CHOICE OVERVIEW<br />
What is the <strong>Hartford</strong> <strong>Public</strong> <strong>Schools</strong> Office of School Choice?<br />
The <strong>Hartford</strong> <strong>Public</strong> <strong>Schools</strong> Office of School Choice manages and oversees the marketing,<br />
recruitment, and application process for all <strong>Hartford</strong> <strong>Public</strong> <strong>Schools</strong>. Specifically, the<br />
Office conducts the <strong>Hartford</strong> District Choice Lottery for the <strong>Hartford</strong> <strong>Public</strong> <strong>Schools</strong> and facilitates the<br />
placement of students into district schools.<br />
The Office works in collaboration with the <strong>Hartford</strong> <strong>Public</strong> School’s Welcome Center and various<br />
community partners such as Achieve <strong>Hartford</strong> to ensure that families are well-versed in the school<br />
selection process, including knowing their school options and understanding the lottery process.<br />
In addition, the Office of School Choice works closely with the Regional School Choice Office (RSCO)<br />
to ensure <strong>Hartford</strong> families are well-informed of all available school options and lottery application<br />
processes.<br />

What is the Regional School Choice Office (RSCO)?<br />
The Regional School Choice Office (RSCO) is a division of the State Department of Education.<br />
The Office of School Choice works in partnership with RSCO to ensure that families in the Greater<br />
<strong>Hartford</strong> region have access to quality, integrated educational options offered through the RSCO’s<br />
Magnet and Open Choice Lottery. <strong>Hartford</strong> Magnet School placements are conducted through the<br />
RSCO. <strong>Hartford</strong> residents may apply to both the <strong>Hartford</strong> District Choice and RSCO lotteries.<br />

Who is eligible to apply to the <strong>Hartford</strong> District Choice Lottery?<br />
All children entering Pre-Kindergarten-Grade 12 are eligible to apply to the <strong>Hartford</strong> District<br />
Choice Lottery. Students in transitional grades are required to apply and are placed first, as they must<br />
change schools in the coming 2013-2014 school year. Children in non-transitional grades can also apply,<br />
however seats are limited and placement is not guaranteed.
Transitional grades: entry grades of a school (Pre-Kindergarten, Kindergarten), or the last grade in a<br />
school (child attends a Pre-Kindergarten-Grade 8 school and is currently in the 8th grade)<br />
Non-transitional grades: grades which fall in between the entry and last grade of a school (for<br />
instance, a student attends a 9-12 school and is currently in the 10th grade)<br />
Who is able to submit a <strong>Hartford</strong> District Choice application?<br />
Only the parents/legal guardians of the child can complete the district choice application.<br />
Parent/guardians who want to enter more than one child into the Choice Lottery are required to submit<br />
an application for each child.<br />
When does the <strong>Hartford</strong> District Choice Lottery begin? What is the deadline for submitting an<br />
application?<br />
The 2013-2014 <strong>Hartford</strong> District Choice Lottery application season opens Friday, October 26, 2012<br />
and the deadline for completing applications is Thursday, January 31, 2013. This year, families with<br />
students in transitional and non-transitional grades will apply during the same lottery time period.<br />
Can I submit a Harford District Choice Application after the January 31, 2013 deadline?<br />
No. Children in transitional grades without an on-time application will be placed in the school<br />
closest to their home that has space available.<br />

The application for the 2013-14 <strong>Hartford</strong> District Choice Lottery can be found and completed at<br />
www.hartfordschools.org. Families are encouraged to submit online applications as changes can be<br />
easily made as you learn more about your school options. Paper applications are available from the<br />
Office of School Choice.<br />

If I applied last year, do I have to reapply?<br />
Yes. The lottery is conducted on yearly basis; last year’s application information is no longer<br />
valid. Remember, if your child is in a transitional grade you must apply.<br />
How many schools must I select for my child?<br />
Four (4) school options must be selected in order for the application to be considered complete.<br />
Parents are encouraged to select choices within their Home Zone as transportation may not be<br />
provided for school selections that are out of Zone.<br />

How do I know which schools are in my Home Zone?<br />
See the Choice Map on page 17 showing the schools within each Zone. For more detailed<br />
information about the schools and the Zones, please visit www.hartfordschools.org or<br />

Can I submit changes to my <strong>Hartford</strong> Choice District Application?<br />
Yes. Changes can be made throughout the lottery application period of October 26, 2012<br />
to January 31, 2013. If you applied online, you can log in and make the changes to your application.<br />
Notification of changes will be sent via email. If you submitted a paper application, you must<br />
submit another paper application. The most recent complete, on-time application will be entered into<br />
the lottery.<br />

