Supreme Court cancels writ on <strong>Madhesh</strong>is' hiring<br />

Kathmandu: <strong>The</strong> Supreme Court<br />

quashed the writ filed against the recruitment<br />

<strong>of</strong> the <strong>Madhesh</strong>i Youths into<br />

the Nepal Army, stating that the Process<br />

was in line with the existing legal<br />

provisions. <strong>The</strong> order paves the<br />

way for the recruitment Process. A<br />

division bench <strong>of</strong> Chief Justice Khil<br />

Raj Regmi and Justice Sushila Karki<br />

stated that the government decision<br />

to recruit 3,000 Youths including<br />

<strong>Madhesh</strong>is, Dalits and Janajatis from<br />

all regions <strong>of</strong> Hills, Mountains and<br />

<strong>Madhesh</strong> based on the policy paper<br />

brought by the government in this regard<br />

doesn't contravene any legal<br />

Provision.<br />

<strong>The</strong> Court ordered that the<br />

recruitment be undertaken as per the<br />

existing law. <strong>The</strong> 3,000 posts are the<br />

vacant positions in the existing<br />

strength <strong>of</strong> the Army. Arguing from<br />

the side <strong>of</strong> the defendants, attorney<br />

had stated that this recruitment was<br />

not meant only for the en masse entry<br />

<strong>of</strong> the <strong>Madhesh</strong>is into the Army,<br />

as argued by the Plaintiffs. Rather,<br />

they argued the policy was under-<br />

taken as part <strong>of</strong> the inclusive plan<br />

for te underrepresented community<br />

including <strong>Madhesh</strong>is. Government<br />

Attorney Yuvraj Subedi argued that<br />

the government's Policy Paper intended<br />

to first empower the<br />

marginalized communities and then<br />

bring them into competition .<br />

and Communications Raj Kishor Yadav has expressed<br />

his belief that pro-people constitution would be promulgated<br />

by Reporters' Club Nepal in honor <strong>of</strong> Minister Yadav, he<br />

claimed the task <strong>of</strong> army integration under the peace process would reach<br />

to conclusion this week. <strong>The</strong> government is committed to discharge the<br />

role to accomplish the peace and constitution-drafting processes, Minister<br />

Yadav said, informing that the political parties are sitting for serious discussion<br />

government failed to follow the due<br />

legal procedures. <strong>The</strong> government<br />

brought in a policy paper regarding<br />

the recruitment <strong>of</strong> marginalized communities<br />

in the NA including<br />

<strong>Madhesh</strong>is wherein they had stated<br />

that the <strong>Madhesh</strong>i Youths' recruitment<br />

in to the NA has called for undertaking<br />

programmes that will encourage<br />

the underrepresented communities<br />

to join the national army.

Let's form the <strong>Madhesh</strong><br />

based on Equality<br />

Only 45 days is left for the completion <strong>of</strong> the<br />

terms and the tenure <strong>of</strong> the Constitutional Assembly.<br />

<strong>The</strong>refore it now becomes necessary for the<br />

<strong>Madhesh</strong>i Leaders to put on all their efforts, power<br />

and the time in the formation <strong>of</strong> the Constitution.<br />

As the <strong>Madhesh</strong>i are in the more need <strong>of</strong> the Constitution<br />

with Federalism they first need to give<br />

up their personal interest and the conflicts and<br />

should move ahead for the group and the meaningful<br />

efforts towards the formation <strong>of</strong> the Peace and<br />

the Constitution. <strong>The</strong> Constitution with the ugly<br />

Federalism would none other than give the continuity<br />

to the rebelling Politics. <strong>The</strong>refore it all becomes<br />

necessary for all the <strong>Madhesh</strong>-based Political<br />

Parties, <strong>Madhesh</strong>i Journalists and the Civil<br />

Society to stand and join their hands together in<br />

the favor <strong>of</strong> the healthy and the justifiable Federalism.<br />

It's the time to extend the <strong>Madhesh</strong>i Alliance<br />

by bringing all the <strong>Madhesh</strong>i Political parties<br />

inside and outside the Constitutional Assembly<br />

and form the grand and the strong <strong>Madhesh</strong>i<br />

Alliance. <strong>The</strong> <strong>Madhesh</strong>i Journalists need to play<br />

the vital and the strong role to minimize the distance<br />

between the <strong>Madhesh</strong>-based Political Parties.<br />

Let all the Madhes-based Political Parties<br />

come under the single umbrella <strong>of</strong> the <strong>Madhesh</strong>i<br />

