OPENING ADDRESS BY COP<br />

2. The Chairman welcomed all members to the 12th Main Meeting of NHQ <strong>JCM</strong><br />

Council and hoped that the stay of outstation members has been comfortable.<br />

3. Before taking up formal proceedings, he placed on record the appreciation of<br />

the forum for the valuable contribution made by Cmde HS Chopra, CSO(P&A), ENC,<br />

Cmde OP Kaura, CSO(P&A), SNC and Shri BP Dahiya DCPS(<strong>JCM</strong>) and Secretary<br />

NHQ <strong>JCM</strong> Council who had completed their tenure and moved to other appointments.<br />

He welcomed Cmde Sunil Anand who has taken over as CSO(P&A), SNC and Shri D<br />

Sinha, who has assumed the appointment of LWC(C). He also extended in absentia<br />

welcome to RAdm T Sudhakar, who has taken over as CSO(P&A) ENC on 28 <strong>Sep</strong> and<br />

Shri KS Kumar who has joined as DCPS(<strong>JCM</strong>) and have not been able to come.<br />

4. The Chairman highlighted some of the key achievements in areas of pay &<br />

allowances, Recruitment Rules and other welfare measures for the benefit of the<br />

members:-<br />

Pay & Allowances: MOD has approved upgradation of pay scales and<br />

merger of various posts of yard craft personnel. Govt has also approved<br />

payment of OTA in the revised pay wef 01 Jan 2006. Additional funds for<br />

payment of OT arrears have also been released to Commands. Instructions for<br />

OTA rates for supervisors under Sec 64 of the Factories Act are also being<br />

expedited with MoD. Risk Allowance scheme has been extended till 31 Dec<br />

20<strong>11</strong> till the new 'Risk Insurance Scheme' comes into force.<br />

Restructuring and DPCs : Revised MoD instructions for effective date for<br />

restructuring of Artisan Staff have been promulgated. For the year 20<strong>11</strong>-12, as<br />

on date, DPCs for majority of Gr ‘A’ and Gr ‘B’ posts except Design Officers<br />

Cadre have already been held and approved. Similarly, a large number of cases<br />

of MACPS have been cleared. Equally large number of DPCs have also been<br />

held by Commands. A concerted effort is being made to expedite all pending<br />

DPCs and DSCs.<br />

Recruitment Rules and Cadre Review: Draft Recruitment Rules for 22<br />

cadres have been submitted and remaining are being progressed on priority.<br />

Once this exercise is complete, comprehensive cadre review will be taken up in<br />

consultation with all stakeholders. In some cases, preparatory work on cadre<br />

review has already been initiated. A draft statement of case for 4 Tier structure<br />

for NAD staff on the lines of Artisan staff has been finalized. This will be<br />

submitted to MoD shortly.<br />

Bonus : MoD has issued instructions for payment of 40 days wages in<br />

cash as PLB for 2010-20<strong>11</strong> to eligible Civilian employees. MoD has also issued<br />

instructions for grant of adhoc bonus equivalent to 30 days for 2010-<strong>11</strong> for<br />

eligible Central Govt employees.<br />

ACP: MoD has issued clarifications for counting of service as<br />

Artisan staff for grant of ACP to Draughtsman.<br />

5. The Chairman was appreciative of excellent co-ordination and understanding<br />

amongst all members of the staff side as well as official side, in the true salutary spirit<br />

of the Joint Consultative Machinery. He reiterated that only through this consultative<br />

as well as accommodative approach that this forum has been able to resolve many<br />

important and substantive issues.<br />

6. The Chairman invited the Leader Staff Side for his opening remarks before<br />

taking up progress points.<br />

7. Shri Muthu Veerappan, Leader Staff side appreciated the valuable contributions<br />

made by Cmde HS Chopra, CSO(P&A), ENC, Cmde OP Kaura, CSO(P&A), SNC and<br />

Shri BP Dahiya, DCPS(<strong>JCM</strong>) and Secretary NHQ <strong>JCM</strong> Council. He welcomed Cmde<br />

Sunil Anand who has taken over as CSO(P&A), SNC and Shri D Sinha, who has<br />

assumed the appointment of LWC(C). He appreciated the efforts made by IHQ-<br />

MoD(N) for release of additional funds for payment of OTA arrears as per revised<br />

rates.<br />

time frame.<br />

Cadre Review proposals be finalized only after discussion with the Staff<br />

Response from Shri Ombir Yadav, BPMS<br />

9. Shri Ombir Yadav appreciated the sanction of 40 days PLB. However, he<br />

emphasised inclusion of five more units in the scheme of PLB. In this context, he<br />

requested the Chairman to intervene and resolve the issue. He also requested that OT<br />

ceiling under Factories Act be waived for Defence installations as an operational<br />

requirement. The <strong>JCM</strong> forum be utilized to the utmost extend to avoid litigations. He<br />

also brought out the extensive and commendable efforts of ND(MB) workers on board<br />