PLACEMENT & REGISTRATION<br />
How will I know if my child was placed?<br />
The Office of Choice will notify all applicants of their placement results by mail and/or email<br />
during the month of April 2013.<br />
Once I receive a placement letter, do I have to accept or decline the placement?<br />
Upon receipt of the the placement letter you must accept or decline your placement by doing one<br />
of the following:<br />
1. Complete and return the placement response form by the date specified in your letter and<br />
return to:<br />

2. Go online to www.hartfordschools.org to accept/decline placement. Notification of acceptance<br />
or decline will be sent via email.<br />
Am I required to register at my child’s new school?<br />
Yes. The last step in the process is to register by May 31, 2013 at the new school in which the<br />
child received placement. To register, parents should be prepared to bring the following documents:<br />
1. Birth certificate<br />
2. Updated physical exam form (blue form)<br />
3. Immunization records<br />
4. Proof of <strong>Hartford</strong> residency (utility bill or lease/rental agreement)<br />
5. Photo identification of parent or documentation of legal guardianship<br />
My child was offered a placement through the RSCO (magnet school or Open Choice). Should I<br />
accept placement at the <strong>Hartford</strong> District school?<br />
Yes, if you do not intend to accept the magnet or Open Choice placement. You should decline the<br />
seat at <strong>Hartford</strong> District School if the student will enroll in the magnet or Open Choice school. If you<br />
have already accepted your <strong>Hartford</strong> District school placement and will enroll in the magnet or open<br />
choice school, please contact the Office of School Choice at 860.695.8876 and request a change to<br />
your placement status.
My child was placed on the RSCO magnet or Open Choice waitlist and was placed in a <strong>Hartford</strong><br />
District School. Should I accept placement at the <strong>Hartford</strong> District school?<br />
Yes. It is important to also accept a placement for the <strong>Hartford</strong> district school. The RSCO’s<br />
placement is not guaranteed. If you do not accept your placement in the <strong>Hartford</strong> school your child<br />
will be considered as not requiring a “seat” at the district school. If it is later determined that placement<br />
is needed at a <strong>Hartford</strong> District School, your child will be placed at a school with available seats which<br />
may not be the school assigned by the lottery.<br />

FREQUENTLY ASKED QUESTIONS<br />
If my child requires or may require special education, English Language Learner (ELL) support<br />
services, or learning accommodations under Section 504, can I apply to the <strong>Hartford</strong> Choice<br />
lottery?<br />
Yes. All applicants enter the lottery with the same access to be offered placement as any other<br />
child. Specific questions regarding services can be directed to the following departments:<br />

Office of ELL Services: 860.695.8649, Dr. Teresita Galrza, Director<br />
My family is currently homeless. Can my child participate in the lottery process?<br />
All children living in <strong>Hartford</strong>, including those who are homeless, are encouraged to participate in<br />
the Harford District Choice Lottery. If you have specific questions regarding homeless or foster children,<br />
please call Rhiannon Hendrix, Homeless & Family Service Specialist, at 860.695.8504 or email her at<br />
hendr001@hartfordschools.org.<br />
My family is undocumented. Can my child participate in the lottery process and attend school?<br />
All children living in the United States have the right to a free K-12 public education.<br />
Immigrant students do not need a green card, visa, passport, alien registration number, or social<br />
security number in order to register for school. <strong>Schools</strong> are required to provide undocumented<br />
immigrant students equal access to the same benefits as all students. If you have specific questions please<br />

I am a foster parent. Can my foster child participate in the lottery process?<br />
All children living in <strong>Hartford</strong>, including those in foster care, are encouraged to participate in the<br />
<strong>Hartford</strong> Choice Lottery HPS. If you have questions regarding homeless or foster children, please call<br />
Rhiannon Hendrix, Homeless & Family Service Specialist at 860.695.8504 or email her at<br />
hendr001@hartfordschools.org.<br />
If I want my child to attend a pre-kindergarten program, do I have to complete a lottery<br />
application?<br />
Yes. Pre-K is considered a transitional grade and t<strong>here</strong>fore an application is required. <strong>Hartford</strong><br />
<strong>Public</strong> <strong>Schools</strong> offers a variety of Pre-Kindergarten programs. Several of the Pre-Kindergarten programs<br />
for 4-year-olds are partially funded through a School Readiness Grant, and involve a weekly fee, based on<br />
household income. To qualify, a child must be four years of age by December 31, 2013 and the<br />
parent must have completed a school choice application. If you have specific questions regarding <strong>Hartford</strong><br />
<strong>Public</strong> <strong>Schools</strong>’ School Readiness programs, please call Stacey Youmatz, Lead Teacher for Early<br />

