A fourth-place fi nish at <strong>the</strong> Canadian<br />

Wheelchair Curling Championships<br />

didn’t sit right <strong>with</strong> Alison <strong>Duddy</strong> who<br />

threw lead stones for Team BC.<br />

“We had higher expectations,” <strong>Duddy</strong><br />

said.<br />

“It was a tough pill to swallow.<br />

“We were devastated.”<br />

It took a bit of time, but <strong>Duddy</strong> has also<br />

come to appreciate <strong>the</strong> magnitude of her<br />

accomplishment at <strong>the</strong> Canadian Wheelchair<br />

Curling championships in Edmonton,<br />

March 20 – 27.<br />

Not many curlers, or o<strong>the</strong>r athletes for<br />

that matter, have <strong>the</strong> opportunity to rep-<br />

resent <strong>the</strong>ir province at national championships,<br />

never mind two years in a row.<br />

“I’m honoured to put on my Team BC<br />

shirt and jacket and represent my province,”<br />

she said.<br />

“Besides, a fourth place fi nish at <strong>the</strong> <strong>nationals</strong><br />

is nothing to scoff at ei<strong>the</strong>r.”<br />

<strong>Duddy</strong> admitted being on a mission to<br />

win gold this year after fi nishing second<br />

at <strong>the</strong> national championships last year.<br />

Expectations were also raised given<br />

this year’s Team BC skip, Gary Cormack,<br />

was a member of <strong>the</strong> 2006 Paralympic<br />

gold-medal team and was defending national<br />

champion along <strong>with</strong> second Vince<br />

Miele.<br />

Frank LaBounty, throwing third stones<br />

for Team BC, was a two-time Canadian<br />

champion and was on <strong>the</strong> team, <strong>with</strong><br />

<strong>Duddy</strong>, that fi nished second at last year’s<br />

national wheelchair curling championships.<br />

Team BC fi nished <strong>with</strong> a record of 6-3<br />

thanks to two wins on <strong>the</strong> fi nal day of<br />

round-robin action that secured a fourth<br />

place and a spot in <strong>the</strong> 3/4 page playoff<br />

game.<br />

Unfortunately Team BC fell 6-4 to Team<br />

Manitoba in a game <strong>Duddy</strong> described as,<br />

“sloppy by both teams.”<br />

Nei<strong>the</strong>r team, <strong>Duddy</strong> said, played <strong>the</strong>ir<br />

best curling.<br />

“It was a game of misses,” she added.<br />

Manitoba took an early 3-0 lead against<br />

Team BC taking a single in <strong>the</strong> fi rst end<br />

<strong>with</strong> <strong>the</strong> hammer and <strong>the</strong>n stealing one in<br />

<strong>the</strong> second and third ends.<br />

Team BC got on <strong>the</strong> board in <strong>the</strong> fourth<br />

end as <strong>the</strong>y counted one and <strong>the</strong>n stole<br />

ano<strong>the</strong>r point in <strong>the</strong> fi fth end.<br />

With <strong>the</strong> hammer, Manitoba scored<br />

three in <strong>the</strong> sixth end to take a 6-2 lead.<br />

Team BC countered <strong>with</strong> two points in<br />

<strong>the</strong> seventh end, but that’s as close as <strong>the</strong>y<br />

got as <strong>the</strong>y ran out of rocks in <strong>the</strong> eighth<br />