Alliance. Hence on the Occasion <strong>of</strong> the New Year<br />

2069 let we all form the Common Alliance along<br />

with the existence <strong>of</strong> the <strong>Madhesh</strong>badi as well as<br />

let us form the <strong>Madhesh</strong> based on the Equity, Equality<br />

and without discrimination.<br />

Also economic resources having<br />

always been forced to retain<br />

a flexibility that permits<br />

them to take advantage <strong>of</strong><br />

whatever economic opportunities<br />

present themselves.<br />

<strong>The</strong> hill people migrated from<br />

north <strong>of</strong> the Siwaliks ranges<br />

into <strong>Madhesh</strong>. This fact has<br />

historical significant. <strong>The</strong>y are<br />

not the real settlers <strong>of</strong> the<br />

<strong>Madhesh</strong>. I would like to<br />

quote: '' Until recently, the<br />

terai was totally a part <strong>of</strong><br />

what may be called the northern<br />

Indian plains cultural<br />

sphere, but settlers from north<br />

<strong>of</strong> the Siwaliks are now introducing<br />

the Nepalese hill culture<br />

into the region.<br />

Upendra Yadav has explored<br />

another dimension <strong>of</strong> migration<br />

in the following lines: ''<br />

Apart from the internal immigrants,<br />

Nepalis speaking refugees<br />

from Burma, Assam,<br />

Sikkim, West Bengl, Bhutan<br />

and other places were encouraged<br />

to settle there. On<br />

the contrary the landless<br />

<strong>Madhesh</strong>ee people in the<br />

Terai were rarely given anty<br />

land in the wave <strong>of</strong> resettlement<br />

projects. Big politicians<br />

and hill elites in the name <strong>of</strong><br />

the ' Political Victims' were<br />

alloted land in <strong>Madhesh</strong> by<br />

clearing the dense forest.''<br />

<strong>Madhesh</strong>i People are not in<br />

favor <strong>of</strong> Nepalization from the<br />

very beginning. <strong>The</strong>y have<br />

been relectant to this new<br />

ohenomenon <strong>of</strong> social and<br />

cultural trnasformation to<br />

maximum extent. <strong>The</strong>y have<br />

opposed this step openly time<br />

and again: '' <strong>The</strong> Nepalese<br />

government has taken various<br />

steps to encourage the<br />

Nepalization process in the<br />

Terai but it is clear that the<br />

plains people will resist the<br />

government's more obvious<br />

efforts to transform their cultural<br />

patterns.'' It was hoped<br />

in the beginning when hill migrants<br />

came to mingle with<br />

<strong>Madhesh</strong>i People that there<br />

would be cultural assimilation<br />

but that was also not possible<br />

because <strong>Madhesh</strong>i is a race.<br />

This race has its own cultural<br />

heritage. It could not be<br />

mingled so easily as envisioned<br />

early. It is a very long<br />

and time taking process <strong>of</strong><br />

socialization. No race can be<br />

changed and transformed by<br />

the state machinery. <strong>The</strong><br />

Panchayat regime tried its<br />

level best when it planned that<br />

there should be cultural assimilation<br />

between the<br />

Mountaineous people and<br />

<strong>Madhesh</strong>i people. Again allow<br />

me to quote: '' Some assimilation<br />

will take place slowly and<br />

naturally as hill people interact<br />

with plains people in the<br />

terai. However, cultural homogeneity<br />

is not a necessary<br />

precondition for national unity.<br />

Certainly the plain people <strong>of</strong><br />

the terai could be brought into<br />

participating relationship with<br />

the hill people without adopting<br />

the hill culture. It can be<br />

certainly certified that hill<br />