Do I have to submit an application for Kindergarten for my 4-year-old who is currently enrolled in<br />
Pre-K program in a <strong>Hartford</strong> District school?<br />
If your child’s current school is within your Home Zone, you do not have to apply. Your child will<br />
remain at their current school for Kindergarten. If your child’s current school is not within your Home<br />
Zone, an application should be submitted. If you decide to remain at the out-of-zone school, your<br />
child will not be eligible for transportation.
My family moved to <strong>Hartford</strong> after the lottery period ended, and my child was placed in a school<br />
with available seats. My child is in a transitional grade. How will it be determined w<strong>here</strong> my child<br />
will attend school next year?<br />
Students in transitional grades without an on-time application will be placed in the school<br />
closest to their home that has space available.<br />
If my child attends a school that ends at 5th grade (Maria Sanchez School, Parkville Community<br />
School, Expeditionary Learning Academy at Moylan), do I have to submit a lottery application?<br />
No. The children who attend the schools listed above will be automatically seated at<br />
McDonough Expeditionary Learning School for 6th grade. Families must still enroll their child at Mc-<br />

Yes. All children entering Pre-Kindergarten through Grade 12 are eligible to participate in the<br />
<strong>Hartford</strong> District Choice Lottery. Children in transitional grades are required to apply and are placed<br />
first, as they must change schools in the 2013-14 school year. Children in non-transitional grades can also<br />
apply, however, seats are limited and placement is not guaranteed.<br />

What are the guidelines to qualify for transportation services?<br />
Grades K-1: Child lives 0.5 miles or more from enrolled school<br />
Grades 2-5: Child lives 1.0 miles or more from enrolled school<br />
Grades 6-8: Child lives 1.5 miles or more from enrolled school<br />
Grades 9-12: Child lives 2.0 miles or more from enrolled school<br />
Will my child receive transportation to their Kindergarten through Grade 8 placement?<br />
Transportation eligibility changes as your child progresses in grades (see guidelines above).<br />
As a result, your child may not be eligible to receive transportation throughout all grades that<br />
they are in school. Parents of elementary aged children who select and accept a placement to a<br />
school outside of their Home Zone are not eligible for transportation services.<br />
Transportation will not be provided for elementary students placed in schools outside their Home Zone,<br />

Yes. Children who are homeless will be provided with transportation regardless of school or<br />

SAND Elementary School opened its doors in August 2009 under an exciting new school design called America’s Choice.<br />
America’s Choice provides a comprehensive research-based school design that focuses on standards-based curriculum and<br />
instruction, integrated assessment, high level and ongoing professional development for teachers and leaders (including<br />
on-site coaching and a parent engagement plan). America’s Choice has been adopted as a school reform model in more<br />

Dr. James H. Naylor/CCSU Leadership Academy was named after Dr. James H. Naylor. Dr. Naylor was born in Schuylerville,<br />
New York in 1869. After graduating from medical school, Dr. Naylor became a practicing physician in the city of <strong>Hartford</strong>,<br />
and became very active in civic affairs. He was a member of the South School District Committee and became its president<br />
in 1920. When the last school in the South District was opened in 1927, it was named after him as attribute to Dr. Naylor’s<br />
great interest and concerns surrounding education.<br />

Opportunity High School (OHS) was developed through a partnership between the <strong>Hartford</strong> <strong>Public</strong> <strong>Schools</strong> and Our Piece of<br />
the Pie, a leading youth development agency that helps <strong>Hartford</strong> adolescents and young adults, ages 14 to 24.<br />
Opportunity High School was designed for students looking for a way to accelerate credit attainment in order to graduate<br />
within 2 to 2½ years. Through participation in a year-round, extended day schedule, students at Opportunity High School<br />
can earn up to 11 credits a year while participating in enrichment activities, internships and valuable extension activities<br />

Maria Sanchez Elementary School is a Pre-K–5 neighborhood school located within walking distance of the State Capitol<br />
buildings and other landmarks. With 490 students, our school is small enough to nurture our students and teach a rigorous<br />
program of reading, writing, math, science, and character development.<br />
Students start using computers for reading in kindergarten and receive instruction on a daily basis using the Waterford<br />

The mission of Fred D. Wish Elementary School is to L.E.A.D. our students to LEARN, EXPLORE, ACHIEVE and DISCOVER their<br />
dreams and goals. They LEARN to be critical thinkers, creative problem solvers, and independent and collaborative learners;<br />
EXPLORE the world by exposure to museum-related activities; ACHIEVE positive results through hard work and persistence;<br />
