for<br />

the <strong>Village</strong> as if we did live here and I have found our elected <strong>of</strong>ficials<br />

and most residents, treat us just as though we were their neighbors.<br />

The positive feelings really seem to go in both directions.<br />

One <strong>of</strong> my jobs is to make sure that as our staff changes, new people<br />

that we hire come in with the same hard working, positive attitudes<br />

we are all used to. We want new staff to adopt the values and morals<br />

that the <strong>Village</strong> expects. As I work with the <strong>Village</strong> Board, we are<br />

planning for staff changes. I am anticipating that over half <strong>of</strong> the full<br />

time <strong>Village</strong> staff will be retiring within the next ten years or so. That<br />

In the Northgate Shopping Center<br />

is a lot <strong>of</strong> institutional knowledge <strong>of</strong> our <strong>Village</strong> that will no longer<br />

be here. Recently, some <strong>of</strong> those changes have begun. Sandy Wilke,<br />

Clerk/Treasurer for the past fourteen years recently resigned to move<br />

into retirement. Also, Rick Rogers, who has worked with the Public<br />

Works Department for the past fourteen years, has gone on a leave<br />

for a medical issue that will likely not allow him to come back to<br />

work. With the loss <strong>of</strong> these two employees, we have begun the process<br />

<strong>of</strong> evaluating our needs. We are considering options for replacements<br />

or, for job reassignments. Please trust that with the guidance<br />

<strong>of</strong> the <strong>Village</strong> Board, we will make the best decision for the <strong>Village</strong>. I<br />

would like to thank both Sandy and Rick for their long time service<br />

to the <strong>Village</strong>!<br />

One other thing I want YOU to start paying more attention to.<br />

That is, your own personal safety and that <strong>of</strong> your property. We continue<br />

to emphasize that you need to lock cars and garages to protect<br />

yourself from thievery. We had many residents hit numerous times<br />

the past couple months. Don’t worry about what street they hit, don’t<br />

worry about what they took in those past incidents. Just worry about<br />

taking care <strong>of</strong> your property and your family. Lock your doors, don’t<br />

keep valuables in your cars, be aware <strong>of</strong> your surroundings and if you<br />

do that, that will be the best attention that you can pay to protect<br />

yourself.<br />

Dear Residents,<br />

There’s nothing like a Wisconsin <strong>October</strong>! As a life-long Wisconsin resident one <strong>of</strong> the<br />

best days <strong>of</strong> every year is when I pull out the sweatshirts for the first time. For me, it<br />

symbolizes a special season full <strong>of</strong> opportunities to make memories. There are football<br />

games spent under blankets on cold bleachers and football watching parties packed<br />

with everyone’s favorite comfort foods! <strong>October</strong> is my favorite month <strong>of</strong> the year due<br />

in part to the baseball and football seasons overlap this month.<br />

If you’re not a sports fan there are outdoor opportunities, Halloween costume shopping/making,<br />

fall foliage tours and the foods that make our homes smell <strong>of</strong> cinnamon<br />

and spice.<br />

children. Due to a large crowd <strong>of</strong><br />

trick or treaters last year that were<br />

disrespectful and <strong>of</strong>ten disorderly,<br />

we will be deploying extra staff<br />

The thefts from vehicles have continued, this includes thefts from<br />

vehicles that are parked in closed garages. Keep in mind that now the<br />

thieves are only a few steps from potentially entering your home. We<br />

have been asked what streets are at risk - our response is ALL <strong>of</strong> the<br />

streets. There have been thefts <strong>of</strong> this nature the whole length <strong>of</strong> the<br />

<strong>Village</strong>.<br />

I cannot stress enough the importance <strong>of</strong> taking valuables out <strong>of</strong><br />

your vehicles and locking your vehicles even when they are parked inside<br />

your garage. Lock your garage doors, don’t leave them open – an<br />

open door is an invitation.<br />

If you have bicycles, register them with the <strong>Village</strong> PD. We then<br />

have a record <strong>of</strong> the serial number. We can’t enter stolen property information<br />

without serial numbers.<br />

Other scenarios to consider:<br />

• A vehicle is entered at a football game, the garage door opener,<br />

GPS and some cash is taken - but it gets worse. When the vehicle<br />

owners returned home; their home had been burglarized. The<br />

thieves had everything that they needed; cash for gas money to<br />

get to the home, directions on the GPS unit, and the garage door<br />

opener to gain entry.<br />

• A woman’s purse is stolen. Her cell phone was in the purse. Her<br />

husband, who is listed under contacts as ‘hubby’, receives a text<br />

message that she has forgotten the PIN for one <strong>of</strong> their financial<br />