people are migrants who resides<br />

in <strong>Madhesh</strong> but they are<br />

not the original habitants. <strong>The</strong><br />

Govt. has betrayed <strong>Madhesh</strong>i<br />

People by not including it in<br />

Nepal Federation <strong>of</strong><br />

indigeneous People.<br />

<strong>The</strong> two communities had a<br />

long-standing antipthy in some<br />

sections to the point <strong>of</strong> hatred.<br />

<strong>The</strong>y have been deprived by<br />

their fundamental rights. Even<br />

the indigenous people who<br />

have been migrated from Tibet<br />

in the 17th century have<br />

been enlisted in it. As for example,<br />

Sherpa people have<br />

been enlisted in it who have<br />

migrated from Tibet in 17th<br />

century. I wouldlike to quote:<br />

'' When the Sherpa first migrated<br />

to soul-khumbu from<br />

Tibet, they were apprantely<br />

under the leadership <strong>of</strong> such<br />

a married lama; his descendants<br />

form the clan which today<br />

is called the lama clan. As<br />

oppitz has shown, these are<br />

descended from an original<br />

four proto-clan, dating back to<br />

the small group which initially<br />

settled South Khumbu in 17th<br />

century, having migrated from<br />

some where in Khams province,<br />

in eastern Tibet.''<br />

Now a sociologist like Dr.<br />

Om Gurung does not find out<br />

where is <strong>Madhesh</strong>. He has<br />

set out to search for<br />

<strong>Madhesh</strong>. In an interview<br />

with the Kathmandu Post<br />

dated March 19-2007. He<br />

asks not to forget the<br />

<strong>Madhesh</strong>is alone are in Terai.<br />

Our interpretation <strong>of</strong><br />

<strong>Madhesh</strong> is different from<br />

that <strong>of</strong> Madhesis. We want<br />

to know where <strong>Madhesh</strong> is.<br />

We indigenous communities<br />

think that <strong>Madhesh</strong>is are<br />

there in this country but there<br />

is not land called <strong>Madhesh</strong> in<br />

Nepal. <strong>The</strong>se Madhesis hav<br />

ecome from Madhyadesh. It<br />

is a place between India 's<br />

Bihar and Uttar Pradesh.<br />

''It is true that <strong>Madhesh</strong>i<br />

alone are not in Terai but it<br />

is absolutely true that<br />

<strong>Madhesh</strong>is are the original<br />

inhabitants <strong>of</strong> <strong>Madhesh</strong>.<br />

<strong>The</strong>y have not come from<br />

a place between India's<br />

Bihar and Uttar Pradesh as<br />

you assume. He speaks like<br />

the spokesperson <strong>of</strong> the<br />

government. <strong>The</strong> Govt. is<br />

not in mood to accept the<br />

ground reality that<br />

<strong>Madhesh</strong> is the part and<br />

parcel <strong>of</strong> this country.<br />

Sometimes govt. accepts<br />

this reality but it refutes<br />

that <strong>Madhesh</strong>i people are<br />

unwanted and unrecognized.<br />

<strong>Madhesh</strong> is the<br />

backbone <strong>of</strong> Nepal. It feeds<br />

whole Nepal. So this country<br />

needs <strong>Madhesh</strong> but it<br />

does not need <strong>Madhesh</strong>i<br />

People. What an irony? It<br />

is pity that he opines that<br />

the rulers <strong>of</strong> this country<br />

brought them into Nepal.<br />

<strong>The</strong> rulers <strong>of</strong> this country<br />

themselves have come<br />

from Rajasthan, India. We<br />

<strong>Madhesh</strong>is have not come<br />

from anywhere. We have<br />

been here from the time<br />

immemorial. We have<br />

made this country prosperous<br />

by dint <strong>of</strong> labour. We<br />

have cultivated the virgin<br />

land <strong>of</strong> <strong>Madhesh</strong> first <strong>of</strong> all.<br />

