Message from the CEO of ACT 

Helping people achieve education 

and workplace success 

For more than five decades, ACT’s staff members have vigorously 

pursued our organization’s mission of “Helping people achieve 

education and workplace success.” ACT Education Solutions, 

Limited, (AES), a subsidiary founded in 2005, enables ACT to extend 

the services we have developed over more than a half century to 

individuals and organizations throughout the world. 

AES is headquartered in Sydney, Australia. Our field offices in 

Shanghai, Singapore, and Jakarta support our clients and partners 

in their respective regions and develop new opportunities for 

our organization. AES links universities with students ready for 

matriculation and helps students prepare for university-level study 

overseas. 

AES concentrates its efforts on growing and supporting student and 

institutional participation in the Global Assessment Certificate (GAC) 

program and a suite of English Language Programs (ELP). 

The GAC, taught and evaluated in English, helps students learning 

English develop the skills they need to be admitted to and succeed 

at colleges and universities that teach in English. Currently, the 

GAC is taught at high schools, universities, and private colleges in 

14 countries throughout the world. GAC students have gone on to 

graduate from universities in the United States, the United Kingdom, 

Australia, and Canada. 

As one of the final steps in earning the GAC, students can elect to take 

the ACT ® Test. This capstone test is universally recognized by colleges 

and universities across the United States for assessing students’ 

readiness for college-level study and is also accepted by colleges and 

universities around the world. 

The ELP help people from non-English speaking backgrounds learn 

to use English effectively in both general and academic contexts, 

including the GAC program. The programs develop competence in 

English language speaking, listening, reading and writing skills, and an 

understanding of the cultures of English-speaking peoples. 

At ACT, we are enthusiastic about the growth of our international

State University, I was very nervous 

with anticipation. This was the 

result of my going to America for 

the first time and attending 

university overseas. However, I was 

able to adapt easily to university 

because of the GAC program. 

“For me, the speaking and writing 

classes were very helpful. When I 

first started the GAC program, I had 

limited vocabulary, weak grammar 

and no confidence in speaking. 

But as I progressed in the program, 

I was able to overcome these 

problems. I received a lot of help 

in writing during the GAC program.

with confidence, and this ability 

helped me to make friends, attend 

classes, and even ask questions 

during class in Oklahoma.

The Global Assessment Certificate (GAC) program is a university 

preparation program that provides 

students with the academic 

knowledge, skills, and confidence 

to enter and successfully complete 

a bachelors degree at one of many 

selected universities. GAC graduates 

can apply for admission to more 

than 90 postsecondary institutions – 

Pathway Universities – in the United 

States, Canada, United Kingdom, 

Australia, Singapore, Cambodia, 

Indonesia, Malaysia, Mexico, Thailand 

and Vietnam. Some Pathway 

Universities offer credit points for an 

undergraduate degree, and a number 

of them offer scholarships which can 

significantly reduce tuition and living 

expenses. 

All students who complete the GAC 

are eligible to take the ACT ® Test, a 

multiple-choice test that covers four 

areas of study: English, Mathematics, 

Reading and Science, and an optional 

test of Writing. This test is used 

extensively by universities and 

colleges in the USA to determine 

undergraduate entry. The GAC is 

the only international university 

preparation program that includes 

the ACT as part of its curriculum.

GAC graduates can apply for admission to more than 90

The GAC consists of three levels 

of study, and a fast track option is 

available for students with additional 

prior learning that can be recognized. 

The core program consists of English, 

Mathematics, Computing, Business, 

Science and Social Science, supported 

by a systematic study of learning skills 

for success at university. Elective units 

allow students to choose between 

the International English Language 

Testing System (IELTS ) and the 

Test of English as a Foreign Language 

(TOEFL ® ) preparation. 

The GAC has been evaluated and 

recognized as meeting university 

admissions requirements by all GAC 

Pathway Universities. For example, 

recognition by the American Council 

on Education (ACE) of the GAC 

provides for up to 39 credit units of 

advanced standing. This means that 

a US university can grant up to two 

semesters of credit for the GAC.*

important as the choice of university 

for your bachelor degree. To help you

Study in the United States 

The United States is one of the most 

exciting places to study in the world. 

Here you will encounter leading 

technology, world-class professors, 

cutting-edge subjects and students 

from around the world. Nearly 

700,000 international students per 

year have chosen to study in the USA 

because it offers so many choices and 

some of the best facilities in the world. 

With more than 3,000 colleges and 

universities in the United States, the 

options are almost limitless. 

Institutions range in size from less 

than 1,000 to more than 50,000 

students. There are three main types of 

institutions – colleges, universities and 

institutes. Note that the terms ‘school,’ 

‘college,’ and ‘university’ are used 

interchangeably in the United States. 

