“I was under heavy sedation, but I heard someone calling<br />
my name so I looked to my left. It was John Carney<br />
mooning me. I said ‘John, you have gotten uglier during this<br />
operation.’”<br />
Frustrated by military bureacracy, Carney decided to<br />
retire from <strong>the</strong> <strong>Air</strong> Force, but not for long. At <strong>the</strong> urging <strong>of</strong><br />
retired Gen. Duane Cassidy, former Military <strong>Air</strong>lift<br />
Command commander, Carney returned to active duty in<br />
1985.<br />
“John was frustrated when he retired <strong>the</strong> first time at all<br />
<strong>the</strong> bureaucratic battles <strong>of</strong> getting <strong>Air</strong> Force special tactics<br />
into <strong>the</strong> right situations and places,” said Cassidy. “I<br />
happened to be deputy chief <strong>of</strong> personnel for <strong>the</strong> <strong>Air</strong> Force<br />
at <strong>the</strong> time and I had my people pull out <strong>the</strong> regulations to<br />
see how long someone could be ‘retired’ before I called him<br />
back. <strong>The</strong> <strong>Air</strong> Force needed him and this was not about<br />
airplanes or hardware. This was about his leadership ability<br />
and I wanted him by my side.”<br />
Carney assumed command <strong>of</strong> <strong>the</strong> first-ever combat<br />
control squadron, <strong>the</strong> 1723rd Combat Control Squadron at<br />
Hurlburt Field, Fla. In this position, he would lead <strong>the</strong><br />
transition <strong>of</strong> <strong>Air</strong> Force Special Operations Combat Control<br />
Teams into what would “<strong>of</strong>ficially” be known as Special<br />
Tactics Squadrons.<br />
On Dec. 1, 1985, Carney, who was un<strong>of</strong>ficially known<br />
as <strong>the</strong> “Fa<strong>the</strong>r <strong>of</strong> <strong>Air</strong> Force special tactics,” was promoted to<br />
colonel below <strong>the</strong> zone.<br />
“John Carney was one <strong>of</strong> <strong>the</strong> pioneers who commanded<br />
<strong>the</strong> <strong>of</strong>ficers and <strong>the</strong> sergeants who put all <strong>the</strong> <strong>Air</strong> Force<br />
special tactics toge<strong>the</strong>r,” said retired Brig. Gen. David<br />
Grange, veteran <strong>of</strong> <strong>the</strong> Grenada operation and former 75th<br />
Ranger Regiment commander. “He developed <strong>the</strong> tactics,<br />
techniques and procedures still used today by <strong>Air</strong> Force<br />
special tactics teams.”<br />
Carney’s foresight and ability to put his vision into<br />
practice is still remembered today.<br />
“John Carney was an expert in special tactics. He was<br />
involved with every Special Operations contingency during<br />
his career,” said Gen. Carl Stiner, former SOCOM<br />
commander. “He’s a man with vision, an outstanding leader<br />
and was really respected by all <strong>of</strong> his troops.”<br />
Carney’s remarkable tenacity to make <strong>Air</strong> Force special<br />
tactics an important part <strong>of</strong> <strong>the</strong> <strong>Air</strong> Force and Special<br />
Operations Community is an influence still felt today.<br />
“Carney was one <strong>of</strong> those rare people responsible for<br />
<strong>the</strong> successes we had in Special Operations,” said Gen. Peter<br />
Schoomaker, Desert One veteran, former SOCOM<br />
commander and chief <strong>of</strong> staff <strong>of</strong> <strong>the</strong> Army. “He was bucking<br />
a system that was formidable in <strong>the</strong> <strong>Air</strong> Force at that time<br />
and he had vision for combat controllers and pararescuemen<br />
that quite frankly makes him <strong>the</strong> founder <strong>of</strong> what we have<br />
today.”<br />