Do not forget this historical<br />

fact. Do not try to misguide<br />

and mislead people.<br />

You are not an authority to<br />

speak on the origin <strong>of</strong><br />

<strong>Madhesh</strong>i people because<br />

you do not know the ground<br />

reality. <strong>The</strong> Govt. also<br />

wants to have <strong>Madhesh</strong> but<br />

not the <strong>Madhesh</strong>i people in<br />

this territory which is a Himalayan<br />

mistake, committed<br />

by the Govt. Some elite<br />

people consider themselves<br />

that they are rulers and real<br />

master <strong>of</strong> the <strong>Madhesh</strong>i<br />

People. No <strong>Madhesh</strong>i can<br />

tolerate these fictious statements.<br />

<strong>The</strong>y are no more<br />

subjugated and sub-dued<br />

and sub-standard people.<br />

about identity among<br />

<strong>Madhesh</strong>is, Matrika Yadav,<br />

the most prominent leader<br />

from Terai, stated that te<br />

rulers in Nepal as well as<br />

Indians have said that the<br />

<strong>Madhesh</strong>is are <strong>of</strong> the Indian<br />

Origin. <strong>Madhesh</strong> according<br />

to him is a nation having its<br />

own language and economic<br />

Has the Peace Process reached to<br />

the climax?<br />

In terms <strong>of</strong> the completion <strong>of</strong> the<br />

Peace Process, the process <strong>of</strong> the<br />

army integration was the top most<br />

issue which is no the Process <strong>of</strong><br />

completion. <strong>The</strong>refore we could<br />

better say that the Peace Process<br />

has almost reached the climax<br />

point. <strong>The</strong> Process <strong>of</strong> the Army<br />

integration which was taken as the<br />

major obstacle and the hindrances<br />

on the path <strong>of</strong> the Peace Process<br />

has almost reached to the climax<br />

as the Nepal Army has already<br />

taken the entire charge <strong>of</strong> the<br />

Maoist Combatant.We could be<br />

sure that the main door for the<br />

formation <strong>of</strong> the Constitution has<br />

already opened by now. Along<br />

with the formation <strong>of</strong> the<br />

Costitution the Peace Process will<br />

also be completed at the time.<br />

Has the relation between the Maoist<br />

and the PLA disconnected after<br />

the NA took the charge <strong>of</strong> the<br />

PLA?<br />

It's not only the Maoist PLA but the<br />

army <strong>of</strong> the entire Nation formed<br />

to fight for the Nation. <strong>The</strong>re was<br />

two Army in the Nation. One<br />

known as the Shahi Nepali Sena<br />

and next Janamukti Sena that<br />

would fight for the Nation. <strong>The</strong><br />

major issue mentioned in the Peace<br />

Process was to democratize the<br />

Nepali Army and Commercialized<br />

the Janamukti Sena and then ultimately<br />

form the National Army<br />

integrating both the Nepali Army<br />

and the Janamukti Sena. <strong>The</strong>refore<br />

on the basis <strong>of</strong> the Process<br />

6,000 Janamukti Sena are merged<br />

into the Nepali Army but not the<br />

Janamukti Sena are handed Over<br />

to the Nepal Army actually as it<br />

has been misunderstood.<br />

But your Party had decided to take<br />

the integration and the constitution<br />

formation process together?<br />

Yes, the Party had decided <strong>of</strong> taking<br />

the integration Process and the<br />

Constitution formation Process<br />

together but as per the unfavorable<br />

condition and the circumstances<br />

it had become difficult to<br />

take both the Process <strong>of</strong> the Army<br />

integration and the Process <strong>of</strong> the<br />

Constitution formation together.<br />

And at the same time it had also<br />

become quite difficult to discuss<br />

on both the issue together inside<br />

the Party. <strong>The</strong>refore it's obvious<br />

that one <strong>of</strong> the issue and the<br />

agenda has to have remained back.<br />

But as the Peace Process is the<br />

major issue <strong>of</strong> the Nation all the<br />

Political Parties agreed to solve the<br />

issue <strong>of</strong> the Peace Process first<br />

and then move towards the integration<br />

and the process <strong>of</strong> the<br />

Constitution formation.<br />

Has there been a two faction in your<br />

Party?<br />

As you have been viewing every<br />

thing but above all the major issue<br />

and the agenda is the Peace and<br />

the Constitution. And we have<br />

drive vehicles to Nepal for monitoring and<br />

expeditious implementation <strong>of</strong> Indian assisted<br />

large projectsin Nepal viz Construction <strong>of</strong><br />

Roads in the Terai Area <strong>of</strong> Nepal,<br />

Construction<strong>of</strong> Integrated Check Posts and<br />

Construction <strong>of</strong> Cross Border Rail Links.<br />

<strong>The</strong>vehicles were handed over by Ambassador<br />

Jayant Prasad to the Hon'ble<br />

ShriHridayesh Tripathi, Minister for Physical<br />

Planning & Works at a brief andimpressive<br />

ceremony held in the Ministry premises at<br />

Singha Durbar inKathmandu today. Speaking on the occasion, the Hon'ble<br />

Shri Hridayesh Tripathi,Minister <strong>of</strong> Physical Planning & Works, thanked<br />

the Government <strong>of</strong> India foraccording highest priority to the expeditious<br />

completion <strong>of</strong> ongoingconnectivity projects in Nepal which would accelerate<br />

the economicdevelopment <strong>of</strong> the country. He said that the construction<br />

<strong>of</strong> theseprojects by India in Nepal would further strengthen the bonds <strong>of</strong><br />

friendshipand cooperation between the two countries. Ambassador Jayant<br />

Prasadexpressed the hope that these vehicles would enable GON project<br />

<strong>of</strong>ficials toeffectively discharge their responsibilities for the expeditious<br />

completion<strong>of</strong> these projects which would lead to greater economic prosperity<br />

in theregion. A short description <strong>of</strong> the projects where these vehicles<br />

would beused are as follow:<br />

Development and construction <strong>of</strong> roads in the Terai area <strong>of</strong> Nepal:<br />

Phase-I <strong>of</strong> the project covers the development <strong>of</strong> 19 link/postal roadsequaling<br />

605 Kilometres in the Terai area <strong>of</strong> Nepal. <strong>The</strong> roads were selectedby the<br />

Government <strong>of</strong> Nepal and are presently under various stages <strong>of</strong>construction.<br />

Being built at a cost <strong>of</strong> NRs. 1100, these roads wouldfacilitate easier movement<br />

<strong>of</strong> goods and services in the country benefitingnearly 88 lakh people in<br />

the area. This would significantly accelerate theeconomic development <strong>of</strong><br />

Nepal. Phase-I will be followed by Phase-II andwill cover about 900<br />

kilometres <strong>of</strong> roads. Construction <strong>of</strong> Integrated Check Posts<br />

Government <strong>of</strong> India is building four Integrated Check-Posts (ICPs) atmajor<br />

points along theIndia-Nepalborder.<strong>The</strong>seare:Raxaul(India)-Birgunj(Nepal),<br />

Saunali(India)Bhairahawa(Nepal),Jogbani(India)-Biratnagar(Nepal) and Nepalgunj<br />

Road(India)-Nepalgunj(Nepal).Work has already started for the construction <strong>of</strong><br />

