GE<strong>NER</strong>AL PRINCIPLES TO BE OBSERVED IN THE EXERCISE OF<br />
FINANCIAL POWERS<br />
36. The follow<strong>in</strong>g general pr<strong>in</strong>ciples will apply to the f<strong>in</strong>ancial powers<br />
detailed vide Government of India, M<strong>in</strong>istry of Defence letter dated 11 th April<br />
1990 as mentioned <strong>in</strong> para 36 above:-<br />
(a) The f<strong>in</strong>ancial powers are personal and can not be further<br />
delegated. This means that f<strong>in</strong>ancial powers are personal that all<br />
papers and documents start<strong>in</strong>g from tender<strong>in</strong>g to f<strong>in</strong>al sign<strong>in</strong>g of<br />
bills is the respionsibility of DDG’s State Dte and no other officer<br />
i.e. a Gp cdr or <strong>NCC</strong> Bn Cdr can perform these functions on behalf<br />
of DDG State Dte.(Ref letter No.6593/P/DG<strong>NCC</strong>/Lgs(Cloth<strong>in</strong>g)<br />
dated 20 May 2005).<br />
(b) The extent of an officer’s f<strong>in</strong>ancial powers is upto the monetary<br />
limit specified <strong>in</strong> the Government of India, M<strong>in</strong>istry of Defence letter<br />
mentioned at para 35 above. As an aid to the officer concerned, the<br />
term ‘similar articles’ used <strong>in</strong> connection with local purchase powers<br />
will be <strong>in</strong>terpreted as under:-<br />
(i) Articles of different sizes or specifications will be treated<br />
as different articles provided they do not serve the same<br />
purpose.<br />
(ii) Articles of different make and pattern serv<strong>in</strong>g the same<br />
purpose should be treated as similar articles.<br />
(c ) A purchase should not be split up <strong>in</strong>to convenient amounts to<br />
br<strong>in</strong>g it with<strong>in</strong> the limits of the purchas<strong>in</strong>g officer’s f<strong>in</strong>ancial powers<br />
but must be referred to the authority competent to sanction the<br />
particular purchase.<br />
(d) Def<strong>in</strong>ition of similar or <strong>in</strong>ter connected items is that the stores<br />
should generally belong to the same group and be obta<strong>in</strong>able from the<br />
same source of supply. This implies that the stores which are to be<br />
classified as similar items should satisfy the follow<strong>in</strong>g conditions:-<br />
(i) They should belong to the same trade/group.<br />
(ii) They should be obta<strong>in</strong>able from the same sources of<br />
supply.<br />
37. It is not sufficient if the stores satisfy only one of the conditions. The<br />
<strong>in</strong>tention underly<strong>in</strong>g such a def<strong>in</strong>ition is that the stores should be capable<br />
of be<strong>in</strong>g <strong>in</strong>cluded <strong>in</strong> the same <strong>in</strong>vitation of tender. In the case of leather<br />
and leather products, a s<strong>in</strong>gle <strong>in</strong>vitation of tender will not be issued for<br />
hides, raw and tanned, canvas shoes, rubber shoes, leather shoes, leather<br />
products eg. suit case, tann<strong>in</strong>g materials etc. Therefore, items <strong>in</strong>cluded <strong>in</strong><br />
separate tenders as expla<strong>in</strong>ed above are not similar items.
