SECOND CAREER IN THE MERCHANT NAVY FOR<br />

RETIRING NAVAL PERSONNEL THROUGH<br />

PANAMA CERTIFICATION<br />

1. Republic <strong>of</strong> Panama has the largest Merchant Fleet strength with over<br />

12000 ships <strong>of</strong> various types registered under Panama Flag, constituting 65% <strong>of</strong><br />

the world ship strength. Also, 70% <strong>of</strong> world shipping tonnage and over 60% <strong>of</strong><br />

world maritime trade is carried out on ships plying under Panama Flag. As<br />

regards Indian shipping scenario, 30% <strong>of</strong> OSVs supporting <strong>of</strong>f-shore exploration<br />

in Indian waters are registered under Panama Flags. Thus, substantial<br />

employment opportunities exist for Indian personnel holding Panamaian COC<br />

onboard Panama registered ships.<br />

2. The Panama Maritime Authority (PMA) has <strong>of</strong>fered Merchant Navy<br />

certification to serving and retired IN Naval Officers & Sailors. The details are as<br />

given in succeeding paragraphs.<br />

3. Eligibility.<br />

Serving and retired Naval <strong>of</strong>ficers (both COS holders<br />

and non COS holders) are eligible to apply for certification.<br />

4. Officers should be in possession sea time and Bridge / Engine<br />

Dept/Control Room Duties experience and passed Mandatory STCW Courses<br />

as per STCW 2010 as per details placed at Appendix ‘A’<br />

5. The <strong>of</strong>ficers will be awarded CoC(FG) based on the assessment carried<br />

out by the Panama Maritime Authority (PMA) based on the Sea Service Extract<br />

and Certificate <strong>of</strong> having successfully <strong>com</strong>pleted Mandatory STCW Modular<br />

courses. There will be no Competency Course/Written Examination and OJT on<br />

board Merchant ship followed by an Oral Exam. The assessment and evaluation<br />

<strong>of</strong> sea time and verification <strong>of</strong> certificates will be carried out by Panama Maritime<br />

Authority (PMA) with IHQ MoD (Navy)/NAMAC (certificate issuing institute) for<br />

genuineness <strong>of</strong> the certificates. On verification, assessment will be carried out<br />

for issue <strong>of</strong> the Provisional Certificate (Blue Chit) from the Consulate General<br />

Office at Mumbai. The final documentation will arrive 4 - 8 weeks from the day<br />

<strong>of</strong> submission.<br />

6. The table enumerating the eligibility criteria and certification for all Indian<br />

Naval personnel is placed at Appendix ‘A’.


7. Procedure.<br />

The Transition will <strong>com</strong>mence as per following time line:-<br />

D-6 Months - Request for Transition to reach<br />

DESA<br />

D-6 to D-1 Months - Deputation to undergo<br />

Modular Course at NAMAC<br />

D-1 Month. - Applications with requisite Certificates<br />

to be submitted to NAMAC for onward<br />

transmission to PMA for assessment.<br />

8. The application shall consist the following as attachments: -<br />

(a) Application form consisting all personnel details including, pmt<br />

address, contact No’s, email id, etc. The application is available with<br />

NAMAC.<br />

(b). Scanned copies <strong>of</strong> the STCW certificates & courses undergone at<br />

NAMAC.<br />

(c). Scanned copy <strong>of</strong> Passport.<br />

(d). Scanned copy <strong>of</strong> Sea Service Extract issued by Naval<br />

Headquarters.<br />

(e). INDoS (can be obtained from NAMAC).<br />

(f). Scanned copy <strong>of</strong> the Bank Challan as a Pro<strong>of</strong> <strong>of</strong> depositing fees in<br />

the bank in favor <strong>of</strong> PMA (both in US $ & INR) payable at Mumbai.<br />

9. The candidate will forward application forms with DDs and the<br />

photocopies (XEROX) <strong>of</strong> all the above certification in person/ courier directly to<br />

NAMAC for onward submission to Consulate <strong>of</strong>fice at Mumbai. NAMAC is to<br />

establish a cell with a hired manpower for processing <strong>of</strong> the applications. A<br />

nominal processing fee may be charged from every candidate.<br />

10. Since only limited vacancies exist for Seafaring Modules through DGR,<br />

NAMAC is to conduct the same for <strong>of</strong>ficers opting beyond the limit at<br />

concessional rate for naval personnel and make necessary arrangements<br />

accordingly. Subsequently, NAMAC is to take up the case with DGR, through<br />

DESA, for increasing the vacancies.

11. Processing for Certification.<br />

On receipt <strong>of</strong> the documents from NAMAC,<br />

the same will be forwarded to PMA and then to Training Institute at Panama for<br />

assessment, evaluation <strong>of</strong> sea time and verification. Verification will be carried<br />

out with NAMAC / certificate issuing institute and Naval Headquarters (DESA)<br />

for genuineness <strong>of</strong> the certificates. On verification, assessment will be carried<br />

out for issue <strong>of</strong> the certificate. The candidate will be intimated by email for<br />

collection <strong>of</strong> the Provisional Certificate (Blue Chit) from the Consulate General<br />

Office at Mumbai. The final documentation will arrive 4 - 8 weeks from the day<br />

<strong>of</strong> submission.<br />

13. The final authority will rest on PMA for issue <strong>of</strong> certification as deemed fit<br />

only after thorough assessment and verification.<br />

15. Though, PMA has cleared the proposal for Seamen Sailors, but it requires<br />

further discussions to clarify the issue <strong>of</strong> assessment for Bridge duties. At the<br />

same time, employability <strong>of</strong> Electrical <strong>of</strong>ficers/sailors has been also taken up with<br />

PMA and is under examination.<br />