ICPs at Raxaul in India andBirgunj in Nepal. Work on ICP at Jogbani in India has<br />

already startedwhile work on the ICP at Biratnagar is expected to start soon. <strong>The</strong><br />

estimatedcost <strong>of</strong> Raxaul-Birgunj ICPs and Jogbani ICP is approximately NRs.<br />

400Crores. <strong>The</strong> ICPs will have state-<strong>of</strong>-the-art infrastructure, facilitatingintegrated<br />

customs and immigration for smooth cross-border movement <strong>of</strong> people and goods.<br />

obstacles on the path <strong>of</strong> the Peace<br />

through the various actions and<br />

Man shot at in Parsa<br />

Bara: An unidentified group opened fire at a person at<br />

Parwanipur, an area bordering Parsa and Bara districts, along<br />

the Birgunj-Pathalaiya road section Tuesday morning.<strong>The</strong><br />

group opened fire to Chunu Alam, <strong>of</strong> Birgunj Sub-metropolitan<br />

City-2. Alam is a scrap dealer for Dabur Nepal. According to<br />

police, Alam has been seriously injured in his right shoulder.<br />

<strong>The</strong> Narayani Sub-regional Hospital, Birgunj has referred him<br />

to National Medical College, Birgunj for further treatment. Condition<br />

<strong>of</strong> Alam is said to be critical.According to eye witness,<br />

the incident took place at the Show Room <strong>of</strong> Dugad at<br />

Parwanipur while Alam was returning home.Why Alam was shot<br />

at has not been ascertained yet, said police. Investigation into<br />

the incident is underway, said Superintendent <strong>of</strong> police at the<br />

District Police Office, Parsa, Ramesh Kharel.<br />

Hailstorm kills two<br />

Rautahat: Two Persons were killed and three injured when hailstorm<br />

accompanied by high winds lashed Rautahat in the morning<br />

leaving behind a trail <strong>of</strong> devastation across the district.<br />

Police said Sunarpatidevi Patel-64 <strong>of</strong> Aurahiya VDC and<br />

Rambhadevi Sahakanu-42 <strong>of</strong> Aurahiya were killed after their<br />

<strong>house</strong>s collapsed due to the storm. Over 100 <strong>house</strong>s in the<br />

district are learnt to have been damaged by the winds. In<br />

Aurahiya , property worth Rs. 1.2 million was destroyed after a<br />

chicken farm collapsed, killing more than a thousand chickens.<br />

<strong>The</strong> district agriculture <strong>of</strong>fc ie said that the crops and the vegetables<br />

worth Rs 260 million have been damaged.<br />

Trader shot at Birgunj<br />

Birgunj: Chattu Alam aka Channu-30, a trader in Chapkaiya,<br />

Birgunj, had sustained a bullet injury when two unidentified<br />

persons shot at him in Birgunj-Pathalaiya Industrial Corridor<br />

on Tuesday Morning. Chattu is a sub-contractor at the waste<br />

contract department in Dabur Nepal Private Limited, a multinational<br />

Company. Chattu said that three rounds <strong>of</strong> bullet were<br />

fired on him, injuring him on his stomach. He has been taken to<br />

the National Medical College. Doctors attending him sais that<br />

Chattu is now out <strong>of</strong> the danger. <strong>The</strong> Persons who had shot at<br />

him has not been yet identified whereas the Police is on the<br />

investigation <strong>of</strong> the case and the culprits would be soon found<br />

Biratnagar : A man killed his wife at Sundarpur-3 in Morang on<br />

Wednesday morning with a sharp-edged weapon inside the<br />

rented room they were staying in.Thirty-five-year-old Naresh<br />

BK, a permanent resident <strong>of</strong> Kushaha-4, Sunsari killed his wife<br />

Asha BK (27) at 3 am this morning, Morang District Police<br />

Office said.<strong>The</strong> couple had quarreled early in the morning and<br />

husband BK mercilessly beat and dragged Asha to the road<br />

and chopped <strong>of</strong>f her legs and hands, according to the police.She<br />

died while undergoing treatment in Dharan.<strong>The</strong> culprit fled the<br />

scene after slaying his wife with weapon.<br />

Lamichhane is best jailor<br />

Nepalgunj: Shyam Lal Lamichhane, a jailer serving at Prison<br />

Office Nepalgunj, has been felicitated with Best Jailer Award.<br />

Jailor Lamichhane was honored with the award after undertaking<br />

on-site studies and monitoring <strong>of</strong> 74 prisons across the<br />

country, said Victim People's Service Association. He was felicitated<br />

with cash prize <strong>of</strong> Rs. 15,000 along with a letter <strong>of</strong><br />

appreciation amid a programme organized on the premises <strong>of</strong><br />

