I spoke with Ms. Vanfleet in regards to the 300 Line Project’s proximity to the Upper Delaware Important<br />
Bird Area (“IBA”). Ms. Vanfleet said that she could provide me with a shapefile of the Upper Delaware<br />
IBA to map out the 300 Line Project on. She asked that I e-mail her a map of the Project, and said she<br />
would email the shapefile to me in response. Ms. Vanfleet said PA Audubon has bird lists of the IBA,<br />
but they are not online. She said that Cerulean warblers are important in the IBA. They are declining<br />
by 8% per year. Audubon has proposed them to be added to the threatened list. Ms. Vanfleet did not<br />
have a definition of the criteria codes used to designate the Upper Delaware IBA (D1, D4i, D4vi), but<br />
that I should be able to find those online in an IBA book. I sent an email with a Project map attached to<br />
Kim the same day (kvanfleet@audubon.org).<br />
Having not received the shapefile via email from Ms. Vanfleet, I followed up by phone on May 18 and<br />
May 26, 2009. Ms. Vanfleet said she hoped to get to my request during the week.<br />

of the area. He indicated that the building permits are issued on the municipal level<br />
only and that to the best of his knowledge, one or two small sub-divisions are planned<br />
for the area. Rob also indicated that Cabot Oil Company recently constructed an oil<br />
compressor in proximity to the survey corridor and the Epsilon Company is also<br />
proposing the construction of a compressor in the area. I sent Rob the shapefile of<br />

I followed up with Rob Templeton regarding earlier correspondence. Rob had reviewed the pipeline<br />
shapefile and narrowed the development list down to four developments in the area and gave milepost<br />
locations along the pipeline, and number of lots in each subdivision. The four developments were 1)<br />
Marilyn Ace (MP 6.5 and 7.0), Auburn Twp, 2 lots, 2) Burke (MP 8.5), Auburn Twp, 1 lot, 3) Smith (MP<br />
14.5), Springville Twp, 1 lot, 4) Vibbard (MP 14) Springville Twp 2 lots. Rob said that it is a rural area<br />
and subdivisions are mostly large lots that are already build on, and an owner decides to sell a portion<br />
of the lot or give a portion of the lot to a family member. Rob did not have any information on proposed<br />
construction for the subdivided lots.<br />
The Marylyn Ace 2 lot subdivision was eliminated from consideration as it was approved in 1997, and<br />
therefore development has likely already occurred. The Smith one lot subdivision was also eliminated<br />
from consideration as it was approved in 2006, and if any construction was proposed, would likely have<br />
occurred already.<br />

2009. The store is located off S.Main Street north of the South Mansfield interchange on the opposite<br />
side of the street as Lowes. It is bordered on the north by Canoe Camp Creek and on the west by the<br />
Tioga River. This project will alter a couple of acres. The store is 20,000 square feet with 20,000<br />
square feet of outside sales. Looking at google maps, the proposed tractor supply would also be about<br />
0.5 miles from Loop 315.<br />

her earlier consultation response. Cathy said that the Schmidt residence had been completed. Cathy<br />

residence is complete but they are finishing up a few minor things so have not received a certificate yet.<br />
Permits for the proposed bunkhouses have not been approved yet, so construction of those has not<br />

10.5. Ms. Hamilton said that Walleye is present in Monksville Reservoir, and otherwise would likely not<br />
be a concern and that pickerel would be present in any lake crossings. Ms. Hamilton said that it is likely<br />
that there would not be pickerel in any of the stream crossings, and to use the restriction for general<br />
game fish for those crossings.<br />

I contacted Ms. Hamilton in regards to the construction timing restrictions for fisheries in N.J.A.C 7:13-<br />
10.5. Ms. Hamilton said that Walleye is present in Monksville Reservoir, and otherwise would likely not<br />
be a concern and that pickerel would be present in any lake crossings. Ms. Hamilton said that it is likely<br />
that there would not be pickerel in any of the stream crossings, and to use the restriction for general<br />
game fish for those crossings.<br />

research for a final site plan. Once final site plans are approved, then construction permits can be<br />

I called Roseanne to get an update on the status of construction for the Rolling Hills<br />
Estates Subdivision in Wantage Township. Roseanne said that some homes and<br />
roads have been built, but nothing is under construction now. Roseanne did not have<br />
any way of knowing how many of the homes/roads had been completed or a timeline<br />
for construction. She said that there is not a lot of activity there now, and that she<br />
suspected the slow down was a result of the economic base.<br />
