While a few councillors fourid it all<br />
somewhat amusing, it's no laughing matter<br />
for Gene MacKinnon who's sick of<br />
breathing secondh<strong>and</strong> pot smoke day in<br />
<strong>and</strong> day out.<br />
Her husb<strong>and</strong>, Ed, doesn't underst<strong>and</strong><br />
why city council deferred <strong>the</strong>ir decision<br />
to close off Winder <strong>Lane</strong>, <strong>and</strong> now wonders<br />
why <strong>the</strong> City failed to show leadership<br />
on behalf of city taxpayers.<br />
He also wants tb know what it's going<br />
to take for <strong>the</strong> City to stop allowing<br />
Correlieu secondary students from engaging<br />
in illegal activity on public property<br />
- especially on property where <strong>the</strong> City<br />
could have done something.<br />
And done something now before anything<br />
bad happens.<br />
"The city is putting it off <strong>and</strong> putting it<br />
off," Ed said.<br />

It's a reaction after Coun. Thapar wanted<br />
council to pay for at least half of <strong>the</strong><br />
cost to erect a feiifce between two properties<br />
along <strong>the</strong> public access when closing<br />
off Winder <strong>Lane</strong>.<br />
But <strong>the</strong> motion went dead after Mayor<br />
Nate Bello asked council to defer <strong>the</strong> decisioii<br />
for next council meeting.<br />
Public Works director Jack Marsh recommended<br />
<strong>the</strong> city pay half <strong>the</strong> cost <strong>and</strong><br />
<strong>the</strong> two property owners pay <strong>the</strong> o<strong>the</strong>r<br />
half-<strong>the</strong> total tab of closing off <strong>the</strong> lane<br />
<strong>and</strong> putting up a new <strong>fence</strong> is around<br />
$2,500.<br />
But for Humberto Ferreira, he's just not<br />
going pay for a <strong>fence</strong> on l<strong>and</strong> he doesn't<br />
even own. ^ '<br />
"I'm not going to pay for something<br />
that doesn't even belong to me," he said.<br />

While guests enjoyed <strong>the</strong> route's<br />
breathtaking scenery of untamed<br />

<strong>the</strong> heavens, it took a dedicated<br />
group of behind-<strong>the</strong>-scenes engineers<br />
<strong>and</strong> conductors helming <strong>the</strong><br />
train's controls to keep <strong>the</strong> cars<br />
chugging along <strong>the</strong> tracks.<br />
And it isn't easy keeping <strong>the</strong> train's<br />
nuts <strong>and</strong> bolts in working order.<br />
"There's all sorts of maintenance<br />
to keep it all going," train operations<br />
co-ordinator Glen Petruk<br />
said.<br />
"There's always rattles <strong>and</strong><br />
squeaks."<br />

<strong>and</strong> Coun. Goralee Oakes said <strong>the</strong><br />
RMV run generated $1 million of<br />
outside revenue to city businesses<br />
such as retail stores, catering companies<br />
as well as janitorial <strong>and</strong> septic<br />

"It's a great opportunity for <strong>the</strong><br />
city," she said.<br />
"Hopefully everybody who takes<br />
<strong>the</strong> ride, will remember <strong>Quesnel</strong><br />

Crack cocaine<br />
suspects are busted<br />

Three suspected drug traffickers tried<br />
fleeing out <strong>the</strong> back door of <strong>the</strong>ir Bouchie<br />
Street condo before <strong>Quesnel</strong> Mounties<br />
swarmed in <strong>and</strong> arrested <strong>the</strong>m.<br />
"They tried to run," Staff Sgt. Keith Hildebr<strong>and</strong><br />
said.<br />
"Officers tracked <strong>the</strong>m down <strong>and</strong> got<br />
<strong>the</strong>m as <strong>the</strong>y tried getting out <strong>the</strong> back<br />
door."<br />
<strong>Quesnel</strong> RCMP executed a search warrant<br />
at 10 p.m. Friday on <strong>the</strong> west-side<br />
condo after police received several complaints<br />
from neighbours.<br />
Cst. Luiz Sardinha led eight officers in<br />
<strong>the</strong> raid with <strong>Quesnel</strong>'s drug section <strong>and</strong><br />
general duty section joining forces.<br />
"It's my file. We were doing surveillance<br />
on it, <strong>and</strong> haid information <strong>the</strong>re was a lot<br />
of traffic going in <strong>and</strong> out," Const. Luiz<br />
Sardinha said.<br />
"We had four officers go through <strong>the</strong><br />
front door <strong>and</strong> four go through <strong>the</strong> back<br />
door."<br />
Three males were h<strong>and</strong>cuffed <strong>and</strong> taken<br />
into custody before being released on bail<br />
with charges of drug trafficking pending.<br />
A half once of crack cocaine, 10 grams,<br />
was found along with cash.<br />
"Fighting drugs is a continuous battle,"<br />
Hildebr<strong>and</strong> said.<br />
"Crack cocaine does a lot of damage in<br />
this community."<br />

<strong>the</strong> equipriient disappeared from <strong>Quesnel</strong><br />

1611 Jade Rd.<br />
Both <strong>the</strong> truck <strong>and</strong> excavator have <strong>the</strong><br />
business markings, "<strong>Quesnel</strong> Septic Tank<br />
Cleaning Service LTD."<br />

