SECOND CAREER IN THE MERCHANT NAVY FOR
RETIRING NAVAL PERSONNEL THROUGH
PANAMA CERTIFICATION
1. Republic of Panama has the largest Merchant Fleet strength with over
12000 ships of various types registered under Panama Flag, constituting 65% of
the world ship strength. Also, 70% of world shipping tonnage and over 60% of
world maritime trade is carried out on ships plying under Panama Flag. As
regards Indian shipping scenario, 30% of OSVs supporting off-shore exploration
in Indian waters are registered under Panama Flags. Thus, substantial
employment opportunities exist for Indian personnel holding Panamaian COC
onboard Panama registered ships.
2. The Panama Maritime Authority (PMA) has offered Merchant Navy
certification to serving and retired IN Naval Officers & Sailors. The details are as
given in succeeding paragraphs.
3. Eligibility.
Serving and retired Naval officers (both COS holders
and non COS holders) are eligible to apply for certification.
4. Officers should be in possession sea time and Bridge / Engine
Dept/Control Room Duties experience and passed Mandatory STCW Courses
as per STCW 2010 as per details placed at Appendix ‘A’
5. The officers will be awarded CoC(FG) based on the assessment carried
out by the Panama Maritime Authority (PMA) based on the Sea Service Extract
and Certificate of having successfully completed Mandatory STCW Modular
courses. There will be no Competency Course/Written Examination and OJT on
board Merchant ship followed by an Oral Exam. The assessment and evaluation
of sea time and verification of certificates will be carried out by Panama Maritime
Authority (PMA) with IHQ MoD (Navy)/NAMAC (certificate issuing institute) for
genuineness of the certificates. On verification, assessment will be carried out
for issue of the Provisional Certificate (Blue Chit) from the Consulate General
Office at Mumbai. The final documentation will arrive 4 - 8 weeks from the day
of submission.
6. The table enumerating the eligibility criteria and certification for all Indian
Naval personnel is placed at Appendix ‘A’.

7. Procedure.
The Transition will commence as per following time line:-
D-6 Months - Request for Transition to reach
DESA
D-6 to D-1 Months - Deputation to undergo
Modular Course at NAMAC
D-1 Month. - Applications with requisite Certificates
to be submitted to NAMAC for onward
transmission to PMA for assessment.
8. The application shall consist the following as attachments: -

(a) Application form consisting all personnel details including, pmt
address, contact No’s, email id, etc. The application is available with
NAMAC.
(b). Scanned copies of the STCW certificates & courses undergone at
NAMAC.
(c). Scanned copy of Passport.
(d). Scanned copy of Sea Service Extract issued by Naval
Headquarters.
(e). INDoS (can be obtained from NAMAC).
(f). Scanned copy of the Bank Challan as a Proof of depositing fees in
the bank in favor of PMA (both in US $ & INR) payable at Mumbai.
9. The candidate will forward application forms with DDs and the
photocopies (XEROX) of all the above certification in person/ courier directly to
NAMAC for onward submission to Consulate office at Mumbai. NAMAC is to
establish a cell with a hired manpower for processing of the applications. A
nominal processing fee may be charged from every candidate.
10. Since only limited vacancies exist for Seafaring Modules through DGR,
NAMAC is to conduct the same for officers opting beyond the limit at
concessional rate for naval personnel and make necessary arrangements
accordingly. Subsequently, NAMAC is to take up the case with DGR, through
DESA, for increasing the vacancies.

11. Processing for Certification.
On receipt of the documents from NAMAC,
the same will be forwarded to PMA and then to Training Institute at Panama for
assessment, evaluation of sea time and verification. Verification will be carried
out with NAMAC / certificate issuing institute and Naval Headquarters (DESA)
for genuineness of the certificates. On verification, assessment will be carried
out for issue of the certificate. The candidate will be intimated by email for
collection of the Provisional Certificate (Blue Chit) from the Consulate General
Office at Mumbai. The final documentation will arrive 4 - 8 weeks from the day
of submission.
13. The final authority will rest on PMA for issue of certification as deemed fit
only after thorough assessment and verification.

15. Though, PMA has cleared the proposal for Seamen Sailors, but it requires
further discussions to clarify the issue of assessment for Bridge duties. At the
same time, employability of Electrical officers/sailors has been also taken up with
PMA and is under examination.

2. Eligibility.
The eligible retired Naval officers (both COS holders and non
COS holders) can directly apply by either down loading the application from
