It has been mooted that conduct might be <strong>in</strong>cluded <strong>in</strong> some generic Benchbook; if that is to<br />

happen great care must be taken to discuss pr<strong>in</strong>ciple only <strong>in</strong> order to avoid any risk <strong>of</strong><br />

conflict<strong>in</strong>g with <strong>the</strong> guidance given by an <strong>in</strong>dividual country's CoJC.<br />

Recommendation 3 - <strong>Judicial</strong> Identity - <strong>Judicial</strong> Community<br />

The Chief Justices have it <strong>in</strong> <strong>the</strong>ir power to streng<strong>the</strong>n <strong>the</strong> sense <strong>of</strong> judicial community with<strong>in</strong><br />

<strong>the</strong>ir jurisdictions and <strong>the</strong>reby build a robust 'judicial identity' for <strong>the</strong>ir judges, <strong>in</strong>creas<strong>in</strong>g<br />

confidence and streng<strong>the</strong>n<strong>in</strong>g judicial <strong>in</strong>dependence. When <strong>the</strong> CJs meet <strong>in</strong> November <strong>the</strong>re is<br />

an opportunity for <strong>the</strong>m to share good practice and to discuss practical steps <strong>the</strong>y can take to<br />

support <strong>the</strong> judges <strong>in</strong> <strong>the</strong>ir jurisdictions, especially those <strong>in</strong> remote local courts. This might<br />

extend to formulat<strong>in</strong>g a statement <strong>of</strong> <strong>the</strong> responsibilities <strong>the</strong>y accept as part <strong>of</strong> <strong>the</strong> CJ's role.<br />

The CJs' Workshop will also provide an opportunity for CJs to consider affirm<strong>in</strong>g <strong>the</strong> Bangalore<br />

pr<strong>in</strong>ciples. It might also provide a forum for more general discussion regard<strong>in</strong>g those common<br />

issues <strong>of</strong> conduct raised at <strong>the</strong> National Co-ord<strong>in</strong>ators' Workshop.<br />