INS Vindhyagiri.<br />

10. Shri Anjayeyulu requested for enhancement of PLB ceiling from 40 days to 78<br />

days with revised pay structure at par with the Indian Railways. He also emphasised<br />

that OT ceiling under Factories Act be waived for Defence installations on operational<br />

grounds.<br />

Confirmation of Minutes of the <strong>11</strong> th Main Meeting<br />

<strong>11</strong>. Minutes of the <strong>11</strong> th Main Meeting of NHQ(<strong>JCM</strong>) Council held on 27 th April <strong>11</strong><br />

were confirmed by the Staff Side.<br />

12. Subsequently, progress points were taken up for discussion and decisions<br />

thereupon are placed at Appendix ‘A’.<br />

13. Mention points discussion/decisions thereon are placed at Appendix ‘B’.<br />

Closing Remarks by the Chariman<br />

14. The Chairman thanked all members for participation and their valuable views<br />

on the points discussed in the forum.<br />

15. The Chairman stated that this would probably be the last <strong>meet</strong>ing of XIIth term<br />

<strong>JCM</strong> Council as MoD would soon issue instructions for constitution of the XIIIth term.<br />

16. The Chairman reiterated that this forum of <strong>JCM</strong> was truly an effective<br />

mechanism to discuss and resolve all matters pertaining to working conditions of our<br />

large family of naval civilians. He observed a high level of co-ordination,<br />

understanding and maturity during the deliberations on many issues that have been<br />

transacted in last two years and hoped that the few ongoing issues will be progressed by<br />

our successor council when constituted. He urged the staff side to utilise the <strong>JCM</strong><br />

forum to discuss issues of wider concern to our workmen and individual<br />

issues/concerns should be resolved through other administrative channels and means<br />

finalized. The progress of RRs is as<br />

be asked to exercise option for<br />

promotion either to Master<br />

Craftsman or to Chargeman before<br />

consideration for promotion and<br />

the existing MCM will be allowed<br />

to give option to be inducted as<br />

Chargeman by way of transfer.<br />

Similar orders may be issued by<br />

the IHQ-MoD(N) also.<br />

(a) The proposal was circulated<br />

to Commands for scrutiny and<br />

comments. Commands have<br />

recommended not to disturb the<br />

present structure promulgated vide<br />

MoD letter No <strong>11</strong>(5)/2009-D(Civ-I)<br />

dated 14 Jun 2010. As per this,<br />

MCM is a hierarchical post and<br />

Tradesman HS-I on qualifying<br />

Departmental Qualifying Exam are<br />

to be promoted as MCM, which is a<br />

feeder post for Chargeman.<br />

(b) Chargeman and MCM, though<br />

in the same Grade Pay, enjoy<br />

different status in the organisational<br />

hierarchy.<br />

(c) Present trade structure is in<br />

parity with that of Railways.<br />

Decision :<br />

Based on inputs provided by<br />

the Staff side, the Chairman<br />

directed that the issue be reexamined<br />

in greater depth in<br />

consultation with Staff side.<br />

Shri Anjaneyulu, AIDEF<br />

1. Sh Anjaneyulu highlighted that Technical Supervisors have not<br />

yet been paid OTA arrears. PDCP clarified that a case for determination<br />

of reference pay (instead of notional pay) as stipulated in MoD letter No<br />

14(1)/97/D(Civ-II) dt 01 July 98 for the purpose of OTA in respect of<br />

Technical Supervising Staff has been taken up with MoD. Decision is<br />

awaited.<br />

Shri KK Balachandran, AIDEF<br />

2. Sh KK Balachandran requested to consider ex-Naval Apprentices<br />

of NSRY(Kochi) in the post of Tradesman(SK) in NSRY Karwar. He was<br />

assured by CSO(P&A), HQWNC that necessary measures would be<br />

taken to consider ex-Naval Apprentices for vacant posts in<br />

NSRY(Karwar).<br />

3. He also requested to conduct a special <strong>meet</strong>ing of <strong>JCM</strong> Staff Side<br />

to discuss before finalizing RR of Yard Craft Personnel and remaining<br />

RR of various posts. PDCP clarified that convening of <strong>meet</strong>ing would be<br />

considered after comments of all Stakeholders are received.<br />

4. Sh Balachandran raised the issue of implementation of MoD<br />

letter No 18(5)/2008-D(Civ-II) dt 10 May 20<strong>11</strong> regarding payment of<br />

OTA in the revised pay. PDCP informed that a case has been taken up<br />

with MoD and the decision is awaited.<br />

5. Sh Sathikan raised the issue of non receipt of GPF Statement.<br />

CSP(P&A), WNC assured the member that necessary action would be<br />

6. Sh Kamal Singh highlighted lack of promotion in the<br />

Draughtsman Cadre for a long time. He requested for an early holding<br />

of DPCs. SPD(Civ) informed the member that the DPCs in the<br />

Draughtsman cadre are held up as the matter is sub-judice.<br />

Notwithstanding, the position would be reviewed.<br />
