41. DDG State Dtes are responsible for all actions connected with the<br />
purchase of stores, ma<strong>in</strong>tenance of records and documents. Coord<strong>in</strong>ation of<br />
all activities connected with the purchase of stores will be carried out by the<br />
Dtes.<br />
42. DDGs at State Dte level will ma<strong>in</strong>ta<strong>in</strong> a register of approved<br />
contractors of the Store and of firms which have successfully supplied the<br />
requisite stores dur<strong>in</strong>g the preced<strong>in</strong>g three years or those, which <strong>in</strong> DDG<br />
stores DC have the capacity to supply the stores without DDG state Dte. fail.<br />
Registration of firms be carried out every year afresh by a Board of Officers<br />
to weed out suppliers whose performance has been poor. Moreover, Dtes<br />
must encourage healthy competition and do vendor rat<strong>in</strong>g. Board of officers<br />
for registeration of firm is carried out at State Dte level only and not at Gp<br />
HQ or <strong>NCC</strong> Bn level.<br />
Tender Action<br />
43. After the necessity for local purchase of an item has been felt at the<br />
State Dte level and the requisite sanction obta<strong>in</strong>ed from the CFA, the<br />
purchase will be affected by limited tender system only. In all other cases<br />
procurement will be through open tenders only. Normally at least three<br />
quotations will be obta<strong>in</strong>ed for each contract. (Purchase may be made direct<br />
from the dealers <strong>in</strong> cases of stores which are of proprietary nature).<br />
Registration Of Suppliers<br />
44. A list of suppliers will be ma<strong>in</strong>ta<strong>in</strong>ed and revised periodically and kept<br />
updated. Before registration it should be ensured that the suppliers are<br />
registered with ST/CST authorities. Provision is also to be made <strong>in</strong> Dtes as<br />
regards the number of quotations that should be <strong>in</strong>vited <strong>in</strong> terms of<br />
<strong>in</strong>structions conta<strong>in</strong>ed <strong>in</strong> Government of India, M<strong>in</strong>istry of Defence letter No.<br />
F-5(3)/79/D-)1 dated 26 July, 1980. Performance of suppliers will be the<br />
guid<strong>in</strong>g factor for registration of his firm dur<strong>in</strong>g the Board of officers for<br />
registration. Therefore, the performance of each supplier (record) to be<br />
ma<strong>in</strong>ta<strong>in</strong>ed at State Dte level by the respective DDG’s. However, registration<br />
of supplies has been now carried out at HQDG<strong>NCC</strong>. Hence this practice is<br />
no more applicable. List of registired suppliers for complete <strong>NCC</strong> (All 16<br />
DTES) will now be carried out centrally at HQ DG<strong>NCC</strong> through<br />
advertisement on all <strong>in</strong>dia basis. List will be FWD to each state DTE. State<br />
DTE to tender only these registered suppliers hence-forth.<br />
PREPARATION OF COMPARATIVE STATEMENT OF TENDERS<br />
45. Tenders will be opened at the appo<strong>in</strong>ted time and venue <strong>in</strong> the<br />
presence of reps of firms, if present. After open<strong>in</strong>g the tenders, a<br />
comparative statement of tenders will be prepared <strong>in</strong> duplicate. While<br />
prepar<strong>in</strong>g comparative statement, it will be ensured that the rates quoted by<br />
the suppliers/contractors are <strong>in</strong>dicated both <strong>in</strong> words and figures. The rates<br />
<strong>in</strong> words will be shown <strong>in</strong> brackets below the rates <strong>in</strong>dicated <strong>in</strong> figures. This