Nepalgunj Prison on Tuesday. On the occasion, Banke Chief<br />

District Officer Dhundi Raj Pokharel stressed the need to develop<br />

jail as improvement centre and create environment for<br />

the prisoners to get rehabilitated in the society after completing<br />

Poudel's 'killers'<br />

Jhapa: Police have made public three suspects in the murder <strong>of</strong><br />

the Jhapa-based journalist, Yadav Poudel. Those made public<br />

are Som Dhakal and his wife Manju, owners <strong>of</strong> the Purbanchal<br />

Sekuwa Corner hotel where Poudel was killed, and one Yubraj<br />

Giri, publisher <strong>of</strong> a soon-to-be-launched newspaper in which<br />

Poudel was <strong>of</strong>fered the responsibility <strong>of</strong> editor.Before the media,<br />

Manju stated that Poudel was killed after Giri pushed him<br />

down from the ro<strong>of</strong> top <strong>of</strong> the hotel. Organizing a press conference<br />

this monring, police said Poudel´s murder was incidental<br />

and that the killing had nothing to do with Poudel´s pr<strong>of</strong>essional<br />

commitments.According to Manju, Paudel and Giri had<br />

Itahari: Health Minister Rajendra Mahato said that conspiracies are afot to<br />

not promulgate the constitution on time and major parties were in on ot. Speaking<br />

to the Press in Itahari, Mahato said that those who were earlier ploting to<br />

promulgate a constitution without federalism are now dwelling on how not to<br />

promulgate a constitution at all. <strong>The</strong> <strong>Madhesh</strong>i Leader warned that if a constitution<br />

without Federalism were to be promulgate, his party would burn copies <strong>of</strong><br />

it throughout the country. '' Only a federal constitution-based on identity <strong>of</strong> the<br />

people and their capacity will be acceptable to our Party,'' added Mahato. Minister<br />

Mahato said that ' some forces' have been going around saying that they<br />

are strong supporters <strong>of</strong> Federaism but the way their actions speak ootherwise.<br />

Mahato , who was quoted by the <strong>Media</strong> few months agoas saying that his Party<br />

<strong>of</strong> the '' Autonomous <strong>Madhesh</strong> Province'' and the '' Autonomous<br />

<strong>Madhesh</strong>'' citing the recent Proposal <strong>of</strong> State Restructuring to be the<br />

Anti-<strong>Madhesh</strong>i. <strong>The</strong> Conference had also focused on the timely formation<br />

<strong>of</strong> the Constitution by Jestha 14 along with the completion <strong>of</strong> the<br />

Yadav accused the three big parties for being against the Peace and the<br />

Constitution. He further said that they would go for the next People's<br />

that they would go for the Pressure at first and then finally go for the<br />

Thakur for unity among<br />

marginalised<br />

Kathmandu: Tarai Madhes Democratic Party Chairman Mahantha Thakur<br />

said Madhesis, Aadibashis, Janajatis and other marginalised groups need to<br />

forge an alliance to fight for their rightful share in the new<br />

constitution.Thakur, speaking at a Nepal Madhes Foundation-organised<br />

book launch, said only Madhesis have the right to decide on provinces<br />

needed in their region."Members <strong>of</strong> the Khas community are trying to<br />

impose their own interests on the new constitution. Why should we own<br />

up the new constitution if it does not ensure a Madhes government?" Thakur<br />

argued.He said unlike Madhesis, Aadibashis, Janajatis and Dalit communities,<br />

the Khas community did not have their own identity, and therefore,<br />

suppressed other communities.Citing the case <strong>of</strong> MJF-R Chairman JP<br />

Gupta, Thakur said when a particular class rules a country, members <strong>of</strong><br />

other classes never win. Thakur said Madhesis were already in minority in<br />

Jhapa and Chitwan and if discriminatory practices continued, the same<br />

Parties need to be sincere : Minister Gupta<br />

Illam: Law and Justice Minister Brijesh Kumar Gupta said that statute would be<br />

promulgated on time if all parties work sincerely. Taking a dig at the delay <strong>of</strong><br />

statute-drafting Gupta said that the Constitution would not be promulgated<br />

even for years if the Party Leaders fail to work whole-heartedly. He said although<br />

the government makes the law, the problem arises when it is made<br />

without giving due consideration and without consulting the concerned bodies.<br />

Speaking at a Programme organized by Law and Justice Ministry in Illam,<br />

Gupta said that if we consult the concerned bodies while drafting a Particular<br />

Law, then it could be impleented in a right way and benefit people on a larger<br />

scale. On a different context , Gupta suggested that advocates should consider<br />

doing at least one free caste in a year for the poorer section <strong>of</strong> the society,<br />

Minister Jha Promises Constitution<br />

with Federalism<br />

Birgunj: Minister for Industry, Anil Kumar Jha has expressed his confidence<br />

that the nation would get the new constitution based on federal<br />

model <strong>of</strong> governance within May 27."<strong>The</strong> major political parties have<br />

forged consensus on the peace process and that the nation would get the<br />

constitution with federalism within the stipulated time-frame <strong>of</strong> the Constituent<br />