end.<br />

Given <strong>the</strong> experience on Team BC,<br />

nerves were not a problem, <strong>Duddy</strong> said,<br />

adding <strong>the</strong>y were upbeat and positive until<br />

<strong>the</strong> very last end.<br />

“We didn’t play our best,” <strong>Duddy</strong> said.<br />

“We just didn’t come through when it<br />

counted.”<br />

The one difference<br />

this year, <strong>Duddy</strong><br />

said, was some of<br />

<strong>the</strong> teams <strong>the</strong>y faced<br />

had been toge<strong>the</strong>r for<br />

several years.<br />

By comparison, <strong>the</strong><br />

roster for Team BC<br />

changes every year.<br />

<strong>Duddy</strong> recognized<br />

<strong>the</strong> importance of<br />

having experience<br />

as a team, but at <strong>the</strong><br />

same time pointed to<br />

<strong>the</strong> skill of Cormack<br />

as a skip in knowing<br />

and understanding<br />

<strong>the</strong> strengths of<br />

his teammates and<br />

playing to those<br />

strengths.<br />

“He was amazing<br />

that way,” <strong>Duddy</strong><br />

said.<br />

None<strong>the</strong>less, <strong>the</strong><br />

point has not gone<br />

unappreciated by<br />

Team BC as <strong>the</strong>y<br />

are considering<br />

participating in an<br />

international bonspiel<br />

in Maine in July.<br />

“We’re looking for<br />

ways to play more as<br />

a team,” <strong>Duddy</strong> said.<br />

In addition to <strong>the</strong><br />

curling, <strong>the</strong> social<br />

aspect of <strong>the</strong> national<br />

championships<br />

was an uplifting<br />

experience that<br />

included various<br />

social activities,<br />

<strong>Duddy</strong> said.<br />

members of o<strong>the</strong>r<br />

teams she had met<br />

last year and enjoying<br />

fully <strong>the</strong> social aspect<br />

of <strong>the</strong> national<br />

championship that<br />

included a hospitality<br />

room and a band.<br />

“They treated us<br />

like gold,” <strong>Duddy</strong><br />

said of <strong>the</strong> organizers<br />

and <strong>the</strong>ir team of<br />

volunteers.<br />

Every game, <strong>Duddy</strong><br />

said, members of<br />

opposite teams were<br />

chit-chatting between<br />

shots, enjoying not<br />

only <strong>the</strong> competition<br />

but <strong>the</strong> camaraderie<br />

among competitors.<br />

Of special note<br />

was <strong>the</strong> camaraderie<br />

of teammate Frank<br />

LaBounty, who<br />

was awarded <strong>the</strong><br />

sportsmanship award<br />

for <strong>the</strong> tournament.<br />

Ano<strong>the</strong>r important<br />

aspect of <strong>the</strong><br />

<strong>nationals</strong> for <strong>Duddy</strong>,<br />

is <strong>the</strong> opportunity to<br />

socialize <strong>with</strong> o<strong>the</strong>r<br />

wheelchair athletes.<br />

resting a tired body<br />

and mind, but soon<br />

will begin to focus<br />

on next season and<br />

ano<strong>the</strong>r chance<br />

at <strong>the</strong> Canadian<br />

championships.<br />

“I hope I get to go<br />

back next year,” she<br />

selected to move on<br />

to <strong>the</strong> U17 BC Cup.<br />

only 120 U17 hockey<br />

players chosen<br />

from across B.C. to<br />

participate in <strong>the</strong><br />

annual BC Cup.<br />

“I’m just working<br />

hard trying to make<br />

<strong>the</strong> team,” a modest<br />

Jarvis said at <strong>the</strong><br />

North <strong>District</strong> camp<br />

in Prince George,<br />

April 8 – 10.<br />

Part of <strong>the</strong> fun in<br />

participating in <strong>the</strong><br />

North district camp<br />

was getting to watch<br />

and play <strong>with</strong> some<br />

of <strong>the</strong> best hockey<br />

players in <strong>the</strong> north,<br />

Jarvis said.<br />

several Cariboo<br />

Cougar teammates,<br />

including linemate<br />

Chase Witala.<br />

Jarvis’ selection<br />

to attend <strong>the</strong> North<br />

<strong>District</strong> U17 camp<br />

was well deserved<br />

as <strong>the</strong> 16-year-old<br />

forward collected 15<br />

goals and 19 assists in<br />

40 games in his fi rst<br />

season <strong>with</strong> <strong>the</strong> major<br />

midget Cougars.<br />

“It was a lot of fun,”<br />

Jarvis said.<br />

“I made some good<br />

friends that will last a<br />

lifetime.”<br />

Playing <strong>with</strong> <strong>the</strong><br />

Cougars, Jarvis said,<br />

also afforded him<br />

an opportunity to<br />

improve his skills as<br />

a hockey player and<br />

to learn from older<br />

players.<br />

The pace of <strong>the</strong><br />

game was also an<br />

adjustment Jarvis<br />

said he had to make<br />

in <strong>the</strong> early days of<br />

<strong>the</strong> season <strong>with</strong> <strong>the</strong><br />

Cougars.<br />

and enjoyed playing<br />

<strong>with</strong> <strong>the</strong> cream of <strong>the</strong><br />

crop of nor<strong>the</strong>rn B.C.<br />

hockey players.<br />

not new to <strong>the</strong> BC<br />

The Cariboo-Chilcotin Beetle Action Coalition requires a<br />

Provincial, Federal, and Regional elected offi cials.<br />

meetings, conferences, public forums and CCBAC activities<br />

• Responsible for coordinating CCBAC Board and executive<br />

meetings <strong>with</strong> <strong>the</strong> Chair, recording minutes and <strong>the</strong>ir<br />

and responsible for <strong>the</strong> sorting and distribution of all mail<br />

information provided for <strong>the</strong> purpose of updates of CCBAC<br />

• Performs all duties and responsibilities in accordance <strong>with</strong><br />

