BuiLder And AssoCiAte of the yeAr Most-contributing members honored for hard work and dedication to HBaV 2011/12 Builder of the year C. Richard Napier (Richmond) with Napier Signature Homes in Powhatan was selected as the 2011/12 HBAV Builder of the Year. A member of the Home Building Association of Richmond, he has served as president of his local and the state association and continues to be a very active member of both. Napier formerly chaired the HBAV Legislative Committee and came to understand quickly that the key to much of HBAV’s legislative success is the result of grassroots politics and political action. He has been a member of the HBAV Build-PAC Capitol Club for the past 10 years. In 2011 and 2012, he tirelessly served as the chairman of HBAV Build-PAC, leading it to outstanding collection heights in this difficult housing climate. 2011/12 Associate of the year Richard A. Costello with AES Consulting Engineers in Williamsburg was selected as the 2011/12 HBAV Associate of the Year. A well-respected civil engineer who is a very active member of the Peninsula Housing & Builders Association, he is an HBAV Build-PAC trustee and an important member of the HBAV Legislative Committee. In late 2011, Costello led an effort of PHBA and HBAV to have James City County implement the HBAV legislation that delayed the payment of per-lot cash proffers until the certificate of occupancy stage of home construction. The county claimed the legislation was not retroactive to cash proffers formed before July 1, 2010. When the county refused to adhere to the legislation and sought a local circuit court declaration to only make the legislation prospective, Costello led the efforts of PHBA and the local developers to defend the legislation. Without his leadership on this issue, it is likely the county’s efforts would have gone completely unchallenged in the circuit court, and builders across all of Virginia could have lost the significant benefits of that 2010 legislative victory for HBAV and its builder and developer members. But the victory doesn’t stop there. Following a brief hearing on the issue in Williamsburg, the judge ruled in favor of the builders. He ordered the county to pay all association members’ legal fees, as well as those of PHBA and HBAV. Their names are engraved on plaques that hang in the HBAV boardroom of the Stewart-Lee House in Richmond.