Assembly, "said Jha at an interaction programme organised by<br />

Reporters Club Nepal, Parsa.Foregrounding the main features <strong>of</strong> the new<br />

constitution as federalism, republicanism, secularism, and inclusive democracy,<br />

he said, his party was for making three federal states on the<br />

basis <strong>of</strong> geography.On the occasion, Minister Jha expressed his serious<br />

concern over his party not being included in the United Democratic<br />

Madhesi Forum (UDMF) and said this may disrupt the unity among the<br />

Madhes based parties.<br />

Janata Bank going public in May<br />

Kathmandu: Janata Bank, the 26th commercial<br />

bank <strong>of</strong> the country which recently<br />

entered into third year <strong>of</strong> operations, has<br />

completed preparations for initial public <strong>of</strong>fering<br />

(IPO)."We have completed initial<br />

formalities and will be issuing 6 million units<br />

<strong>of</strong> shares each with a face value <strong>of</strong> Rs<br />

100 to general public within the first week <strong>of</strong> May," said CEO <strong>of</strong> Janata<br />

Bank Bijaya Pant. Pant, who was in Pokhara to publicize the bank's IPO<br />

plan, said the bank's performance in the first two years was encouraging<br />

and it's good corporate governance practices and financial achievements<br />

assure that people investing on IPO will enjoy good returns.<br />

Samsung introduces new range <strong>of</strong><br />

multi-view cameras<br />

Kathmandu: Him Electronics has launched<br />

three models <strong>of</strong> dual-view and multi-view cameras<br />

in the market, targeting young generation.<br />

<strong>The</strong> new cameras are priced between Rs 13,990<br />

and Rs 25,990.Binay Tripathi, deputy general<br />

manager <strong>of</strong> Him Electronics the authorize distributor<br />

<strong>of</strong> Samsung home appliances in Nepal, said the new cameras<br />

have been launched targeting youths. "When a couple goes for outing,<br />

they cannot capture fine pictures themselves through other cameras. But<br />

with the help <strong>of</strong> Samsung dual-view and multi-view cameras they can<br />

capture all their memorable moments themselves."

Ramindra Chhetri's album launched<br />

Kathmandu: <strong>The</strong> Army Officer's Club proudly hosted the album launch <strong>of</strong><br />

"Jeevan Sundar Chha" Volume I and II, by Brigadier General Ramindra<br />

Chhetri on Wednesday, <strong>April</strong> 11. Army Chief Chatra Man Singh graced the<br />

launched as the Chief Guest and congratulated<br />

Chhetri at the event. <strong>The</strong><br />

album was released with the intention<br />

<strong>of</strong> raising fund for the establishment<br />

<strong>of</strong> a welfare organization for<br />

the physically incapacitated military<br />

personnel. Chhetri shared his views<br />

at the ceremony saying, "I never<br />

imagined myself being involved in<br />

music but after having crossed 50<br />

years <strong>of</strong> my life; I composed this as<br />

a part <strong>of</strong> my service to the country<br />

and my fellow army members have<br />

supported me to the fullest in this<br />

journey."<strong>The</strong> album has <strong>16</strong> songs <strong>of</strong><br />

different genres that have been divided<br />

in to two volumes. <strong>The</strong> event also had the launching <strong>of</strong> four music<br />

videos that are a part <strong>of</strong> the album itself. At the same time, yet another<br />

music album composed by Army Band, titled, "Camp Fire" was also released.<br />

Both the album team that <strong>of</strong> Chhetri and the Army Band performed<br />