<strong>the</strong> CCBAC Society constitution, policies, standards and<br />

procedures, and as directed by <strong>the</strong> CCBAC Chair.<br />

• Maintain confi dentiality on all matters relating to <strong>the</strong> affairs<br />

of <strong>the</strong> CCBAC Society.<br />

• Provides research and analysis tasks as directed by <strong>the</strong><br />

Board.<br />

• Perform o<strong>the</strong>r duties and responsibilities as necessary in<br />

<strong>the</strong> performance of <strong>the</strong> position, and as assigned by <strong>the</strong><br />

CCBAC Chair.<br />

This Position will report directly to <strong>the</strong> Chair of CCBAC, <strong>with</strong> <strong>the</strong><br />

expectation that work will be completed from <strong>the</strong> contractor’s<br />

offi ce, which must be located <strong>with</strong>in <strong>the</strong> Cariboo-Chilcotin<br />

Region.<br />

This part-time, Contract Position will commence May 1, 2011<br />

and will terminate April 30, 2012. However, upon review of<br />

<strong>the</strong> contractor’s performance and available funding, <strong>the</strong>re is a<br />

possibility of extension.<br />

The contract price will be commensurate <strong>with</strong> experience, and<br />

will be an all-found rate, including overhead costs for offi ce<br />

equipment, material etc.<br />

The successful candidate must have <strong>the</strong>ir own vehicle and be<br />

able to travel in <strong>the</strong> Cariboo Chilcotin region. Travel costs, if<br />

