harbor seals could be harvested for subsistence. These actions have been<br />

identified <strong>in</strong> this application and will be further developed <strong>in</strong> the plan of<br />

cooperation. They <strong>in</strong>clude the follow<strong>in</strong>g:<br />

• <strong>Seismic</strong> program will occur outside of the traditional areas for hunt<strong>in</strong>g<br />

mar<strong>in</strong>e mammals<br />

• <strong>Seismic</strong> operation will follow procedures to avoid, power down, shut<br />

down, and ramp up with<strong>in</strong> specific safety radii to m<strong>in</strong>imize effects on the<br />

behavior of mar<strong>in</strong>e mammals and, therefore, opportunities for harvest <strong>by</strong><br />

local communities;<br />

• Regional subsistence representatives may be hired to perform mar<strong>in</strong>e<br />

mammal observations along with onboard mar<strong>in</strong>e mammal biologist who<br />

will fill the rema<strong>in</strong>der of the mar<strong>in</strong>e mammal observation team.<br />

The comb<strong>in</strong>ation of the tim<strong>in</strong>g, location, duration, size of seismic guns, mitigation<br />

measures, and <strong>in</strong>put from local communities and organization will m<strong>in</strong>imize if not<br />

elim<strong>in</strong>ate the effect of the seismic operations on current or future availability of<br />

mar<strong>in</strong>e mammals for subsistence uses, which are expected to be no more than<br />

negligible.<br />

13. The Suggested Means of Accomplish<strong>in</strong>g the Necessary Monitor<strong>in</strong>g and<br />

Report<strong>in</strong>g that will Result <strong>in</strong> Increased Knowledge of the Species, the Level<br />

of Tak<strong>in</strong>g or Impacts on the Population of Mar<strong>in</strong>e Mammals That are<br />

Expected to be Present While Conduct<strong>in</strong>g Activities and Suggested Means of<br />

M<strong>in</strong>imiz<strong>in</strong>g Burdens By Coord<strong>in</strong>at<strong>in</strong>g Such Report<strong>in</strong>g Requirements with<br />

Other Schemes Already Applicable to Persons Conduct<strong>in</strong>g Such Activity.<br />

Monitor<strong>in</strong>g Plans Should Include a Description of The Survey Techniques<br />

That Would Be Used to Determ<strong>in</strong>e the Movement and Activity of Mar<strong>in</strong>e<br />

Mammals Near The Activity Site(s) Includ<strong>in</strong>g Migration and Other Habitat<br />

Uses, Such As Feed<strong>in</strong>g.<br />

<strong>Marathon</strong> <strong>Oil</strong> Company’s proposed Monitor<strong>in</strong>g Plan is described below.<br />

<strong>Marathon</strong> <strong>Oil</strong> Company understands that this Monitor<strong>in</strong>g Plan will be subject to<br />

review <strong>by</strong> NMFS and others, and that ref<strong>in</strong>ements may be required.<br />

The monitor<strong>in</strong>g work described has been planned as a self-conta<strong>in</strong>ed project<br />

<strong>in</strong>dependent of any other related monitor<strong>in</strong>g projects occurr<strong>in</strong>g simultaneously <strong>in</strong><br />

the same regions. <strong>Marathon</strong> <strong>Oil</strong> Company is prepared to discuss coord<strong>in</strong>ation of<br />

its monitor<strong>in</strong>g program with any related work done <strong>by</strong> other groups <strong>in</strong>sofar as this<br />

is practical and desirable.<br />

Vessel-based Visual Monitor<strong>in</strong>g<br />

Vessel-based observers will monitor mar<strong>in</strong>e mammals near the seismic vessel<br />

dur<strong>in</strong>g (1) all hours of seismic operation; (2) start ups, and (3) at periods of low<br />
