political staffs. The political officer of the unit is the unit assistant<br />

commander for political affairs.<br />

b. The Political Staff is resp<strong>on</strong>sible for the political indoctrinati<strong>on</strong><br />

and surveillance of troops. To accomplish this missi<strong>on</strong>, a network<br />

of informants and unit representatives is maintained in all<br />

units down to company size. The unit political officer is also resp<strong>on</strong>sible<br />

for the unit welfare, morale, orientati<strong>on</strong>, and unit publicati<strong>on</strong>.<br />

c. Although <strong>Aggressor</strong> adheres generally to the principle of<br />

unity of command, the political officer has access to c<strong>on</strong>fidential<br />

channels not available to the Commander. In a c<strong>on</strong>troversy with<br />

his commander, it is possible for a junior political officer to be<br />

upheld by higher authority. This system may, at times, seriously<br />

disrupt unity of command and reduce the effectiveness of units.<br />

8. Inspecti<strong>on</strong> Staff<br />

The <strong>Aggressor</strong> Inspecti<strong>on</strong> Staff determines the status of training<br />

and combat preparedness of units and individuals. It is not<br />

c<strong>on</strong>cerned with matters pertaining to morale, grievances, and<br />

fiscal matters.<br />

9. Rear Services Headquarters<br />

a. The Rear Services Headquarters has operating, staff, and coordinating<br />

resp<strong>on</strong>sibilities. It is resp<strong>on</strong>sible for the design, procurement,<br />

storage, issue, and maintenance of all general supplies<br />

including petroleum, oil, and lubricants, rati<strong>on</strong>s, and general purpose<br />

vehicles. It also c<strong>on</strong>trols the medical, finance, transportati<strong>on</strong>,<br />

military justice, and replacement services for all services.<br />

b. At Ministry of Armed <strong>Forces</strong> level, the Rear Services Headquarters<br />

is directly resp<strong>on</strong>sible to the Minister of the Armed<br />

<strong>Forces</strong> and not to the Ground <strong>Forces</strong> Headquarters. At ministry<br />

level it prepares the logistical and administrative elements of all<br />

plans and programs developed by the the Armed <strong>Forces</strong> General<br />

Staff. In tactical units there is a rear services staff that performs<br />

the same general functi<strong>on</strong>s and, in additi<strong>on</strong>, c<strong>on</strong>trols the unit<br />

rear area. Every unit of regimental size or larger has an assistant<br />

commander for rear services who commands the rear<br />

services of the unit.<br />

10. Ground <strong>Forces</strong> Headquarters<br />

The Ground <strong>Forces</strong> Headquarters develops basic tactical doctrine<br />

for the Army and prescribes its applicati<strong>on</strong> in training.<br />

It coordinates the school system of the Army. It insures that<br />

the arms and services subordinate to it (rifle, tank and mechanized,<br />

engineer, signal, and chemical troops) develop their specialized<br />

training in c<strong>on</strong>s<strong>on</strong>ance with a unified policy.<br />
