Granting a Franchise to Regina Doster and Kylin Doster d/b/a Carolina Dawgs
for operation of a stationary sidewalk vending cart within the
mid-block pad near 1333 Main Street
BE IT ORDAINED by the Mayor and Council of the City of Columbia, South Carolina, this __
day of , 2013 that pursuant to Sec. 11-256, 1998 Code of Ordinances of the City of
Columbia, South Carolina, that Regina Doster and Kylin Dosterd/b/a Carolina Dawgs is granted a
franchise for the operation of a stationary sidewalk vending cart within the mid-block pad near 1333
Main Street for a period of one (1) year from the date of enactment hereof.

CONTINUE OPERATION
Regina Doster and Kylin Doster, the applicants, are requesting permission to continue
operation of a hot dog stand at the mid-block pad near 1333 Main Street. The applicants
have been operating at this location for several years without any known incidents. The
applicant will continue to sell hot dogs, chips, hot & cold (non-alcoholic) beverages,
salads, and frozen products approved from List "A" and "C" at this location. The
applicants will also utilize one extra cooler for soft drinks at the site. A copy of the
application is attached for your information.
Staff recommends approval subject to review and approval of evidence of insurance
and of compliance with health and fire codes (§11-257).