Universities, both state and private, 

offer undergraduate (or bachelor’s) and 

graduate degrees. Colleges are usually 

smaller and offer only undergraduate 

degrees. Institutes tend to specialize 

in vocational skill areas such as fashion, 

art and design or technology. 


Millions of international students have chosen to study in 

the USA because it offers so many choices and some of 

the best facilities in the world. 

There are also community colleges 

which offer two-year associate degrees. 

These colleges are smaller than 

universities and often have close links 

to secondary schools. It is possible 

to transfer to the third year of a 

bachelors’s degree at a state university 

from some of these colleges. 

Most universities and colleges are 

coeducational but there are single 

sex institutions available as well. 

Choices include liberal arts colleges 

that emphasize broad preparation in 

academic disciplines, and schools 

that provide professional, careerrelated 

training. 

Bachelor’s degrees take four years 

to complete. In the first two years 

there is an emphasis on a broad, 

well-rounded education. You will be 

offered a wide range of classes— 

mathematics, science, the arts, social 

science, and languages—before you 

have to decide your specialization in 

your third and fourth years. 

In the first year you will be known as a 

freshman; in the second, a sophomore; 

in the third, a junior; and in the fourth, 

a senior. As an international student, 

you will be expected to study full time. 

The US education system is noted 

for its quality. Accreditation in the 

United States is managed entirely 

by the institutions themselves, in 

cooperation with regional accrediting 

bodies. Reviews are conducted, at 

the invitation of the institution, by 

committees of educators and other 

private citizens rather than by the 

government. 

Just as the types of educational 

institutions in the United States vary 

widely, so does the cost of education. 

Cost may be a major factor in 

deciding which college to attend. 

The average cost for students 

living on campus at four-year 

undergraduate colleges is varied. 

You must consider living expenses 

during holidays, including the summer 

break, and round-trip transportation 

from your home country. 

It is a good idea to investigate 

sources of financial aid in your own 

country as well as those in the 

United States. Keep in mind that the 

application process for scholarships 

and other financial aid programs may 

begin as early as 18 months before 

your planned date of enrolment.

financial aid as soon as possible.

are forbidden to establish campuses in 

Indonesia, it is still possible to start a 

world-class degree in Jakarta from an 

international university, such as Deakin 

University (Melbourne), by enrolling in 

a twinning program conducted at a 

local university. 

International campuses in Thailand 

are located across the country, 

from Bangkok to Chiangmai, and 

from Khon Kaen to Phuket. Quality 

local and western universities offer 

degrees in English, German, Chinese

In order to name themselves a 

university and issue internationally 

recognised qualifications, universities 

must be accredited by the Government 

of the Kingdom of Thailand.

At Swinburne University of Technology 

Sarawak Campus our courses, 

adapted from our home campus in 

Melbourne, Australia, are designed

Mexico is the third largest country in 

Latin America and boasts the largest 

population of Spanish speakers in the 

world. With over 110 million people, 

Mexico is a multicultural society which

a young boy with baggy pants and

on legend of how Mexico City, the 

country’s capital, was founded, the 

colours of the flag are meaningful: 

green represents hope and victory, 

white stands for unity and the purity 

of Mexican ideals, and red brings to 

mind the blood of the nation’s heroes. 

Located in an area known as the Pacific 

‘Ring of Fire,’ Mexico is characterised by 

active volcanoes and frequent seismic 

activity. The highest point in the country, 

Citlaltepetl (also called Orizaba) and the 

active volcano Popocatepetl are among 

the many volcanic peaks in Mexico. 

In Mexico today, education plays an 

increasingly important role in society. 

As Mexico has developed economically, 

so too have the opportunities for 

education for all its citizens. Mexico’s 

education system has been defined 

by its growth at all levels from primary 

through to university. Along with this 

growth, there has been a focus on 

quality improvement in the standard 

of education offered. 

Higher education consists of four 

types: universities, technical institutes, 

technological universities and teachertraining 

institutes. Universities (known 

as licenciatura) offer four-year degrees, 

while the technical institutes offer a 

three-year program in management 

and engineering. Teacher training 

colleges offer bachelor’s degrees in 

education. Technological universities 

provide a two-year program which 

prepares students to become 

technicians for universities. There are 

private and public institutions of all 

four types. Each state has at least 

one public university, often with 

campuses in different cities. 

Degrees awarded in Mexico are 

equivalent to those awarded in the 

United States at the corresponding 

level. Most degrees are offered in 

Spanish, however there are many 

institutions offering degrees in 

English. Our Pathway Universities

studied in Mexico, and Spanish is 

a prerequisite.

Founded in 1973, the UPAEP was 

established at the request of the people 

of Puebla in order to serve the people 

of the community. The University is
