The common catalogue of varieties of agricultural plant species is published in accordance with the provisions of Article 17 of Council Directive 2002/53/EC of 13 June 2002 on the common catalogue of varieties of agricultural plant species ( 1 ). In accordance with the entry into force of the Agreement on the European Economic Area (EEA), the common catalogue comprises also EFTA countries' varieties fulfilling the requirements of the Agreement ( 2 ). In accordance with the Agreement between the European Community and the Swiss Confederation on trade in agricultural products ( 3 ), the common catalogue also comprises the Swiss varieties fulfilling the requirements of the Agreement. This catalogue lists all the varieties, the seeds of which, pursuant to Article 16 of the abovementioned Directive, are not subject, in the EEA, to marketing restrictions relating to variety, except in the cases provided for in Article 16(2) and Article 18 of the aforementioned Directive. Varieties notified in the framework of Commission Directive 2008/62/EC of 20 June 2008 providing for certain derogations for acceptance of agricultural landraces and varieties which are naturally adapted to the local and regional conditions and threatened by genetic erosion and for marketing of seed and seed potatoes of those landraces and varieties ( 4 ), are referred to as ‘conservation varieties’. 2. The common catalogue of varieties of agricultural plant species was published for the first time on 21 July 1975 ( 5 ). This 31st complete edition replaces the 30th complete edition ( 6 ). It lists the varieties which, from 26 October 2012 ( 7 ) at the latest, are no longer subject, on the territory of the whole EEA, to marketing restrictions relating to variety, except in the cases provided for in the abovementioned Directive. 3. The catalogue is subdivided according to the species covered by the Directive. Within each species, or where appropriate subspecies, it lists the varieties in alphabetical order of their accepted varietal names. These are: (a) the names under which a variety is officially admitted in the Member States or EFTA country; pursuant to Article 9(2) of Directive 2002/53/EC, new varieties may be admitted in a Member State or EFTA country only under one name. The same variety may be admitted in another Member State or EFTA country under a different name only if justified; (b) the other names under which seed of the variety is still being marketed (old varieties). For simplicity, when seeds of one variety are marketed under several names one conventional name has been chosen. As a general rule this name is the official name given to the variety in the first known country of admission. All details of the variety are placed under this name. For the other varietal names reference is simply made to the relevant conventional name. 4. The catalogue comprises four columns: — column 1: ‘Variety’, — column 2: ‘EU country of admission’, — column 3: ‘EFTA country of admission’, — column 4: ‘Observations’. For other names reference is made in column 4 to the conventional name as shown in the following example: BETA VULGARIS L. 1 2 3 4 Matura = Matador 5. In the case of conventional names the four columns contain the following information referring to the variety: 5.1. Column 1 Immediately below the conventional name, the other names of the variety by which it has been officially admitted into Member States or EFTA country are repeated in alphabetical order preceded by a dash, only one per country of admission being given. For names of varieties not covered see 5.3. 5.2. Columns 2 and 3 — An asterisk appears before the abbreviation of each Member State or EFTA country having officially admitted a variety. — Where admission was exclusively based on the criteria of distinctness, stability and uniformity and provided that the variety concerned was admitted in another Member State or EFTA country with value for cultivation and use, the asterisk appears in brackets. — In most cases the country abbreviation is followed by a number. This number indicates the person responsible for the maintenance of the variety in the country of admission. The names corresponding to these numbers are contained in the Annex entitled ‘List of names of the person or persons responsible for the maintenance of varieties and of the authorities holding the list of names of such persons’. — Where an ‘x’ replaces this number it means that there are several persons considered as responsible for maintenance by the country of admission. Their names may be obtained from the authority indicated in the list for the Member State of EFTA country concerned. — Where the number or the ‘x’ is underlined, it means that the persons concerned are also responsible for the maintenance of the variety for other countries of admission for which an asterisk appears without a number or an ‘x’. — The aforementioned notes are given on the line corresponding to the name under which the variety has been officially admitted into the Member State or EFTA country concerned (see 5.1). 5.3. Column 4 Information of the following kind is given in this column: — ploidy of the variety is indicated by the letters ‘D’ (diploid), ‘P’ (polyploid or triploid) or ‘T’ (tetraploid),
