USACE is pleased to provide you with a copy of the <strong>NDAI</strong>, <strong>for</strong> the site of the Former <strong>San</strong> <strong>Francisco</strong> <strong>Nike</strong><br />

<strong>Battery</strong> SF-<strong>31</strong>, J09CA1103. The <strong>for</strong>mer <strong>San</strong> <strong>Francisco</strong> <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>, FUDS Property Number<br />

J09CA1103, is recommended <strong>for</strong> No Department of Defense Actions Indicated (<strong>NDAI</strong>) <strong>for</strong> both the<br />

property and Project No. J09CA110301, Containerized Hazardous Toxic and Radiological Waste<br />

(CON/HTRW). Transmitted is a copy of the <strong>NDAI</strong> Report <strong>for</strong> <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>.<br />

The control area portion of the <strong>for</strong>mer <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong> is currently owned by Alameda County and is<br />

used as a remote radio communications facility; the launch and administration area is part of the Lake<br />

Chabot Regional Park and is under control of the East Bay Regional Park District. <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong><br />

was established in 1955 as a <strong>Nike</strong>-Ajax missile facility. In 1958-9 the site was modified to accommodate<br />

<strong>Nike</strong>-Hercules missiles. In 1963 the control area was enlarged to contain the High Power Acquisition<br />

Radar. In 1974 the U.S. Army terminated all of the leases and returned control of the site to the property<br />

owners.<br />

Since there is no known evidence of FUDS-associated environmental impacts remaining at the <strong>for</strong>mer<br />

<strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>, no further DoD action is recommended <strong>for</strong> this site and property. In the future, if<br />

contamination is found that can be demonstrated to have resulted from DOD activities, this property can<br />

be revisited. The attached document, “Finding of No Department of Defense Actions Indicated,” is<br />

included <strong>for</strong> specific details. Please <strong>review</strong> the attached report and provide comments by 1 December<br />

3. SITE DESCRIPTION:<br />

The <strong>for</strong>mer <strong>San</strong> <strong>Francisco</strong> <strong>Nike</strong> <strong>Battery</strong> <strong>31</strong> ( <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>) includes two parcels totaling<br />

135.182 acres and is located east of <strong>San</strong> Leandro near Lake Chabot in Alameda County,<br />

Cali<strong>for</strong>nia. <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong> consisted of three components: a launch area (SF-<strong>31</strong>L), an<br />

administrative area (SF-<strong>31</strong>A), and an integrated fire control area (SF-<strong>31</strong>C). SF-<strong>31</strong>A and SF-<strong>31</strong>L<br />

are located adjacent to one another (SF-<strong>31</strong>A/L), and their coordinates are 37º43’15” North and<br />

122º5’49” West (Universal Transverse Mercator (UTM) Zone 10, 579586 East and 4175225<br />

North). The coordinates of <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C are 37º43’25” North and 122º7’9” West (UTM<br />

Zone 10, 577625 East and 4175515 North). Former <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A/L is located in the <strong>San</strong><br />

Leandro Hills that <strong>for</strong>m the southeastern boundary of Lake Chabot, with a high point of 574 feet<br />

above mean sea level (msl). <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C is located on Fairmont Ridge, which <strong>for</strong>ms the<br />

western boundary of Lake Chabot, with the highest point being 813 feet above mean sea level.<br />

<strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A and SF-<strong>31</strong>L are now part of the Lake Chabot Regional Park under the<br />

control of the East Bay Regional Park District (EBRPD). <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C is owned by the<br />

Alameda County General Services Agency and used as a remote radio communications site.

4. SITE HISTORY:<br />

Prior to Department of Defense (DoD) use, the site was a watershed <strong>for</strong> the East Bay Municipal<br />

Utility District (EBMUD). <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong> was established in 1955 when the U.S Army<br />

acquired the acreage through a lease with the County of Alameda (7.38 acres) and an in<strong>for</strong>mal<br />

lease with the EBMUD (110.25 acres). <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>L was located approximately 270<br />

yards east of the southern end of Lake Chabot and consisted of eight launchers and two<br />

magazines (underground storage bunkers) that held a total of 20 MIM-3 <strong>Nike</strong>-Ajax multi-stage,<br />

surface-to-air missiles. The magazines were modified from May 1958 until June 1959 to hold 12<br />

of the larger MIM-14 <strong>Nike</strong>-Hercules missiles. Additional facilities were constructed on <strong>Nike</strong><br />

