The purpose of the training module, therefore, is to provide LGUs the knowledge to<br />
implement the closure of their open dumpsites in <strong>an</strong> environmentally acceptable m<strong>an</strong>ner, <strong>an</strong>d<br />
the necessary requisites for upgrading to controlled dumping <strong>an</strong>d eventually, to s<strong>an</strong>itary<br />
l<strong>an</strong>dfilling.<br />
The training may be used in whole or in part, in accord<strong>an</strong>ce with the specific requirements<br />
<strong>an</strong>d resources of the LGU concerned.<br />
Notes to Trainers<br />
The training module serves as both a guide to the trainers presenting its contents as well as a<br />
reference to the particip<strong>an</strong>ts <strong>an</strong>d others interested in improving their solid waste m<strong>an</strong>agement<br />
programme. If you pl<strong>an</strong> to use the materials presented here, please inform UNEP-IETC by<br />
email at [ietc@unep.or,jp]. Trainers/speakers may vary their presentations as long as they do<br />
not deviate from the objectives or basic principles of the training module, or lack of content<br />
based on the general topics in the module.<br />
Apart from presenting the technical, environmental <strong>an</strong>d other aspects of open dumpsite<br />
closure <strong>an</strong>d shifting to controlled dumps <strong>an</strong>d s<strong>an</strong>itary l<strong>an</strong>dfills, trainers/speakers should<br />
emphasize on the critical role of the local government unit(s) concerned with solid waste<br />
m<strong>an</strong>agement, particularly the local chief executives. For without their action <strong>an</strong>d effort, little<br />
c<strong>an</strong> be accomplished.<br />
Trainers/speaker should read all of the Sections in the Training Module before making their<br />
presentation or varying the order of the module content.<br />