transaction cards. He texts her back with the PIN. By the time they<br />

actually have an opportunity to speak, the account is maxed out.<br />

These are situations that have actually happened to people! Times<br />

are changing, we need to change with them to stay safe and secure<br />

in our homes.<br />

Not only are the times changing, but also the seasons. Give yourself<br />

extra time in your travels. Roadways covered with wet leaves can<br />

be very slippery. On those mornings that your windshield is covered<br />

in frost, give yourself enough time to have a clear windshield. Driving<br />

while peering out a s<strong>of</strong>tball-sized clear spot in your windshield is asking<br />

to be involved in an accident.<br />

State Patrol has started a publicized project about texting or emailing<br />

while driving. This is an <strong>of</strong>fense that you can be pulled over and<br />

cited for. The number <strong>of</strong> individuals behind the wheel that do this<br />

every day are playing roulette with their lives and the lives <strong>of</strong> others.<br />

In one <strong>of</strong> the breakout sessions at the Governor’s Highway Traffic<br />

Safety Conference, all the participants were asked to list their top three<br />

concerns about unsafe driving behaviors. From about a dozen choices,<br />

the top 2 concerns by a very wide margin were texting/emailing while<br />

driving and speeding. Is sending that text worth the $100+ ticket and<br />

4 points on your driving record? For a probationary driver, after the<br />

first citation the points are doubled administratively by the Dept. <strong>of</strong><br />

Transportation. So, if a probationary driver is stopped for speeding<br />

and texting the speeding citation is 4 points, the second citation the<br />

points will double to 8. BAM! You’ve got 12 points on your driving<br />

record and you just lost your license.<br />

If you have an emergency, call 9-1-1. If you need to speak to an<br />

<strong>of</strong>ficer call Dispatch at 255-2345. If you call the <strong>Village</strong> business line,<br />

it may be HOURS before the on duty police <strong>of</strong>ficer gets the message.<br />

The business line should be used for requesting on-street overnight<br />

parking and vacation check requests. Leave a message at extension 113.<br />

If you call the <strong>Village</strong> Center you are delaying a response. For calls<br />

that come here, we still have to call the Dispatch Center to have an<br />

incident number created. For the <strong>of</strong>ficers to take the time to do that<br />

causes delays in our response time to your needs.<br />

Mary Ann has been a <strong>Maple</strong> <strong>Bluff</strong> resident since 2009. The semi-retired art teacher<br />

taught in the Wisconsin school system for nearly 25 years and creates jewelry, drawings,<br />

photo greeting cards, and so much more. An artist her entire life, Mary Ann also commissions<br />

paintings, co-authored a book, and teaches private art lessons. She’ll have an<br />

array <strong>of</strong> items on hand for sale at the event and invites you to come and meet some <strong>of</strong><br />

your neighbors and support artists from the area, like Vicki DeWitt. Vicki is Mary Ann’s<br />

neighbor and has lived in the <strong>Village</strong> <strong>of</strong> <strong>Maple</strong> <strong>Bluff</strong> for about 18 years. She’s been a knitter<br />

for 13 years and will be selling scarves, hats, and mittens made from the finest yarns.<br />

“This annual sale is a fantastic place to find unique, reasonably priced, gifts. And it<br />

supports your local artists, which makes it a win-win event, said Mary Ann. “Please come<br />

Model Search. The Captain is a four-year-old<br />

weimaraner and the family’s fourth “Weimie.”<br />

“He is the best,” says Karen. “He loves to go boating<br />

and swimming. He even has his own stairs to walk<br />

<strong>of</strong>f and on the boat. "The Captain" now weighs<br />

about 80 pounds and you can find him sitting on<br />

our laps every morning for the early news.”<br />

Fire Prevention Week<br />

The reality is that<br />

when fire strikes,<br />

your home could<br />

be engulfed in<br />

smoke and flames in just a few minutes. It is important to have a home<br />

fire escape plan that prepares your family to think fast and get out quickly<br />

when the smoke alarm sounds. What if your first escape route is blocked<br />

by smoke or flames? That's why having two ways out is a key part <strong>of</strong> any<br />

escape plan. This year’s fire prevention week theme, “Have 2 Ways Out!”,<br />

focuses on the importance <strong>of</strong> fire escape planning and practice.<br />

Open House<br />

In an effort to raise fire safety awareness, we will be holding our annual<br />

fire safety open house on Saturday, <strong>October</strong> 13, <strong>2012</strong> from 9am-12pm.<br />

Recruitment<br />

The <strong>Maple</strong> <strong>Bluff</strong> Fire Rescue Department is in need <strong>of</strong> and currently recruiting<br />

volunteers for the positions <strong>of</strong> Firefighter and Emergency Medical<br />