Suspicious blaze<br />
With two males leaving <strong>the</strong> scene of a fire<br />
breaking out in <strong>the</strong> 200 block of Bouchie<br />
Street Sept. 30, <strong>Quesnel</strong> Fire Department<br />
has deemed <strong>the</strong> fire as suspicious.<br />
Fire investigators <strong>and</strong> RCMP don't<br />
know whe<strong>the</strong>r <strong>the</strong> two males were responsible<br />
for <strong>the</strong> structure fire.<br />
<strong>Quesnel</strong> RCMP are asking anyone with<br />
information to call <strong>Quesnel</strong> detachment,<br />

Cariboo-Chilcotin Beetle Action<br />
Coalition wanted to reach but to <strong>the</strong><br />
community last week.<br />
They did, but only three people from<br />
<strong>the</strong> public attended <strong>the</strong> Operation<br />
Outreach meeting to discuss<br />
CCBAC's Economic Development<br />
Working Group.<br />
CCBAC was formed with <strong>the</strong><br />
intent of helping forest-based<br />
communities of <strong>Quesnel</strong>, WilUams<br />
Lake <strong>and</strong> 100 Mile House deal with<br />
<strong>the</strong> aftermath of <strong>the</strong> mountain pine<br />
beetle infestation.<br />
That includes developing local<br />
solutions to <strong>the</strong> huge economic<br />
impacts <strong>the</strong> mountain pine beetle<br />
will cause.<br />
CCBAC manager Keith Dufresne<br />
told <strong>the</strong> small audience Oct. 11 a<br />
lot has been done since <strong>the</strong> group<br />
hatched in 2005. The board received<br />
$2.54 million from <strong>the</strong> provincial<br />
government to design an adequate<br />
plan.<br />
"Our pine beetle' governance<br />
group started in September, we've<br />
approved sector strategies such as<br />
agriculture <strong>and</strong> conservation <strong>and</strong><br />
proposed sector strategies such as<br />
mining," he said.<br />
"The social development working<br />
group was approved <strong>and</strong> <strong>the</strong>y had<br />
<strong>the</strong>ir first meeting in September. We<br />
have a meeting in Victoria in mid-<br />
November.<br />
EDWG is examining opportunities<br />
<strong>and</strong> detail specific, practical targets<br />
for expansion of several aspects<br />

As winter approaches, <strong>the</strong> situation with<br />
<strong>Quesnel</strong>'s two major rivers isn't good.<br />
Not good at all.<br />
The Fraser River <strong>and</strong> (<strong>Quesnel</strong> River<br />
have hit 50-year to 100-year low flow<br />
levels..But <strong>the</strong>y're not <strong>the</strong> only rivers.<br />
About 13 o<strong>the</strong>r major B.C. rivers are<br />
heading into winter weak <strong>and</strong> wary from<br />
one hot summer. ^<br />
Environment Ministry blames <strong>the</strong><br />
summer drought, an earlier <strong>the</strong> normal<br />

snovvmelt in mid-May <strong>and</strong> lack of rain<br />
for <strong>the</strong> weak waters.<br />
Rainfall was 30 to 70 per cent of normal<br />
for June <strong>and</strong> July <strong>and</strong> 50 per cent of<br />
normal in late summer <strong>and</strong> early autumn,<br />
<strong>the</strong> Environment Ministry reported.<br />
"If significant rainfall does not occur in<br />
<strong>the</strong> next month, precipitation may occur<br />
as snow, <strong>and</strong> rivers will remain at <strong>the</strong>ir<br />
low levels for <strong>the</strong> duration of <strong>the</strong> winter,"<br />
<strong>the</strong> Environment Ministry stated.<br />
No outright torrential rain storms are<br />
predicted as B.C. continues to experience<br />
El Nino-like conditions.<br />
Service Canada Public Meeting<br />
Service Canada will be hosting a public meeting<br />
in <strong>the</strong> community of <strong>Quesnel</strong>.<br />
The objective of <strong>the</strong> meeting will be to share Information on <strong>the</strong> following:<br />
- Service Canada's m<strong>and</strong>ate, points of access, <strong>and</strong><br />
service offerings;<br />
- Service Canada funded employment programs <strong>and</strong><br />
services available in <strong>the</strong> community: <strong>and</strong>,<br />
- Service Canada project type funding (Job Creation<br />
Partnership, Labour Market Partnership, Summer<br />
Career Placement, Skills Link, <strong>and</strong> Career Focus).<br />
The meeting will be held<br />
October 25th from 9:30am to 11:30am<br />
at <strong>the</strong> Best Western Tower Inn.<br />

Dufresne said.<br />
"Secure <strong>the</strong> future for our<br />
communities; development of<br />
our community stability factors;<br />
management of mountain pine beetle<br />
damaged volume <strong>and</strong> area; [have<br />
our] mining, oil <strong>and</strong> gas sectors as<br />
economic generators..."<br />
M.J. Cousins, in charge of EDWG,<br />
explained <strong>the</strong> seven strategies are all<br />
at various stages of being completed.<br />
Each strategy has a specific<br />
deadline <strong>and</strong> budget for completion<br />
prior to being presented to <strong>the</strong><br />
board.<br />
Most of <strong>the</strong> money CCBAC has<br />
now is being spent on contractors to<br />
devise those specific plans.<br />
