<strong>The</strong> Joint Special Operations University, Hurlburt Field,<br />
Fla., is <strong>the</strong> designated agency within USSOCOM to conduct<br />
joint SOF education. It is responsible for courses that cover<br />
necessary material that is ei<strong>the</strong>r not provided elsewhere or<br />
is not provided when required by <strong>the</strong> SOF community.<br />
Beginning in February 2007, JSOU <strong>of</strong>fers a Joint Special<br />
Operations Warfighter Certificate. <strong>The</strong> following interview<br />
with Dr. Joseph A. Stuart, JSOU Dean <strong>of</strong> Academics,<br />
highlights some <strong>of</strong> <strong>the</strong> key features <strong>of</strong> <strong>the</strong> new program.<br />

Q. Dr. Stuart, does <strong>the</strong> new Certificate signal a<br />
change in azimuth for JSOU?<br />
A. Yes but let me <strong>of</strong>fer some background. From its start<br />
in 2001, JSOU was a provider <strong>of</strong> specialized, short-duration<br />
courses designed for meeting USSOCOM’s immediate<br />
operational requirements. Our original portfolio included<br />
selected joint courses (i.e. JSOTF, Joint SOF Planners<br />
Workshop, SOF Information Operations Planning, SOF<br />
Interagency Course). Certainly, our original slate <strong>of</strong> courses<br />
filled gaps left by traditional training and educational<br />
processes but <strong>the</strong>y tended to be narrowly focused. In some<br />
cases, <strong>the</strong>re was confusion whe<strong>the</strong>r particular courses were<br />
better suited to component or SOCJFCOM responsibilities.<br />
Also looking forward, our chain <strong>of</strong> command was concerned<br />
that we were not yet moving to achieve <strong>the</strong> long-term<br />

education goals <strong>of</strong> <strong>the</strong> joint SOF community as envisioned<br />
in <strong>the</strong> JSOU charter.<br />
During FY05, we completed an Educational<br />
Requirements Analysis (ERA). A key finding in that study<br />
noted that nei<strong>the</strong>r SOCOM nor Service nor joint PME<br />
institutions are sufficiently preparing mid-level SOF leaders<br />
at <strong>the</strong> appropriate times in an individual’s career for <strong>the</strong><br />
operational or strategic challenges <strong>of</strong> <strong>the</strong> GWOT. Moreover,<br />
interviews with SOF leaders and senior stakeholders<br />
indicated that much <strong>of</strong> our curriculum was viewed as higher<br />
level training as opposed to education and, although courses<br />
were interesting and valuable, <strong>the</strong>y lacked academic rigor.<br />
Gen. Brown outlined <strong>the</strong> challenge when he wrote, “<strong>The</strong><br />
special operations leader for <strong>the</strong> next decade will have to<br />
develop <strong>the</strong> intellectual agility to conceptualize creative,<br />
useful solutions to ambiguous problems and provide<br />
coherent options to joint force commanders. <strong>The</strong>se leaders<br />
will train for discrete skill development and employment but<br />
will necessarily have to receive educational and experience<br />
opportunities for mul<strong>tip</strong>le knowledge application, analysis,<br />
evaluation, and creation at <strong>the</strong> operational and strategic<br />
levels <strong>of</strong> this global war. <strong>The</strong> key is not to produce specific<br />
answers to explicit threats but to build broad, flexible<br />
capabilities to meet <strong>the</strong> uncertain, shifting nature <strong>of</strong> <strong>the</strong><br />
challenge.” So, <strong>the</strong> Certificate Program is just <strong>the</strong> first<br />
initiative to elevate JSOU curriculum and make progress<br />
towards General Brown’s goal while remaining aligned with<br />
component training institutions.