Technician (EMT). If you would you like to be trained to assist in an emergency,<br />

and use your free time to help make a difference in our community.<br />

Notes from the Department <strong>of</strong> Public Works<br />

A SUMMER OF extreme heat and drought like<br />

conditions will likely not be missed by many. I<br />

for one am looking forward to the cooler days<br />

and evenings that the autumn season provides<br />

to get a chance to catch up on projects or maybe<br />

take a break and get away for a while. None the<br />

less, there will be football weekends and yard<br />

work to perform, so find a good sturdy rake and<br />

take care <strong>of</strong> business.<br />

As you collect the lawn and garden debris and<br />

place it out near the street for collection, please<br />

remember to place material in like piles. The<br />

leaves should be free <strong>of</strong> all other debris. Sticks<br />

and branches and woody material should also<br />

be free <strong>of</strong> lawn and garden debris. To mix these<br />

items up may prevent us from collecting in a<br />

timely fashion - or until you properly separate<br />

materials as needed.<br />

Following these guidelines will help prevent<br />

damage to collection equipment or the personnel<br />

operating the equipment. Also, be sure that<br />

material is NOT placed in the street where it<br />

can be carried (whole or in part) into the storm<br />

water system that is directly connected to the<br />

lake. Avoid placing material near mailboxes,<br />

poles, trees or parking a vehicle that will prevent<br />

us from collecting. These suggestions are<br />

all very important and help us perform a more<br />

complete and timely service to everyone.<br />

Yard waste, leaves and brush will be collected<br />

thru the end <strong>of</strong> November and/or early<br />

December. Winter conditions can and do arrive<br />

at this time, so do not delay in getting yard<br />

waste out and available for collection early. We<br />

are able to make village wide collections each<br />

week up until the week <strong>of</strong> Thanksgiving. To<br />

wait until then or later is a gamble you take, we<br />

will do what we can with consideration <strong>of</strong> the<br />

seasonal changes.<br />

You will likely see department staff inspecting<br />

storm and sanitary sewer systems this time<br />

<strong>of</strong> year. There will also be some preventative<br />

maintenance performed. Some <strong>of</strong> these infrastructure<br />

features are on easements that require<br />

accessing side and/or back yards in order to inspect<br />

and/or perform maintenance.<br />

Refuse and recycle collections are going very<br />

well. Remember that placement <strong>of</strong> the recycle<br />

cart requires clearance for the mechanical arm<br />

<strong>of</strong> 3’ all the way around. With our ability to<br />

begin yard waste collections at the beginning<br />

<strong>of</strong> the week, the terrace and curb line is usually<br />

less crowded.<br />

We have had some recent street maintenance<br />

done on Lakewood/Roxbury consisting <strong>of</strong> paving<br />

small sections. There will also be some crack<br />

filling done in the next few weeks.<br />

The Marina Project should be nearing completion<br />

soon. I’m looking forward to seeing the<br />

area freshened up.<br />

Please, water your trees! Young and old, small<br />

and large. IF the weather fails to provide, continue<br />

to water at least once a week until the<br />

temperatures drop and frost begins. Consider<br />

mulching, if you have not already.<br />

Meet Four Generations <strong>of</strong><br />

a <strong>Maple</strong> <strong>Bluff</strong> Family<br />

OVER THE YEARS, Grandma Olson’s house was a highly trafficked spot. Many neighborhood<br />

children have sat at her table enjoying milk and cookies and listening to Grandpa Olson crack<br />

his jokes. Grandma Olson’s grandchildren would easily escape to her home when they were<br />

not happy with mom and dad. Her love and generosity even extended to family and neighborhood<br />

pets. Numerous times, Grandma would call to inform us that our golden retriever,<br />

Maggie, had arrived on her porch looking for treats. We could not even walk Maggie past<br />

grandma’s house without her expecting a stop to nosh on something good.<br />

Every morning during the school year, Sara, Katie and Michael would stop by Grandma<br />

and Grandpa’s house on the way to the school bus stop. They’d take the daily newspaper down<br />

to their house and spend time chatting with them. Grandma would always keep a watchful<br />

eye on the clock, and out the window, ensuring her grandbabies would never miss the school<br />

bus. When it was time, she’d always say, “Okay, time to get to your bus, grandma will watch<br />

you until you’re on. Have a good day at school and Grandma loves you.” Grandpa would always<br />

follow with, “You be good today, you hear?” As<br />

Grandma would send us <strong>of</strong>f to the school bus, we’d<br />

undoubtedly turn around from time to time to see if<br />

she was still watching us. Without fail, she’d always be<br />

waving out her front door and when we were on the<br />

school bus and driving away, she was still there waving.<br />

Every Easter there was an Easter egg hunt in their<br />

backyard. Grandpa would fill the plastic eggs with<br />

nickels, dimes and quarters. And then <strong>of</strong> course<br />

Grandma would slip a dollar bill into a few, just for<br />

the big WOW factor <strong>of</strong> us finding one with a whole<br />

dollar bill in it - we felt rich in that moment. Then<br />

we’d search her house for our hidden Easter Baskets.<br />

Grandpa collected tennis balls from the balls hit<br />

over the country club court fence. We’d help him<br />

scavenge the yard for them, and we’d put them in a<br />

big Rubbermaid bin in his shed. Whenever we needed<br />

some tennis balls, we knew right where to go.<br />

The Faces <strong>of</strong> Four<br />

Generations<br />

Viola Olson (great-grandmother):<br />

Viola is a life-long resident <strong>of</strong> Madison<br />

and a 34 year resident <strong>of</strong> <strong>Maple</strong> <strong>Bluff</strong>.<br />

