Existing uses - manage for wildlife and hunting via timber management, planting and mowing for food and habitat, and pot-holing to improve waterfowl habitat.. Also use as a forest management demonstration area. 2. Primitive hiking (trail blazes only, no other improvements) 3. Environmental education without buildings or other improvements. 4. Manage existing wetland (install Clemson leveler at beaver dam to enable water level regulation, limited or no site work.) 5. Section VI – Identified Uses and Recommended Actions Page VI-3 • Agency participation funded under current agency budgets. • Administrative and operating expenses for the Friends of Reining Pond to be provided by membership dues, grants, and/or some agency support. Community Organization The creation of a community group, such as The Friends of Reining Pond, to build support for the long term management and improvement of the Reining Pond property is critical. Fish and Boat Commission funds are limited, as are all government funds and grant programs. Limited public funds are typically directed to those projects with the greatest level of public support. Without a viable local organization to promote the management and improvement of the Reining Pond property, and vie for funding, public resources will likely be directed to other projects. Agency participants on the Steering Committee can provide some technical assistance for organizing and supporting a community based organization, but only a well functioning, nonprofit corporation with a robust membership can hope to successfully achieve the goals of this Master Plan. In short, the creation of such a group will dependent on the action of motivated citizens. Short Term Actions - Management The initial focus should be on the management uses which can be accomplished via partnership agreements and interagency cooperation. The Steering Committee would play the key role in developing the details of each use, and each agency would act as specified in the partnership agreements. Funding requirements are minimal and primarily would involve staff time provided out of existing participating agency budgets. Short term actions include: • Use #1 - Wildlife and timber management and forest management demonstration area. • Use #2 - Primitive hiking. • Use #3 - Environmental education with no site improvements. • Use #4 - Managing the existing wetland with a Clemson leveler. Long Term Actions - Capital Expenditure Based on the higher costs, environmental issues, and differing opinions about stream impoundment vs. ecosystem maintenance, consideration of capital expenditure uses should be undertaken only in the longer term. Once formed and functioning, the Friends of Reining Pond should serve as the advisory and public information group to further consider the uses. If the local organization cannot garner the support for the capital expenditures the construction will likely not materialize. The capital expenditure uses include: • Use #5 - construction of a berm and small pond at the same level as the existing beaver dam, estimated cost of $40,000 to $60,000. 1 • Use #6 - reconstruction of the dam and pond of original size at an estimated cost of $1,500,000 to $2,000,000. 2 If the local community cannot successfully organize a Friends of Reining Pond to shepherd the development of either use, the Fish and Boat Commission could include the two uses in future capital budget for consideration in terms of cost vs. benefit along with all other agency improvements. Maintenance Actions Steering Committee discussions and public comments identified a number of actions which 1 Estimate based on cost of $2,000 per acre and anticipated pool size of 20 to 30 acres. 2 Cost estimate provided by PA Fish and Boat Commission.
