Project Direc<strong>to</strong>r Communications<br />

Security (PD COMSEC), assigned <strong>to</strong><br />

<strong>PEO</strong> <strong>C3T</strong>, is leading an <strong>Army</strong>-wide effort<br />

<strong>to</strong> streamline <strong>the</strong> procurement and<br />

deployment of equipment that secures<br />

and encrypts data on <strong>the</strong> <strong>Army</strong>’s tactical<br />

network.<br />

Since PD COMSEC was<br />

chartered in September<br />

2010, <strong>the</strong> organization has<br />

realized more than $124<br />

million in cost savings<br />

and avoidance, said Chris<br />

Manning, project direc<strong>to</strong>r<br />

for COMSEC.<br />

Prior <strong>to</strong> <strong>the</strong> establishment of<br />

PD COMSEC, <strong>the</strong> <strong>Army</strong> lacked a holistic<br />

approach <strong>to</strong> replacing legacy cryp<strong>to</strong>graphic<br />

equipment in <strong>the</strong> field with new,<br />

modernized equipment. Individual units<br />

and system owners would instead request<br />

devices on an as-needed basis,<br />

which was often inefficient in providing<br />

<strong>the</strong> right number of systems <strong>to</strong> <strong>the</strong> right<br />

Tactical<br />

Network<br />

Operations Toolkit<br />

(JTNT) will simplify<br />

operations<br />

units at <strong>the</strong> right time.<br />

As part of a new strategy, PD COM-<br />

SEC will lead a detailed, <strong>Army</strong>-wide<br />

equipment assessment in order <strong>to</strong> plan<br />

COMSEC purchases over several years<br />

for <strong>the</strong> operational force. The organization<br />

will field <strong>the</strong> reserve of equipment<br />

that has already been manufactured<br />

in order <strong>to</strong> provide Soldiers<br />

with modernized de-<br />

vices, while at <strong>the</strong> same time<br />

aligning future purchases so<br />

<strong>the</strong>y meet <strong>the</strong> <strong>Army</strong>’s longerterm<br />

priorities.<br />

This new method better aligns<br />

system deliveries with mission<br />

requirements, and significantly lowers<br />

<strong>the</strong> overall funding needed.<br />

“This situation illustrates how <strong>the</strong> <strong>Army</strong><br />

can benefit from <strong>the</strong> partnership between<br />

COMSEC experts, project managers<br />

and units <strong>to</strong> make informed decisions<br />

about how best <strong>to</strong> secure <strong>the</strong>ir systems,”<br />

Manning said.<br />

This strategy has already<br />

yielded benefits <strong>to</strong> <strong>the</strong> field<br />

in recent months. PD COM-<br />

SEC used new equipment<br />

in s<strong>to</strong>ck at Tobyhanna <strong>Army</strong><br />

Depot (TyAD), Pa., <strong>to</strong> supply<br />

several units that had initially<br />

planned <strong>to</strong> use <strong>the</strong>ir own<br />

funds <strong>to</strong> order more.<br />

The COMSEC division<br />

of TyAD was awarded <strong>the</strong><br />

Shingo Silver Medallion in<br />

<strong>2012</strong> for <strong>the</strong>ir efforts <strong>to</strong> improve<br />

<strong>the</strong> Depot’s equipment<br />

receiving process. The number<br />

of days it <strong>to</strong>ok <strong>to</strong> induct<br />

equipment dropped from 57<br />

days <strong>to</strong> 28.<br />

While initially focused on<br />

<strong>the</strong> operational force, <strong>the</strong><br />

effort will ultimately streamline<br />

COMSEC procurement<br />

for <strong>the</strong> generating force and<br />

<strong>Army</strong> installations as well.<br />

The new COMSEC Management<br />

Policy, which was signed<br />

by <strong>Army</strong> Acquisition Executive<br />

Heidi Shyu on March 1, gives<br />

Project Direc<strong>to</strong>r COMSEC<br />

responsibility for leading <strong>the</strong><br />

effort <strong>to</strong> procure and field <strong>the</strong><br />

capabilities that secure and<br />

encrypt data on <strong>the</strong> <strong>Army</strong>’s<br />

tactical network.<br />

Under <strong>the</strong> new policy, all<br />

<strong>Army</strong> program executive offices<br />

will coordinate with PD<br />

COMSEC on <strong>the</strong> planning, use<br />

and management of all COM-<br />

SEC components and systems.<br />

By centralizing <strong>the</strong>se<br />

technologies under one organization,<br />

<strong>the</strong> <strong>Army</strong> creates<br />

a focal point for program offices<br />

and system integra<strong>to</strong>rs<br />

<strong>to</strong> access COMSEC expertise.<br />