She worked for numerous years for the<br />

State <strong>of</strong> Wisconsin in the purchasing<br />

department. She and her husband,<br />

Stanley, have been retired for twenty<br />

years and enjoy traveling to their family<br />

cabin and spending time with their<br />

two daughters, grandchildren and<br />

great-grandchildren. Viola’s husband,<br />

Stanley, was the owner <strong>of</strong> Madison<br />

Flooring for 17 years. He has laid<br />

floor at many <strong>of</strong> Madison’s most well<br />

known and loved spots: Camp Randall,<br />

UW Hospital, UW-Madison, Meriter,<br />

St. Mary’s, East High School and<br />

West High School to name a few.<br />

Sandy (Tripalin)Thomas: Sandy is<br />

a life-long resident <strong>of</strong> Madison as<br />

well and a 35 year resident <strong>of</strong> <strong>Maple</strong><br />

<strong>Bluff</strong>. She worked for the Dane<br />

County Juvenile Court System and is<br />

recently retired. Sandy had invested<br />

time as a board member for Historic<br />

Madison, is an avid cyclist, and enjoys<br />

spending time in her garden and<br />

with her grandchildren. Her husband,<br />

Stephen Thomas, is a Family Medicine<br />

Doctor at Dean Care. Sandy has three<br />

children from her first marriage, Katie<br />

Tripalin (Arizona), Michael Tripalin<br />

(Arizona), and Sara Tripalin-Gingras.<br />

Sara Tripalin-Gingras: Sara and her<br />

husband, Bob Gingras, have been<br />

residents <strong>of</strong> <strong>Maple</strong> <strong>Bluff</strong> for 10 years<br />

and have three children, Logan, Karson,<br />

and Haley. Sara is a psychotherapist<br />

and recently opened her own<br />

practice, Peace <strong>of</strong> Mind Therapy. Sara<br />

volunteers her time with Carbone<br />

Cancer Center leading a cancer<br />

support group and is actively involved<br />

in Business Networking International<br />

as the current acting President.<br />

Sara’s husband, Bob, is a plaintiff’s<br />

attorney with Gingras, Cates and<br />

Luebke and the owner <strong>of</strong> the Madison<br />

Mustangs semi-pro football team.<br />

A few years ago, our family started a Christmas Eve tradition <strong>of</strong><br />

kickball in the snow at our local park with hot chocolate and a bonfire.<br />

The family breaks out into two teams, “The Nutcrackers” and<br />

“Stocking Stuffers”, and we play nine innings to declare the yearly<br />

winner. The winning team has the privilege <strong>of</strong> signing the losing<br />

team’s t-shirts with funny quips.<br />

beach, riding bikes, gathering at neighbor’s<br />

homes, and watching this special neighborhood remain untouched<br />

by the rapidly evolving world around us. We have long-time<br />

friends that still reside here and now have their children moving<br />

back to raise their own families. Every day is a reminder <strong>of</strong><br />

how lucky we are to be a part <strong>of</strong> this special neighborhood.”<br />

How Low Will They Go?<br />

Mike Bacsi, your <strong>Maple</strong> <strong>Bluff</strong> neighbor and senior<br />

mortgage lender at Johnson Bank shares a few thoughts<br />

on the state <strong>of</strong> home financing this month.<br />

Mortgage rates* have dropped to a level that is hard to believe - a<br />

41-year low! Hereʼs how you can take advantage <strong>of</strong> the low rates:<br />

• Lower payments mean you can “move-up” and buy your<br />

dream home. Just a few years ago the 30-year rate was<br />

6.00%. Late summer <strong>2012</strong> the rate was 3.55%. A mortgage<br />

payment on that $300K loan would be $443 less per month!<br />

• Refinance from a 30-year to a 15-year, saving thousands <strong>of</strong><br />

dollars in interest. For example, a $300K balance on a 30year<br />

fixed at 4.00% refinanced to a 15-year fixed at 2.9% will<br />

save $145,286 in interest over the term <strong>of</strong> the loan.<br />

• Consider construction financing for major renovations<br />

(something that has become less available from other banks.)<br />