at the launch ceremony.<br />

Mithila is the name <strong>of</strong> that part <strong>of</strong><br />

the state <strong>of</strong> Bihar which is situated<br />

to the north <strong>of</strong> the Ganges and lies<br />

to the east <strong>of</strong> the famous land <strong>of</strong><br />

Bhojapur. In ancient India Mithila<br />

formed a state by itself, and one <strong>of</strong><br />

its names was Videha, so called after<br />

the name <strong>of</strong> the family <strong>of</strong> its<br />

illustrious rulers. References to this<br />

name are found in the Vedas also.<br />

Mithi was one <strong>of</strong> the rulers <strong>of</strong> this<br />

family and he is said. to have carried<br />

out the asvamedha yaj-iza over<br />

every step <strong>of</strong> this land, thereby<br />

rendering it holy.<br />

<strong>The</strong> area over which this famous<br />

sacrifice was performed. is<br />

described as bounded on the north<br />

by the Himalayas, and on the south<br />

by the Ganges, with the Kosi and the<br />

Gandaka rivers flowing to the east<br />

and the west respectively. This area<br />

became known by the name Mithila.<br />

References to this name are found<br />

in the Yajfiavalkyasmp?ti and the<br />

Ramayana. <strong>The</strong> word Mithila was<br />

derived from -/manth., to churn, by<br />

the author <strong>of</strong> the Unadisiitra (U.S.<br />

60). Mithila was the name <strong>of</strong> a sage<br />

(mithilaica mahatejah.,<br />

Matsyapurana, section 132, 113th<br />

verse, quoted by Muir in the Original<br />

Sanskrit Texts, vol. i, p. 278). <strong>The</strong><br />

name <strong>of</strong> Mithila may have some<br />

connection with the name <strong>of</strong> this<br />

conjectural. It may not sound<br />

unreasonable to say that Mithila has<br />

some connection with Skt. mithatogether.<br />

Hence Mithila may mean "<br />

attached together " inasmuch as<br />

Mithila is the name <strong>of</strong> that part <strong>of</strong><br />

the country which is made up <strong>of</strong> not<br />

less than three ancient principalities<br />

; namely, Vaisali, Videha, and Anga.<br />

Thus it would be likethe United<br />

Provinces <strong>of</strong> Agra and Awadha,<br />

popularly known as United<br />

Provinces, now constituted into the<br />

state <strong>of</strong> Uttar Pradesh. But on<br />

particularly <strong>of</strong> the Kosi, it is difficult<br />

to fix the boundary lines <strong>of</strong> Mithila<br />

except on the north, where the<br />

Kathmandu: <strong>The</strong> makers <strong>of</strong> the film 'Highway' organized a press conference<br />

at the Yala Maya Kendra, Patan Dhoka on Thursday.This was<br />

the first <strong>of</strong>ficial meet held by the filmmakers after the selection <strong>of</strong> the film<br />

for the 62nd Berlin<br />

from prior and while shooting <strong>of</strong> the film."We have come a long<br />

way," said Deepak Rauniyar, the director <strong>of</strong> the film, adding, "and we still<br />

have a long way to go."Highway is Rauniyar's first feature film which<br />

narrates the story <strong>of</strong> a group <strong>of</strong> people estranged on the highway after<br />

their bus is caught in a banda."<strong>The</strong> story is true <strong>of</strong> our times and I think<br />

every Nepali can relate to it," said Richa Sharma, the actor who plays<br />

Kabita, a sex worker in the film. Richa claimed that the script <strong>of</strong> Highway<br />

is better than any other films she has seen, be it from Hollywood or the<br />

Indian film industry. Karma, another actor in the film, shared, "Upon hearing<br />

about the script, I couldn't say no," he said.Rauniyar joined voice with<br />

Karma saying, "All I had was a script and my faith in it," he shared.<br />

country, first <strong>of</strong> all, several<br />

examples <strong>of</strong> modes <strong>of</strong> songs <strong>of</strong><br />

Mithila, composed by the poet<br />

Vidyapati in the Maithila-<br />

Apabhratitsa language are given<br />

below (R., p. 37). <strong>The</strong> practice<br />

<strong>of</strong> referring to Maithili as Apabhratnsa<br />

continues even to this day amongst the<br />

pandits <strong>of</strong> Mithila. Pt. Mukunda Jha,<br />

who published his translation <strong>of</strong> the<br />

Amarakosa very recently, also called<br />

this Maithili Apabhratiisa. (Cf.<br />

Introduction to Amarakosa, p. 5,<br />

Madhubani, 1924.) This explains the<br />

absence <strong>of</strong> reference to the name<br />

"Maithili " in earlier works. But this<br />

remark may hold good for all the<br />

modern Aryan languages <strong>of</strong> India. A<br />

comparison may be made with the use<br />

<strong>of</strong> the terms Prakrit for Bengali as<br />

noticed above, and Aryabhasa for Hindi<br />

amongst the Aryasamajists. Amongst<br />

the uneducated people, Maithili is called<br />

Hindi also.<br />

Such persons reckon Hindi to be Urdu.<br />

This seems to have been due to the<br />

fact that Maithili was generally used<br />

by the Hindu population <strong>of</strong><br />

Mithila,"while educated Mussulmans<br />

spoke Hindusthani or Urdu, the<br />

language used in law courts. It is<br />

interesting to note that documents<br />

written in the Persian script and in the<br />

Urdu language are said to be written<br />

in Fdrasi, Persian. But the revival <strong>of</strong><br />

Maithili literature and the discussions<br />

on the question <strong>of</strong> medium <strong>of</strong><br />

instruc?tion in the schools <strong>of</strong> Mithila<br />

are putting an end to the practice <strong>of</strong><br />

calling Maithili by this name, i.. Hindi..<br />

(No reference will be made in the<br />

following pages to any name other than<br />

Maithili, other?wise confusion will be<br />

caused and no useful purpose served )<br />

Though there are several Mai. dialects,<br />

only three <strong>of</strong> them have received<br />

distinctive names.<br />