required, will be reimbursed at CCBAC rates.<br />

Rates Bylaws.<br />

Right now we’re<br />

looking at a total<br />

average tax increase<br />

of 4.1% to most<br />

classes, including<br />

residential.<br />

That equals<br />

about $25 in <strong>the</strong><br />

municipal portion<br />

for <strong>the</strong> average house<br />

assessed at $164,260.<br />

This is based upon<br />

<strong>Quesnel</strong>’s average<br />

assessment increase of<br />

4.3%.<br />

So, if your<br />

assessment increased<br />

by more than <strong>the</strong><br />

average, <strong>the</strong> tax<br />

increase is more than<br />

<strong>the</strong> average.<br />

If it is less, <strong>the</strong>n <strong>the</strong><br />

tax increase is less.<br />

One part of <strong>the</strong> tax<br />

rate discussion that<br />

<strong>the</strong>re seems to be<br />

some confusion about<br />

is frontage taxes.<br />

This year, city<br />

council increased<br />

frontage taxes by<br />

about two per cent.<br />

I’ve been hearing<br />

from some people<br />

that <strong>the</strong>y feel <strong>the</strong><br />

application of<br />

frontage tax isn’t<br />

plan to revitalize<br />

B.C.’s forest sector<br />

has been lost in<br />

<strong>the</strong> political noise<br />

reverberating around<br />

us just now.<br />

As a result of forest<br />

policy changes, <strong>the</strong><br />

pine beetle epidemic<br />

and changes in <strong>the</strong><br />

marketplace, B.C.’s<br />

traditional forest<br />

sector is returning<br />

minimal benefi ts<br />

to government and<br />

communities and is<br />

employing <strong>the</strong> fewest<br />

workers in its long<br />

history as one of BC’s<br />

equitable because<br />

some residents pay it,<br />

while o<strong>the</strong>rs don’t.<br />

Every person using<br />

<strong>the</strong> city’s sewer pays<br />

frontage, while about<br />

80 per cent of water<br />

users pay frontage.<br />

There’s a reason<br />

behind <strong>the</strong> 20 per<br />

cent who don’t pay<br />

water frontage.<br />

When water was<br />

extended to South<br />

Hills as part of <strong>the</strong><br />

boundary expansion,<br />

it was understood<br />

that those residents<br />

would not pay<br />

frontage taxes until<br />

<strong>the</strong> capital costs of<br />

<strong>the</strong> extension were<br />

paid.<br />

Residents pay parcel<br />

taxes ranging from<br />

$100 to $1,225<br />

per year, <strong>with</strong> <strong>the</strong><br />

majority paying $520.<br />

These funds go<br />

towards paying off<br />

<strong>the</strong> costs of extending<br />

<strong>the</strong> water service.<br />

Most will fi nish<br />

paying that debt in<br />

2019 or 2020, <strong>with</strong><br />

those on <strong>the</strong> DVC<br />

system fi nished in<br />

2027.<br />

So regardless of <strong>the</strong><br />

decisions that were<br />

made in <strong>the</strong> past,<br />

we have a bylaw<br />

in place that states<br />

key economic drivers.<br />

The forest sector<br />

no longer generates<br />

enough revenue<br />

for government to<br />

cover <strong>the</strong> costs of<br />

<strong>the</strong> oversight of<br />

<strong>the</strong> industry, never<br />

mind creating any<br />

additional money to<br />

re-invest in our forest<br />

ecosystems.<br />

Fortunately, an<br />

exciting opportunity<br />

exists which can<br />

revitalize <strong>the</strong><br />

traditional forest<br />

sector, add whole<br />

new manufacturing<br />

opportunities <strong>with</strong><br />

good paying jobs, and<br />

enable us to re-invest<br />

for Pete, who<br />

The FP Innovations<br />

report concludes<br />

that <strong>the</strong>se new<br />

bio-products are<br />

“best achieved by<br />

integrating <strong>the</strong>ir<br />

production <strong>with</strong><br />

<strong>the</strong> traditional<br />

forest industry.” By<br />

coupling this new<br />

industry <strong>with</strong> bioenergy<br />

facilities, <strong>the</strong><br />

job potential can be<br />

improved fi ve-fold.<br />

The benefi ts would<br />

also extend to our<br />

forests, as this new<br />

bio-industry would<br />

allow us to maximize<br />

<strong>the</strong> use of wood<br />

has contributed<br />

signifi cant volunteer<br />

hours and helped<br />

raise more than $2.8<br />

million for a wide<br />

range of fundraisers,<br />

not to mention<br />

serving in his 20th<br />

year on city council.<br />

He was one of 36<br />

outstanding British<br />

Columbians named<br />

today in Vancouver.<br />

certifi cate as well as<br />

a medallion designed<br />

by B.C. artist Robert<br />

Davidson.<br />

sure he brings it to<br />

a televised Council<br />

meeting to show it<br />

Earth Day<br />

Challenge<br />

Last week I<br />

mentioned <strong>the</strong>re<br />

would be an Earth<br />

Day Run on Saturday<br />

April 23.<br />

Unfortunately,<br />

<strong>the</strong>re have been<br />

few registrants, so<br />

organizers had to call<br />

it off.<br />

Shiraoi-Sendai<br />

Fundraising<br />

We’re having great<br />

success <strong>with</strong> our<br />

fundraising efforts to<br />

waste being left in <strong>the</strong><br />

bush while enabling<br />

us to manage forest<br />

ecosystems in a way<br />

which could make<br />

<strong>the</strong>m more adaptable<br />

to a changing climate.<br />

BC is best positioned<br />

to take advantage of<br />

this opportunity: we<br />

have <strong>the</strong> most modern<br />

and effi cient mills,<br />

we’re just beginning<br />

to take advantage of<br />

bio-energy, and our<br />

forests are publicly<br />

owned.<br />

What we need is <strong>the</strong><br />

political leadership to<br />

seize <strong>the</strong> moment.<br />

This week I’ve<br />

written to <strong>the</strong> Premier<br />

support Sendai, <strong>the</strong><br />

sister city in Japan<br />

to our sister city of<br />

Shiraoi.<br />

To date we’ve raised<br />

a little more than<br />

$9,000, which will<br />

go a long way<br />

towards providing<br />

much-needed<br />

everyday items such<br />

as water, noodles and<br />

toiletries.<br />

Thanks to <strong>the</strong><br />

people at North Star<br />

Church who held a<br />

concert and raised<br />

a little more than<br />

$2,600.<br />

And thanks to<br />

<strong>the</strong> Rotary Club of<br />

<strong>Quesnel</strong> for <strong>the</strong>ir<br />

$1,000 contribution.<br />

And thanks of<br />

course to all of you<br />

who are dropping<br />

spare change or bills<br />

in <strong>the</strong> donation boxes<br />

located throughout<br />

<strong>the</strong> community.<br />

Once again, <strong>Quesnel</strong><br />

is showing we’ve got<br />

big hearts.<br />