<strong>Battery</strong> SF-<strong>31</strong>L, including missile and warhead assembly, crew readiness, and security buildings.<br />

<strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A contained the site’s administrative and support functions. This included<br />

troop housing, mess hall, recreational facilities, battery administration, supply buildings, and<br />

vehicle maintenance facilities. <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C was the location of the site’s radar and fire<br />

control systems. It was located across Lake Chabot, approximately 1.1 miles to the west of <strong>Nike</strong><br />

<strong>Battery</strong> SF-<strong>31</strong>A and SF-<strong>31</strong>L.<br />

On 6 February 1963, the U.S. Army acquired an additional 17.552 acres of land from the <strong>San</strong><br />

Leandro Rock Company <strong>for</strong> the expansion of <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C to allow the installation of a<br />

High Power Acquisition Radar (HIPAR) system. In March 1974, <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong> was<br />

deactivated and all <strong>Nike</strong> missiles were removed from the site. On <strong>31</strong> August 1974, the U.S. Army<br />

terminated all of the leases and returned control of the site to the property owners.<br />

5. SITE INSPECTIONS/CURRENT STATUS:<br />

The U.S. Army Corps of Engineers, Sacramento District (USACE), conducted site<br />

reconnaissance at <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A/L on 20 July 2006 and at <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C on 17<br />

August 2006. The site visit to <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A/L was conducted with Don Goodknow of<br />

EBRPD. Don Jayamanne with the Alameda County General Services Agency Communications<br />

Department accompanied USACE during the visit to <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C.<br />

The USACE found that the majority of the <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong> buildings remain on site. The<br />

EBRPD uses all of the remaining buildings on the <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A/L site. <strong>Nike</strong> <strong>Battery</strong> SF-<br />

<strong>31</strong>L is used as a maintenance and storage yard, and <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A is used as the park<br />

police and fire department headquarters. The Alameda County General Services Agency uses the<br />

HIPAR Building on the <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>C.<br />

Since obtaining control of the site, both Alameda County and EBRPD have used and/or removed<br />

and replaced several underground storage tanks (USTs) and aboveground storage tanks (ASTs)<br />

and other site facilities.<br />

In 1995, the USACE contracted <strong>for</strong> the removal of a 6,000-gallon diesel underground storage<br />

tank and associated piping at <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>L, the removal of an aboveground fuel storage<br />

tank saddle and 1.5 cubic yards of contaminated soil at <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>A, and the cleaning of<br />

the hydraulic systems at the missile magazines at <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>L. All other known USTs<br />

and ASTs at the site have been removed or utilized by Alameda County or EBRPD.<br />

On a 25 February 2011 site visit, USACE identified one FUDS-eligible area of interest, the Acid<br />

Fueling Station at <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>L. During the site visit, USACE met with Alameda County<br />

and Regional Park District representatives to determine whether further inspection was necessary<br />

at the acid fueling station. During the site visit, no evidence of stressed vegetation, chemical<br />

odors, surface stains, FUDS-eligible underground or aboveground storage tanks and associated

fill or vent pipes, drum storage, or any other signs of adverse environmental conditions associated<br />

with the <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong> site was observed.<br />

USACE personnel also met and/or talked with County and Regional Park District staff familiar<br />

with the property. Don Goodnew, EBRPD Administrator, indicated that he had not observed any<br />

evidence of FUDS-associated contamination at the launch and administration site, and that<br />

previous USACE inspections had also not identified any FUDS-associated contamination.<br />

Alameda County has indicated that they are not aware of any FUDS-associated contamination at<br />

the control site.<br />

6. RECOMMENDATION:<br />

The Property known as <strong>Nike</strong> <strong>Battery</strong> SF-<strong>31</strong>, Project Number J09CA0110301<br />

(Containerized/HTRW) is recommended <strong>for</strong> No Department of Defense Action indicated<br />

(<strong>NDAI</strong>). In addition, the FUDS Property itself is also recommended <strong>for</strong> <strong>NDAI</strong>.<br />
