It is unfortunate that the
grade of Master Craft Man was not
granted to this cadre at that time.
It is requested that the Grade of
Master Crafts Man may be granted
to this cadre and all revisions in
artisan cadre thereafter if any may
similarly be extended to this cadre
also.

Restructuring of Cadre of
Artisan Staff in Defence
Establishments and placement of
Master Craftsman
The Ordnance Factory Board
has already issued Order vide No
01/CR/A/I/658 dated 31 Dec 10
that the eligible Highly Skilled Gr
I employees will constitute feeder
line of promotion to Master
Craftsman in the artisan cadre or
Chargeman in the Supervisory
Cadre and accordingly, they will
be asked to exercise option for
promotion either to Master
Craftsman or to Chargeman before
consideration for promotion and
the existing MCM will be allowed
to give option to be inducted as
Chargeman by way of transfer.
Similar orders may be issued by
the IHQ-MoD(N) also.

(a) The proposal was circulated
to Commands for scrutiny and
comments. Commands have
recommended not to disturb the
present structure promulgated vide
MoD letter No 11(5)/2009-D(Civ-I)
dated 14 Jun 2010. As per this,
MCM is a hierarchical post and
Tradesman HS-I on qualifying
Departmental Qualifying Exam are
to be promoted as MCM, which is a
feeder post for Chargeman.
(b) Chargeman and MCM, though
in the same Grade Pay, enjoy
different status in the organisational
hierarchy.
(c) Present trade structure is in
parity with that of Railways.
Decision :
Based on inputs provided by
the Staff side, the Chairman
directed that the issue be reexamined
in greater depth in
consultation with Staff side.
